EXPERIENCE SUMMARY:
22+ years of diversified engineering services, hand-on, operations, and management experience; particularly in the Power
Generation Industry. Experience covers all phases of power plant development, engineering, construction, and operation.
Recently Manager of Global O&M and Performance Engineering for global IPP. Unique engineering and management
capabilities combined with global experience.
Over the last 12 years, I have been working in various leadership positions for major IPP’s and clean energy producers. In
addition to project development & engineering support, acquisition, O&M support, and global fleet betterment, I lead
InterGen’s Global Performance Optimization Program, contractual testing, performance assessments & monitoring.
I have extensive in-depth engineering experience in the areas of plant performance & fleet betterment, plant operation &
maintenance, plant design & equipment selection. Experience includes component/cycle/unit performance testing,
equipment upgrades. Other O&M management experience such as business & operating plan reviews, outage plan review,
outage planning assessments, and major outage support. My professional experience includes home office projects and
extended duration at site assignments in North America, Mexico, Europe, Asia and Australia.

development, equipment selection, cost benefit analysis, asset acquisition due diligence, performance testing, negotiation
of equipment guarantees and liquidated damages, and performance assessments & monitoring.
DETAILED PROFESSIONAL EXPERIENCE:
As a Senior Performance Engineer managing and conducting Calpine’s plants post commissioning contractual
performance testing, periodic Assessments, and fleet betterment effort. Responsibilities included; review of commercial

guarantees, testing requirements, development of performance test procedures, planning, interface and negotiation with
OEM’s, and testing execution.
• Contractual Testing: As a test manager for plant and major equipment Performance Testing in accordance with
ASME standards for 26 contractual tests on CCGT power plants ranging from 80MW to 1100MW, including peakers
and Aeroderivative Gas Turbines. Experience included GE, Siemens, ALSTOM, Hitachi, Nooter/Erikson equipment.
Finalized test results, preparation of test reports for internal and external distribution, communication with internal
and external customers. This required coordination, communication and negotiation of multiple parties.
• Thermal Modeling: Using GateCycleTM for plant correction curves, assessments and what-if scenarios. Also to
support equipment modifications studies and heat & mass balance development for green field projects and retrofits.
• Performance Review Tool: Built and monitored our in-house PI-based performance monitoring system using
detailed plant design information, performance corrections and engineering theory and practice. Actively monitored
Calpine plants to give knowledge to the plant teams, deliver reports and provide tools to run analysis as needs arise.
• Performance Calculator plant characterization: Performed filtering and statistical analysis on plant PI data to
determine plants' operating characteristics. Provided performance data for all plant operating modes for dispatch and
corporate budgeting
• Other accomplishments include Calpine’s fleet technical support and periodical thermal performance assessments,
PPA capacity tests, and plant thermal modeling. Other Performance engineering efforts including plant thermal and
heat rate analysis, equipment optimization, retrofits and recommendations.
Bechtel Power Corporation, Frederick, MD. 1999 – 2002
Senior Performance & Development Engineer
• As a Senior Performance and Development Engineer, worked on more than 15 power plants green field proposals
and projects development during its early development and testing phases. Projects included Combined Cycle,
Rankine Cycle, and Cogeneration. The work effort included an extensive design and off-design heat and mass
balances process using GE Energy GateCycleTM and GE Cycle Deck computer models.
• Developed performance guarantees for the EPC contracts, and performance requirements and guarantees for
steam turbine, heat recovery steam generator (HRSG), condensers, and cooling towers. Prepared Thermal Bid
Package and Scope Book inputs for major equipments including HRSG, STG, condenser, and cooling tower.
• Preparation and assessment of liquidated damages values for major equipment. Preparation of emissions
requirement for plant permitting, review of project scope book, and development of performance correction curves.
Utility Engineering Corporation, Xcel Energy, Denver, CO. 1998 – 1999
Lead Mechanical/Senior Project Engineer
• Fort Saint Vain Power Station, phase #3, 720 MW, 3X1 Combined Cycle project, Public Service of
Colorado. As a Lead Mechanical Engineer working at the construction site. Responsible for the balance of plant
(BOP) design effort using General Electric combustion turbine model # 7A1PFA95F and VOGT HRSG. Led the
development of piping & instrumentation diagrams (P&ID’s), piping isometric, valve list, pipe line list, equipment
list, and underground piping, sections, and detail. Prepared equipment bid packages, and awarded contracts.
Coordinated meetings with the plant owner, vendors, and the construction engineers.
• South Point 540 MW, 2X1 Combined Cycle project, Calpine Corporation, San Jose, California.
As a Senior Mechanical Engineer worked on several BOP systems using Siemens/Westinghouse Model 501F and
VOGT HRSG. Developed the Procurement Specification for key BOP equipment. Prepared equipment bid packages,
evaluated vendor’s bids, and award contracts.
• Front Range 500MW, 2X1 Combined Cycle Proposal, Coastal Corporation, Colorado Springs, Colorado.
Developed HRSG’s bid package specifications. Developed the engineering construction specification, including
piping & valves specifications for approval submittal for the owner approval.
• Manchief 250 MW Simple Cycle Peaker Power Project, Coastal Corporation, Brush, Colorado.

As a Lead Mechanical Engineer responsible for the daily balance of plant engineering and design efforts using the
Siemens/Westinghouse combustion turbine model # V84.2. Developed (P&ID’s) for plant systems.xDeveloped the
underground and aboveground piping details and sections. Developed equipment procurement specifications,
preparation of equipment bid packages, evaluating vendor’s bids, and award.
• Oil Fired Steam Generator Installation - U.S. Navy, Military Sea Left Command, Washington, D.C.
Developed a feasibility study to install an Auxiliary Steam Generator to provide vital and steam utility services aboard
the USNS OBSERVATION ISLAND. Investigated three candidate locations proposed for this installation.
Performed field investigation to obtain necessary data, sketches, and pictures for the study and evaluation.
Recommended one feasible location for this installation based on regulatory body and US Coast Guard requirements.
Developed work item specifications. The work item included installation specifications and working drawings,
computational flow analysis, and pressure drop calculations for feedwater, steam, fuel supply, condensate, drainage,
blowdown, and exhaust system. Developed and revised working drawings, P&ID'S, and procurement specifications
for piping, valves, pumps.
• Developed installation guidance booklet for water mist fire suppression system on LPD-17 class ships. Drafted
performance specification to replace military specifications for open and closed type fire suppression sprinklers.
• U. S. Coast Guard Integrated Deepwater System (IDS) – Concept Evaluation Study – U.S. Coast Guard.
Develop propulsion trade-off studies of the baseline performance requirements for the new USCG surface assets.
Synthesis modeling is used to deliver holistic ship concepts with trade-off studies and sensitivity analysis in extremely
short time cycles, while affording remarkable accuracy with validated Coast Guard cutter parameters. Three trade-off
studies were developed for each surface asset using different propulsion arrangement combinations, CODOG,
CODAG, and CODAD. Developed the machinery arrangement plans for each of the investigated options.
• New Aircraft Carriers Auxiliary Steam Generation Study- Ingalls Shipbuilding. Pascagoula, Mississippi.
Investigated the feasibility and practicability of generating high-pressure steam from the gas turbine exhaust in order
to operate aircraft launch catapults aboard the proposed new aircraft carrier design. Obtained background design and
performance information on catapult steam systems; determined the operational requirements and the steam demand
for the catapult steam system; and contacted marine boiler manufacturers to obtain design, performance, and interface
data on suitable units for this application and to determine the weight and space requirements for the installation.
Developed a heat balance analysis to determine the steam capacity that could be generated from the exhaust of the
LM2500+ and LM6000 gas turbine propulsion engines through a waste heat recovery steam generator.
Samsung Heavy Industries Co. Ltd., Koje Shipyard, South Korea. 1995 – 1997
Lead Mechanical/Section Manager
• Central Gas Compression Platform -White Tiger Oil Field of PetroVietnam, Vietnam.
As a Lead Mechanical, and Senior Rotating Equipment Engineer in the Off-Shore Engineering Department.
Developed of equipment purchasing specifications, testing procedures, inspection, and certification of mechanical and
rotating equipment. Responsibilities also included the review of vendors’ inspection and test plans, approval of
vendors’ test procedures, review of vendors’ test data, coordination of more than forty vendors and third party
inspection agencies (i.e., ABS-IV, DNV). Conducted pre-fabrication meetings with major vendors and third party
inspection agencies. Issued procedures concerning quality control. Witnessed source inspection and testing of major
equipment, and resolved non-conformance materials issues with the OEM’s.

• Served as a Samsung’s representative and Resident Engineer for a period of eight months at Solar Turbines in San
Diego, CA. and Dresser-Rand, Olean, NY. Liaisoned with Project Procurement Manager, Engineering, Construction,
Project Controls, suppliers, contractors, and the third party inspection agency. Coordinated activities between
Samsung and the OEM to resolve technical engineering issues.
Stone & Webster Engineering Corporation, New York, NY. 1992 – 1995
Mechanical Engineer
• Sludge Dewatering Facilities, Sludge Management Project - New York City, NY.
As a Mechanical Lead, Responsible for interfacing with client, contractors, start-up and test procedures preparation;
and site inspection during construction and commissioning of the sludge dewatering facilities in New York City.
Collected and developed data for the computer based preventive maintenance/spare parts system and field checked as-
built color flow diagrams of 8 sludge dewatering facilities. This effort included reviewing the operation and
maintenance manuals of over 100 vendors and collecting and integrating the information into the system. Coordinated
field input to determine the recommended quantity of spare parts to be kept on hand. Developed a database of
information on the manufacturer, distributor and contact for ordering of spare parts. Coordinated multi-discipline
input into the computer system.
• Gas Conversion Oswego Unit No. 4&5 – Niagara Mohawk Power Corporation.
Worked on the boiler conversion to natural gas system, prepared pressure drop calculations and valve sizing at four
different loads. Determined the gas system pressure drop from the gas supply to the burners including the pressure
drop required across the control valves, using a computer model based on Math-Cad. Developed the P&ID’s , piping,
and valve specification.
As a Licensed Engineer, responsible for the operation and maintenance of the main and auxiliary machinery &
systems aboard Merchant Vessels. Experience included but not limited to: oil fired steam generators, waste heat
recovery steam generators, auxiliary low pressure steam generators, pumping stations (motor and steam driven),
centrifuges, heat exchangers, chiller plants, evaporators, motor/steam turbines driven power generators, and slow &
medium speed diesel engines (Sulzer, MAN, B&W, MTU, Caterpiller). Assignments:
• Vital Skills for Project Managers, the Association of Project Managers, 2.5 CEU October 19-21, 1997.
