provide services in the State of
Delaware because no applicant from the
FY 2006 competition that proposed to
provide services in the State of
Delaware proposed a project of
sufficient quality to demonstrate that it
was likely to succeed in meeting the
purposes of the PIRC program. Except
for the State of Delaware and Guam, at
least one application was funded in
each of the other States from the FY
