A quorum was present, and a majority was 23. Also present was Transition Executive Director ElissaAnn Voccola, Intern Joey YY, and Representative Cheri Steinmetz.
The Secretary reported 44 present (including present by proxy) and 17 proxies That count was incorrect.
The correct count is 44 and 15. 17 proxies were filed, but in two cases the person carrying the proxy was
not present, thereby invalidating the proxy.
Secretary's Report
The minutes from the Executive Committee meeting on 20 June were not posted to the web site but had
been emailed to the members for their perusal and correction. The Secretary will present them for
correction and approval at the next Executive Committee meeting. There was no decision on publishing
Executive Committee meeting minutes. For now they remain unpublished.
The Secretary offered to email items to the Central Committee as a convenience for members.
As the members had had the minutes available to them, reading of the minutes was dispensed with. One
spelling correction was made. Motion to approve from Karl Allred, seconded Chuck Carver. Motion
approved.
Treasurer's Report
As the Treasurer was absent and a written report was in the members' packets, the Chairman made a
brief summary report. There was $30,000 in new donations, largely from the first fund raising letter.
Motion to accept from Wade Dennis, second from Lisa DaCosta. Motion approved.
Chairman's Report
National Delegate Selection
The Chairman reported on the presidential nominating process and where we stand on selecting and
binding delegates to the national convention (http://wygop.org/2016-national-convention/ Secretary).
We are entitled to 29 delegates, of who three are automatic, and of whom 26 are to be elected. We are
entitled to 26 alternate delegates.
In precinct caucuses, we selected delegates to the county conventions. The county conventions select 13
delegates and thirteen delegate alternates to the national convention. The county conventions also select
delegates and alternates to the state convention (http://wygop.org/2016-state-convention/ Secretary).
The state convention will select the remaining 13 delegates and delegate alternates to the national
convention. RNC rules require that the delegates to the national convention declare their presidential
preference.
The Chairman proposes to go to the RNC with the following process: we will select delegates and
delegate alternates per our bylaws, as described above. In addition to the process required by the bylaws,
we will hold a ratifying vote at the state convention.
Lisa DaCosta pointed out that if our county delegates and delegate alternates were successfully
challenged at the national convention credentials committee, the thirteen alternate delegates selected at
the state convention would be promoted to delegates.
Straw Polls
Our bylaws allow the Central Committee to call for a straw poll, but only in the months of January and
February. This conflicts with an RNC rule that disallows us from doing so before March 1. Any delegate
binding we do must be on March 1st (Super Tuesday) or later.
The Chairman proposed to have precinct caucuses on March 1st, and there to have candidates for
delegate to the county conventions declare their presidential preferences (including undecided). This
would let us release a state-wide straw poll and thus participate in Super Tuesday.
Karl Allred moved (XXX seconded) as follows:
1. The Wyoming Republican Party will select delegates and delegate alternates to the national
convention according to its bylaws at county and state conventions.
2. The state convention will hold a vote at the state convention to ratify the delegates and delegate
alternates selected in county conventions.
3. In the event the RNC rejects this plan, the Chairman is to send out a press release explaining
Wyoming's position and the RNC's opposition.
Motion carried.
Karl Allred also moved a show of general support for the Chairman in his negotiations with the RNC.
There were multiple seconds, and the motion was approved without dissent.
Status
The Interim Director presented a slide show indicating the state of the party. A few highlights:
It is important to communicate with the public. The chairman has issued a number of press
releases, one in response to the deplorable attack ad on Rep. Mark Jennings.
Social media is working well. We have 1000 new likes for the state GOP Facebook page
(https://www.facebook.com/WYGOP Secretary).
There was a proposal that on-line donors be able to split their donations between the state and
one or more counties. The Chairman said that the proposal might have FEC implications.
The Chairman announced a Volunteer of the Year Award banguet as a fundraiser for Mid-August.
Details such as venue and keynote speaker TBA.
Training for younger Republicans, such as our intern. This program might include credit for
students.
Regular conference calls among leadership to co-ordinate and to transfer best pracices.
There was a proposal to look at including some training in the next meeting.
Interim Budget
The Chairman presented a budget for the period from July 1st to December 30th, 2015. Motion to approve
from Lisa DaCosta, second from Chris Smith. Motion approved.
Next Meeting
Chairman Micheli appointed Tami Young to the site selection committee.
Karl Allred moved to hold it on November 14th. Lyle Williams seconded.
Frank Eathorne moved, Karl Allred seconding, that the site selection committee is to report a site no
later than October 1st. Amendment approved.
Motion from Keren Meister-Emerich seconded by Carla Klopfenstein to change the date to Nov. 7th. The
amendment failed.
The main motion then passed. The next meeting will be November 14th.
Resolutions
Corey Steinmetz moved and Lyle Williams seconded the following:
Advocating, Supporting and Defending Fundamental Wyoming Republican Party
Philosophy, Platforms and Resolutions.
Whereas the Wyoming Republican Party Central Committee is compelled to remind all
Republican Party candidates, officeholders, Registered Republicans and the citizens of Wyoming
in general, of the fundamental planks and platforms of the Wyoming Republican Party on the
issues of family and marriage, with copies of relevant platforms attached hereto in furtherance of
that end and with fervent hope that a broad public dissemination of these platforms and planks
will serve the general welfare of the Wyoming Republican Party and the state of Wyoming;
Whereas the Wyoming Republican Party planks and platforms relating to family and marriage
are fundamental in nature and essential to our existence as a political party;
Therefore be it resolved that the State Central Committee use all powers conferred upon it by
law, by its governing bylaws, and through its power of persuasion to develop a system to hold
accountable Republican party candidates and officeholders to advocate, support and defend the
fundamental planks and platforms of the Wyoming Republican Party regarding the issues of
family and marriage.
Be it Further Resolved that this resolution be disseminated to the public by and through all
available and appropriate media.
Motion to insert the word all in the third paragraph between the and fundamental from Roni
Jaure, second from Lyle Williams. Motion withdrawn.
Motion from Frank Eathorne, seconded by Jared Olsen, to amend by inserting the following between the
second and third paragraphs:
Whereas according to the Wyoming Constitution, Article 1 Section 18, The free exercise and
enjoyment of religious profession and worship without discrimination or preference shall be
forever guaranteed in this state,;
Whereas according to the Wyoming Constitution, Article 1 Section 20, Every person may freely
speak, write and publish on all subjects, being responsible for the abuse of that right;;
Motion passed.
Motion from Chris Smith, seconded by Chuck Carver, to amend the (former) third paragraph by striking
from the word powers to the word Republican (exclusive) and replace it with the phrase to
promote. Approved.
Island Richards moved to change the second word to in the (former) third paragraph to the word
who. Leland Christensen seconded. Motion failed.
As amended, the resolution read:
