Preamble
In the context of the Corruption Logbook series, Partners For Transparency continues issuing its
monthly reports to monitor and follow-up corruption incidents, this is the second report issued
by the Foundation, and focuses on monitoring and analyzing legislative and procedural
developments relative to fighting corruption, in addition to collecting the incidents tackled by the
different media means during August 2015.
The August 2015 monitoring process indicated 104 corruption incidents by an increase of 46%
since July 2015. Revealing the significant increase in the corruption crimes exposure.

Relative Legislative and Procedural Developments to Corruption during August

August 2015 did not witness the issuance of any new legislations or laws related to fighting
corruption, but the dominant feature was conducting sectoral meetings in some governorates
and ministries to discuss plans and visions related to implementing anti-corruption strategy, in
addition to different statements for government officials included confirmation on the necessity
to fight corruption, along with linking it to development efforts and investment attraction, the
following are the facts that has been observed:

3 August 2015: the Administrative Control Authority in cooperation with the National
Coordination Committee for Combating Corruption and in participation with the United
Nations Office on Drugs and Crime organized a workshop addressing the international
standards and principles to implement the national strategy to combat corruption and the
mechanisms to facilitate the implementation policies and the procedures to monitor and
follow up the governmental institutions and the extent of their implementation to the
strategic objectives;
9 August 2015: Chancellor. Sameh Kamal, Chairman of Administrative Prosecution
Authority welcomed Eng. Ibraheem Mehlb, Prime Minister; Chancellor Ahmed ElZend,
Minister of Justice; and Chancellor. Ezra Khamis, First Assistant to the Minister of Justice
at the new headquarters for the Administrative Prosecution Authority (APA) at the 6th of
October city, the meeting tackled the Authority's efforts to bring justice; combat
corruption in the public service and the utmost importance for the APA at this point;

11 October 2015: Egypt and Algeria signed a memorandum of cooperation in order to

"fight against corruption", this note will work on "the exchange of experts and enhance the
capabilities and skills of the users in the two countries, and sharing information and
studies related to the measures taken, and exchange of successful practices.

12th August 2015, Anti-Corruption Commission of the Red Sea held its sixth meeting in the
province' general Office, the meeting dealt with the objectives of the follow-up committee,
and to improve public services, and to establish the principles of transparency and
integrity in all elements of the administrative system in the governorate. In addition to the
participation of civil society organizations in fighting corruption.

13th August 2015, Dr. Ashraf Arab, Minister of Planning, said the government is
determined to reform, and the acknowledge the responsibility in this historic phase.
Stressing the need for the community to convince that there is no way but reforming on
the different levels, a nd that Egypt is serious in fighting against corruption and reform of
the state administrative apparatus.

August 16th , 2015 The President Abdel Fattah al-Sisi, decleaed during a meeting with
Muhammad Irfan Gamal Eddin, head of the Administrative Control Authority, the
importance of continuing to work to resolve the investors' problems, the fight against
corruption and following -up to the state administrative apparatus. To conduct all
measures that will contribute to achieve the overall development process, to find suitable
and attractive environment for investment, and the climate characterized with integrity
and transparency, and an effective administrative apparatus is capable to work efficiently
commensurate with the requirements of the current stage of construction.

19th August 2015, information and Decision Support Center in Asyut held a meeting with
the information centers in all cities and towns and districts and service directorates in the
governorate. Aiming to the strategic analysis of the current situation and activating the
strategic plan to combat corruption and achieve social justice.

24th August 2015, Eng Khalid Name the Minister of Communications and Information
Technology, emphasized that 52 technology projects for the development and
modernization in all sectors of the state are scheduled to be implementing in 2015/2016,
he added that these projects mainly aimed at fighting corruption and achieving social
justice, in addition to monitoring the state's resources and to maximizing their benefit,
and community control over the government and various institutions performance.
25th August 2015: Dr. Imad Eddin El Wesemi, head of the public Education Sector at the
Education Ministry, integrated the activities of training on Recent trends in the fight
against corruption, to activate the national strategy to combat corruption and to
establish the principles of transparency, fairness and the rule of law.
30th August 2015, Major General Adel Labib, Minister of Local Development, the declared
that the ministry following the daily situation of the provinces in all sectors to assess its
efficiency and the problems faced by it, and coordination with the relevant ministries to

overcome obstacles. To combat corruption and maintaining territory of the State from
infringements and against any encroachment by all deduction and strength.

Evidenced by previous presentation continuation of the "absence" Integrated legislative

interventions that can address the phenomenon of corruption, And in spite of the emergence
interest in ministries and provinces to discuss the implementation of anti-corruption strategy
mechanisms, but these discussions and meetings did not result in the identification of specific
and develop specific plans to activate the strategic mechanisms.

On the other hand, the Administrative Control Authority and the Administrative Prosecution
Authority are still working almost unilaterally in this regard, With the continued absence of real
actors and channels for community participation and other parties such as civil society and the
media in the fight against the phenomenon of corruption mechanisms.

The previous data indicate that the Ration Ministry has witnessed the highest rate of the
corruption incidents during this month with 20 incidents, the Localities came in the second place
with 13 incidents, followed by the Interior Ministry with 12 incidents, Health Ministry cam next
with 9 incidents, Ministry of Agriculture followed by 7 incidents. The ministry of communications
followed by 6 incidents, Education Ministry came next with 5 incidents. Ministry of Housing and
Ministry of Finance followed by 4 incidents for each of them, Private companies, Ministry of
Higher Education, Ministry of Endowments and Radio and Television Commission followed by 3
incidents for each one of them, Ministry of Justice, Ministry of Social Solidarity and Ministry of
Youth came next with two incidents for each. The Ministry of Electricity, Ministry of Antiquities,
Ministry of Culture, Ministry of Transportation, Parliament and The judiciary came in the last
place with one corruption incident for each of them.

The previous data indicate that the cases under investigation obtaining the first place among the
corruption incidents this month with 64 incidents. Followed by the cases on trail with 20
incidents, the non Not investigated cases followed by 15 incidents. Finally the cases that were
adjudicated ranked last, with 5 incidents only, where it was ended with various sanctions.

The corruption incidents in August:

1. Refer the director of legal affairs in 6th of October City apparatus to the disciplinary trial, for
violating financial rules resulting in prejudice to the financial interests of the state. (Judge

2. Imprison the Director of bread project in the local unit of Nway, of Mallawi city center and four
others, on charges of manipulating the bread distribution process. (Judge Online - 01/08/2015).
3. A reserve susunder for the director of internal trade department in ration directorate of Beheira
governorate, after he was accused of breach of the performance of his job and the manipulation

4. The referral of 38 Central El Santa hospital workers, including 31 doctors and 7 administrators

5. The imprisonment of the head of the Husseiniya Traffic department, 15 days under
investigations on charges of profiting from public funds in the wake of license 5 cars were
informed to be stolen. (Seventh Day, 02/08/2015).
6. Referral of 14 officials in Damietta governorate's general Bureau to the urgent trial for
committing administrative offenses caused the waste of public money. (Source News Network

7. postponement remanded in custody, for the police officer of the public administration for
traffic of Cairo on charges of wasting public money, to 9th August session of the current, for
accusing him selling empty traffic fee receipts for taxi drivers and travels drivers for a n
amounts of money.( Veto, 3/8/2015).
8. The shop owners of Arcadia Mall accused " Hussein Sabbour" the owner of the mall to wasting
public money for refusing to hand them over their shops, which were scheduled to hand them

22. Arresting the owner of a cart with amounts of petroleum products in his possession intent to sell
