Introduction

This mission was a follow-up from the official visit by Dr. Wolf Forstreuter and Ms.
Litia Gaunavou to establish GIS for PPL from the 18th February to 10th March,
2009. There was a need for further assistance so Mr. Tony Koiri, Chief Executive
Officer send an official request to PNG Secretary of Foreign Affairs on the 22nd
August 2011 for SPC SOPAC GIS/RS team to provide GIS training to relevant
PPL officers from the 21st to 30th September, and was approved on 19th
September, 2011.
This mission was fully funded by PPL.

Activities Description

Why is the activity


important?

To provide training in Database Management and GIS application using


Microsoft Access, Excel, MapInfo and MapBasic.
To enhance PPL GIS/MIS and continue development and separation of
tabular and spatial data with customisation using MapBasic.
Analysis, Design and development of a Database Management System.
Theoretical background on Map projection, Coordinate Systems, Datum,
Ellipsoid and image data.
MapInfo handling including digitising and production of thematic maps.
Data formatting using Microsoft Excel and data handling in Microsoft Access.
Data migration from Excel to MapInfo and from MapInfo to Microsoft Access.
Separation of spatial and tabular data and SQL queries for linking of
Microsoft Access and MapInfo tables.
Link GIS to the Billing KWH consumption data for customers meters.
Further development of AFL Customised GIS using MapBasic Programming.
To enhance GIS establishment at PNG Power Ltd and build capacity of PPL
staff in database management and the application of GIS as an asset
management tool for mapping power generation, transmission and
distribution assets.
To enable PNG Power Ltd meet requests by ADB consultants to do Port
Moresby power consumption simulation and modelling.

SPC-SOPAC to follow-up compilation of PPL combined GPS survey data


collection of Power Poles, Switches, Transformers and Breakers database
with customised GIS using MapBasic
PPL staff will continue to capture generation, transmission and distribution
assets including meters using GPS for data collection.
PPL staff to come up with a plan on the way forward with regards to
scheduling GPS data collection for all feeders and the time frame, with SPCSOPAC GIS/RS teams assistance.
SPC-SOPAC will continue to support the development and maintenance of
PPL MIS/GIS.
That PPL will establish a GIS Team to follow through the development of
GIS project. This team should consist of the 7 participants during the training
including at least 4 GPS data collectors.
That PPL continue to capture customer meters locations and for the Billing
section to provide monthly access to customers billing KWH consumption
data for the GIS team to enable link to spatial location of meters. This is the
only way to find out customers consumption in KWH for comparison with the
Polylogger II, Unitest Instrument 3 Phase Power Recorder to reconcile the
total load on transformers, calculate line losses, load balancing, load flow
analysis and total demand (load) on Generators.
Considering the size of PNG, the amount of PPL assets and customers, PPL
should consider moving towards a centralised enterprise GIS system that will
allow multiple users to connect to the GIS/MIS via the corporate local and
wide area (LAN/WAN) network. An optimum solution will be to deploy
PostGIS 1.5 with PostgreSQL 9.0 server for both spatial data and tabular
data in a back-end database server with multi-user access on LAN/WAN.
The advantage is that only the hardware will be bought, PostGIS 1.5 with
PostgreSQL 9.0 is opensource. SPC-SOPAC GIS/RS technical support team
has the capacity to deploy such a system and will provide assistance if
required.
