ApproachandKeyComponentsofeKranti:NationaleGovernancePlan2.0
TheUnionCabinetchairedbythePrimeMinister,ShriNarendraModi,todaygaveitsapprovalfortheApproachandKey
ComponentsofeKranti:NationaleGovernancePlan(NeGP)2.0.Thisisafollowuptothekeydecisionstakeninthefirst
meeting of the Apex Committee on the Digital India programme held in November 2014. This programme has been
envisagedbytheDepartmentofElectronicsandInformationTechnology(DeitY).
Theobjectivesof'eKranti'areasfollows:
i.ToredefineNeGPwithtransformationalandoutcomeorientedeGovernanceinitiatives.
ii.Toenhancetheportfolioofcitizencentricservices.
iii.ToensureoptimumusageofcoreInformation&CommunicationTechnology(ICT).
iv.TopromoterapidreplicationandintegrationofeGovapplications.
v.Toleverageemergingtechnologies.
vi.Tomakeuseofmoreagileimplementationmodels.
ThekeyprinciplesofeKrantiareasfollows:
i.TransformationandnotTranslation.
ii.IntegratedServicesandnotIndividualServices.
iii.GovernmentProcessReengineering(GPR)tobemandatoryineveryMMP.
iv.ICTInfrastructureonDemand.
v.CloudbyDefault.
vi.MobileFirst.
vii.FastTrackingApprovals.
viii.MandatingStandardsandProtocols.
ix.LanguageLocalization.
x.NationalGIS(GeoSpatialInformationSystem).
xi.SecurityandElectronicDataPreservation.
eKrantiisanimportantpillaroftheDigitalIndiaprogramme.TheVisionofeKrantiis"TransformingeGovernancefor
Transforming Governance". The Mission of eKranti is to ensure a Government wide transformation by delivering all

Government services electronically to citizens through integrated and interoperable systems via multiple modes, while
ensuringefficiency,transparencyandreliabilityofsuchservicesataffordablecosts.
The approach and methodology of eKranti are fully aligned with the Digital India programme. The programme
managementstructureapprovedforDigitalIndiaprogrammewouldbeusedformonitoringtheimplementationofeKranti
andalsoforprovidingaforumtoascertainviewsofallstakeholders,overseeingimplementation,resolvinginterMinisterial
issuesandensuringspeedysanctionofprojects.KeycomponentsofthemanagementstructurewouldconsistoftheCabinet
Committee on Economic Affairs (CCEA) for according approval to projects according to the financial provisions, a
MonitoringCommitteeonDigitalIndiaheadedbythePrimeMinister,DigitalIndiaAdvisoryGroupchairedbytheMinister
ofCommunicationsandIT,anApexCommitteechairedbytheCabinetSecretaryandtheExpenditureFinanceCommittee
(EFC) / Committee on Non Plan Expenditure (CNE). The Apex Committee headed by the Cabinet Secretary would
undertakeaddition/deletionofMissionModeProjects(MMPs)whichareconsideredtobeappropriateandresolveinter
Ministerialissues.
CentralMinistries/DepartmentsandStateGovernmentsconcernedwouldhavetheoverallresponsibilityforimplementation
of the MMPs. Considering the need for overall aggregation and integration at the national level, it is felt appropriate to
implementeKrantiasaprogramme,withwelldefinedrolesandresponsibilitiesofeachagencyinvolved.Thethrustareas
oftheeKrantielectronicdeliveryofservicesundertheDigitalIndiaprogrammeare:
Technology for Education (eEducation), Health (eHealthcare), Farmers, Financial Inclusion, Planning, Justice, Security,
PlanningandCyberSecurity.
eGovernanceReformingGovernmentthroughTechnology,apivotalpillaroftheDigitalIndiaprogramme,wouldalsobe
implemented under eKranti by undertaking and strengthening Government Process Reengineering, electronic databases,
completeworkflowautomationandITbasedPublicGrievanceRedressalinallGovernmentDepartments.
Background
Astrength,weaknesses,opportunitiesandthreats(SWOT)analysisofNeGPrevealsseveralissuesrelatedtoadoptingnew
technologies,transformingprocessesandimprovingimplementationthatneedtobeaddressedurgently.Itderivesfromthe
reports of the Expert Groups and the experience of DeitY in working with various Ministries and Departments in
implementingthe31MMPs.Itisevidentthatthereisaneedtomakesubstantialimprovementstothecurrentframeworkof
NeGPtobringaboutthedesiredtransformation.Itisalsoclearthattheweaknessesandthreatsunderthecurrentframework
adverselyaffectimplementationofvariousMMPs,resultinginsuboptimaloutcomes.Ontheotherhand,theopportunities
presentacompellingcaseforacomprehensiverevisionoftheentireeGovernanceframeworkinthecountry,toachievethe
fullpotentialofeGovernanceforimprovingdeliveryofGovernmentservicestocitizens.
