2015 SANGGUNIAN FRESHMEN AND SPECIAL ELECTIONS

Mawe Duque - Platform

Coming into the school year, the Sanggunian has largely invested its resources to build a new Sanggunian
constitution and to spearhead initiatives for the 2016 national elections. These goals have been actualized through
the Ateneo de Manila University Constitutional Convention (ADMU ConCon) and the Ateneo Task Force 2016 (ATF
2016). Through the ADMU ConCon and ATF 2016, the Sanggunian acknowledges the importance of structural
solutions in our student government and the importance of the youths role this upcoming national elections.
However, the Sanggunian must continue to challenge itself as an institution by also answering equally timely
questions. Examples include like how do we keep the student body engaged as the Ateneo core curriculum is in
the process of revision? How should we align with the university as we sync with the country and the world
receiving K-12 effects, sending more students abroad, and accepting more foreign students here in the Loyola
Schools? How should we represent and act on our concerns as private drivers and public commuters as the traffic
and transportation systems in Manila get worse day by day?
Nevertheless, as we possibly transition to a new constitution next SY through the ADMU ConCon, the
Sanggunian must still recognize the impact of these issues through proactive response. The Sanggunian must still
serve its pillars of basic services, students rights, and student movement integration by operating efficiently and in
harmony across its units while meeting concerns both inside, and more importantly outside the university. The
Sanggunian must still be ready to respond to its responsibility to student life and nation building.
I am Mawe Duque, and I am running to be your Sanggunian Vice President and this is my goal this year for our
Sanggunian:
ISANG SANGGUNIANG #HandangTumugon
All throughout the SY, we will run by the #HandangTumugon to package Sanggunian as a Sanggunian called to
capably respond to issues both inside and outside the university. This will be actualized in these priority policies:
1. Involvement of Block and Course Representatives in Policy-Making and Accessibility to Performance
Management Tracker:
In the past school years, the Block and Course Representatives have been overlooked in its role to participate in
policy-making inside the Sanggunian. More often, their roles have simply devolved into tasks like information
dissemination, collection of students concerns, and project management. However, as our Block and Course
Representatives represent the first line of Sanggunian service, they must be capable of how to forward their
constituents issues in the Central Board and in University issues. They must be well-versed both in doing
stakeholder analysis and policy-making. Thus, our Block and Course representatives must participate in our Central
Board Committees and future Task Forces to experience Sanggunian as a policy-making body while equipping
them with the right skills and the right formation. A transparent and accessible performance management tracker
shall be released every month to make sure that all Sanggunian officers are accountable of their progress
throughout the school year.
2. Releasing of Public Information from School Council Affairs
According to the Students Needs Assessment Survey recently conducted by the Ateneo Statistics Circle for the
Sanggunian, most of the students do not know that we have the right to participate in policy-making in the school
through our involvement in school councils. This can be attributed to the school council representatives failure to
regularly disclose pertinent information both to the Central Board and most especially to the student body. As such,
we will push for a policy this SY to subject all school council representatives to disclose their progress to the Central
Board and regularly release information, the confidentiality of which is to be decided upon, to the student body. This
makes sure that students and stakeholders get to participate and voice out their concerns in issue deliberations with
the school councils.

Mawe Duque - Platform

3. Committee on International Student Affairs (CISA) Formation

As we are now in our first year in syncing with the world through our academic calendar shift, we are expecting
an increase of international students entering the university. Recognizing its possible effects to student welfare, the
Central Board needs to create CISA to coordinate with the Office of International Relations and organizations such
as Ateneo Student Exchange Council. This committee shall also be responsible in meeting the concerns of our own
students studying abroad.
4. Electoral Reforms Through Subsidizing Campaign Financing for Political Parties and Financial Aid ScholarCandidates
In order to create a more vibrant election atmosphere in the Ateneo, electoral reforms must be put into place such
as subsidizing campaign financing for political parties and financial aid scholar-candidates. This shall make sure
that campus politics is supported by the student government in producing more campaign paraphernalia.
Furthermore, campaign financing shall also be given to independent candidates who are financial aid scholars to
support them in their financial capacity.
5. Youth Transport Coalition Mobilization
According to a study conducted by the Japan International Cooperation Agency, traffic in the Philippines costs 2.4
billion pesos a day which is projected to increase to 6 billion pesos a day by 2030. This is a major economic loss to
our country which could have been possibly used for other investments. Just in Ateneo, people bringing their cars to
our school everday experience the horrendous traffic both inside the university and along Katipunan. Likewise,
commuters experience the inefficiency and inhumanity brought by our faulty public transportation systems.
Banking on interdisciplinary approaches across the Loyola Schools, the Sanggunian shall build a Youth Transport
Coalition which can be in the forefront of involving the Ateneans and the youth in general in lobbying behaviour
changes, creative solutions, and legislative policies as potential responses to this worsening traffic situation. This
shall also be highlighted as a major agenda point for the 2016 national elections.

INSTITUTION BUILDING: STRENGTHENING THE SANGGUNIAN
The Sanggunian, as it is, is a weak institution. More than the lack of student confidence and approval in the
student government manifested through the repeated failures of elections, its apparent inability to influence
University policies and national issues and elicit discourse on these is an issue the student government needs to
acknowledge and build on.
As the Chief Administrative Officer, efficiency of internal systems is central to the efforts of the Secretary-General.
Apart from performing the administrative function of the Office with utmost excellence, I will outline strategies and
legislate laws whose primary purpose would serve to 1.) make internal systems efficient and transparent and 2.)
build the Sanggunian as an institution exercising its socio-civic and political responsibility and its role as the
official student representative to the University Administration. In doing so, I hope this would lay the groundwork
for claiming the Ateneo Sanggunians rightful position as a legitimate institution on both local and national levels.
I. Efficiency and Transparency of Internal Systems
Key strategies
Structuring the Office of the Secretary-General

Added functions within the Office of the Secretary-General allow the Office to execute functions of related to
maintaining and developing the Sanggunians Public Relations and assisting the Secretary-General in his
administrative roles.
Objective: To support the Secretary-General in fulfilling its mandate as the Chief Administrative Officer and
Member of the Central Board
Chief-of-Staff and Deputy Sec-Gen: oversees internal affairs of the Office in tandem with the Secretary-General.
The Deputy also acts as the Secretary in the absence of
Communications Management: maintaining open lines of communication within the Sanggunian, between the
governing body and its constituents
Research and Development: Research and develop key internal and external communication strategies and tools
to improve Sanggunian visibility and transparency
Documentation and Publication: Safekeeping of repository of files, documenting Sanggunian events including
meetings, preparing key Sanggunian reports (midyear and year-end)
Streamlining the Sanggunians Public Relations

The existing Department of Public Relations will be aligned with the efforts of the Office of the Secretary-General
where the Office will spearhead research and consultation on communication strategies and document the
Sanggunians activities and releasing Sanggunian reports
Objective: To make the Sanggunian Public Relations scheme more efficient and effective
Proposed projects: Grievance desk during manual registration, online concerns form, engaging block, course and
sector representatives, text blast and email newsletter mechanism, town hall meetings with constituency, press
conferences whenever relevant, regular updates on social media network.
Proposed Laws and Resolutions
An Act Mandating the Archiving and Publication of Sanggunian Documents
Release minutes of official meetings in accessible electronic repositories at most 2 weeks after conducting an
official meeting. Corresponding penalties for chair in case of non-compliance
An Act Mandating a Regular Report to the Constituency
Require the Sanggunian to release Midyear and Yearend administrative reports for the perusal of the public and
penalize officers for non-compliance. Formalize the State of the Sanggunian Address.

Lanz Espacio - Platform

A Resolution Reminding Sanggunian Officers to Act in a Respectable Manner
Sanggunian Officers are official student representatives of the student body and as representatives of their
constituency, officers are expected to act in a way that fits the image the Sanggunian wants to relay
II. Developing the Sanggunian as a Political Institution
Key Strategies
Develop strategic partnerships with marginalized sector groups internal and external to the University

Partnerships will enable the Sanggunian to build on its role as a key player in University and national issues. The
Offices efforts will be streamlined with the efforts of the Department of External Affairs.
Objective: To advance the Sanggunian as an institution influencing relevant policies at local and national levels
Proposed partnerships: Cooperatives, Student Councils, Grassroots Movements, Labor Unions, Peoples
Organizations, Non-Government Organizations
Enrich Sanggunian and constituency participation in local and national issues

There is a need to develop Sanggunians image as a politically-involved student government.

Objective: To develop further the Sanggunian as a political institution
Proposed Projects: Technical working group for identified issues, learning sessions with key speakers from
identified sectors, identify relevant student groups for partnering opportunities
Proposed Laws and Resolutions
An Act to Formalize the Recognition of Unaccredited Organizations and/or Advocacy-Based Initiatives

There is a need to regulate and protect unaccredited organizations and advocacy-based initiatives within the
University. Spaces for the creation of these student groups, via creating partnerships with the Sanggunian or
becoming an autonomous unit should be provided by the Central Board.
Creates a CB Committee will process requests for Sanggunian partnership and creation of autonomous units.
Chair will subsequently file resolutions.
Target Advocacies: STRAW, Land Rights Issues, Youth Participation in National Elections, LGBT
Possible tasks: Education Research (i.e. policy writing, academic and legal framework), Critical Engagements (i.e.
projects engaging the sector)
A Resolution Creating a Process to Formulate, Write and Release Stands
Stand and policy writing one of the building blocks in exercising the political and socio-civic responsibility of the
student government. Laying the groundwork for this is contingent on the Central Boards ability to process
information and write substantially about University and national issues. This will include the legitimizing of
technical working groups to formulate draft, submitting of proposal for approval and building consensus within the
Central Board.

2015 SANGGUNIAN FRESHMEN AND SPECIAL ELECTIONS

Christian Dy - Platform
The task of the Finance Officer is perhaps second only to the President (or in our case, the Vice President) in
setting the political direction of the Sanggunian. Priorities are set by the amount of money invested in them. My
platform to use the political and administrative powers of the Finance Officer to invest in Ateneans, and to help
them invest in society.
I.

First Things First: Internal Reform

To efficiently and effectively perform the duties of the Finance Officer, and to institute a financial
management system that engages the student body, certain reforms are necessary.
1. Reform the Financial Proceedings of the Sanggunian
A. Propose the "Transparent and Participatory Budgeting Act, ""Financial Reportage Act," "Budget
Rationalization Act," "School Board Finance Reform Act"
2. Strengthen the Sanggunian's capability to finance student initiatives
A. Explore possibility of budget autonomy from the Office of Student Affairs
B. Rationalize the Sanggunian's share of the Student Activities Fund
3. Increase efficiency and reduce financial waste
A. Comprehensive Reform of office of Finance Officer
B. Create the Department of Finance, under which will be the Office of Budget Management
C. Aggressive recruitment of fresh talent, training of recruitment pool.
D. Increase visibility and connection with public through a Publicity Team
E. Create sub-offices for accounting and audit, for finance policy review and development
F. Inventory of all Sanggunian property; establish a consignment and sales system and convert idle
property to cash
G. Issue new guidelines on spending and evaluation of projects and programs funded

II.

Invest in Ateneans
The best way for the Sanggunian to promote social development is to invest in Ateneans who are
promoting
social development
1. Increase Financing for Student-led social development initiatives
A. After Rationalization of Sanggu's share of SAF, seek a small (ideally, Php 100 - 200) increase in
the SAF, all of which will go to a reformed Sanggu Subsidy System
B. Use Sanggu's contacts and partnerships, collaborate with ASPAC and other offices and
organizations in and outside Ateneo to form the Ateneo Endowment for Student-Led
Development.
2. Direct resources to programs with greater social impact
A. Convene the Ateneo Social Development Summit and formulate the Loyola Schools Student
Body's Social Development Goals
B. Reform Sanggu Subsidy System to incentivize programs and projects that seek to help achieve
social development goals
3. Increase support for student organizations
A. A resolution creating a Savings Fund, and redirecting all savings on programs and projects and
all consigned Sanggunian property to finance student organizations.
B. Encourage social development-oriented programs of organizations through an award for social
impact (ideally, cash award to get the project going)
III.

Invest in the People

1. Promote Cooperatives as an alternative business model
Establish a Sanggu team on Cooperatives, strengthen partnership with AMPC; Lobby for an elective
on cooperatives; Finance programs for awareness on cooperatives, encourage organizations to
undertake such projects

2015 SANGGUNIAN FRESHMEN AND SPECIAL ELECTIONS

Christian Dy - Platform
2. Ascertain that significant amounts of Sanggunian funds are spent on programs for social
development. File a "Solidarity Bill" which will include provisions ascertaining that at least 25% of
Sanggunian funds will be spent on programs and projects for social development
3. Help other organizations raise funds for their programs and projects. Deliberate with CB to find out
which social development areas will be prioritized, which sectors will be the focus of efforts (Personal
note: I would strongly advocate for efforts to ascertain that no child goes hungry - ACED is my
personal favorite); Utilize Sanggu's administrative powers and publicity arms, as well as its human
resources pool to assist in these programs (i.e., for ACED, lead a "pledge for a child" project)
IV.

Protect Rights, Engage Students

1. Pass legislation to protect students rights. Push for passage of the Basic Gender Equality Bill, the
Sanggunian Review Powers Bill, the Student Evaluation Bill, and the Sectoral Representation Bill,
which we have already filed.
2. File bill for creation of Department of the Student Advocate to integrate the units created by
abovementioned bills, to take proactive and reactive measures to protect students rights, and to
ensure due process is given to students in disciplinary and academic cases
3. Make Finance Officer accessible to students. Conduct consultations with student organizations at
twice a month; publish commitments after consultations; organize FGDs once a month

V.
1.

2.
3.

4.

Respond to more immediate needs

The following needs were determined through consultations with students
Umbrella Loaning Service. While Ateneo has not yet built structures so one can walk around and
across the entire L.S. without fear of rain, put up umbrella borrowing stations in strategic areas such
as JSEC, Leong Hall, etc. Also, ideally you should always bring an umbrella, but you don't always get
to. An honesty system will be used, with a "return within 48 hours" policy, After all, if we're going to
serve the student body, we have to trust in the better angels of their natures first.
Request that E-jeeps add stop in the Residence Halls
More lights. During consultations, some students expressed that some find it difficult to drive around
Ateneo's darker areas. By candidate's experience, in walking via Gate 2.5 overpass, one walks by
faith, not by sight. Organize a team to conduct surveys and consultations, push for sustainable lighting
of areas identified.
Petty Cash Loans. The Office of Admission and Aid has this program; however, the service is for
scholars. This is a service that needs to be expanded by the Sanggunian for all students. Small
processing fee of maybe Php 5/ transaction to be paid with borrowed amount, just to pay for the
paperwork.

Safeguard Creative Integrity

SOH Sanggu needs to step up as an institution that protects and upholds the rights of its
artists. For too long, SOH Sanggu has failed to actualize its stand on issues that concerns SOH
majors and other members of the creative department. Issues such as violations of IPR rights are
rampant in Ateneo. In order to spread awareness and combat further IPR rights violations, I will
be launching a creative integrity campaign. This campaign will be a year long effort of SOH
Sanggu that will start with IPR Education where SOH Sanggu will hold talks that will include
people from COA, OSA, design ethics professionals, independent orgs, other important
stakeholders, an online campaign, design ethics workshops, and consultations with the
constituency to ensure that the LS community is educated in visual intellectual property rights.
In order to safeguard artists intellectual property rights, SOH Sanggu will strictly
implement the rules and regulations for IPR the Intellectual Property Rights Task Force is
pushing for legislation. SOH Sanggu will respond to complaints and concerns regarding visual
IPR rights violations.
This effort will be wasted if we regress to our old ways. To ensure continuity, SOH
Sanggu will press on with consultations, legislation review, strict implementation of rules, and
reports. Moreover, I intend to keep the ball rolling even after my term as Executive Officer.
Awareness and Involvement
Current local and national issues become self-contained in their own terminologies and
languages that its difficult for those outside the realm of that experience to participate in that
conversation. I believe that art and humanities frames these issues in a different light, making
them easier to digest and in turn creates a movement. I plan to create further awareness and
facilitate involvement of the School of Humanities through creating political statements using
various mediums such theatre, visual arts, writing and exhibits.
In addition to that, I believe that as one Sanggunian, the school boards should work
together to achieve each others advocacies. I plan to collaborate and tie-up with SOSE, SOM,
SOSS Sanggu and use arts and humanities to communicate their advocacy for maximum

impact.

Transparency and Visibility

In order to promote the School of Humanities Sanggunian, SOH Sanggunian will
release monthly infographics that will feature the school boards activities for the month, a
calendar of future activities, important dates, and budget transparency. I also intend to
release progress updates on my Creativity Integrity Campaign and other projects.
Moreover, to provide SOH students the opportunity to learn more about different
career paths they may pursue , I want to promote different competitions, conferences, shows
and events outside Ateneo.
We will also be promoting different independent SOH org activities the constituency
may be interested in.

2015 SANGGUNIAN FRESHMEN AND SPECIAL ELECTIONS

Nathalie Ona - Platform

In constructing my platform, I consider these following words: philosophy, theology, religion, art, music, history
and language. These modes of expression are the concerns of humanities. The School of Humanities (SOH) are
composed of humans for others who have these words written on their system. Allow me to make HuMaN the
center of my plan of action.
Humans Held as One
This involves collaboration of SOH courses. Courses within SOH can work on digital folios or a blog for
written works, put up an Art Fair, and stage a one-act play to be synthesized. Creative Writing majors may be able
to work with AB Literature/Panitikan majors. Interdisciplinary Studies majors may apply themselves anywhere
since the purpose of this activity is also very interdisciplinary. While for the Art Fair, it is open not only to Art
Management and Information Design students but also to other students in SOH. We will also collaborate and
accept other artists works, which they could sell in whatever price they decide upon. Theatre Arts majors ill be
working for the play to be synthesized by Philosophy majors. Considering that freshmen are still new to their
tracks, they will be working with some upperclassmen from the same courses and with the League of
Independent Organizations (LIONS) such as the LitSoc, WriterSkill and Baybayin for digital folio, GRIDS for the
Art Fair and Samahan sa Pilosopiya for the theatrical synthesis since most of the home organizations of SOH
courses are in LIONS. This aids in establishing inclusivity in the SOH community.
Magis Move
There are several workshops, trainings and competitions held outside the university which are hosted by
national companies such as National Book Store, Candy Magazine, Philippine Daily Inquirer, Unilever and other
more big names in the industry. Sometimes, the only ones that are able to claim the opportunity are the ones who
see it. And most, if not all, would keep the information to themselves. In partnership with Sanggunians
Department of External Affairs, SOHpportunities can be able to keep track of national seminars, creative
trainings and contests that may interest SOH students especially artists, writers, actors, designers etc. And so,
there will be social media accounts to disseminate announcements to SOH students about this.
New Transformative Strategy
There will be leadership activities and group dynamics wherein we will work with other Sanggunian units
such as the Department of Internal Affairs in collaboration with them in order to come up with a program that
aims to form the block representatives into leaders.
For all projects proposed by the SOH Sanggunian there will be a friendly competition between blocks called

2015 SANGGUNIAN FRESHMEN AND SPECIAL ELECTIONS

Dave Go - Platform

To begin with my platform, I would like to address the specific objectives of the School of Social Sciences
and relate them to my agenda as I run for the position of SOSS Sophomore Executive Officer.
First of all, as quoted from the Undergraduate Student Handbook, The School of Social Sciences, or
SOSS, works toward a society made more humane by its commitment to teaching, research and service. As
students of the School of Social Sciences, I believe that we should use our disciplines in order to create a form of
change in society. If I were to be the Sophomore Executive Officer of the School of Social Sciences, I would plan
to create advocacy programs that will be beneficial for the marginalized and for the Philippine society.
I also plan to have campaigns that will help students recognize their responsibilities and rights in the
campus. As seen in the previous elections, the failure of the general elections occurred due to the fact that a
majority of students do not recognize their ability to create change in their community through the power to vote.
On the other hand, students need to be informed of their freedoms, privileges and rights. Under the different
departments that are for student support or student politics, Ateneans can ask for financial assistance with regard
to theses, can file complaints against erring professors, take an active part in advocacies, etc. With regard to that,
I concur with having legislation passed for the protection of student rights, such as the passage of the Gender
Equality Bill, Sectoral Representation Bill, etc.
As a SOSS Sophomore Executive Officer, I plan to promote student participation with regard to the state
of the Philippine society and politics, especially with the elections that are to be held on 2016. In my agenda, I
believe that students should be encouraged to take part in campaigns that can help change the country for the
better. For instance, in Ateneo, there are movements, such as the Ateneans for Agrarian Reform Movement
(AFARM), the Alliance of Laborers and Youth (ALAY) and other movements, which promote agrarian reform, the
rights of laborers and basic human rights. As reflected in the Atenean principle of being a man for others, I
believe that students should be able to use their privilege to help those who are in need. Ateneo students are in a
position wherein they are privileged, especially with regard to education. Therefore, students of Ateneo should act
upon these certain issues and strive for social justice, solidarity, equality and freedom for the people around
them. We have the ability to create a difference in their lives and we must do our part of the community and for
Gods glory.
In line with the Constitutional Convention, as a supporter of the movement for legislative revision to the
constitution, I believe in helping students become aware of the problems in the structure of the Sanggunian and
how they are also affected by it. With that, I plan to campaign regarding the structure of the Sanggunian and the
problem behind it. I also would like to promote the basics of the Constitutional Convention to the School of Social
Sciences.
With regard to basic services, I promote the implementation of these, such as the Umbrella Loaning
Service, the Petty Cash Loan Service, in order to students to borrow money for academic-related activities, etc.
In conclusion, I advocate for a School of Social Sciences Sanggunian that is relevant to the state of the
Philippine society, the rights, privileges and freedoms of the students and the state of the Sanggunian itself.

2015 SANGGUNIAN FRESHMEN AND SPECIAL ELECTIONS

Yana Chua - Platform

My plans for the following year all revolve around a single thrust, financial transparency. I firmly believe
that it is important for the student body to be informed on where their money is going and how it is being spent.
This was an initiative by last school years finance officer and this year, I plan to take it further. Therefore, along
with representing my batch in central board legislations and proposing changes for the benefit of mainly, but not
limited to, the SOSE student body, I have three concrete plans for the coming school year: school fees
transparency, establishment of financial guidelines in budget hearings, and the implementation of post-project
financial reports.
School Fees Transparency
The Loyola Schools is known for being one of the most expensive tertiary level schools in the country.
Just this school year, there was a 6% increase in our tuition fee and there are further increases planned in the
succeeding school years. In light of this, I believe that it is important for the student body to know what it is for and
where the money is going. This project aims to shed light on the tuition and miscellaneous fees that we see in our
assessment forms and tuition receipts.
Financial Guidelines on Budget Hearings
For the past few years, the system for budget hearings has been lax. The central board does not have a
set guidelines in approving or amending budget proposals, they simply rely on gut feeling. This year, I plan to
establish a set of financial guidelines, similar to what is being implemented in the Sanggunian Subsidy System, in
order to utilize the Student Activities Fee (SAF) wisely. This set of guidelines will evaluate a projects budget
proposal on the basis of relevance, value for resources, impact to the Ateneo community or the community outside
the university, and alignment with the Universitys strategic thrusts for 2011-2016.
Post-Project Financial Reports
Previously, a projects finance team will simply submit a spreadsheet of all expenses to the Finance
Officer. This year, I plan to implement post-project financial reports for all projects. Most of the time, mid-way
through the planning of a project, certain expenses will be needed that were not anticipated in the budget
proposal. This plan aims to hold a projects core team accountable and aware of their projects expenses, and
further, inform the central board on what has been spent. The post-project financial report is a short summary to
the central board on their projects final expenses, mainly answering questions like: Did the team overspend or
underspend? Why? Are there any expenses that were not included in the initial budget proposal? Why did the
need for these unforseen expenses arise.

2015 SANGGUNIAN FRESHMEN AND SPECIAL ELECTIONS

Andrea Angulo - Platform

In my term as John Gokongwei School of Management (JGSOM) Secretary-Treasurer, I want to empower representatives
to be factors of change for the students they represent, and for the Sanggunian they are a part of. I imagine a student
body which is aware of their capabilities as students from JGSOM, a student body which is aware of events that happen
outside their own personal circles, and a student body which can marry these two in order to affect a change both inside
and outside the walls of Ateneo.
As JGSOM Secretary-Treasurer, and its ex-officio Chairperson, I will focus on information dissemination, on two specific
initiatives, and on training the block and course representatives of the JGSOM Sanggunian in order to achieve this vision.
I. INFORMATION DISSEMINATION
The Secretary-Treasurer handles information and files, such as budget usage for different projects and initiatives done by
its respective School Board, as well as its School Boards minutes from meetings and plenaries. Should I be elected as
the JGSOM Secretary-Treasurer, I plan to release such information for the knowledge of the JGSOM constituents through
a monthly newsletter.
The newsletter will include a summary of initiatives that the Sanggunian has done for the past month, both from the
JGSOM School Board itself and from the Sanggunian as a whole. It also aims to inform constituents of upcoming events
and dates which are relevant to them. Information on conferences, competitions, and other events where JGSOM
students might find opportunities in will also be included in the newsletter.
More importantly, the newsletter will include a budget breakdown from the projects of JGSOM Sanggunian, as well as a
link to consolidated minutes from this years batch and School Board plenaries in order to keep the JGSOM students
informed. Portions of the Magna Carta will also be included in the newsletter in order to increase awareness among
students on their rights as well as their responsibilities toward the Ateneo community.
In line with the direction towards a JGSOM community whose students are aware, the newsletter will also include relevant
issues those that have been talked about for the past month, and those that relate to the upcoming month. This gives
the JGSOM students an avenue to gain information and become more curious about things happening outside their
personal circles.
II. INITIATIVES
a. DEANS LISTER SUBSIDIES
I want to bring back the Deans Lister (DL) subsidies for the students of such academic standing to avail of. This initiative
aims to subsidize the use of photocopying machines by DL students. The subsidizing of availing of printing services will
be assessed for feasibility.
b. ALLIANCE OF BUSINESS COUNCILS
The Alliance of Business Councils (ABC), made up of the business management councils of Ateneo de Manila, De La
Salle University, and the University of the Philippines, was launched during the previous academic year. This year, I plan
to focus on strengthening the alliance to create a collective vision for the alliance for the next coming years, with the goal
of forming business students who are socially aware. I want to ensure that the alliance, through its projects and initiatives,
is able to create a body of students who are socially responsible in the way they handle projects, and in the way they carry
themselves in their business endeavours. This may be done through initiatives such as business forums and kapihan
sessions.
The ABC is also an avenue to know what practices work well for different schools from how they handle their student
government and organizations, to the curriculum they undergo. The sharing of these information among the three schools
will open a new perspective on these topics. ABC can open doors to new projects, systems, initiatives, and subjects that
may be beneficial to our own students.

Andrea Angulo - Platform

III. REPRESENTATIVE TRAINING
The past months between the end of AY2014-2015 and the beginning of AY2015-2016 saw representatives unsure of
their roles in the Sanggunian. I want to be able to empower and educate representatives in order for them to serve
students better.
a. RESOLUTION WRITING
Resolutions are important in order to create a change in policies set by different bodies in school. While knowing how to
write a resolution is important, it is also important to know the process in creating a resolution. With the help of the Central
Board, as well as other knowledgeable bodies, I am going to train the block and course representatives on the process of
writing resolutions from who the stakeholders of the resolution are, to what kind of research has to be conducted, and
the language of resolutions. Knowledge on the process of writing a resolution is important for it is through resolutions that
representatives can lobby for change for the students which the serve.
b. PROJECT MANAGEMENT
As the School Board is the executive arm of the Sanggunian, it is the body which will be creating and executing projects
and initiatives. It is essential that the representatives and Executive Officers who will be spearheading these projects
know the processes in creating and maintaining a project. I plan to hold a seminar, with the help of the Department of
Internal Affairs (DIA), in order to educate the representatives on the behind-the-scenes of projects from venue reservation
to programs planning, to the execution, and everything in between.
I also want to focus on the monitoring and evaluating of projects this year. The past three years only saw an evaluation of
projects after they had been done, if any evaluation was done at all. This year, I want a mid-project evaluation, not just of
the outputs of the project, but also of the welfare of the representatives doing the project.
c. BATCH SECRETARIES AND TREASURERS
Two batch secretary positions will be open per year level in the JGSOM School Board. They will be in charge of taking
down minutes in their batch plenaries, as well as in meetings in batch projects. These minutes will be collated and posted
in online platforms such as Google drive of Dropbox in order for constituents to access these minutes. They will also help
manage calendars and deadlines.
A single treasurer position will also be open per year level. The treasurer is in charge of looking after the financial
transactions of his or her batch, as well as being in charge of reimbursements and disbursements. They will also be in
charge of making sure that the budget requested from the Central Board for a project is followed.
Secretary and Treasurer positions will be open in order to minimize the centralization of the information on processes on
just the Secretary-Treasurer. Should it come to an event where I cannot be contacted or am unavailable, there is
assurance that the School Board will not just stop in its operations because there will be someone who knows the process
that needs to be done especially in regards to secretariat and treasury duties. This will also help in transitioning later on in
the academic year.
Through this platform, I aim to aid JGSOM students in becoming more aware, to create initiatives that are beneficial to
students which the Sanggunian serves, and to train and empower the representatives in order to serve better.

Tuition and School Fees Information Dissemination
Every year, the cost of studying in Ateneo increases. Aside from our tuition, we are also charged
several fees. Most of which fees remain unexplained to us students. More than that, the necessity of
such values are undisclosed to students. As your central board representative, I plan to collect and
publish the information regarding these fees: the breakdown of what they are used, a report of the
developments made in the last year and the projected budget for the following year. Moreover, I wish
to utilize Sanggunians Magtanong sa VP at Dekano to further give light to such discrepancies
baffling the students.
Magna Carta Awareness
The Magna Carta contains the rights and rules entitled to us students. Sadly, most of us do not know
these rights as written in the Magna Carta. The lack of knowledge therefore hinders the students from
defending their rights should there be any violation. I want to raise awareness on this crucial document
by a) training the block reps to know the magna carta; b) proposing to include the magna carta in
the INTACT module and c) to research the most commonly violated rights and provisions and
further raise awareness on them. On the administrations end, I would want to lobby to make every
class syllabus a contract and to work with ADAA to provide/work on a reasonable process and/or
protocol should there be any violation of the Magna Carta.
Course Subject Information
SOM offers a number of subjects and electives to its students. I plan to coordinate with the committee
of academic affairs to create a collective and informative manual that shall contain descriptive
information of what students are to learn from the said subjects and courses offered by SOM as well as
its significance and/or possible applications in the outside world. This informative primer aims to aid
students in choosing their electives and possible minors, and enrich their expectations for the classes
they are taking.

JGSOM Sophomore Support System
The JGSOM Sophomore Support System aims to support my constituents through various projects and
initiatives, all of which are focused on problems and concerns of the JGSOM Sophomores.
1. Online IPS Advisement
IPS Advisement is one of the many avenues of academic freedom that the school provides to its students.
However, in the past, IPS Advisement limited this freedom due to inefficiencies and limitations in the
system. Given that, the goal of this project would be to make the IPS Advisement for JGSOM
Sophomores more accessible and approachable. This would entail the use of online avenues such as
Google Forms in coordination with the JGSOM Department to help streamline the process for my fellow
batchmates. This strives to let them freely and easily alter their educational track to their liking and
convenience. In line with this, the 2 SOM School Board will disseminate the relevant information regarding
the deadlines that we have to meet and various limitations to the IPS Advisement.
2. JTA Concerns
Given that JTA Applications happen during Sophomore year, this initiative aims to be the direct link of the
Mobility Program and the Sophomores to each other. This initiative also aims to survey the students
regarding the various changes of the revised JTA Curriculum, to enable the students to have a voice in the
matter and to ensure that the changes would be beneficial for them. In addition, this initiative aims to cater
to the concerns of the students that are not part of the Mobility Program, such as resume writing and
academic support for the accelerated classes during the JTA Semester.
3. Academics
Academics will always be the forefront of the students problems. This initiative aims to find ways to help the
SOM Sophomores in their SOM Majors, such as accounting and QMT. For example, we can offer reviewers
and tutorials. This initiative strives to inform the Sophomores the content and what to expect in their
SOM Majors for the coming year.
Strengthening Communication Lines
The inward and outward information flow of Sanggunian projects, initiatives, and student concerns is one of
the focuses this year. In order to address that, we will be utilizing the org batch representatives. This will
enable us to create a stronger communication line with the student body, which will ensure that all students
are informed of our projects and initiatives, and we are informed of their concerns.
Double Majoring and Minoring Primer
The requirements of the different major degree programs and minor degree programs in Ateneo change
almost annually. In addition to that, a good number of students would not know that a certain program is
available to them. I believe that students should have the opportunity to know and consider the programs
that they can take. This primer would not only have the requirements of each program, but also have
testimonials from those whove undergone these programs and other miscellaneous but important
details about the different programs. With the help of the Batch Coordinating Assembly, I want all the
programs in the Loyola Schools to be represented, to let the students properly choose whichever programs
they see fit for them.

2015 SANGGUNIAN FRESHMEN AND SPECIAL ELECTIONS

Hans Ong - Platform

The Inclusion of Education

My platform for this election focuses on the inclusion of education, describing my desire to remove the
exclusivity around various aspects of Ateneos School of Management. Many students in other schools, such as
SOSS and SOSE, are tasked with doing large amounts of research, a task all students may struggle with,
depending on their personal skill level. I believe that if students are allowed to take subjects which are currently
exclusive to SOM students, they will be able to excel better, due to the added help from the classes. One other
element I wish to change regarding SOM would be the exclusivity of the minor courses. Again, students who wish
to enrol in these minors are unable to, due to the fact that they are exclusive to SOM students. I wish to change
this, and open both SOM minors, and SOM exclusive subjects to students of other schools. One other issue
preventing students who wish to join a SOM subject or minor class is the lack of teachers. There are simply too
many students compared to teachers, and as such, I will do my best to look into the matter, perhaps petitioning
for more teachers for those classes, and seeing if the schedule of classes (location, time, teacher assigned) can
be optimised so as to ensure an excellent learning experience. This allows for a more inclusive, holistic education
opportunity.
Free to Grow
One other problem students in Ateneo face, in particular, those belonging to unaccredited orgs, revolves
around restrictions placed on reserving venues for events. Credited orgs such as AISEC,Ignite,AJMA, and more,
are able to reserve locations for events as early as one month before the actual event. Unaccredited orgs on the
other hand, can only reserve locations up to one month before, leaving them little time to set up at the venue, and
cope with any unexpected problems. This has the effect of deterring these unaccredited orgs from creating
events, as they will have to go through the struggle of rushing through the one month reservation system. I
believe that if the amount of leeway time these unaccredited orgs had was increased, from one month to one
month and a half, engaging the student audience. With the added two weeks, unaccredited orgs will have plenty
of time to set up at the venue itself, and cope with any and all unexpected events. This will benefit not only the
orgs, but also the student body, as they will have more avenues to express themselves through these events.
Cleaner & Better
Given the sheer number of students regularly on campus, the conditions of the facilities on campus are
supremely important. Of particular note, are the bathrooms present in the Ateneo. While most of them remain
functional and clean for the most part, there are some bathrooms that are notorious on campus for being the
worst. As such, I wish to have a review of facilities entered on the various bathrooms on campus. Of particular
importance is the bathrooms present at the covered courts, frequently cited by students to be the worst
bathrooms on campus. I wish for the bathrooms to improve in general cleanliness, with an ample amount of tissue
to be placed inside each stall, and perhaps, bidets. One thing I hope to prompt due to having a review of the
bathroom facilities this year, is a policy wherein there is a mandatory review of the bathroom facilities every two to
three years, to ensure that they are usable, and not falling into disrepair.

2015 SANGGUNIAN FRESHMEN AND SPECIAL ELECTIONS

Nikolo Lim - Platform

1. Mentorship Program

WHAT

This program will target the following five courses: Management Honors, Communications Technology
Management, Information Technology Entrepreneurship, Legal Management, and Management of Applied
Chemistry. Management Engineering and Management, on the other hand, already have their own programs:
Management Engineering's MEA mentorship program, as well as Management's AMA mentorship program.
This program will involve upperclassmen who will serve as mentors for freshmen mentees. Each mentor
will manage a small group of freshmen (targeting at most 5 freshmen per mentor), so as to provide as much
personal interaction between mentor and mentee.
Each mentor will have to regularly check up on their mentees at least once a week, as well as offer
guidance and assistance regarding the mentee's problems.

WHY
The intention of the program is to provide support and guidance for freshmen who are unfamiliar with
college life. It will allow them to learn from experiences and tips of the upperclassmen, specifically for their
course and context. These upperclassmen understand what the freshmen are going through and know what
kind of support to provide. Aside from this, mentorship can lead to the formation of inter-batch bonds and
provide for networking of the students, allowing them to be more comfortable with a number of people in the
Ateneo.
2. Math Support

WHAT
This project will involve a double-pronged approach. The first part will involve refresher classes, which will
tackle the topics already taken in math classes, but with a quick pace. The aim is to let students recall the
lessons, not learn them for the first time. These refresher classes will be taught by students with consistent
grades of A and will involve consultations with professors to ensure the accuracy of the content.
The second part involves review sheets. These will not be mock tests, but rather concise and compiled
versions of the math lessons. They will be short but information-heavy, and will include all the basic
information a student would need to recall from each lesson. Each lesson will be compiled into one or two
pages. These will be in PDF format and available online to ensure widespread access. In addition, these
reviewers can even be used by succeeding batches in the case that no changes to the curriculum are made.

WHY
The goal of this project is to assist students with reviewing especially before major exams. They will be
held at least one week before each major exam. A number of students in JGSOM have difficulty with math,
thus refresher classes and reviewers can address this need. The general goal of this project is to allow more
students to pass and get higher grades for their math subjects.

2015 SANGGUNIAN FRESHMEN AND SPECIAL ELECTIONS

Nikolo Lim - Platform

3. Skill Development Sessions

WHAT
This project will focus on the development of skills required for students to effectively tackle their classes
and academic projects. It will develop the soft skills of the students, and will involve several sessions which
can include talks, individual and group activities, and different programs. This set of sessions will be spread
over a week, and will tackle the following skills:

Prioritization and Time Management

Idea Development
Working in a Team
Public Speaking and Social Interaction
Finding Resources

WHY
The aim of this project is to equip students with the necessary skills for handling college academics. It will
prepare students for the rigors of college life, as well as make them comfortable and ready to deal with
academics in general, which regard these skills as prerequisites. These skills are not only useful for
academics, and as such can develop a new batch of leaders.
