1. What are the vulnerable sectors in Philippine Society?


The vulnerable Sectors are:
a. The Elderly
The elderly are vulnerable in their health because they are more prone to
diseases and in their income because most of them no longer have jobs
b. Women and Children
Prone to discrimination and abuse
c. Women in Prostitution
Prone to Discrimination and abuse and pertaining to their health they are
prone in acquiring sexually transmitted deseaises or HIV/AIDS
d. People in Poverty
Prone in economic survival because they do not have an income to
purchases needs and also they are prone to sickness having no income to
purchase medicines.
e. The Unemployed
Economically they are wasted resources of the country and that they
dont have the income to purchase their needs and wants
f. People Living with HIV
Prone to discrimination on HIV status and prone to acquire
opportunistic infections that would result in the degradation of the
persons health
2. What are the Government Services that they are receiving?
Social Legislation plays a major part in addressing the vulnerable sectors
and the government has these offices with the aim to aid the vulnerable
sectors of the Philippines
1. Philhealth gives medical insurance to individuals that can substantially
decrease medical bills in times of health problems and give individuals
more leeway to pay because its is a low cost health insurance

2. PAG-IBIG provides opportunity for individuals to obtain a housing loan


so they too can avail of a house and land.
3. GSIS/SSS - Provides opportunity for individuals either working in the
Government or the private sector to acquire money loans and a retirement
plan .
On a more specific note I find the following are beneficial to the vulnerable
sectors:
a. The Elderly
The Senior Citizens Act provides benefits and privileges for the elderly
that they can avail to aid them in their day to day living.
b. Women and Children
The Government provides laws against violence of women and their
children and they are offered a womens desk in assistance to their
domestic disputes
c. Women in Prostitution
These women are provided by the government especially by the
Department of Health to avail free check up of their health condition and
that they are given free barrier protection and medicines by the
government to protect and aid them from sexually transmitted infections.
d. People in Poverty
The government institurted the 4Ps program or the Pantawid Pamilyang
Pilipino Program together with the Conditional Cash Transfer (CCT)
program that gives them cash in return for conditional stipulations that
they need to accomplish that addresses their health needs and
consequently gives them a monthly stipend to purchases their livelihood
needs.
e. The Unemployed
The government, especially the Department of Health gives job
opportunites to the sector that is most vulnerable to unemployment.
One program would be the Nurse Deployment project in which the
DOLE would hire nurses to be injected in the community to aid and
promote health and at the same time give jobs to the nurses.
Additionally There are also Livelihood programs instituted by the
government for people to learn skilss and craft that they can use to
create a sustainable income.

f. Persons living with HIV


Government creates a workforce that handles and train HIV counsellors
that would aid persons with HIV and the government also subsidizes
the medicines required by a person with HIV.
3. What is your reflection on the sector that you are familiar with?
As a nurse and having the experience to work in the hospital before I
can say that the government is trying to move a huge task in managing the
potential manpower of this country, that is the unemployed.
I was placed in the era of the nurse rush years where thousands
upon thousands of students go into the course of BS NURSING for the hopes
of traveling abroad. However the facts would stipulate that due to that
movement we are left with so many nurses who are unemployed and who
have ventured into other fields of work.
This is a burden for the government to address and it adds much more
to the issue of unemployment. I am still not convinced about the efforts of
the government in addressing the unemployment however I am hopeful that
we could create new policies, laws and governmental action that would heal
this problem
I am intrigued on the movement of the government to offer jobs to
these nurses by instigation the RN HEALS program in which the Department
of labor in coordination with the Department of Health has established ways
to give jobs to these nurses and utilize them in Government Hospitals and
especially in communities. The RN HEALS program today has been changed
to the NURSE DEPLOYMENT PROJECT and it holds hope for the government to
address the problem and recently I heard in the news that the Nurse
Deployment Project will hire more nurses. This is a good sign for the
government moving forward. This for me gives me confidence in my
government that they can create the funds and the policies necessary to
employ these nurses, however piecemeal it may be.
Therefore I am still hopeful for this government and I am intrigued on
the future government positive action to provide. However I know that there
is still so much that the government can do in addressing the situation of
unemployment. In my opinion unemployment is draining this countrys
resources, which are the manpower resources. If the government can solve
this problem then It would definitely elevate our economy and translate to a
better way of living for the Filipino people. I still want more action from the
government and I still would want that the progress would be much faster,
every year we are faced with this problem again and again but to no avail
there is still no major solution that the government can offer. It is my
contention that the government needs to act more and do more to create a

country that has very less unemployed. I am disappointed most of the times
to see my fellow batch mates without work and no only that they have a very
hard time finding work. This problem needs to be addressed as soon as
possible. I am hopeful but I am vigiland that the government needs to put
more thought and effort in solving this problem.
