Any events or grave problems of deterioration of physical infrastructure for the supply of
essential services to the people, such as the access to water where certain Puerto Rican
municipalities are currently suffering due to a drought, are considered an emergency

Conclusin
La situacin actual no es una crisis sino una oportunidad de implementar, a nivel
de gobierno, las reformas necesarias y conocidas para mejorar los servicios
pblicos a nuestros ciudadanos, apoyar a los ms vulnerables de nuestra
sociedad y encender nuevamente el crecimiento econmico.
Medidas de crecimiento econmico permitirn que nuestro gobierno, adems,
cumpla con los inversionistas, muchos de los cuales son puertorriqueos.
Al final del da, es un asunto de voluntad, pues existen opciones. Tenemos que
actuar.
