FINAL STATEMENT AND RECOMMENDATIONS
Pursuant to Article 441 (3) of the Association Agreement
Under the co-chairmanship of Mr. Andi Cristea on behalf of the European
Parliament and of Mr Vladimir Filat on behalf of the Parliament of the Republic of
Moldova (hereinafter "Moldova"), the first meeting of the EU-Moldova
Parliamentary Association Committee (PAC) was held in Brussels on 21-22
September 2015. The Parliamentary Association Committee, having considered
the state of play of EU-Moldova relations and the first year of provisional
implementation of the Association Agreement, agreed upon the following final
statement and recommendations.
The Parliamentary Association Committee:
1. Expresses great satisfaction about the signature of the EU-Moldova
Association Agreement with its Deep and Comprehensive Free Trade Area in June
2014 and its provisional application as of 1 September 2014; recalls that Moldova
ratified the Agreement on 2d July 2014, that the European Parliament ratified it
on 13 November 2014, and that to date 24 EU Member states completed the
ratification process; calls upon Belgium, Greece, Italy and the Netherlands to
complete this process without delay; emphasises that the Association Agreement
covers the entire internationally recognised territory of the Republic of
Moldova, and is for the benefit of the whole population;
2. Reminds of the aim of the Association Agreement of significantly deepening
political and economic relations between Moldova and the EU; stresses that a full
implementation of the agreement will bring tangible improvements to Moldovan
citizens in their daily life in areas such as education, employment and justice,
and increase their living standards and their security;
3. Stresses that the signature and ratification of the Association Agreement does
not constitute a final goal in EU-Republic of Moldova relations and points out that
pursuant to Article 49 TEU, the Republic of Moldova has a European perspective
and may apply to become a member of the European Union provided it adheres
to the principles of democracy, respects fundamental freedoms and minority
rights, and ensures the rule of law;
4. Welcomes the formation in July 2015 of a new government based on a wider
coalition than the previous government and confirming the pro-European course
of the country; stresses that predictability and stability of the political process
and enduring consensus on reforms are of paramount importance to Moldova's
European aspirations and are key to effectively implement the Association
agreement and to address real concerns and demands of the population;
5. Commends the work already carried out by the Moldovan authorities in
implementing the association agenda, in advancing sectoral reforms and in
bringing Moldovan law into line with the EU acquis; takes note of the approval by
the Moldovan government of amendments and additions to the National Action
and EEAS in this area for examination by the competent bodies of the
European Parliament;
