Welcome to the Pollution Prevention Program's Cost Calculator.

The P2 Program has developed a P2 Cost Calculator tool to help the program, its partners, and grantees calculate the financial dollar
savings from implementing P2 activities. This tool is organized along the following tabs:
- Aggregate: Aggregates results per project from all tabs (e.g., the Aggregate tab totals all results for Project 1, covering
results from hazardous inputs and waste, air emissions, etc.).
- Hazardous Inputs and Wastes: Cost savings from reduced hazardous materials used or generated,
- Air Emissions: Cost savings from reduced emissions of air pollutants,
- Water Pollution: Cost savings from reduced water pollutant and/or nutrient discharges,
- Water Use: Cost savings from reduced water usage,
- Fuel Use: Cost savings from reduced fossil fuel use or reduced activities which use fuel (e.g. air or vehicle travel),
- Electricity Use: Cost savings from reduced purchases of electricity,
- Non-hazardous Inputs and Solid Waste: Cost savings from reduced solid waste or other non-hazardous inputs.
Furthermore, this tool contains additional tabs (to the far right) with supplementary information, underlying data, and detailed cost
derivations for various unit cost factors presented in the main tabs of the tool.
Annual Basis: This tool is designed to track annual savings or conservation. Accordingly, please calculate annual reductions for
project activities before entering your information.
Match the Units: Please make sure the units of your quantities match one of the commonly-used units of measure provided in the
unit drop-down menus.
Background: The Pacific Northwest Pollution Prevention Research Center (PPRC) developed an early P2 cost savings calculator
(accessible through the Pollution Prevention (P2) National Results Database http://www.p2rx.org/services/measurement.cfm (last
updated in 2004)). EPA's Pollution Prevention Program in the Office of Pollution and Prevention and Toxics (OPPT) worked
extensively with PPRC and other partners to revise and update this calculator, as presented here. In 2010, the P2 National Results
Database was updated to be consistent with this P2 Cost Calculator Tool.

This tab allows you to calculate dollars saved from reducing hazardous inputs or hazardous waste, measured in pounds or gallons. To calculate cost savings from
hazardous input reductions, you must always provide the quantity, the unit, and the unit costs; if substitution is involved, you must also provide the unit cost of the
substitute input. To calculate savings from hazardous waste reductions, you choose the appropriate method based on where the waste would have gone (averaged
across methods if you don't know, or landfill or incineration if you do). The Aggregate tab will reflect the net cost savings calculated on this tab.

An average cost for unspecified management methods was estimated using a weighted average of inflated
ETC incineration and landfill costs, weighted by how prevalent each form is in the waste stream based on
the Biennial Report. Transportation costs from the RIA document are also included. The estimated average
cost is $0.23 per pound. Adding $1.19 ($1.00 inflated to 2012$) for typical overhead costs from the ECAM
document yields a total cost of $1.42, or $11.79 per gallon (based on 8.3 lbs. per gallon).
For Incineration alone (Incineration tab): Using a weighted average (by waste form) of ETC incineration
costs (inflated to 2012$) ($.28), adding inflated transportation costs ($.07), and $1.19 ($1.00 inflated to
2012$) for overhead yields a cost for incineration of $.28+$.07+$1.19=$1.54/lb, or $12.78/gal (based on
8.3lbs. per gallon).
For Landfill alone (Landfill tab): Using a weighted average (by waste form) of ETC landfill costs (inflated to
2012$) ($.07), adding inflated transportation costs ($.07), and $1.19 ($1.00 inflated to 2012$) yields a cost
of landfilling of $.07+$.07+$1.19=$1.33/lb, or $11.04/gal (based on 8.3lbs. per gallon).

Glossary
Hazardous Inputs and Wastes
Hazardous inputs are hazardous materials used as process inputs (chemical ingredients, paints, and solvents) and hazardous products applied to land
(such as pesticides and nutrients applied, etc.).
Hazardous wastes are those listed at the state and/or federal level as hazardous or toxic or meeting the criteria for ignitability, toxicity, corrosiveness or
reactivity) Excluded: Non-hazardous waste (solid waste, construction debris, packaging, paper, glass and aluminum cans)
Air Emissions
Air Emissions" are defined to include the release of any of the following:
Nitrogen Oxides (NOX), Sulfur Oxides (SOX), Particulate Matter of 10 micrometers or less (PM10), Volatile Organic Compounds (VOCs), and hazardous
air pollutants (HAP). Please note that this covers pollutants to air, including SOx and NOx from boilers but excludes SOx or NOx from utilities (due to
cap and trade limitations). The cost for CO2 emissions are not yet assessed or available.
Water Pollution
Wastewater Discharges refers to waste water sent off site to a waste water treatment plant, sometimes called publicly owned treatment plants. The first
cost formula is for the basic fee charged by a treatment plant for treating waste water on a per gallon basis. Currently, the cost for toxics and nutrients in
water discharges is not known, therefore costs can only be calculated when the user enters a cost value.
Water Use
Reductions of incoming raw water from outside sources through the implementation of a P2 activity. Reductions can occur through operations, facility
use and grounds maintenance.
Fuel
Any material that is combusted for energy, such as: Natural gas, gasoline or diesel (calculated per vehicle miles driven), other fuels (heating oil, jet fuel
etc.) Electricity has its own tab to account for offsetting the higher prices often associated with purchasing electricity from a green source.
Non-Hazardous Inputs and Wastes
Non-hazardous inputs: Process input supplies and feedstocks that are not toxic or hazardous. Examples include packaging, building materials,
aqueous cleaners, etc. Non-hazardous material input reductions will be unique to each project. Therefore, the user must input the reduction quantity as
well as the total cost associated with the reduction. This information will also be included in the Aggregate Tab. Solid Wastes are those not defined as
hazardous under RCRA.
