Certainly, the Joint Operations Center will ensure
things will be alright in this years celebration of the
annual Penafrancia Fiesta. The beaming smiles of
the members led by Mayor John G. Bonga during
the photo-op at the meeting of the JOC called by
Arch. Rolando Tria Tirona at the Archbishops
Palace, seem to say this.
Certainly, almost all imagined and imaginable
scenarios have already been taken up by the
group, and yet we still voice our concern over
some real things.
Human behavior, like the commission of crimes,
petty or heinous, is inded a disorderly behavior;
yet advances in psychology have shown that
order can be drawn or restored in such a chaotic
and deterministic behavior, like that of the criminal
mind. What we say is that a chaotic system or
occasions like the Penafrancia festival can be
given order where we know how to predict where
disorder can possibly arise.
Of course, the police already knows that. What
we say is that police visibility alone will not deter
riders-in-tandem from snatching the bag of an
unwary student walking along Panganiban, or a
pickpocket from slashing the bag of a devotee at
the Basilica. What we say is that the public too
should take precautions. The police or the JOC
alone cannot ensure that things will be alright
during the fiesta.
We say that the public should prepare and be
prepared to fight back against those who intend
to spoil their celebration of the Penafrancia fiesta.
An awareness by criminals that there is something
prepared or awaiting them, will be a good deterrent.
Dutertes Davao is a clear example.
We also voice our concern over the
shortchanging being made by public utility vehicles
plying our streets. We refer for instance, to vans
which overload by cramping four passengers
in seats meant for three or with non-working
aircon. This also holds true to many aircon
buses plying the Legazpi-Naga route (puera de los
buenos, siempre). We enclosed the word aircon
in quotations because they are most of the time,
without freon. What is worst of course, are the
behavior of their personnel, like conductors and
drivers, who lack basic courtesy, both to their
passengers and on the road; or a safety sense by
their reckless driving.
We therefore call on the LTFRB to act on these.
The riding public are daily hostage to these
cheaters on the road. This Penafrancia fiesta,
perhaps, the agency can post the list of passenger
rights on every van and bus which should be made
clear not only to the drivers and conductors, but
also to the riding public.

Fiesta
At the time of writing, the Peafrancia Fiesta has officially
started with the traslacion or the processional transfer of the image of the Virgen de Peafrancia and the icon of El Divino Rostro from the Basilica to the Naga Cathedral. Although there were
other public activities related to the festivity that preceded the
traslacion, the formal start of the religious festivity is heralded by
the traditional procession. It is the start of the novena for the Patrona del Bicol. It is a tradition that has a history dating back more
than three hundred years ago in 1712 when a Spanish priest,
Padre Miguel Robles de Covarrubias, introduced the devotion in
Ciudad de Nueva Caceres (now Naga City).
The traditional traslacion is not an ordinary procession. It is a
procession that is more than one kilometer in length and takes
several hours to complete. It is participated by thousands of
devotees that include the voyadores, members of religious congregations, students from various Catholic and secular schools,
civic organizations and law enforcers. The image of the Patroness of Bicol is seems to float in the sea of people struggling to
carry it to its destination. The difficulty of trying to maneuver in
the crowd is already a form of penitence in itself but some do
not see it this way. Some are more interested in grandstanding
such as the drunkards who are picking fights with the voyadores
and policemen.
On the other hand, there are still those who realize the solemnity of the religious occasion in the midst of consumerist distractions that include the various religious items such as souvenirs
and statues that are being peddled by ambulant vendors in the
streets. Aside from the members of religious congregations such
as nuns and priests, the pious conservatives also include the
laity or ordinary church members but they mostly belong to the
more senior demographic sector of society. There are very few
from among the youth who truly appreciate the solemn religious
purpose of the fiesta. For many, it only means longer vacation,
sumptuous banquets, endless parades, pageants, public entertainments, carnivals, bargained items and time for socialization.
The off tangent attitude of the younger generation is but the result of the commercialization of the festivity.
The Peafrancia Fiesta is arguably the most jovial celebration in Naga City every year. The public mood is generally very
optimistic and gregarious for almost the entire month of September. Even those who are non-Catholics are influenced by the
joyful ambience of the festivity. As one of my agnostic-atheist
friends said in a comment to one of my Facebook posts:
I actually enjoyed walking alone a while ago, capturing toddlers geared up as voyador, bruskoness of the drunken masters, the multitude of random people, and the light of hope I saw
from the devotos' eyes upon seeing Ina. The carnival, cool street
vendors, and the busy plaza make the fiesta vibe be felt. I don't
subscribe to the idea of devotion and religiosity but I don't have
to be an ass in front of everyone. We all are bound to enjoy the
spirit of being one through enjoying this short time of the year. I
enjoyed being here. I enjoyed being a Nagueo. ~Michael Bernardo Golez
The appeal of the Peafrancia fiesta is almost universal as
a cultural event. You do not need to be a devout Catholic to
enjoy it. The deeper symbolisms and meanings of the fiesta as
a religious devotion are externally expressed in the simple acts
of hospitality to strangers. For instance, my father always prepares a banquet for visitors in his house even though he is not
a Catholic.
The Peafrancia fiesta tradition is likely to remain for at least
300 more years to come. It is engrained in our cultural heritage
and in our collective psyche.

My dear devotees of
our Ina, I wholeheartedly
welcome you to the
celebration
of
the
Festivity of Our Lady of
Peafrancia in the Year 2015. This is an important
occasion for us as we reflect on our Theme: Living
Out Gods Mercy and Compassion in the Year of the
Poor.
The poor played central role in the Sacred Scripture.
Jesus, the fulfillment of the Scriptures was himself poor
when he offered his life for us on the cross. Mary was
also poor when she lived her life in obedience to the
Will of Father from the annunciation to the foot of the
cross. Poverty on its many faces is best understood in
the context of our Faith revealed to us in the Scriptures.
Spiritual poverty is not impoverishment but richness in
the love of God to us through Jesus.
This years celebration invites us to experience the
merry and compassion of God. Lets take a look at
Jesus and gazeon his eyes and contemplate his life.
Treasuring Gods mercy in our hearts, we are called
to live them out by sharing the same love to others
especially the poorest in our society. Lets make this
an occasion to strengthen the civilization of love in
our land and in the world.
Let us, therefore, seek the help of our INA, the
Woman of Faith, whose spiritual poverty was the
source of richness in the life of our Church.

In this year of the
Poor, as declared by
the Catholic Bishops
Conference of the Philippines, and filled with the excuberance and spirit
of the Apostolic Visit of Pope Francis to the Philippines last January, the local Church of Caceres
celebrates the annual festivities in honor of the Divino Rostro and Our Lady of Peafrancia with the
theme: Living Out Gods Mecy and Compassion in
the Year of the Poor.
The Holy Father, in his Apostolic Exhortation Evangelii gaudium (114), proclaims that the
Church must be a place of mercy freely given,
where everyone can feel welcomed, loved, forgiven and encourage to live the good life of the
Gospel. As members of Christs community of
disciples, with Mary, our Ina, we are challenged to
be merciful and compassionate as our heavenly
Father is (ct.Mt. 5:48).
May the festive mood and solemnity of these
days make us more cognizant of the plight of our
brothers and sisters who are in the peripheries of
our society and more resolved, not only on empathizing with them in their poverty, but on being
actively involved in advocacies and programs to
lift them up from their predicament.

MESSAGE
I would like to express my
warmest greetings and cordial
welcome to all the devotees,
pilgrims and visitors to the
Naga Metropolitan Cathedral as we celebrate once again the regional
festivities in honor of Our Lady of Peafrancia and the Divino Rostro.
This years theme: Living Out Gods Mercy and Compassion in the
Year of the Poor (Pagsabuhay kan Pagkaherak asin Pagmakulog kan
Dios sa Taon nin Mga Dukha) takes on an added significance in the
aftermath of the phenomenal pastoral visit of Pope Francis to our country.
In the face of poverty and the miserable conditions of the impoverished,
he impressed upon us the faith-imperative of an operative commitment
to the poor. In his words abd actions, he awakened our minds and hearts
to the centrality of the poor in the work of evangelization. Without them,
he said, we would not understand the Good News of Gods Kingdom.
I believe that Mary, as she lived out Gods mercy and compassion
in her life, models for us a faith-response of presence, solidarity and
action.
Mary is described in Scriptures as one among the poor of Yahweh.
She counts herself among the humble and poor of the Lord. With them,
she trusts in the Lord who saves them from the oppression of men. To
be present with the poor means not just being physically present but
also being available for them. Pope Francis speaks about smelling like
the sheep which necessarily entails an indispensable personal contact
with them.
Mary is portrayed I Scriptures as profoundly permeated by the spirit
of the poor of Yahweh. As the poor handmaid of the Lord looked upon
by God in her lowliness and lifted up by Him in her lowliness, she
embodies in herself what it means to be poor. To be engaged with the
poor in their plight abd condition based on shared aims asks of us the
same poverty of spirit. Without such an identification with them, we will
continue to remain as mere concerned spectators.
May is an exemplar of pastoral charity, love in action for and with
the poor. When she learned of the pregnancy of her cousin Elizabeth,
she proceeded in hast to visit and be with her. Although she herself
was pregnant, and despite the difficulties of the journey, she hurried to
Zecharias house to lovingly attend to her cousins needs. The struggle
to address poverty continues to be a difficult work in progress for both
the State and the Church. Even then, we see many positive programs
and efforts being undertaken to help alleviate poverty. May we continue
to do our share and work with hope and determination for the betterment
of our brethren.
May our blessed Mother, our Ina, teach and guide us in the ways of
Gods mercy and compassion for the poor. VIVA LA VIRGEN! VIVA EL

Nuestra Senora de
Penafrancia, the patron saint of the Bicol
Region, is situated in
the Basilica Minore in
Naga City. I still remember as a young girl
growing up in Naga,
the big preparation and
excited anticipation as
soon as the month of
August came when the
adults in my family
would start planning
for the Penafrancia fiesta. Our house would
normally be filled with
families and friends
from all over the Philippines come fiesta time.
My father was a devout
follower of Our Lady, the
Nuestra Senora de Penafrancia. Every year, he
would be among the hundreds of men who would
be out there forming a
cord of protection and a
human barricade from
the thousands of devotees
wanting to touch or have
a glimpse of our Lady.
These human cord and
barricade consist of men
showing their devotion
amidst pain, and sometimes, injury, as crowds
gather and become quite
assertive in their desire to
get as close to the Lady
as possible. A cocktail of
sweat, breath, body heat,
added to shoving, pulling
and pushing have them
gasping for air. They
need every ounce of
strength to last as long as
they could to ensure that
Our Lady reaches her destination. Very slowly the
procession would move
with everyone chanting
Viva La Virgin! The
overtired, the weak, the
fallen are pulled out of
the human barricade for
their protection. At the
fluvial procession, the
Voyadores representing
the different barangays
have the difficult and almost impossible task of
ensuring that the procession of different boats are
carried out in a safe and
orderly manner. The aim
is to make sure that Our
Lady gets back home
to the Basilica.
I remember wondering why my father
and all those other men
would go through such

festivity of Our Lady of
Penafrancia the Queen
of Bicol Region, in Naga
City has remained as the
most celebrated religious
and socio-cultural tradition in the Philippines
which Bicolanos of New
South Wales, Australia
have always taken pride
of. With the desire to
bring this tradition to the
awareness of all Bicolanos and non-Bicolanos
alike. An interim group
was formed in early 2006
to organise a fiesta in
Sydney. This desire by
the group was brought
to reality on the 16th
September 2006 with a
concelebrated mass and
a fluvial procession of
the replica of Our Lady
of Penafrancia along the
Parramatta River from
Melrose Park Wharf and
ended at Sydney Olympic Wharf for the first
time in Australia.
A novena prayer and
mass is held every first
Saturday of the month
at St Joachims Parish
in Lidcombe (in metropolitan Sydney). Every
other Bicol tradition is
observed, including the
Flores de Mayo in May,
but the highlight of the
organisations activities
is the Penafrancia Fiesta
held on the 2nd week
of September each year.
This is done to give time
to those who want to personally attend the fiesta
in Naga on the 3rd Saturday of September.
This year, preparations are in full swing
for the Penafrancia
Fiesta which is being
held on Saturday, 12th
of September. The organisations 2015 Leadership Team headed by
First Hermana Mayor,
Elsie Noakes, are busy
doing all the finishing touches for this
years Penafrancia Fiesta. Celebrations start
with a 9am novena at St
Joachims Church fol-
again be represented at
the Penafrancia Fiesta
in Naga City this year.
Currently one of the Advisors of NUSPAS, Perry
Salcedo (First Hermano
Mayor, 2012) is sponsoring a boat and the T-shirts
of the voyadores for Barangay Mabulo, who will
also be carrying the banner of NUSPAS. I suspect this is Perrys way
of honouring our fathers
devotion to Nuestra Senora de Penafrancia, now
that he is no longer able
to be an active voyador
himself.
Yes, the Bicolanos
love for Nuestra Senora
de Penafrancia lives on.

bull was an ancestor of Ferdinand.
The crowd moved over to
the cockpit.
Those little roosters were
full of fight. Their red wattles
grew redder, their hackles
rose like quills upon the fretful porpentine. Cock pecked
at cock, as savagely as the
ancestors of their masters
had fought, tribe against tribe,
with painted faces, shields
and spears. Natives thought
it a good show, and money

in the crowds along the
street from the cathedral to
the river, in the balconies,
on the roofs of houses and
packed between bamboo
and banana thicket on the
banks of the Naga.
There was the same supreme reverence and expectancy one would see in the
faces of the throngs along the
Quadliquivir in far off Spain
when the Virgin was on parade. Soon there would be
the same cries:

DOH steps up iodine drive Liberal Party preferred Salceda to run in 2016
Gov Joey Salceda announced that theres unity talk in Albay. Those
seeking elective positions,
governor, congressmen,
mayor/city mayor will run
unopposed. Following the
16.4 percent have mild to
moderate iodine deficiency,
which is an improvement
from 2008 NNS of 19.7 percent. Also, the proportion
of households using iodized
salt is only 71 percent, of
which only 25 percent is using adequately-iodized salt.
This explains the continuing
existence of iodine deficiency
disorders across the vulnerable target population that includes pregnant women, lactating women, and children
6-12 years old.
While Iodine deficiency
can also lead to low birth
weight, stillbirth, abortion,
cretinism, underdevelopment
and mental and physical retardation.
Iodine deficiency is considered one of the most important health issue in the
Philippines yet can be easily
and economically addressed
through salt iodization.
Salt was identified as the
best medium for delivering
iodine because most people
have access and eat salt in
small quantities every day,
enough to achievethe required
iodine intake.
With the revitalized cam-
pronouncement of Liberal
Party that Salceda must
lead the 2nd Congressional
District of Albay .
Its party choice not Salcedas personal choice of seeking for another elective post.
SCMC employees spent precious times with the elderly of the Missionaries of Charity Gift
of Love, Naga City last September 12. They serenaded and danced with the elderly with
old time favorite songs and donated goodies as well. The said activity is part of Employee
Volunteerism Program: Show More care for the Elderly, a nationwide program simultaneous
with other SM Supermalls in celebration of Grandparents' Day.
