BID PROPOSAL NO. 50-00114600
Sealed bids will be received until the hour of 2:00 P.M., local time on Tuesday,
November 17, 2015 in the Purchasing Department, Suite 4400, Jefferson
Parish General Government Building, located at 200 Derbigny Street, Gretna,
Louisiana, 70053, and publicly opened upon completion of administrative tasks
for the following:
The work consists of minor demolition, fabrication and installation of new
signage for Lafreniere Park in Metairie, Louisiana. See plans for location maps.
All bids must be in accordance with the contract documents on file with the
Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General
Government Building, at 200 Derbigny Street, Gretna, Louisiana. All bidders
must show the Bid Proposal Number on the outside of their bid envelope and on
the bid proposal. Late bids will not be accepted.
Each Bid must be accompanied by certified check, cashiers check, or bid bond
acceptable to the owner in the amount equal to five percent (5%) of the total
amount bid, and payable without condition to the owner. If submitting a bid
online, vendors must submit an electronic bid bond through the respective
online clearinghouse bond management system(s) as indicated in the electronic
bid Solicitation on Central Auction House. No scanned paper copies of any bid
bond will be accepted as part of the electronic bid submission.
The drawings and specifications are on file and open for inspection in the
Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General
Government Building, at 200 Derbigny Street, Gretna, Louisiana. A complete
set of Contract Documents may be secured from Linfield, Hunter & Junius, Inc.,
3608 18th Street, Suite 200, Metairie, LA 70002 (PHONE 504-833-5300, FAX
504-833-5350) by licensed contractors upon receipt of $50.00 per set. Deposit
on the first set of documents furnished bona fide prime bidders will be fully
refunded upon return of documents in good condition no later than ten (10) days
after receipts of bids.
The successful bidder will be required to furnish a performance bond
guaranteeing faithful performance of the contract. Companies providing the
bonds shall comply with the requirements of LRS-R.S. 38:2218 and R.S. 38:2219
as applicable.
The Jefferson Parish Council reserves the right to reject all bids and to reject
bids for just cause, pursuant to the law.
A Pre-Bid Conference will be held at 10:00 a.m. on Thursday, October 29, 2015

The Jefferson Parish Personnel Department is seeking to fill the following
positions within the classified service of Jefferson Parish.
HEAD START TEACHER GRAND ISLE ($2,442.25 Monthly) Applicants
must be willing and able to accept a Head Start Teacher position in GRAND
ISLE and must meet one (1) of the following: 1. Possession of an accredited
Bachelors degree (or higher) in Early Childhood Education (ECE) or in an
equivalent education major in which the primary focus of study is the care
and development of preschool children (i.e., children 3 to 5 years-of-age). OR
2. Possession of an accredited Bachelors degree (or higher) in any subject,
including at least eighteen (18) credit hours of coursework relating to ECE;
plus, at least six (6) months of experience working in an early childhood setting
with preschool children. OR 3. Current employment with Jefferson Parish
and permanent civil service status in the classification of Head Start Teacher,
Assistant; plus, possession of an accredited Bachelors degree (or higher) in
any subject, including at least eighteen (18) credit hours of coursework relating
to ECE. OR 4. Current employment with Jefferson Parish and permanent
civil service status in the classification of Head Start Teacher, Assistant; plus,
possession of an accredited Associates degree (or higher) in Early Childhood

WATER QUALITY SCIENTIST II (35,434/per year) Requires permanent

OFFICIAL NOTICE
A regular meeting of the Jefferson Parish Personnel Board will be held on
Tuesday, October 20, 2015 at 2:00 P.M., in Room 204, Joseph S. Yenni Bldg.,
1221 Elmwood Park Blvd., Jefferson, Louisiana. Prior to the regular business
agenda, the Personnel Board will conduct a Public Hearing to consider a proposal
to amend the Pay Plan for the Classified Service to change the Base Hours
Per Week from 35 hours to 40 hours for the class of Animal Shelter Manager.
Interested parties may obtain information from the Personnel Department, and
may attend the meeting.

the construction of the Building (the Prior Loan) matures and is due in full on
February 20, 2016; and
WHEREAS, LA R.S. 39:1430, as amended (the Bond Act) authorizes JEDCO
to issue revenue bonds (collectively, the Bonds) in order to borrow funds to
finance the repayment of the Prior Loan and acquire the Building, as described
in Section 24 of the Lease Agreement, and pay costs of issuance of the Bonds;
and
WHEREAS, at its meeting held on July 16, 2015, the Louisiana State Bond
Commission approved the issuance of the Bonds, conditioned upon receiving
an appraisal showing that the Building is worth not less than the price JEDCO
will pay to FORJ; and
WHEREAS, JEDCO desires to borrow not to exceed $2,500,000, to bear
interest at not to exceed seven percent (7%) per annum fixed rate and to mature
not later than 20 years from its date of issuance (the JEDCO Debt), all as more
specifically set out in the Offer to Purchase (the Offer) attached hereto and
made a part hereof as Exhibit A prepared by the Purchaser, as defined therein;
and
WHRERAS, JEDCO will enter into a Trust Indenture (the Indenture) with
a trustee (the Trustee) mutually agreeable to JEDCO and the Purchaser, the
form of which is attached hereto and made a part hereof as Exhibit B; and
WHEREAS, Jefferson Parish (the Parish) has agreed to pledge its credit,
payable out of generally available funds of the Parish, and guarantee the
JEDCO Debt, for the purposes of financing the repayment of the Prior Loan and
enhancing economic development, growth and stimulus in the Parish, pursuant
to the terms and conditions of the Cooperative Endeavor Agreement, the form of
which is attached hereto and made a part hereof as Exhibit C.
NOW THEREFORE, BE IT RESOLVED BY, by the Board of Commissioners of
the Jefferson Parish Economic Development and Port District that:
SECTION 1. Pursuant to the authority of the Act and the Bond Act, JEDCO
hereby authorizes the issuance of not to exceed $2,500,000 of its Revenue Bonds,
Series 2015. The details of the Bonds and the other provisions of their issuance,
security and payment shall be as set forth in the Offer and the Indenture, said
Indenture and Offer to be substantially in the form submitted at this meeting
and filed with the official minutes of JEDCO, with such additions, omissions
and changes as may be approved by bond counsel to JEDCO. The Bonds shall
mature not later than twenty (20) years after their date of issuance and bear
interest at a rate or rates not exceeding seven (7.0%) per annum for fixed interest
rate bonds, all as provided in and subject to the terms of the Indenture.
SECTION 2. A portion of the proceeds of the Bonds will be paid to FORJ on
or before February 20, 2016 in an amount necessary for FORJ to pay in full the
Prior Loan in exchange for which JEDCO will acquire the Building, free and
clear of the mortgage and liens, if any, which Building is located on a certain
piece or portion of ground owned by JEDCO situated in the State of Louisiana,
Parish of Jefferson, Churchill Farms, bounded by Nicolle Boulevard, South
Jamie Boulevard and Lake Cataouatche, designated as lot 26-A1-A.
SECTION 3. The Bonds shall be secured by Revenues, as defined in the
Indenture between JEDCO and the Trustee, and the payment of the Bonds will
be further guaranteed by Jefferson Parish (the Parish).
SECTION 4. The form and terms of the Indenture and the Cooperative Endeavor
Agreement are hereby approved substantially as submitted to JEDCO and filed
with the official minutes of JEDCO, all of the provisions of which are hereby
made a part of this resolution, with such additions, omissions and changes as
may be approved by bond counsel of JEDCO.
SECTION 5. The Offer is hereby accepted, and the Bonds shall be sold pursuant
to the terms of the Offer, which shall provide for the sale of the Bonds by JEDCO
to the Purchaser.
SECTION 6. As required pursuant to the terms of the approval granted by the
State Bond Commission, the Board will obtain an appraisal of the Building
by a qualified appraiser prior to the issuance and delivery of the Bonds, which
appraisal shall be forwarded by Bond Counsel to the State Bond Commission.
SECTION 7. The Chairman of JEDCO is hereby authorized and directed, for
and on behalf of JEDCO, to execute the Offer, reflecting the definitive terms of
the sale of the Bonds; provided that the parameters of the terms of the Bonds set
forth in Section 1 of this resolution are not exceeded.
SECTION 8. The Chairman, Vice-Chairman, Secretary, Treasurer or Executive
Director are hereby authorized and directed, for and on behalf of the JEDCO, to
effectuate the sale and delivery of the Bonds and to implement this resolution,
including the publication hereof as required by the Bond Act, the execution of
the Indenture and other agreements, documents or certificates necessary to issue
and deliver the Bonds is hereby authorized, including a certificate to designate
the Trustee. Said officers are hereby further authorized and directed to approve,
for and on behalf of and in the name of the JEDCO any changes, additions or
deletions in any of the documents, instruments or certificates referred to in this
resolution, provided that all such changes, additions or deletions, if any, shall
be approved by bond counsel to the JEDCO and consistent with and within the
authority provided in the Act and the Bond Act.
SECTION 9. This Resolution shall be published in one issue of the official
journal of the Parish as soon as possible following its adoption. It shall not be
necessary to publish the exhibits to this Resolution, but such exhibits shall be
made available for public inspection at the JEDCO offices at reasonable times
and such fact must be stated in the publication within the official journal.
SECTION 10. This Resolution shall become effective immediately upon its
adoption.

REGURALY SCHEDULED TOWN MEETING
TUESDAY, SEPTEMBER 22, 2015
6:00 P.M.
The meeting was called to order by Mayor David Camardelle who led the Pledge
of Allegiance to the American Flag. Council Member Resweber then followed
with a prayer. Roll call was as follows:
PRESENT: Council Members Ray Santiny, Jay Lafont, Clifford Santiny, Jr.,
Stephen Resweber, Leoda Bladsacker
ABSENT: Police Chief Euris Dubois
Laine Landry representing the Grand Isle Rotary Club was recognized and
requested the Town assist the Rotary Club in providing some assistance in
cleaning up the old Grand Isle Cemetery possibly with some community service
personnel or town employees. He also requested the Town provide assistance in
getting back the Blessing of the Fleet celebration. After a short discussion the
Council agreed to assist in any way possible.
Motion by Council Member Clifford Santiny, Jr. seconded by Council Member
Resweber and unanimously agreed to accept the minutes of the September 8,
2015 town meeting as written.

RESOLUTION NO. 2696
A resolution opposing any reduction in the United States Coast Guard
Station personnel in Station Grand Isle.
WHEREAS, Grand Isle, Louisiana was and continues to be ground zero for the
Deep Water Horizon Oil Spill; and
WHEREAS, Grand Isle has suffered with oil from the Deep Water Horizon
since the explosion and spill which began in April of 2010, over five years ago,
and Grand isle and the surrounding areas of beach and marsh continue to be
