BID PROPOSAL NO. 50-00114600
Sealed bids will be received until the hour of 2:00 P.M., local time on Tuesday,
November 17, 2015 in the Purchasing Department, Suite 4400, Jefferson
Parish General Government Building, located at 200 Derbigny Street, Gretna,
Louisiana, 70053, and publicly opened upon completion of administrative tasks
for the following:
The work consists of minor demolition, fabrication and installation of new
signage for Lafreniere Park in Metairie, Louisiana. See plans for location maps.
All bids must be in accordance with the contract documents on file with the
Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General
Government Building, at 200 Derbigny Street, Gretna, Louisiana. All bidders
must show the Bid Proposal Number on the outside of their bid envelope and on
the bid proposal. Late bids will not be accepted.
Each Bid must be accompanied by certified check, cashiers check, or bid bond
acceptable to the owner in the amount equal to five percent (5%) of the total
amount bid, and payable without condition to the owner. If submitting a bid
online, vendors must submit an electronic bid bond through the respective
online clearinghouse bond management system(s) as indicated in the electronic
bid Solicitation on Central Auction House. No scanned paper copies of any bid
bond will be accepted as part of the electronic bid submission.
The drawings and specifications are on file and open for inspection in the
Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General
Government Building, at 200 Derbigny Street, Gretna, Louisiana. A complete
set of Contract Documents may be secured from Linfield, Hunter & Junius, Inc.,
3608 18th Street, Suite 200, Metairie, LA 70002 (PHONE 504-833-5300, FAX
504-833-5350) by licensed contractors upon receipt of $50.00 per set. Deposit
on the first set of documents furnished bona fide prime bidders will be fully
refunded upon return of documents in good condition no later than ten (10) days
after receipts of bids.
The successful bidder will be required to furnish a performance bond
guaranteeing faithful performance of the contract. Companies providing the
bonds shall comply with the requirements of LRS-R.S. 38:2218 and R.S. 38:2219
as applicable.
The Jefferson Parish Council reserves the right to reject all bids and to reject
bids for just cause, pursuant to the law.

Notice for Public Comment and Public Hearing
Jefferson Parish is participating in Phase II of the National Disaster Resilience
Competition (NDRC) managed by the U.S. Department of Housing and
Urban Development (HUD). Since significant damaged was sustained by
during Hurricane Isaac, Jefferson Parish is eligible to compete for up to $500
million of the $1 billion in federal funding being made available as a result of
presidentially-declared disasters that took place in 2011, 2012, and 2013. Forty
eligible applicants, including states, counties and cities have been invited to
participate in Phase II of the competition.
Jefferson Parish submitted the NDRC Phase I application on March 16, 2015.
Phase I allowed applicants to demonstrate their unmet needs in the categories of
housing, infrastructure, economic development and environmental degradation.
The parish was asked to continue to Phase II on June 22, 2015. Phase II
applications are due to HUD on Tuesday, October 27, 2015. For the Phase II
application, Jefferson Parish is proposing a suite of infrastructure and social
resilience projects which exemplify an approach to balancing water throughout
the parish.
Jefferson Parish encourages you to provide us with your input for this grant
application. You may submit all comments and questions online at http://www.

the construction of the Building (the Prior Loan) matures and is due in full on
February 20, 2016; and
WHEREAS, LA R.S. 39:1430, as amended (the Bond Act) authorizes JEDCO
to issue revenue bonds (collectively, the Bonds) in order to borrow funds to
finance the repayment of the Prior Loan and acquire the Building, as described
in Section 24 of the Lease Agreement, and pay costs of issuance of the Bonds;
and
WHEREAS, at its meeting held on July 16, 2015, the Louisiana State Bond
Commission approved the issuance of the Bonds, conditioned upon receiving
an appraisal showing that the Building is worth not less than the price JEDCO
will pay to FORJ; and
WHEREAS, JEDCO desires to borrow not to exceed $2,500,000, to bear
interest at not to exceed seven percent (7%) per annum fixed rate and to mature
not later than 20 years from its date of issuance (the JEDCO Debt), all as more
specifically set out in the Offer to Purchase (the Offer) attached hereto and
made a part hereof as Exhibit A prepared by the Purchaser, as defined therein;
and
WHRERAS, JEDCO will enter into a Trust Indenture (the Indenture) with
a trustee (the Trustee) mutually agreeable to JEDCO and the Purchaser, the
form of which is attached hereto and made a part hereof as Exhibit B; and
WHEREAS, Jefferson Parish (the Parish) has agreed to pledge its credit,
payable out of generally available funds of the Parish, and guarantee the
JEDCO Debt, for the purposes of financing the repayment of the Prior Loan and
enhancing economic development, growth and stimulus in the Parish, pursuant
to the terms and conditions of the Cooperative Endeavor Agreement, the form of
which is attached hereto and made a part hereof as Exhibit C.
NOW THEREFORE, BE IT RESOLVED BY, by the Board of Commissioners of
the Jefferson Parish Economic Development and Port District that:
SECTION 1. Pursuant to the authority of the Act and the Bond Act, JEDCO
hereby authorizes the issuance of not to exceed $2,500,000 of its Revenue Bonds,
Series 2015. The details of the Bonds and the other provisions of their issuance,
security and payment shall be as set forth in the Offer and the Indenture, said
Indenture and Offer to be substantially in the form submitted at this meeting
and filed with the official minutes of JEDCO, with such additions, omissions
and changes as may be approved by bond counsel to JEDCO. The Bonds shall
mature not later than twenty (20) years after their date of issuance and bear
interest at a rate or rates not exceeding seven (7.0%) per annum for fixed interest
rate bonds, all as provided in and subject to the terms of the Indenture.
SECTION 2. A portion of the proceeds of the Bonds will be paid to FORJ on
or before February 20, 2016 in an amount necessary for FORJ to pay in full the
Prior Loan in exchange for which JEDCO will acquire the Building, free and
clear of the mortgage and liens, if any, which Building is located on a certain
piece or portion of ground owned by JEDCO situated in the State of Louisiana,
Parish of Jefferson, Churchill Farms, bounded by Nicolle Boulevard, South
Jamie Boulevard and Lake Cataouatche, designated as lot 26-A1-A.
SECTION 3. The Bonds shall be secured by Revenues, as defined in the
Indenture between JEDCO and the Trustee, and the payment of the Bonds will
be further guaranteed by Jefferson Parish (the Parish).
SECTION 4. The form and terms of the Indenture and the Cooperative Endeavor
Agreement are hereby approved substantially as submitted to JEDCO and filed
with the official minutes of JEDCO, all of the provisions of which are hereby
made a part of this resolution, with such additions, omissions and changes as
may be approved by bond counsel of JEDCO.
SECTION 5. The Offer is hereby accepted, and the Bonds shall be sold pursuant
to the terms of the Offer, which shall provide for the sale of the Bonds by JEDCO
to the Purchaser.
SECTION 6. As required pursuant to the terms of the approval granted by the
State Bond Commission, the Board will obtain an appraisal of the Building
by a qualified appraiser prior to the issuance and delivery of the Bonds, which
appraisal shall be forwarded by Bond Counsel to the State Bond Commission.
SECTION 7. The Chairman of JEDCO is hereby authorized and directed, for
and on behalf of JEDCO, to execute the Offer, reflecting the definitive terms of
the sale of the Bonds; provided that the parameters of the terms of the Bonds set
forth in Section 1 of this resolution are not exceeded.
SECTION 8. The Chairman, Vice-Chairman, Secretary, Treasurer or Executive
Director are hereby authorized and directed, for and on behalf of the JEDCO, to
effectuate the sale and delivery of the Bonds and to implement this resolution,
including the publication hereof as required by the Bond Act, the execution of
the Indenture and other agreements, documents or certificates necessary to issue
and deliver the Bonds is hereby authorized, including a certificate to designate
the Trustee. Said officers are hereby further authorized and directed to approve,
for and on behalf of and in the name of the JEDCO any changes, additions or
deletions in any of the documents, instruments or certificates referred to in this
resolution, provided that all such changes, additions or deletions, if any, shall
be approved by bond counsel to the JEDCO and consistent with and within the
authority provided in the Act and the Bond Act.
SECTION 9. This Resolution shall be published in one issue of the official
journal of the Parish as soon as possible following its adoption. It shall not be
necessary to publish the exhibits to this Resolution, but such exhibits shall be
made available for public inspection at the JEDCO offices at reasonable times
and such fact must be stated in the publication within the official journal.
SECTION 10. This Resolution shall become effective immediately upon its
adoption.

On motion of Dr. Vinicio Madrigal, seconded by Bruce Layburn, the following
resolution was offered:
JEDCO RESOLUTION TO INCUR DEBT
WHEREAS, the Jefferson Parish Economic Development and Port District
(JEDCO) is created pursuant to the authority of Chapter 20 of Title 34 of the
Louisiana Revised Statutes of 1950, as amended (the Act), and is a special
district of Jefferson Parish pursuant to LA R.S. 33:1420.18, as amended, and
other constitutional and statutory authority; and
WHEREAS, Forward Jefferson Corporation (FORJ) borrowed money to
finance the construction of the Building, as defined in that certain Building
Lease and Purchase Agreement (the Lease Agreement) between JEDCO and
FORJ executed February 20, 2009, located on property owned by JEDCO; and
WHEREAS, the debt incurred by FORJ in the amount of $2,830,000 to finance

REGURALY SCHEDULED TOWN MEETING
TUESDAY, SEPTEMBER 22, 2015
6:00 P.M.
The meeting was called to order by Mayor David Camardelle who led the Pledge
of Allegiance to the American Flag. Council Member Resweber then followed
with a prayer. Roll call was as follows:
PRESENT: Council Members Ray Santiny, Jay Lafont, Clifford Santiny, Jr.,
Stephen Resweber, Leoda Bladsacker
ABSENT: Police Chief Euris Dubois
Laine Landry representing the Grand Isle Rotary Club was recognized and
requested the Town assist the Rotary Club in providing some assistance in
cleaning up the old Grand Isle Cemetery possibly with some community service
personnel or town employees. He also requested the Town provide assistance in
getting back the Blessing of the Fleet celebration. After a short discussion the
Council agreed to assist in any way possible.
Motion by Council Member Clifford Santiny, Jr. seconded by Council Member
Resweber and unanimously agreed to accept the minutes of the September 8,
2015 town meeting as written.
The following resolution was jointly offered by the Council:
RESOLUTION NO. 2696
A resolution opposing any reduction in the United States Coast Guard
Station personnel in Station Grand Isle.
WHEREAS, Grand Isle, Louisiana was and continues to be ground zero for the
Deep Water Horizon Oil Spill; and
WHEREAS, Grand Isle has suffered with oil from the Deep Water Horizon
since the explosion and spill which began in April of 2010, over five years ago,
and Grand isle and the surrounding areas of beach and marsh continue to be

polluted on a regular basis with oil from the spill; and


WHEREAS, the United States Coast Guard has been instrumental and has
provided immeasurable help and assistance in response to the oil spill to the
town and citizens of Grand Isle and said help and assistance is still needed as
the oil continues to foul the shores of Grand Isle and neighboring beaches and
marsh; and
WHEREAS, the United States Coast Guard is considering the reduction in the
reserve forces stationed on Grand Isle that assist in the detection, monitoring
and removal of the oil from the beachs and marsh. The reduction by the United
States Coast Guard of the forces on Grand Isle will adversely affect the ability of
all parties to monitor and respond to oil as it continues to come ashore.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND TOWN
COUNCIL of the Town of Grand Isle, Louisiana, Jefferson Parish, Louisiana
that the Town of Grand Isle strongly opposes any reduction in the United States
Coast Guard personnel station on Grand Isle and respectively request that the
Coast Guard maintain their forces at current levels to assist with the monitoring,
detection and removal of oil from the Deep Water Horizon Oil Spill from the
shores and marshes in and around Grand Isle, Louisiana.
BE IT FURTHER RESOLVED THAT the Mayor is authorized and directed to
take all action that he deems necessary to keep the United States Coast Guard
forces that are stationed on Grand Isle at their current levels.

This resolution was declared adopted this 22nd day of September, 2015.
Motion by Council Member Ray Santiny seconded by Council Member Clifford
Santiny, Jr. and unanimously agreed to approve the application of Ross Sampey
for a permit to build a boathouse and dock in the state water bottoms in Bayou
Rigaud, located in the Amaris Isle Subdivision Lot 157.
Council Member Resweber requests/reports: 1. Thanked Street Supervisor
Chris Hernandez for providing a report on items requested by Council Members
at previous meetings.
Council Member Bladsacker requests/reports: 1. Asked about the cement for the
basketball court at the Chighizola Park. It was reported that Chris Hernandez
would get with Laine Landry to have his worker do the job of laying more
cement on the court to make it larger and to turtle back the court so water would
not stay on it.
Mayors report: 1. Announced that a ribbon cutting ceremony would take place
on October 5, 2015 at 6:00 p.m. on Walnut Lane for the Levee Board rock project
in Bayou Rigaud. 2. Will be attending the Jefferson Parish Council meeting to
make sure Grand Isle receives its fair share of the BP settlement money. 3. Will
be meeting with Kevin Davis to apply for getting a water storage tank and a fuel
tank for the Multiplex Center to be used in time of outage due to storms. 4. Will
be meeting with Ray StPierre of the Jefferson Parish School Board to present
a list of items need at the Grand Isle School. Energy 21 is sponsoring some
supplies for the athletic department. 5. Stated that if the Council is thinking of
making a change in the garbage collection contract that action is needed to be
taken soon. After a short discussion, a joint motion was made by the Council
to accept the proposal of Pelican Waste & Debris for garbage collection for the
Town of Grand isle as of November 2, 2015.
Motion by Council Member Clifford Santiny, Jr. seconded by Council Member
Lafont and unanimously agreed to adjourn the meeting at 6:50 p.m.
