Instructions for Breakout Groups

General Instructions for All Groups:
All groups should have a moderator, timekeeper and someone to take notes and report
back to the group during the Report Backs section of the agenda. (You can combine
roles; for example, it probably makes sense for the note taker and the person reporting
back to be one person.) We recommend that you also list the major ideas on the butcher
block paper provided as you go on so that the group can follow the discussions.
The note taker should also send notes of the breakout to Bob Cohen at
bcohen@citizenactionny.org so that we can follow up on the recommendations you make.
We suggest that the goal of each breakout group should be to come up with 2-4
suggestions that are reasonable to accomplish. They should also be ideas that the
groups represented in the breakouts are willing to help with: it wont happen unless we
all pitch in to make it happen! Please report these suggestions back to the entire group
during the Report Backs section. The more specific your recommendations are, the
better!
Examples of What Each Group Could Recommend:
Please keep in mind these are just suggestions to give your group an idea of what the
organizing committee believes the focus of the workshop should be. Feel free to come
up with different ideas!

Media and Communications Breakout

Press conferences or other earned media activities to publicize enrollment
possibilities (a press conference is already scheduled for Albany on October 19 th
which will be presented to the group)
Regular social media activities (Twitter, Facebook, etc.) to publicize open
enrollment and tell people how to contact an assister (navigators, CACs)
Developing regular sample e-alerts for groups to send out (or which can be sent
out to the list of summit attendees) publicizing enrollment information and/or
enrollment activities

Outreach and Events Breakout

We recommend that this group consider common outreach activities or other events we
could do that will enhance enrollment in our region. Since the geographic area covered
by our summit is huge, please try to specify where each proposed outreach activity
should be held. Examples of outreach events we could do are:

Enrollment events in prominent centralized locations in our region in which

navigators and other assisters could provide information to the public. We
recommend that events be in specific well trafficked locations and sponsored by
large local organizations, facilities or public officials (mayors, electeds etc.) who
have their own lists of supporters and constituents that they can invite.
Joint events by multiple assister groups to give out enrollment information (similar
to the first idea, but the sponsoring assister groups would be responsible for
inviting people)

Joint handing out of flyers with enrollment information in locations where there are
large numbers of uninsured people

Regional Breakouts
This group could discuss the items listed under Media and Communications and
Outreach and Events and make it specific to your region. You might also want to
discuss ways to coordinate activities better, such as informing other navigators when you
are doing outreach at an event to avoid duplicating efforts (i.e. 2 navigators tabling at
the same small event).
