Information received from witnesses on the scene indicated that a person had been stabbed and the suspects had fled the area in a vehicle. Communications room personnel obtained the vehicle description and license plate (CT# 391 WWWU, a white Hyundai Sonata) and relayed it to responding Patrol units. Officer Beauvais had also arrived on scene (477 Woodland Drive) and found that three people had ‘sustained knife wounds, with one apparently deceased as a result of his injuries. Kenneth Rahn Signed: ‘Subscribed and swom to before me this 15 Day of March 2010 7 ha ORIGINAL / COPY iver Pane t DEPARTMENT OF POLICE Milford, Connecticut Docket #: Probable Cause Statement McMahon observed the suspect vehicle traveling on Bridgeport Avenue and attempted to iniflate a motor vehicle stop, however, the vehicle fled onto I-05 northbound and a pursuit ensued. In addition to the operator there was also a seventeen-year-old female passenger (Youthful Offender) present in the vehicle and at the time of the incident it was raining. During the pursuit the vehicle was travelling at speeds between 80-90 miles per hour before exiting the highway onto Route 1. The vehicle continued into West Haven where stop sticks were deployed, however, the vehicle continued into New Haven and at one point the operator swerved at Officer Rojee’s patrol car in an attempt to strike it. The vehicle eventually crashed in the area of Washington Avenue anc Ella Grasso Boulevard near the New Haven/West Haven town line. According to the Youthful Offender the Operator, identified as Phillip Moncrease, told her to get out and run, but she remained in the vehicle. Moncrease attempted to flee on foot and ignored announcements that a canine was going to be deployed, Moncreasé was apprehended by police canines and continued to struggle and resist efforts to be taken into custody. He was eventually taken into custody and transported to Yale-New Haven Hospital for treatment of the canine bites. While taking custody of his possessions the hospital staff located a small baggie containing suspected marjuana (later field tested with positive results) in his pants pocket. Also, a DMC/NCIC check showed that Moncrease had a suspended driver's license. Still present at 477 Woodland Drive were a number of witnesses to the incident and investigators spoke with Michael Monroe, Anthony Quirk, and Sultan Stack Ill, who provided sworn, written statements in which they indicated the following. Earlier in the evening they were at a friend’s home, identified as Ryan Simpson, at 477 Woodland Drive, Milford, Connecticut. There was a party at the residence and there were a number of people present. During the party, an individual they identified as Philip Moncrease and his girifriend, (Youthful Offender), became involved in an argument and physical confrontation with Ryan Simpson. As a result, other persons at the party intervened and Moncrease and the Youthful Offender left the residence. As Moncrease was leaving the house, he repeatedly yelled that he would be back. Additional witnesses were later interviewed who confirmed that Moncrease, the Youthful Offender, and a third male had left the property in the vehicle that was later involved in the pursuit. Approximately ten minutes later, Moncrease and the Youthful Offender returned to the residence and entered the basement. At this time witnesses stated that Moncrease and Ryan Simpson again engaged in a physical confrontation. At some point a knife became involved and Moncrease tried to pull it out of Simpson's hand. During the struggle for the knife, Stack, Quirk, Monroe and the 15-year-old brother of Simpson attempted to grab hold of the knife to keep Moncrease from obtaining it. As a result of the struggle for the knife, Quirk sustained a minor laceration to the hand and the juvenile victim sustained minor lacerations to the wrist. Philip Moncrease, who is 6°2" and approx 225 Ibs., was able to take hold of the knife and, according to witnesses, he then.stabbed Ryan Simpson (approx 5°7” and 170 lbs.) twice in the chest with this knife. Immediately after, Moncrease and the Youthful Offender fled the scene in the above vehicle, resulting in the pursuit and apprehension in New Haven. Witnesses also stated that the Youthful Offender had a screwdriver in her hand and was attempting to stab Ryan Simpson and others who were attempting to break up the fight. While obtaining statements from Monroe, Quirk, and Stack they were separately presented with photo lineups Containing a prior arrest photo of Phillip Moncrease. ORIGINAL / COPY DEPARTMENT OF POLICE Milford, Connecticut Docket #: Probable Cause Statement Based on the investigation, the Youthful Offender was placed under arrest and transported to Milford Police Headquarters where Lt. Compare and Sgt. Chacon met with her. Prior to being interviewed, the Youthful Offender was informed she was under arrest and she was advised of her rights via a Rights Waiver, which she ead, initialed, signed, and stated she understood. The Youthful Offender agreed to speak with investigators regarding the events that occurred earlier, and she indicated the following both verbally and in a sworn, written statement. That she was with her boyfriend, Phillip Moncrease, earlier in the evening and they went to the residence of Ryan Simpson for a party. While at the party an argument ensued between Moncrease and a male she identified as “Monroe”, and the Youthful Offender believed that this argument was over a drug debt. The Youthful Offender stated she attempted to break up the argument and ended up punching Monroe, who fell on the floor. Phillip Moncrease then got into another argument with a male named Tony and that is when the Youthful Offender attempted to intervene and Ryan Simpson grabbed her ina headlock. The Youthful Offender believed that Simpson had an object in his hand, possibly a hammer, but other people at the party grabbed him and prevented him from using it. At this time Moncrease and the male identified as Tony were stil involved in a physical altercation. The Youthful Offender stated she observed that Ryan Simpson had a screwdriver in his hand, which she took away from him. At this time Moncrease was able to get up and the Youthful Offender, Moncrease, and a male she identified as Justin Finch left the party. They drove to a nearby residence where they picked up an unidentified fourth male and then returned to the residence of Ryan Simpson. The Youthful Offender stated that when they returned, she still had the screwdriver in her hand. When they went back inside the house she heard Ryan Simpson state, “I slammed that bitch on the floor.” Moncrease became upset at this statement and a fight broke out between Ryan Simpson and Moncrease. The Youthful Offender ther claimed she had put the screwdriver in her back pocket. At some point during the fight she observed that Ryan ‘Simpson and Moncrease were struggling over a knife. The Youthful Offender claimed that the screwdriver fell out of her pocket and she picked it up to prevent anyone else from grabbing it. The Youthful Offender stated she attempted to separate the parties involved in the fight and admitted that she did-have the screwdriver in her hand when she did this. The Youthful Offender stated that another female at the party told her to leave and she began walking outside at which time Moncrease came up behind her and told her they had to leave. According to the Youthful Offender she threw the screwdriver out of the car window onto a neighbor's lawn, and she provided information that assisted investigators with locating the screwdriver. That it was learned from Sgt. Vitti that he had spoken to Jared Demarco who was one of the nurses that had tended to Phillip Moncrease at the hospital. A sworn, written statement was obtained from Demarco who indicated that Moncrease had told him that he was at a friend's house that owed him money and that he would not pay him. According to Moncrease his girlfriend punched this person in the face and then this person (Ryan ‘Simpson), pulled out a knife. Moncrease admitted that he got the knife away from Simpson and ended up stabbing him. Moncrease agreed to be interviewed and after being brought to the Detective Bureau, he was advised of his rights via a Notice of Rights form, which he acknowledged and signed. He also signed a Notice of Rights Waiver, stating that he would be willing to speak with investigators. He subsequently provided a verbal and sworn, written statement that he and his girlfriend were at Ryan ‘Simpson's house and at some point he and Mike Monroe began arguing because Mike Monroe owed him $50. Monroe then began arguing with the Youthful Offender who punched him and knocked him to the ground. His girlfriend then began arguing with a girl he knew named Bree and when he tried to break it up, he remembered Ryan Simpson's brother grabbed him from behind and he fell to the ground. At some point the fight was broken up and he acknowledged that he, the Youthful Offender, and Justin Finch left the property and drove off in Finch’s vehicle. A short time later they returned and, according to him, he wanted to apologize to Simpson, however, when he came into the house, he could hear Ryan Simpson calling his girlfriend a bitch. An altercation started again between he and Ryan Simpson at which time he grabbed Ryan in a choke hold from behind. He alleged that Simpson bit him on the arm and when he let Simpson go, Simpson took two steps back and pulled out a knife which Moncrease described as a folding knife with a black handle. He grabbed hold of Simpson's hands and he remembered other people were also trying to take the knife. He stated that he somehow got the knife away from Simpson and he remembered “jabbing him tow in his stomach". He alleged that he only stabbed Simpson once at which time Simpson grabbed his side and fell to the ground. He walked out of the house with Felicia and left in Justin Finch's white Hyundai. He cooperated by telling investigators that he got on I-95 northbound and when getting off the exit near Howard Johnson's, he threw the knife out of the driver's side window. He also provided details regarding the police pursuit and that he was scared and wasn’t thinking right, and that’s why he attempted to flee. ‘On 3-15-10 officers searched the area along the 1-95 exit ramp by Howard Johnsons and subsequently located a black handled folding knife. The blade was in the open position and at the base of the blade near the handle were smalll droplets which appeared to be blood. The Youthful Offender was charged with Criminal Attempt to Commit Assault, 2"! Degree; Reckless Endangerment, 1" Degree; and, Disorderly Conduct. She was negative NCIC and held on bond. A State Police Records Check of Phillip Moncrease showed a total of eight (8) eight prior arrests, five (5) of which are currently pending.
