Position Requirements

Organizational Context
The Jesuit Refugee Service (JRS) is an international non-governmental
organization with a mission to accompany, serve, and advocate for the rights of
refugees and forcibly displaced people. The organization was founded in
November 1980 and has a presence in over 50 countries. JRS undertakes
services at national and regional levels with the support and guidance of an
international office in Rome. The style of JRS service is human and spiritual,
working in situations of greatest need, seeking the long-term wellbeing of
refugees and displaced persons, while not neglecting their immediate or urgent
needs. JRS offers opportunities to a wide variety of staff, local and international,
while maintaining a realistic and localized scheme of salary/stipend, insurance,
etc.
Operational Context/Role
The International Human Resources Coordinator, based in the International Office
in Rome and reporting to the Assistant International Director, promotes policies
and practices that ensure the effectiveness of JRS personnel in responding to the
needs of refugees. He/she functions as the principal advisor to the International,
Assistant International, Regional Directors and Regional Human Resources
Officers on all human resources related matters. The Human Resources
Coordinator is also responsible for coordinating and supervising human resources
activities in the 10 regions where JRS has operations and the International Office
as well, thereby ensuring consistency and uniformity in the implementation of
human resources policies and guidelines, best practices and ultimately
promoting the welfare of JRS staff worldwide.
Responsibilities
Develop and ensure the implementation of JRS human resource policies in
keeping with the mission, vision and values of JRS;
Promote the welfare of JRS personnel internationally by accompanying and
working with the Regional Human Resources Officers to maintain and
develop good practices;
Contribute to staff development by facilitating the building of solid teams
and strong teamwork in JRS regions;
Assist Regional and Country Directors in their professional review of the
work of staff through the use of six-month appraisals;
Design, implement and reinforce the JRS policies on Prohibition from Sexual
Exploitation and Abuse (PSEA);

Assist Regional and Country Directors in reviewing policies on remuneration


of operational staff, security, health insurance and other welfare provisions
for staff;
Responsible for authorizing any deviations from the salary scale for Core
staff;

Help Regional and Country Directors to implement and monitor the


provisions of the JRS Code of Conduct and to deal with breaches of the
aforementioned code;
Support, guide and organize in close liaison with Regional and/or Country
Directors the recruitment and orientation of Core staff to ensure the
highest standards in the recruitment of staff;
Help Regional and Country Directors, as well as regional Human Resources
Officers, deal with staff grievances or disputes;
Undertake field missions to investigate alleged cases of misconduct;
Conduct periodic reviews of staff needs and profiles in field operations;
Focal point for security in the International Office and field operations;
Ensure the continuous rolling out of security training and awareness
throughout JRS operations; this involves organizing yearly refresher
courses;
Prepare induction/orientation programs and materials for newly recruited
staff to facilitate their integration in JRS;
Develop learning/training materials for existing staff to ensure that they
are given appropriate training opportunities that contribute to their
professional development;
Develop training materials, organize and deliver training in the regions on
HR related issues;
Contribute to providing, or at least securing, through external resources,
guidance, counselling and stress management services to staff in work
related areas;
Liaise with international personnel agencies that send staff to work in JRS,
e.g. Dlgation Catholique pour la Coopration (DCC), Volunteer
Missionary Movement (VMM) and Alboan.
Authorize the engagement of consultants when needed;
Maintain and update roster of candidates

Essential Minimum Qualifications and Professional Experience

University degree in personnel management, business or public


administration, law, political science or a related field;
At least seven years of relevant experience working in HR for an
international organization or INGO with field operations; previous field
experience performing similar functions in large and complex operations
highly desirable;
Excellent interpersonal skills, particularly empathic listening abilities and
an understanding of JRS pastoral approach to service; this requires an
ability to work and relate to people whilst being supportive, persuasive
and diplomatic;
Demonstrated ability to build staff capacity and to work in a multi-cultural
environment;

Working experience in the humanitarian world, especially in difficult and


stressful circumstances and conditions;
Ability to work well under pressure and with competing deadlines;
Proven ability to work independently and with minimum supervision and in
taking initiative to solve work related problems;

Excellent drafting and communication skills including the ability to make


presentations and write reports.
Excellent computer skills;
Willingness to travel regularly to regions in need of human resourcesrelated assistance and support;
Fluency in English and French required. Working knowledge of Spanish is
highly desirable;
Non-European Union nationals must be in possession of a working visa and
right of abode in Italy. Applicants not meeting this requirement will not be
considered.

Terms and Conditions


Contract is for one year, renewable with an initial probationary period of four
months.
JRS remuneration policy is in keeping with the JRS ethos to offer effective and
professional services and at the same time express solidarity with the people
served. The salary is calculated with the use of a post-adjustment multiplier and
takes into account years of relevant experience and degree of responsibility of
the role. Details will be discussed with short-listed candidates.
