For eight years the opening of the
Centro Hospitalario de Alta Resolucin de Especialidades (Chare) for
the Guadalhorce valley has been
held up by lack of funding for the
access road and the hospitals connection to mains electricity. However last week it was announced that
the provincial government will foot
the bill, which could rise to 800,000
euros, so that the hospital can finally
open in early 2016. Once open, the
facility will provide hospital services for about 105,000 people in 14
towns and villages in the Guadalhorce valley. It will also provide 300
jobs. P6

It is ironic, in a way, that products which are designed for hygiene and cleanliness - baby wipes, wet
wipes, make-up removal pads, wipes
for cleaning bathrooms and kitchens,
etc - end up proving so toxic for the
sewage system. Consumers lack information in this respect as well. They
often throw this type of product down
the lavatory because the label says it
is biodegradable and they think that
means it is safe to do so.
The problem is that they are not
suitable for the treatment cycle,
says Concepcin Fernndez, who
also points out that communities of
owners are often the worst affected
by frequent blockages, and this costs
them money. It normally takes 48
hours from the moment you flush
the loo until the waste arrives at the
treatment plant. Toilet paper normally degrades. Wipes dont, she
explains.
That is why these products should
be treated as items of solid urban waste: they are made of compacted textile fibres which are difficult to break.
They are incompatible with the water cycle and can take several months
to degrade. The same applies to sanitary towels, nappies, cotton wool and
cotton buds, which despite
everything continue to circulate
through the pipes.
In Malaga, just like other towns,
the problem is worse when it rains
and Emasa has to send a special team
out to the pumping stations to remove the waste. The city has about a dozen stations of this type, which also
serve Torremolinos and Alhaurn de
la Torre, as well as the Guadalhorce
and Pen del Cuervo sewage plants.

Senate approves
right of Marbella
council to benefit
from Malaya fines

MARBELLA. A meeting of the
Senate held on Wednesday has
approved an amendment to the
State budget which means that
the fines charged in connection
with Marbellas corruption cases
will now go back to the towns
council coffers.
More specifically, these funds
will be directed to alleviate the
debt that the town has with the
tax authorities, estimated at
around 250 million euros.
The amendment, put forward
by Malagas PP politicians, has
its origins in the sentencing of
those involved in caso Malaya
when fines of 449 million euros
were imposed. These fines were
directed to go to the State,
meaning that Marbella council
(from where municipal funds
were embezzled) would not
benefit at all.
Though president of the PP in
Marbella and ex-mayor, ngeles
Muoz, expressed her satisfaction with the long-fought-for decision, the current council team
is not happy because the new
mayor, Jos Bernal, had already
negotiated a more beneficial
deal with the government.

aged 19, who was sleeping under
the Carmen bridge in Malaga, is
in intensive care with second and
third degree burns to 40 per cent
of his body.
A week after the flood which
swept away a British man and
threatened the lives of a dozen
homeless people, the youth was
badly burnt as he slept in one of
the makeshift shacks erected beside the Guadalmedina river. According to the person who raised
the alarm, believed to be the victims girlfriend, the couple were
sleeping when she woke up to
see her boyfriend in flames.
The emergency services were
called to the scene, where medics spent almost an hour stabilising the man whose face, chest,
abdomen, arms and legs were
burnt before taking him to hospital where he remains in a serious condition.
The investigation into the
cause of the incident is ongoing
though it is thought the embers
from a fire or a candle are most
likely to be to blame. No possibility has been ruled out by the
police however.

MALAGA. The Junta de Andaluca
announced last Friday that the
much-awaited Centro Hospitalario
de Alta Resolucin de Especialidades
(Chare) for the Guadalhorce Valley
would soon be open after funding
for the final stages of the project
was found.
The hospital should have opened
eight years ago but progress has been
held up as Crtama town hall has
been unable to pay for the hospitals electricity supply and the access road to the building.
The building itself is finished and
equipped, so it was only these final
hurdles preventing the Health Department from contracting staff and
the building being finally opened.
However, it was announced last
Thursday that the provincial government would pay for both the road
and the connection to the mains circuit, a sum that will rise to around
800,000 euros. This will involve the

signed by the Junta de Andaluca,
Crtama town council and the provincial government in 2009.
Once this is agreed to by all parties, in a meeting scheduled for this
week, the only remaining stumbling
block is for Crtama town hall to grant
the final licences and permits to allow for the building to be occupied.
The works have already been approved and shouldnt encounter any
complications. Once given the goahead (they cannot proceed until the
new convenio has been signed), they
could be completed within a month.

the dark about
plans for longawaited Bulevar

ESTEPONA. In the last couple
of years, the word Bulevar has
become synonymous with the
idea of delays for locals in Estepona. Back in June of 2012, residents were informed of plans to
redevelop a large area of land located along Avenida de Juan Carlos I. However, three years later,
work is yet to begin on the site.
Designs of the development
close to the seafront include a
five-star hotel, a shopping centre with a six-screen cinema and
a new town hall. Yet, despite
the grand scale of the project,
the last time plans were discussed by International Architects, the construction company
behind the project, and the public was back in February 2014.
Consequently, local residents
are wondering whether they
will ever see the plans come to
fruition.
Part of the problem causing
the delay to construction is the
location of the site. Given that
the land is near to the sea, the designs for the Bulevar must be
approved by regional government, a process which has numerous stages of approval.

province described the situation.
Recent events, which left two
people dead in less than a week,
have prompted many officers to
go directly to shops that sell police uniforms to buy their own
protective vests, the officer confirmed to SUR.
My wife is terrified every time I
go to work because she knows
what the Costa del Sol is turning
into, he said and also criticised
the authorities for not responding to the problem and providing
every officer with his or her own
vest. In particular he criticised
their slow reaction in the wake of
the recent deaths of two National
Police officers. One of these cases
occurred in Malaga last year,
when an officer died after being
stabbed by a homeless man he
had asked for identification.
Necessity
This concern has increased significantly with the recent violent attacks. The general secretary of the
union Sindicato Unificado de Polica
(SUP) in Malaga, Manuel Expsito,
explained how dangerous the mafias
that operate in the area are: They
have no qualms about shooting an
officer when they come face to face
with one, he said. They come from
other countries and life is worth
nothing to them and thats why they
dont think twice about using their
weapons.
As well as the threat from organised criminals, police officers come
up against situations on a daily basis
in which the vests are indispensable.
Jos Francisco Mrida is in charge of
the union Sindicato Independiente
de Polica de Andaluca (SIP-AN) in
Mijas and pointed out the risks involved every time the police respond
to a call: You never know what you
are going to find when you arrive at
the scene, he said.
Organisations and unions insist
that each officer must have his or her
own vest and that police authorities
invest immediately. One union has
even suggested giving officers a vest
instead of a hamper this Christmas.

company Maremor has
an annual turnover of
320 million euros which
its owners expect to
double within five years
MALAGA. A French multinational company, Oberthur Technologies, which specialises in developing Smart and SIM card
technology and security solutions has taken over a Malaga
business, Prodo Telecom, based
at the Parque Tecnolgico de Andaluca in Campanillas.
The new outfit which had a
dozen employees until its purchase by Oberthur Technologies
is undergoing a programme of
expansion and is seeking to hire
some 40 engineers in the coming weeks.
The idea is that the unit becomes a centre of reference in
terms of developing technological solutions and innovation in
southern Europe, explained
Dario Surez, the commercial
head of Oberthur Technologies
in Spain and Portugal.
Surez went on to stress that
Prodo, created in 2001, was chosen by his company because it is
one of very few businesses which
has specialised knowledge in the
field of OTA (Over-The-Air, a way
of managing mobile phone SIM
cards remotely).

MALAGA. Primor, Malagas perfumery and beauty chain, has joined
forces with two similar companies
- Arenal which is Galician and Marvimudo from the east coast of the
country - to form Spains largest perfume and beauty store business.
The newly created Maremor (a
conglomeration of the three names)
is projected to be a commercial giant with 180 shops, 320 million
euros of annual turnover, two million employees and 12 per cent of
the perfumery market. The three
businesses involved expect to exceed a turnover of 600 million euros
within five years with 350 shops all
over Spain and a 27 per cent share
of the market.
The new company will not mean
the end of the three separate businesses - which have an equal footing in Maremor. According to the

location of its first shops. They will
be in areas not exploited by Primor,
Arenal or Marvimundo such as Extremadura, Castille-Leon and Castille-La Mancha, La Rioja,the Basque

Progress to be made
For Violeta Aragn, there is still
a way to go before the construction industry in Malaga returns to
its normal rhythm of about 12,000
authorisations a year, but this upturn is the first step towards a gradual recovery, she says.
With regard to the fact that
most new properties have been
planned for the city of Malaga and
Marbella, she says this is logical
because those are the places where the existing stock does not
match the incipient demand.
If there is a real demand for something which is not available in
an area, somebody will start to develop it, she explains.

a prestigious national award,
the Liber de la Federacin de
Gremios de Editores de Espaa, in recognition of its
work in promoting reading.
The mayor of Benalmdena,
Victor Navas, the councils
head of culture, Elena Galn,
and the librarys director,
Mara del Carmen Martn Lara,
showed off their award in
Malaga on Wednesday.

drought and record-breaking visitor numbers over the summer
and well into the autumn, the
western Costa del Sol region has
twice the amount of water reserves it had at the same time in
2014.
This means that the hydrological year, which begins on October 1st, is already equipped with
a guaranteed supply of water independent of rainfall.
La Concepcin reservoir which serves 11 municipalities
of the Costa del Sol Occidental
region which double their population in the summer - is the only
one in Malaga province which
has registered an increase in its
levels with regard to last year.
At the moment, the reservoir
contains 35.63 cubic hectometres of water or 55.21 per cent of
its total capacity.
This amount, the highest since
the hydrological year of 19961997, is expected to rise with the
predicted heavy rainfall on Sunday and Monday.

is day-to-day life for the teachers
who take to the roads to keep education alive in rural areas. They travel over much of the province, village to village, school to school, classroom to classroom, to impart their
knowledge to pupils who live in villages and hamlets with few inhabitants and a proportionately low
number of schoolchildren.
These teachers could be called the
heroes of education, because as well
as the normal problems associated
with their profession, they have to
drive to different places along country roads which in many cases are
in poor condition, and when they
arrive at their destinations (they visit several places a day) they have to
adapt to teaching small classes of
pupils of different ages. They have
to reinvent themselves, decide on
the best strategies and how to organise themselves to teach their subjects to, for example, a four year old
and an 11 year old in the same classroom. The teachers also have to carry all their materials with them in
their vehicles, as they travel from
place to place.
In Malaga there are 13 Rural
Schools, known as CPRs, and together with their sub-branches,
they are attended by around 1,500
pupils from 37 villages. Figures from
the Junta de Andalucas Education

Three of the 24 teachers at the Almijara CPR school agree: the different levels of the pupils is one of the
biggest difficulties they face. The
school is based in Sayalonga and has
classes in rchez, Corumbela, Canillas de Albaida, Sedella and Salares,
all of which are tiny municipalities
in rural Axarqua.
Beatriz Barranquero teaches music. She is 40 years old, lives in VlezMlaga, has been teaching for 16 years
and has been working at this school
for seven. I have just changed my
car and I cant remember how many
kilometres I had done in the other
one but I think it was about 100 a
week, she says.
Adapting materials
Eva Aranda, aged 42, and also from
Vlez, is now in her third year of teaching at this rural school. She is a
specialist in Therapeutic Education
and says that even in these small villages, educational support is nee-
ded for children who have difficulty in learning. All the pupils are together in the same classroom, and
you have to adapt the materials for
these children, she says.
The pupils at the Almijara CPR
are divided among Sayalonga (58),
rchez (14), Corumbela (17), Canillas de Albaida (50), Sedella (26)
and Salares (7). We have to travel
from Mondays to Thursdays, and
on Fridays we are in Sayalonga,
explains Mara Gmez, a 31 year
old from Granada who has just star-

It is a fact that the lack of work
opportunities in these tiny villages is forcing many of their inhabitants to move to Ronda in search
of a better future. Cartajima, with
a population of just 252, is well
aware of this because its branch
of the school has only four pupils.
The local council is offering advantageous conditions for housing
and employment, to attract families to the village and encourage
them to register their children at
the school. The initiative is paying
off, because this branch of the Alto
Genal CPR is still open.
In Alpandeire, with 269 inhabitants and a dropping birth rate,
six children attend the school and
the town hall has also been studying ways of attracting more people to the village.

MALAGA. The English Cemetery
in Malaga was an appropriate scene
on Thursday for the launch of a new
book by Rafael Torres, El Cementerio de los Ingleses, and its English
translation, The English Eternal
Summer.
It was his visits to this first Protestant cemetery in Spain that inspired Torres to write the stories
behind some of the lesser-known
Britons to have been buried in
Malaga in the 18th, 19th and 20th
centuries.
After speaking about his book in
St Georges church, Torres walked
around the cemetery, talking to
members of the press about these
early foreign residents whose lives,
and deaths, in southern Spain
brought them together in his book.
Rafael Torres told SUR in English
that he has always found the English Cemetery fascinating. Writers always look around them, he

instead they are collected together
in galaxies. We live inside a galaxy, The Milky Way, along with

was actually a separate galaxy

The building
This majestic building, which is a
fine example of palatial architecture of Malaga, makes its location,
the Plaza del Obispo, one of the
most impressive places in the city.
Its strategic position highlights its
close historical, social and spatial
links with the cathedral.
The palace has been built around
a large central patio with arches
and Tuscan columns; it is three storeys high and has some lovely balconies and windows.
Its faade, which is Baroque in
style, has a large balcony above the
entrance. The pillars and columns
are elegantly finished, and shields
are displayed over the door. Crowning the composition is a niche,
framed between garlanded pillars,
which contains an image of the
Virgen de las Angustias. The statue
is the work of Fernando Ortiz.
With the opening of the Ars
Malaga museum, a new section of
the Episcopal Palace was made
available to the public; the socalled private garden could not be
visited previously but now forms
part of the tour. It is the most recent part of the palace, having
been built in the second half of the
18th century, and it was probably
the work of famous architect Jos
Martn de Aldehuela, who was
commissioned to finish the Episcopal Palace which had been started
by Antonio Ramos.

Inside the Episcopal Palace you
will find Ars Malaga, an art gallery
which belongs to the Bishopric of
Malaga and which is, to a large extent, the result of a generous donation from the Jimnez-Arellano

and Death of Jesus Christ,
continuing the two leading threads
of this exhibition, the life of Christ
and the Virgin Mary. Finally, we

which complements the exhibition. This highlights the offices and
traditions which were born alongside Baroque, with a language
which still survives in the form of
customs, festivals and religious
celebrations which have taken
place from the 16th century to the
present day.
Also on display is the Alonso-Arellano collection, which contains
over 200 pieces of African art and
carefully selected works of contemporary art.
The exhibition has been successfully arranged in themed sections
which are clearly differentiated
within the architectural frame of
the episcopal palace. The areas are
divided into the themes of Origin,
where clay and stone predominate;
From idol to divinity, which explores what joins us and what separates us in terms of religious beliefs; The sacred metallurgy, the
forging
of civilisation, which
brings together one of
the finest collections of primitive
coins in the world; and
Axis mundi, the gateway to
creations in lost-wax bronze, a
technique in which the Africans
are indisputably the masters. The
display concludes by introducing
visitors to the vibrant world of African ceremonies, where music and
dance play a central role.
Useful information
The museum is open from Tuesdays to Sundays from 10am to 8pm.
The normal ticket price for the two
exhibitions is 4, but for over-65s,
the disabled, students under 26 and
large families it is just 2. Also, it is
now possible to make a combined
visit to the museum and Malaga cathedral, including the 18th century
north tower, the intermediate terraces of the chapels and one of the
16th century semi-circular towers.
These visitors will climb more than
200 steps to the roof, which is
nearly 50 metres high. From the
domes of the cathedral, there is a
fantastic view over the city. This
combined visit costs 7 for a general ticket, or 5 for those entitled
to a discount.

o have to explain, as I
did last week in my
column for the Spanish Diario Sur, the
place that curry occupies in English gastronomic culture, is far
from easy.
How can you explain why a
non-English dish has been
adopted semi-officially as the
countrys most representative
example of its typical cuisine,
making it the only country in
the world to have done so. Its
rather like Denmark claiming
paella as its national dish.
When Londons Gymkhana
restaurant got the National Restaurant Awards top placing last
year, there were unconstructive
comments due to the fact that
Indian restaurants in the UK
are more Pakistani/Bangladeshiinfluenced than the real thing.
However there have always
been top quality Indian restaurants, such as Veraswamy in
Londons Swallow Street, complemented by Gymkhana.
Never mind that they cost more
than a Michelin-starred place, at
least they serve authentic Indian cuisine, something the ten
thousand UK curry houses fail
to do. But then the latters prices
are ridiculously low, even if do
they serve dishes like the megapopular chicken tikka masala
that are unknown on the subcontinent.
And hardest of all, how can
you convince a sceptical winedrinking audience that after a
night spent getting fuzzy on industrial quantities of beer, the
obligatory option is to go for an
Indian? And that the long-suffering waiters have to put up
with inebriated males of varying ages ordering the hottest
curry on the menu with unpredictable results?
On the Coast there are some
excellent Indian restaurants,
starting with the iconic Mumtaz in Puerto Bans. After nearly
half a century it is now officially
the longest-lived restaurant in
the Port, and undoubtedly the
safest bet if you want classic and
authentic Indian cuisine. No
chicken tikka masala here.
And remember if you are preparing Indian food at home (fat
chance, but) it is always better
to use individual spices according to the recipe, rather than
the generic curry powder that
achieves little more than masking all the other flavours with
an overwhelming hotness.

it is essential to have really good
quality coffee, freshly ground and
an exact weight. Very easy but complicated at the same time.

Annually, 800 new cases of breast
cancer are detected in Malaga province alone; in Andaluca 3,780 women
are diagnosed every year, and in Spain
25,215. Although the number of cases
is going up, the good news is that survival rates are too.

comerciante de zapatos
y su madre, ama de
casa. Para terminar el bachillerato
se fue a Madrid. Asisti a la facultad de Derecho como alumna libre
y tuvo que pagar sus estudios
dando clases particulares. Termin
la carrera en 1924 y al ao siguiente entr en el colegio de abogados de la capital. Al principio no
quera ejercer como abogada, pero
pronto defendi al militar lvaro
de Albornoz en un consejo de
Guerra y consigui su libertad.
Fue la primera mujer de Espaa y
del mundo en intervenir en un
juicio militar.
En 1931 fue elegida diputada
por el PRRS (Partido Republicano
Radical Socialista) y cinco aos
ms tarde, por Izquierda Republicana. Niceto Alcal-Zamora, presidente de la Repblica, la nombr
evacuados.
Tras la guerra se
qued en Pars y
durante la ocupacin nazi estuvo escondida en un apartamento. All escribi una novela autobiogrfica
titulada Cuatro aos en Pars.
Luego vivi en Mxico, donde
dio clases en la universidad. Llamada por la ONU a Nueva York, se
instal en aquella ciudad
norteamericana y fund la revista
Ibrica, con la ayuda de Louise
Crane. Esta publicacin dio noticias sobre Espaa a los exiliados
republicanos en Estados Unidos.
Durante este periodo fue ministra
del Gobierno espaol de la Repblica en el exilio. Prometi no
volver a Espaa hasta que no hubiera un rgimen democrtico de
libertades. Lo hizo tras la muerte
de Franco, en 1977, pero regres a
Nueva York, donde muri en 1987.
Uno de los momentos ms importantes de su vida en el parlamente fue su enfrentamiento a Clara Campoamor
por el derecho al voto de la mujeres. Las dos eran mujeres de
izquierda, comprometidas con
los derechos civiles, pero Campoamor pensaba que las mujeres deberan tener derecho al
voto y Kent pensaba lo contrario. Muchos polticos de
izquierda pensaban como ella,
porque la mujer espaola estaba demasiado dominada y
manipulada por la Iglesia y su
voto sera conservador. Estas
fueron sus palabras: Si las mujeres espaolas hubiesen
atravesado ya un periodo universitario y estuvieran liberadas en su conciencia, yo me levantara hoy frente a toda la
Cmara para pedir el voto
femenino. Al final Victoria
Kent sali derrotada porque
muchos polticos de derecha votaron a favor del
derecho de las mujeres.
Por sus reformas en
las prisiones, por su trabajo como abogada en
un juicio militar y como
poltica en el parlamento, Victoria Kent
lleg a ser una persona muy
famosa en los aos 30. En una
cancin popular de aquellos

gente canta y conoce, se dice
