ThefollowinglessonsrepresentthefindingsofamajorPPSresearchinitiative,Placemaking
inaPluralisticWorld:UsingPublicSpacestoEncourageandCelebrateSocialDiversity,
whichwascarriedoutduringthesummerof2007.Thesekeyideascanbeusedaspractical
stepsforcivicinstitutionsastheybeginthinkingaboutengagingawiderangeofculturaland
socioeconomicgroupsthroughtheirpublicspacesandprogramming.Theprocessof
Placemakingisalsoanimportantdimensioninbridgingdifference.

LESSON 1
DiversesocialinteractionisagoalofPlacemaking,butsoiscreatingsafespaces
wheregroupscancelebrateandseekouttheirculturalpeers.Althoughsome
peoplearguethatameltingpotisthehighestformofmulticulturalism,othersmaintain
thatfosteringsafespaceswhereparticularcommunitiescancometogetherandcelebrate
theiruniquecultureisequallyimportantinachievingdiversity.Studiesconcludethatthe
mostsuccessfulmulticulturalspacesarethosethatcombinebothelements:Thesocial
interactionofdiversegroups[inurbanparks]canbemaintainedandenhancedbyproviding
safe,spatiallyadequateterritoriesforeveryonewithinthelargerspaceoftheoverallsite,
writeSethaLowandcoauthorsinRethinkingUrbanParks:PublicSpaceandCultural
Diversity.

LESSON 2
Peoplemustberepresentedthroughfamiliarculturalsymbolsinpublicspaces.
Whenpeopledonotseetheirvaluesandpreferencesreflectedinaplace,theyfeel
unwelcome.Placemakingputsaparticularemphasisonengagingmanydifferent
stakeholders,listeningtotheirstories,andmakingrecommendationsreflectiveoftheir
specificconcernsanddesires.Nocommunitygroupshistoryshouldbeerasedfromthe
physicalandculturalrealityofapublicspace.

LESSON 3
Extensiveandongoingcommunityparticipationiscriticaltothesuccessofa
multiculturalplace.Communitybasedplanningisonemethodfortacklingissuesof
underrepresentationofsubculturalgroups.Ontheonehand,itseekstoredressthe
monolithicandoftentopdownapproachtopoliticsandplanningbybringingthose
historicallyexcludedvoicesintothedecisionmakingprocess.Ontheotherhand,
participatoryplanningiscrucialbecauseitisamechanismforempoweringcommunitiesto
makeplanninganddevelopmentdecisionsforthemselvesratherdeferringtoprofessional
planners.Thepotentialforthedevelopmentofsocialcapitalthroughthisprocessshouldnot
beunderestimated.Placemakersknowwellthatoutreachrequiresmorethansimply
advertisingworkshopsandmeetings.Moreproactiveandcontextspecificstrategiesmustbe
developedtogainresidentinput,especiallywhenworkingwithcommunitieswhohavebeen
historicallyexcludedfromthepublicprocess.

LESSON 4
Discriminationisreal,andneedstobetackledbypublicspacemanagers.We
wouldliketobelievethatpublicspacesinourcommunityarefreefromintercultural
hostilityanddiscrimination,yetstudiesrevealthatmanypeopledoexperienceovert
discriminationinpublicspace,whichdiscouragesthemfromusingparks,businessdistricts,
civiccenters,andotherplaces.Creatingapositive,welcomingspacethroughdesignand
programmingshouldbeatoppriorityofplannersandmanagers.

LESSON 5
Integratemanydifferenttypesofusesaswellaselementsthatbringpeople
togetherintoplansanddesigns.Themostmeaningfulpublicspaceplansand
programsstrikeabalancebetweenofficialandvernacularuses,incorporatingmanydifferent
kindsofactivitieswhilesimultaneouslyremainingflexibleenoughtoaccommodatevalues
andpreferencesofdifferentculturalgroupingsastheyevolveovertime.

LESSON 6
Locatepublicspacesinareaswheretheycanservemultiplecommunities.
Markets,playgrounds,andparksonsiteswheretheywillborderdifferentcommunitiesisa
provenwaytoincreasethesocialdiversityofpublicplaces.But,asSethaLowandothers
maintain,goodaccessandlinkagesareaboutmuchmorethansimplyphysicalproximity.
Addressingsocialissuessuchasaffordability,culturalrepresentation,safety,and
understandingallplayintowhetherornotpeoplewillchoosetousethepublicspace.

LESSON 7
Focusonneighborhoods.Asaunitofplanning,theneighborhoodisthemostimportant
intermsofpromotingsocialdiversityandincreasingsocialcapital.Itisconceptuallybroad
enoughtogetindividualstothinkbeyondthemselvesandtheirstreets,butofasmallenough
scaletostillsupportthenotionofneighborlinessandencouragecollaborationbetween
communityplannersandstakeholders.

LESSON 8
Programpublicspaceswitheducationalandculturalactivitiesthatcelebrate
diversecultures.Programsthatoffereducationalexperiencesrelatedtothehistoryorthe
environmentofaparticularplacehavebeenshowntobeeffectiveinbringingpeople
together.Peoplewanttolearn,andwhentheycometogethertosharetheexperienceof
knowledge,socialdivisionsoftendissolve.Whenspacesareprogrammedtocelebratediverse
culturesandhistories,thereisanevengreaterimpact.Thepoweroflearningandexploring
shouldnotbeunderemphasized.
