Term limits on April Richfield ballot; residents question reasons behind it


The Richfield Village Board rejected
petitions Oct. 26 seeking term limits for
the board and expanding the board from
five to seven members, sending the matter
to a referendum that will be on the April
2016 ballot.
The petitions were submitted by
Richfield resident Danah Zoulek, who was
later asked to leave the board room after
speaking out of order.
The special board meeting addressed
the petition for term limits and expanding
the board to seven members. Village
Administrator Jim Healy explained that the
petitions were first submitted by Zoulek
and town of Polk resident Jeffrey Gonyo on
Aug. 26 but were returned with a "certificate of insufficency" on Sept. 9. A correction was submitted on Sept. 18, and a certificate of sufficiency was issued by the village on Sept. 30.
By rejecting both petitions, the proposals for term limits and expanding by the
board by two more members will be on the
April ballot. If the question to add two
board members is approved by voters, that
would take effect for the April 2017 elec-

and would apply to current board members.
The petition organizers had to get signatures from 15 percent of the number of residents who voted in the November 2012
presidential election.
Citizen comments
"We all know the hidden agenda behind
this is to fill in a gravel pit," resident
Landy Hansen said during public comment,
referring to efforts by Zoulek to get village
approval for a clean fill operation for the
Scenic Pit, an abandoned gravel quarry. As
part of Scenic Pit LLC, Zoulek sought to
place fill in the area but a Washington
County Circuit Court judge ruled earlier this
fall that state law requires such an operation to comply with local ordinances.
Zoulek also ran for a trustee seat on the
Village Board in April, but was not elected
to the board.
Resident Scott Clow also referenced the
Scenic Pit matter.

Fire Department referendum on Nov. 3 ballot


Question seeks support for more full-time staff
Germantown voters will decide Nov.
3 if the village tax levy should be raised
to allow for a full-time Fire Department.
The item on the ballot will see voter
support to exceed the village levy of
$11,774,773 -- the levy which would be
allowed under state levy limits for communities -- by 14.4 percent (8.96 percent more than the limit), which would
result in a levy of $12,774,773.
According to information from the village of Germantown Web site, the
increase would be approximately .44
mill ($.44) increase per $1,000 of
assessed valuation.
"For example for a home assessed at
$150,000 it would be approximately $66
per year. Likewise for a house assessed
at $200,000, $88 per year; for a
$250,000 house $110 per year and for a
$300,000 house $132 per year," the village Web site states.
The increase is being requested to

allow for full-time employees to staff


the fire stations in the village.
Currently, the village Fire Department
has four full-time employees: The fire
chief, a firefighter, and two fire inspectors. It also has four part-time firefighters who work 30 hours a week from 6
a.m. to 6 p.m. and 25 paid-on-call staff
who respond to calls from their homes.
After 6 p.m., there is no one at the fire
stations to respond to calls, which are
serviced by paid-on-call staff at those
hours.
If the referendum is approved, that
would allow for a service model that
would include the fire chief, one assistant chief, three shifts of four firefighters and the two inspectors working days.
According to a "talking points" item
on the village Web site, the number of
increased calls is cited as the reason for
the need for a full-time department.

robbery at Super 8 Motel
The Germantown Police Department
is investigating a robbery that occurred
at 12:05 a.m. Oct. 27 at the Super 8
Motel, N96 W17490 County Line Road.
According to information from
police, two suspects entered the lobby
and distracted an employee while a
third suspect jumped the counter,
threatened the employee and took an
undetermined amount of cash. No
weapon was displayed during the incident and the suspects fled in a southeast direction.
The suspect who jumped the counter is described by police as a
"male/black, thin build, 18 to 19 years
of age. He was wearing a grey hoodie,
jeans, and had a black bandana covering
his face. Also wearing a baseball hat

with a straight brim."


Another suspect is described by
police as a "male/black with a similar
physical description (to the suspect who
jumped the counter)." The second suspect was was "wearing a dark colored
hoodie and jeans, along with a baseball
hat with a straight brim." The third suspect is described as a "male/black with
a similar physical description (to the
first two suspects), he was wearing a
blue hoodie and jeans. Also wearing a
baseball hat with a straight brim."

population of 19,981, according to a
state estimate, which an increase of
31.5 percent since 1990.
According to information from the
village, when a fire station is staff with
full or part-time staff, response times to
calls range from 2 to 6.7 minutes. When
paid-on-call staff respond to calls, the
response time increases to 10 to 21 minutes.
One group has urged support for the
referendum. Firefighters for a Safer
Germantown has a Web site urging support for the referendum. The group has
advertised in local media, distributed
flyers and gone door to door seeking
support for the referendum.
"In looking at the talking points, it's
evident (response) times can be reduced
by full-time staff," said Craig Rossman,
president
of
the
Germantown

Firefighters Association.
Rossman cited the population
growth of the village and the increase in
calls. He compared the situation to a
business needing to hire more staff in
response to growth.
If the referendum were to be rejected, the current staffing levels would
remain, according to information from
the village.

Senior Center computer classes
The Germantown Senior Center will
be offering computer classes for participants age 55 and older during November.
Class sizes are small so early registration
is encouraged. Classes are:

Facebook has to offer, how to view and

Dear Dr. Winter, I have been told by my


dentist to have laser surgery to fix my gum
disease. Can you comment on whether this is
safe and if it is better than the deep cleanings I
have been getting for years?
Dear Jan, we now have a CO2 Superpulsed
laser at Hampton Dental Associates. The CO2
laser is the most widely studied laser on the
market today with the most University
supported articles outlining their safety and
effectiveness. I can tell you that lasers are
wonderful tools in dentistry if they are used
correctly. The ADA Council on Scientific
Affairs has recently published a position paper
on lasers and how they are used in dentistry.
Some of the salient points of their paper are as
follows:
There are currently more than twenty
cleared indications for use for dental lasers in
the United States.
According to the ADA position paper: The
dental literature indicates that when lasers are
used as an adjunct to meticulous root planing,
mechanical or chemical curettage (i.e., the
intentional removal of the epithelial lining of
the sulcus) (lasers) offer no consistent benefit
beyond scaling and root planing alone with
respect to gain of the periodontal attachment.
Additional clinical data from properly
designed clinical trials with adequate sample
sizes are still required before it can be known to
what extent LANAP (Laser assisted new
attachment procedures) are safe and effective
across the spectrum of patients with chronic
periodontitis.
So while lasers can be used for removing
lesions, performing frenectemies (removing
tissue that holds tongues or lips down) and
many other soft tissue applications it has not
been found to definitively treat gum disease. If

Rehearsal dinners are a fun wedding
tradition that typically take place the
night before a couple walks down the

time both outside and in the classroom,
practicing techniques to operate chainsaws safely, comfortably, and productively. Topics include: personal protective
equipment (PPE) body mechanics, chainsaw safety features, the chain and the

October 15, 2015 at the age of 89.
Beloved husband for 67 years to
Dorothy (nee Stuettgen). Loving
father of George (Kathy), Steve (Mary)
and Debbie (Dean) Anderson. Proud
Grandpa of 9 grandchildren and 10
great-grandchildren. Further survived
by his brothers John (Sue) and Ralph,
and his sisters-in-law Audrey Nofz, Rita
and Sandy Stuettgen, brother-in-law
Bob Bruss, other relatives and friends.
Bob was a proud WWII Veteran, a
Tail Gunner with the 20th Army Air

Force, 504th Bomb Group. He was an


active member and past Commander of
the American Legion Post 382. He was
a retired Village employee. Previous to
that, Bob was a former business owner
and operator of Bobs Conoco Service
Station which was on the corner of
Pilgrim and Main Street. He was a member of St. Marys Parish. Born and
raised, lived and worked in Menomonee
Falls until retiring to Crooked Lake,
Wisconsin for 25 years to return to
Menomonee Falls several years ago. Bob
will be greatly missed my his family and
friends.

Winters came early for the Germantown football


team, as Homestead's Matt Winters ran 17 times for
131 yards and four touchdown in a 36-6 win over
Germantown Oct. 23 in a Division I Level 1 playoff
game.
"In games like this it comes down to execution,
and things kind of get away from you, little things
here and there, you might be able to overcome that
against other teams -- it doesn't happen in these type
of games. So you have to be really tight with how you
play them," Germantown Coach Jake Davis said. "They
did a nice job of doing that and we did some things
that didn't go our way and didn't work for us, and
that's how it is."
The loss was a reversal of an early season upset,
when Germantown beat Homestead 34-29 Sept. 11 on
a night that saw the debut of the Highlanders new
artificial turf surface.
In the Oct. 23 game, Winters first scored on a 3yard run at the 4:20 mark of the first quarter. Winters
also scored on the two-point conversion as Homestead
took an 8-0 lead. He scored again on a 10-yard run
with 1:07 left in the quarter.
Germantown got on the board at the 7:20 mark of
the second quarter, as Austin Mozdzen ran 11-yards to
finish a drive and make the score 15-6 after a twopoint attempt failed. Winters finished the scoring for
the half with a 21-yard run at the 6:10 mark of the
second quarter on a drive that was set up by a kickoff
return to near midfield by Homestead.
"You can't give them short fields. Field position is
big in these games," Davis said.
Winters final touchdown came at the 8:55 mark of
the third quarter on a 54-yard run as Homestead took
a 29-6 in constant, driving rain that began shortly
before kickoff and did not end until late in the fourth
quarter. The rain played a factor in the contest, as

Davis noted that as he met with the team for their
last game, players started sharing stories about the
season that was.
"These guys are great kids. This is high school
football, this is what it's all about. It's going to happen this way, but you have good kids like we have in
Germantown, everything is going to be fun," Davis
said.

Cross country: Germantown teams qualify for state

The Germantown boys and girls cross


country teams placed second at the
Homestead sectional Oct. 24, earning a
trip to the state cross country meet in
Wisconsin Rapids the next weekend.
The top two teams and top five runners who aren't on the top two teams
qualify for the state meet.
The Germantown boys team finished
second to Homestead. Germantown was
led by Craig Reese and Jacob DuFrane,
who placed ninth and 10th with times of
17:03 and 17:05. They were followed by
Jake Garvey (13th, 17:09), Dylan Ayer
(15th, 17:17) and Evan Adair (15th,
17:17), with Adair moving up two spots
within the final 100 yards of the finish
line. Also running for Germantown were
Joe Biesel (36th, 17:57) and Westin Feltz
(44th, 18:19).
"It's always good to make is as a
team," DuFrane said.
DuFrane said the focus over the week
improving on positions at the meet.
Germantown Coach Harris Jones said
the third through fifth runners (Garvey,
Ayer and Adair) moved up positions during the race, something which the team
focused on during the season.
"That is something they responded to
well today," Jones said.
Jones, who moved from assistant
coach to head coach at the start of the
season after Andy Bavlnka was hired for
an administrative post in Muskego, said
the team "is a great group of boys to work

with, they've continued the leadership


and the mentality of hard work that obviously carried us to our success today."
The Germantown girls team finished
second to Whitefish Bay. Germantown was
led by Sami Stieve and Alyssa Goesch,
who finished fourth and eighth with
times of 20:02 and 20:31. They were followed by Calli Lemke (16th, 20:55),
Jennifer Lindgren (17th, 20:58) and
McKenna Klopfer (20th, 21:02). Also running for Germantown were Molly Baus
(37th, 22:08) and Lydia Boyd (48th,
22:41).
"It wasn't about time, it was about

Pietrowiak said afterward. Pietrowiak
explained that as the girls came around
the final corner, "it looked so good and
they've been running so well. We've had
some glitches along the way and we've
butted heads, but for this it's worth it."
Pietrowiak noted that the team
missed out on a second place finish last
year and put in the time over the summer
to set the stage for that morning.
Lemke said she remembered last year.
"I still remember the tears, we were all
crying afterwards. It's such a different situation we're in now, we're so excited."
The results from last year served as
the motivation for the team to work over
the summer, Lemke said.
"After the race ended last year and the
disappointment we knew we were going to
work hard and get back this year if we
really wanted to go to state," Lemke said.
Lemke said the team "ran smarter" at

Term limits to appear on April ballot in Richfield

Gonyo said he is a member of a
Highway J Citizen's Group, which have
members who reside in the village of
Richfield.
"I want to personally thank the
1,333 that signed the term limits petition. I want to thank the 1,334 people
that signed the expanded board size
petition," Gonyo said. He then said
"these petitions are a long time coming."
"If term limits is good enough for
the president of the United States, it's
good enough for every level of government in the United States of America.
Term limits encourage more citizen participation in our government, encourages citizen involvement, it gets rid of
the cronies, it get rid of corruption, it
gets rid of the career politicians, it put
government back in the hands of the
people," Gonyo said.
Gonyo said that 95 percent of the
signatures were collected in 23 days
while the state law allowed for 60 days.
"It's time to bring Richfield into the
21st Century. It's time to have term limits, to get rid of the career politicians.
I encourage you to adopt these outright. Listen to your village of village of
Richfield constituents -- it doesn't matter who took the petition around. What
matters are the people who signed this
petition," Gonyo said.
While Zoulek was the next to speak,
she initially resisted.
"Respectfully, I would like to wait
until all the comments stop," she said.
"How long have you lived here?" a
person in the audience said. The comment prompted Village President John
Jeffords to caution those in attendance.
"I know this is an emotional night,
but let her speak. Let this process go
along, it just takes longer with all the
different comments," Jeffords said.
Zoulek said she is a fourth-generation resident, being a resident from
1980-83 and moving back in 2002. Her
family has been in the area the entire
time.
Zoulek said her reason behind the
petition "is very personal for me. I have
several friends, several local business
owners that have experienced the negative impacts that this board has created and the favortism of the good old
boys system."
Zoulek said she was looking for

purchased the quarry. She said there is
an economic and environmental benefit
to restoring abandoned quarries, citing
other pits that have been restored in
the area. Later in her comments she
said "quarry redevelopment is positive.
It's good for the environment."
"I tried to open a line of communication with every single board member,
and it was shut down," Zoulek said.
She noted that the Scenic Pit quarry was labeled "abandoned" by the vil-

lage assessor.
Zoulek said the area is a conservative area and "having more board
members represent the community is
not making government bigger, it's
making it smaller -- it's more representation."
Zoulek then alleged "that law has
simply not been followed her in
Richfield. The law only seems to matter
if it affects buddies, if it affects politically affiliated property owners, developers."
She said that term limits "is the
only way we're going to have new people, new talent (on the board)."
Resident Jean Arntz said she signed
the petition "and I'm sorry I did," as she
did not realize there would a term limit
for board members.
Resident Marie Graziano said took

"We already have term limits: It's
called elections. Don't like your board?
Vote them out. If you don't vote the
new ones in, it means you did not like
them and you did not want them as
your trustee," Graziano said.
Resident Patty Groeschl then read a
letter from a resident who alleged she
was misled into signing the petitions.

video from June 18 and July 25 Village
Board meetings that showed comments
by Zoulek and Gonyo.
The June 26 Village Board meeting
video showed Gonyo stating: "Last
month I specifically asked the Village
Board to resign because of your gross
incompetence, your lack of concerns for
citizens, and your general outrageous
behavior."
Collins then commented on Gonyo's
statements in the video.
"His statement on there was asking
the board to resign and I think we're
starting to see this motivation showing
much more publicly and more in context now that we know of the paperwork that's been circulated by Ms.
Zoulek and Mr. Gonyo," Collins said.
The video of the July 25 meeting
showed Gonyo being ordered to sit down
by Jeffords after Gonyo spoke about
items not the board agenda while
Zoulek is heard saying "I can speak as
loud as I like" while making her comments. In the video, Zoulek also defended the plans of Scenic Pit LLC to reclaim
the quarry by having clean fill placed at
the site.
"I have been opening the lines of
communications with you guys, with
everybody else involved in this, state
level, the legislation, and everybody
agrees with me, so the problem is all of
you, every single one," Zoulek said in
the video. She then asked why the village designated the site as quarry redevelopment in its comprehensive plan
and the object to the development.
Collins later said that "government
was designed to go slowly."
"Unfortunately, some things take a
very long time and when you're trying
to build something or do something, it
seems like it takes forever," Collins said.

"Sometimes developers are losing


money, however that's the cost of

working for you we have a legal
system that you resort to."

training new carriers, and warehouse organization. Working the early hours
