oavalry. The pay rells ef the regulllr army date from Sambat
1876 (1819 A. D.), these of the irregnlar cavalry frem Sambat
1901 (1844. A. D.) and the jam' t,;bal'ch acoounts ef the two
branches also. run from the corresponding dates.
It is necessary to. state that the papers relating to the two
branches of the army prIor to the dates above noted will be dealt
with in Volume II ef the present series. This plan has been
adopted with a view to maintaining the original arrangement of
the recerds. Before the separate dajtars for the two branches
were erganized in Sambat years 1876 (1819 A.D.) lind 1901 (1844
A.D.) respectively, all the military records were kept in the same
bundles along with those relating to the general revenues, where
they have accordingly been allowed to. remain.
The present volume has been divided into four parts, viz., Part
I relating to. 1he pay rolls of the Regular army;
Arrangement of Part II relatin'" to the pay rolls of the Irr~lar
lb. volume.

Each part centains a summary catalegue of 'the varieus
bundles grouped under that particular head.
The papers centained in each bundle have bren arranged
and catalogued in a serial order. the date of the rolls for each '
se)lar'J.te unit as well as the ,uta I number of folios comprised
WIthin each set heing also. stated. With a view to indicating.
clearly the grewth ef the army, the tetal strength- tegether with
the ment.hly expenditure on pay of each ef the three armsinfantry, cavalry and artillery-liave been given at five year
ktervals; althongh furtbel' details of pay and strength ef individual units are shown enly at ten year intervals. Here and
there explanatory notes have also. been a.dded.
Again each of the four parts into. which the volume is
divided has heen prefaced with a conoise narrative ef the main
facts which an examination of the papers reveals. In this
manner it has been found Po.ssible, within the compass of net
mere than 25 pages, to present a more er less clear picture of
the erganizatien of thll KhaZ$a army, its grewth and the administratien ef its chief branches as well as of the system of maintaining military records of the different kinds. Specimens of oertain

cavalry, eJi:cepting a few regiments of dragoons and lancers trained
by General Allard, was essentially composed of the gnorcliariihs
01' irregular horse.

The Mughals, the Marhattas and the Sikhs were aJl accustomed
to fight on horseback only, they despised foot soldiers, and in
artillery they never became proficient. It was not till the middle
of the l8th centlU'Y, when thc French and the English had demonstra.ted the vast supeliol'ity of (lisciplinell infantry, tha.t the
Indian potentates understood the value of this arm and began
to raise battalions with the help of European adventurers who had
found their way iuto Iudia through the Frenoh and English East
India Oompanies. Haidar 'Ali, liadhoji Sindhia and Jaswant
Rao Holkar first took the initi,ttive, and partially remodelled
their armies. In the Panjah, howcveT, the old system survived. The country was more 01' less undeT the sway of the
oonfederate Khalsa w110se every member was supposed to be a
horseman. 'rhe military force of the va.rioUB chiefs of this
confederacy was composed essentially of cavalry, for though
some artillery wa.~ also maintainell, it wo.s fal' from properly
managed. The infantl'y, which was held in low estimation,
usually garrisoned the forts, besi(les being employed on
the meaner dut.ies of the sen' ice. It. was only in the beginning
of the nineteenth century, when Ranjit Singh had raised a few
batta.lions of discilllincd infantry, that the Sikhs learned the
value and propel' usc of this arm. Of. all the Sikh ?lIisZdiirs,
Ranjit Singh was the only onc who realised tha.t, with the a.dvent
of the European nations in Iudia, existing taotics had become ineffect.ive, and that oavalry could not long hold out

He came to believe tlmt no Indian state, unless it adopted therr
me~hodB, could, ill any oase, nold out against. the E~op.elm
natIOns. He, therefore, took ill hand the remodelling of hlS forcC8
and applied himself to the task with far greater earnestness than
tl~e rulers of Mysore 01' the Marhatta ch!efs had don,: before
h1m; and at last sucoeeded, though not WlthOUt some d.jjIieuity,
in making his people give up their customary order of .battle.

who joined these ranKs, the conditions OT service in the beginning
were made specially attrartive. Tnstead of being paid at
a fixed mOl1thly rate like other non-Pan)ahi sepoys (for the Sikhs
in the begimling abhorred the vel"y idea of cash payment).
they were given assignments of hnd-revenue or land or
were paid lum p sum s twice a year at harvest time. 1 The
servire 'was thus i!"1"Adually mRde popular in the province. so that
after Sambat 1875 (1818 A.D.) we find the PanjAlJi element
predominant in an tlle branches of the l'e~ular army. The ranks
of this armv were filled with Sikhs, Hindus, Muhammadans and
Riijputs. 'It will alsl) be noticerl from the succeeding pages that,
as Ranjit Sinl1;h's pIa-ns developed, he e-xhibitec1 the same cosmo
politanism in the officering of this arm;v. :Europeans or Indians,
Hindus or Muslims, Sikhs or Rajplits, all were employed, provided they knew their tra,de.
In the heginning, the organisation of the regular army

was very simple. :Each battalion of in

fantry with two horse guns attached to it
was treated as a complete unit, and was controlled and looked
after by its own commanding officer, the kumedan or Com
mandant as he was oltUed. :But gmdually. as the Maharaja
employpd more efficient officers like Ventura. .Allard, Court,
Avitabile and others, the organisation underwent a oonsiderable
chAnge. We accordingly find that after Sambat 1890 (1888
A.D. \, a battalion, instead of being a complete unit, formed only
a part of 1he unit, the army being then ol'ganised into brigade!!,
each of which contained a fixed proportion of the three arms,
infantry, artillpry and oavaJr;v, with the necessary services for
the supply of ammunition and forage_ As a rule, the brigade was
composed of 4 battalions of infantry, one battery of 8 to 10 horse
guns, and a small force varying from a Msalah" to a regiment of
cavalry with a company of beldars '(Sappers and Miners).
In the organization of infantry, a battalion was the administraInfant. .
tive and manoonvring unit. It was about 900

strong and was commanded by an officer of the
rank of a CommllJldant (kumedan) who had an Adjutant and a Major
to assist him. To eaoh battalion was attached a mU1l8hi or clerk. a
muta~addi, or accountant who kept the regimental accounts. and
a granthi or reader of the Sikh scriptures. In a battalion there
were 8 companies of nominal strength of about 100 each. These
were commanded by BubadiiTs and each 8ubadiir was assisted by
two jam'd,jrs. A company was divided into 4 sections of- about

In t.he artillery branch the rate of pay was much the same
as in the infantry. In the cayaJry it was much higher. A
SOIOiir was paid beiween Rs. 20 and Rs. 26 a month and a r18iil
dell' (a rank sOOils.r to that of a .~Ibad.a.! of infantry) Rs. 40
to Rs. 48.
The scale given above, it should be noted, is that which was
generally followed during the lifetime of Ranjit Singh. After
his death tlte army heca.me all powerful and forced snccessive
rulers to increase their pa.y.

times during the !Sikh rule. The figures
given below will show how during his own lifetime the Maharaja
kept the size and expenditure of his army within proper limits,
and how within seyen years after his death, both the strength
of the army !Iud the amount pnid. on account of salaries, were
\'cry considerably incre.ased. ThE' size of the army was almost
doubled wllile the expenditure rose in even great~r pl'oportion :roar.

the _Oompany's troops. With this object, he took into his
service a Targe number of Europeans, some of whom proved to be
very capable officers. 'rhe result was that his army "lYas kept in
a most efficient state of equipment and training.
The Sikhs under these officers soon mastered the complicated manCBuvres of a European army and all the tactics
of European warfare. And, in 1846, when their efficiency
was put to a severe test they ~ere found equal to the occasion.
Ounningham, speaking of the :thst Sikh WRr, says: "the
guns of the Sikhs were sf!'ved with rapidity a~d precision, and
the foot soldiers stood between aurl behind their ua.tteries, firm
in their order and active with their musket. The resistance
met by the English on this occasion was wholly unexpected, and
it was at Ferozeshah for the first time that the Indian aIld the
British soldiers of the English armies met an equal antagoniRt
with their own weapons-even ranks and the fire of Rrtillery."
Thus the.value of discipline and the European methods of
fighting introduced among his men by the sagacious Ranjit ha(1
borne their fmit, and if the Sikhs lost the day at Ferozeshah, it
was mainly for want of competent and honest commanders.
"Never did a native army having so relatively slight an
advantage in numhel's fight a hattle ,with the British in which
the issue was so douhtful as at Ferozeshah-; and if the victory
was decisive, opinion remains divided as to ",bllt the I'esult

sufficient capacity to give their qualities full opportunity." I

SUMMARY CA1ALOGUE.
Part I of the volume deals with 89 bundles relating to the
pay rolls of the regular army, from Sambat 1876 to 191)5 (18191848 A.D.). Of tbese, 10 relate only to the troops stationed in
Peshawar, Kulu, Bannu and Tonk at difi'erellt times, whereas tbe
remaining 29 contain tbe rol1s of the entire regular army. The
pay rol1s from Sambat 1868 to 1873 (1811-16 A.D.) wil1 be
found in the bundles relating to General Revenues (to be
issued in volunle II) ; the rolls from Sambat 1873 to 1876 (1816
-19 A.D.) are missing as well as those for Sambat years 1884,
1889. and l896. The pay rol1s of oavalry l'egiments from
Samhat 1890onwal'ds (with the exception of those treated in
Bundle As 25 (U)) are also missing.
In studying the l'OI1S, the fonowing points should be borne in
mind:First.-The units, whether a pal!all (battalion) of infantry,
a g,erah (battery) of artillery, a 1'Qjman (regiment) of cavalry, or,
as afterwards, a brigade of a1l the three arms, were, as a rule,
called after the name of t.beir commanding officers.
Secondl!l-That the 'date of rolls' gh'en tmder each head or
sub head, denotes a period coyered by several sets of pay rol1s. As
explained on page 127, the troops were paid only five times in the
year. The pay ro11s.of an official year aocordingly oomlJrise 5 sets.
The numbel; of folios noted under each of the sub-beads is the
total numher of the papers contained in all the sets of pay rolls
under that sub-head.

common fund to whioh all contributed by plunder, and they disbanded as soon as the pllrpose for which they wero collvened was

another. Towards the end of the l8th century, however, we find
a tendenoy on the part of some chiefs to keep an organised band
of soldiers around them.

had established themselves inlo the well-known twelve independent miBl. of the Panjnb. These chiefs had eA.oh his own territory,

enfeebled by internal strife, the Sikb~ no long"l." apprehended

denoted those smaller chiefs who, on the overthrow of their inde
pendent power, took up service under Ranjit Sin"h with their
respective bands of horsemen. Those whom he 8ispossessed of
their lands ani! property he thought himself bound to compensate
and to provide for. To those who were of peaceable disposition he
granted a small cash allowance, while the ohieftain and his
trained warriors were readily taktln over into the army. In
mot, the major portion of RBnjit Singh's irregular cavalry was
the outcome of this line of policy.
The troops of the Ramgarhia Sardars and those of Milkha
Singh Thepuria formed two big g,el'ahs or divisions and the
followers of the snbordinate chiefs were amalgamated en bloo
to the cha!riZr!lth'i and the Orderly Oorps.

of these designations was probably given to distinguish it from the
9awa'id-dan QI.' regular a.rOlY and appeal's more appropriate

Be-qawa'id literally means that whioh follows no prescribed
rules, and since this branoh of the army did not aocept the introduotion of European metbods of military drill and discipline,
whioh were enforced by the Maharaja with full vigour in his
regular army, the gkoroharal" were known 80S the be-qawiZ'icl
ftluj.
"'here W80S neither any system of regimentation in its ranks,
nor wa.s the entire irregular force plaoed uader anyone man
holding the ohief command. This force was divided into several
g,erahs, eaoh of whioh formed a complete unit.
Ordinarily a g,erah had on its regimental staff one Oom
mander 1 - although with DO specified rank-assisted by ODe ~ubor
dinate officer and olerical establishment consisting of a wakl!,
a writer and a pay 'I1lIImshi. 'I.' he chief drummer or dhau'.'sa
fJ/lwaz and the ensign or nishanchi were also borne on the list
of the staff officers. To each g,erah was invariably attaohed one
granthi or reader of the Sikh scriptures.
A g,erah itself was formed of several subordinate groups,
technically called miBZs. Eaoh mis! was oomposlld of a band of
horsemen who, being usually members of one olan, joined the
army in oompany under the leadership of their chief, and the

when this group was incorporated into any particular lje'T'ah.
A. misl, therefore, like the company in a regiment, was a
subordinate unit of t.he (lerall, though it had no resemblance
with the Illtter in other respects. These flwsls bad neither a fixed
or uniform strength nor were they sub-divided into sections. The
strength of a misl varied from 15 to 70, sometimes even more.
In Sambat 11:79 (1822 A..D.) these (lBI'ahs wel'e grouped into
several bigger divisions, each of which was placed under the
control of a noble of high rank.
Misar Di Ivan Ohand, J am'dar Khushhal Singh. Sardar Lohna
Singh. Majithia, Raja Sucbet Singb, the Sindhanwiilia and the
A.ttariwiUa Sardars each commttnded a division-the Maharaja
himself being the generalissimo of the army. 'This type of organization. it may be remarkerl, kept intact the spirit of clannish union
and its old tendenoy of figbting under the immediate oommanu of
a natural leader, while it did not deny to the mislda,. the lessons
of co-operation which the unity of a supreme command otherwise
nnparts.

On closely eXIITYJ:ining the names of the troopers and their
sub-castes, as given in the pay roll~, it appenrs

that the irrpgnlar c:walry was mostly composed of the Jat Sikhs inhabiting the Doabs in the Oentral
l'anjab, the Hindu Rajputs of Jammu and Kangra hills and the
Muhammadan Rajpfits occupying the present Jhelum and Gujar
Khan tracts. 'rhe Pathaus, Khatris and Datta BI'alimins also
appear in the army lists, but the Rajpfits and Jats remained the
predominant element.
The irregular cavalry was composed very largely of landp
holders and .;agirdals. Their pay and emo.y.
luments were comparatively higher than
those of the members of the regular army.
In the beginning, the Maharaja, following the traditional
practice, paid them by iitgzrs to the value of Rs. 300-Rs. 400
per annum per trooper. But gradually as their number increased
and the praotice of cash payment became more common. the salary
of a trooper raTlged between Rs. 250-Rs. 300 a year to start
with, and out of this sum he had to provide for himself and his
horse.
Ranjit Singh, it may be remarked. secured this nne material
at a comparatively cheap cost-as it was not so much for his pay
t.hat a man joit!ed the ghorcharah ranks as for the love of fighting sod the dignity attached to this branoh of the army.

founder of his fortuues. The strange troop before me was peouliarly Indian. The uniform consisted of a velvet coat or gaberdine, over whioh most of them worl1 a shirt of mail. Others had
this shirt made to form apart of the tunic. A belt round the
waist, richlyembroiclered in gold, supported the powder.horn,
eovered with oloth of gold as well as the Persian katiir and the
pistol which many of them carried in addition to those weapons.
Some wore a steel belmet, inlaid with gold, and surmouvted with
kalfJi or black heron's plume; others wore "a cap of steel, worked like a cuirass in rings. The left arm is often oovered from
hand to the dbow with a steel ouff inlaid with gold. The
round Sikh shillld hangs on 'the back fastened with straps
across the ohest, a quiver at the right side and a bow slung
at the baok being oarried as part of the equipment; a bag
made in the belt holds the balls, and a tall bayouet, frequently
ornamented with gold, held in tIle right hand when the man is
on foot and oarried over the shoulder when in the saddle, oompletes the dress."

SUMMARY CATALOGUE.
Part II of the volume deals with the following four bundles
pertaining to the pay rolls of the irregular cavalry. Out of tbese
four, one contains pay rolls and other miscellaneous papers relating only to q,eral. t~~ and the remaining three to tho.se of the
entire cavalry fer a period of four years and six months from Chet
1901 to BhiidoJ;l190G (April J 84.J.-Septem!Jer 1849 A.D.). The
pay rolls for the previous years, i. e., from ~mhat 1869 to 1900
(1811-18,1,3 A.D.)-ns explained in the introduotory not(>-will
be dealt with ill volume II of the. series. Here, too, some
attempts have hpcn made at presentlllg a connected account of
this branch of the army, by way of adding short int.roductory notes

This regiment was evolveu out of ~ nucleus of some 5 companies of
Rajpat troopers recruited by Ranjit Singh from amongst the Dogras of
Jammn when he annexeU this tract to his Kinguom of Lahore. In Sambat 18741
(1877 A.. D .) these Jamwiil Rajpot.., lIB they were called, were detached from
the general body of the URorehara" .0'1002,. and organised into a smoller body
of 261 strong known as the 4era/. j Oln,.alat}. It then formed part of the
force placed under Misr Diwiin Chand, eoJa, j.no, on whose death in July
1825 it was placed nnder the command of SarJar Lehn& Singh, Majithla.
In 892 (1886 A, D.) the comUlaud was given to Raja Hira Singh and 5
more companies of Sikh troopers were added, raising its strength to 728 men.
Thenceforward the regiment came to be known as the 4"aR kl!4" as it was
DO longer composed of the Jamwlil Rlijpdts exclusively.

act Hira Singh was from very childhood taught to address the Maharaja ...
His father, RAja Dhilin Singh, was one of the three Dogra
hrothers-Raja GulAh Singh and Snchet Singh being the other two-who,
entering the Maharaja's service in comparatively hnmble ca.pacities. rose to
the position of the greatest influence and power at the Lahore Court by
personal address and ahility. The part they played during the eight years
after the death of Ranjit Singh forms an important chapter in the Sikh
history, and.is too well hown to be detail.d here.
Hira. Sing h was very carefully }Jrought up by hi. father, Dhiiln Singh,
and his constant attendance at Conrt mad. him fully conversant with the
policy of the Maharaja. Early in Sambat 893 (18:36 A. D.) Trota and
the .orrounding hill di.triets were placed under his administration, and he
was given an independent command in this regiment. He was thus trained
and prepared for the future struggle in which he took an important part

faction in September 1843 A.D. HiI''' Singh, by a <\isplay of remarkable
conrage, skill and eloquence, won tbe army to his side and sue"eeded in
establishing his position ae wa,.r in his father's place. But soon after ho
lost, popularity with the army for placing an implicit faith in his adviser
Pandit Jala who was disliked equally by the Rani, the Samara and the
army. On 25th January ISH, Ihe minister a.n,1 hi. tutor while trying to
make away for Jammu were slain by the troops an<1 their head. publicly
exhibited at the gates of the city.
As Him SIngh gained power rhe strength of the rcgimont shows a
corresponding increase in number. From a uucleus of 26 L Bo.olirs in 1874 (1817
A. D.) it rose to 7l/,3 in Samhat 1892 (1835 A. D .). In Sambat 1806 (1839
A. D.) 8 other 4<rahs of Sikh mislr! Iirs were incOl'porated into the regiment,
thus raising its stt'ength to 1,377 men with"n aunt",1 salary of Rs. 4,41,592.
Mah:lr1ija Sher Ringh and Raj" Hira Singh still further added to its Dumbers
and increased the pay till in Sambat JUOl (18440 A. D.) the strength is
recorded at 2,089 men whose annnal salary amounted to Rs. 1.61,70~.

Maharaja'. reign and Was recruited exclusively from aIDoDg!!t the nohle
families of the province. It was the Maharaja's euliest attempt to create
something in t~e nature of a ~tsDtling army md .,,!ay ~e . looked upon as an
important step III the de.olutton of the feudal llulitsry system. The object of
its creation seews to have been on the ono hanu to have a body or f&ithfnl

The aristocratio oharacter of the regiment was more or less main
tained almost to the end, and it continued to he tcgarded as the Mahl
r1ja' s finest ca,...lry regiment, composed as it was of the flower of the chivalry
and nobility of tbc u.n.. The r"gimcnt, like that of tbe ./.ledl' Nih""g.,
enjoyed a great repnt..tion for valour and often turned the scales when
fortanes of ba.ttle seemed w"vering. It distinguished itself in mmy deRperate
venture. and was engaged in almost all the battles of the Sikb period.. It
displayed great valour and resource a.t the battle of Peshawar (the ha.rdest
fought battle of the Northern campaign), at Attock and again at Cbili1n
wlla.

For gallantry, orga.nisa.tion and reputation it compares favourably with
the Pretorian gna.rds of the Roman emperors and the old Guard of Napoleon
in more modern times.
On ita constitution in Sambat 1869 (1812 A. D.) Dlwiin Kisban Cband
and Sa.rdilr GnIab Singh Kapta were appointed its commandants. The
former was succeeded on his deatb in Phagan 1886 (Marcb 1830 A.D I by hi.
nephew, Dlwiln Devi Sahai, wbo was tbus elevated from his command in tbe
tjIr,,1 "ndillliila . Devi Sahili continued to comma.nd the Ok r.jardh. regiment till the corpe was finally disbanded in Sambat 1906 (1849 A. D .) on the
trarufer of the government to the British, It will thn- he seen that this prize
poohemained in the fsmily throughout.
Of the two commandants, it appears t.bat Devi Sah;;'; rooe high in the
service of the St&te and bad served in different miiitary 'and diplomatio capaoitie.. Besides the part he took in several campaigns as commander both of
the ~.,aJ Pintlillldia and of the glloT.karan, he was employed on other important diplomatic missions. In Sambat 1894. (1837 A. D.) he was sent to
Bombay in charge ofthe Embassy despatched there by the Maharija to meet
the Engliah a.nd ..Iso" to acquire a knowledge of that province with special
reg;ord to its military and mercantile resources!' In Sambat 1901 (1844
A. D.) he was appointed collector on the frontiers of Bannn-Tonk. Again in
Phl~ 1902 (February 1846 A. D.) he was appointed On the body formed to
consider the terms of the treaty executed between the British Government and

In Samb.t 1892 (1835 A. D.) it was a.ceordingly split up into two '00tions- Naula&ka Kalil. and Na.!a~h(l K711lfd-the former bemg placed under
Suohet Singh'. Lieutenant Ra; Keilfi Singh.
The Commauder R1ija Suchet Singh was the younge.t of the three Dogr..
brothers. The eldest Gnlab Singh had charge of their trcasm'e, troops, cannons
and fortresses at Jammu, while Dhiiin Singh by virtue of his office of Prime
Minister wielded immense influence and power at Court" and the gallant and
handsome Suchet became the idol of t.he cavaJxy.

SD-chet Singh who had not been on the be.t of terms with him repaired to

SUMMARY CATALOGUE.
Part ill of the volume deals with ten bundles relating to the
of Rccounts. Of these ten, Eoi!(ht pertain to jam' lfbrll'ch
account of the regular and two of the irregular army. The
latter cover II period of the last 5 yeal's of the Sikh rule, where
as the former extend ove!' 29 years from 1818 to 1847 A. D.
I),his record of 29 years, it may be remarked, is not
complete in itself. It is only the jam' ~arch, taqsim or books
of consolidated account of receipts and dishursements that are
pI'eserved for almost the entire length ,of the period above men
tioned and the preliminary papers of ka81'ilt and amanat accounts
could be traced only for broken periods.
The niain order in which the bundles have been numbered
and arranged is chronologioal, but the sub grouping of pa.pers in a bundle has been done in reference to the Bllbjeots they
relate to. The advantage of this.system will be that one would
keep intact the original arrangements followed by the Sikhs, while
the other will faoilitate any referenlle or orossrefert'noe of the items
of account in a partioular year from one sub-head to another.

'Ala-'od-din Khilji was, perhaps, the first Indian ruler who,

early in the 14th century, introduced the

practice of drawing up descriptive-rolls of
men and horses, but it was apparently discontinued on his
death. It was re-esta blished by Sher Shah and again by Akbar
in the eighteenth year of his reign and remained in force till
the disintegration of the Mugha.l Empire in the middle of t.he
18th century. In the Panjab the system was revived by
Ranjit Singh about Sambat 1862 (1805 A.D.) and ~r!!s rigoro~ly
enforced throughout the Sikh period. The Mahiil'iija made it
n. rule that a man's chihra or descriptive-roll was drawn up as
soon as he entered service.

show the . date of appointment and the starting pay of II

(1808-1818 A. D.). Dhaunkal Singh's was perhaps the earliest of regula.r
