TRAINING FOR OFFSHORE INSTALLATION MANAGERS (OIM's)
(b) The offshore production installations are being managed by Offshore Installation Managers
(OIMs) world wide. OIMs works on installations which ranges from Oil and Gas platforms,
mobile and jack up rigs. Historically many OIMs in the North Sea have had marine background
from Merchant Navy or Royal Navy. These OIMs would have received training to cope with
emergencies in remote situations as a part of their career development, but this first cohort of
OIMs have been promoted for onshore job by late 80's. So, oil companies started recruiting
Graduate Engineers for this job. These Graduate Engineers were having no experience on crisis
management.
During the enquiry of Piper Alpha disaster, Lord Cullen, the enquiry officer from HSE, endorsed
two specific recommendations related to OIM's emergency command response which are as
under:i) Quote-98: "The operator's criteria for selection of OIMs, and in particular their command
ability, should form part on its SMS (Safety Management System)".
ii) Quote-99: "There should be the system of Emergency exercises which provides OIMs with
practice in decision-making, in emergency situations, including decisions on evacuation. All
OIMs and their deputies should participate regularly in such exercises."
In 1991 the United Kingdom Offshore Operator Association "UKOOA" produces a set of
guidelines for Offshore Emergency Response Training "UKOOA" 1991. It states that OIMs and
their deputies should:
Have good working knowledge of the Installation operations.
Be well versed in the Installation's Emergency system and procedures.
Be aware of day to day basis, of particular operations and special circumstances approved
under the permit to working system which may effect the ability of the Installation to response
the emergency.
Be trained and be able to assess and to control developing emergency situation with the
objectives of safety guidelines of personal and the installation.
Be able to act as coordinator between the installation and the onshore and offshore response
to the emergency.
