Section.1.AlllegislativePowershereingranted

Section.2.TheHouseofRepresentativesshallbe
composedofMembers
choseneverysecondYearbythePeopleoftheseveral
States,andthe
ElectorsineachStateshallhavetheQualifications
requisitefor
ElectorsofthemostnumerousBranchoftheState
Legislature.

Section.3.TheSenateoftheUnitedStatesshallbe
composedoftwo
SenatorsfromeachState,[chosenbytheLegislature
thereof,]*forsix
Years;andeachSenatorshallhaveoneVote.
Section.4.TheTimes,PlacesandMannerofholding
Electionsfor
SenatorsandRepresentatives,shallbeprescribedin
eachStateby
theLegislaturethereof;buttheCongressmayatany
timebyLawmake
oraltersuchRegulations,exceptastothePlacesof
choosingSenators.

originateintheHouse
ofRepresentatives;buttheSenatemayproposeor
concurwithAmendments

EveryBillwhichshallhavepassedtheHouseof
Representativesand
theSenate,shall,beforeitbecomesaLaw,be
presentedtothe
PresidentoftheUnitedStates;Ifheapproveheshall
signit,butif
notheshallreturnit,withhisObjectionstothat
Houseinwhichit
shallhaveoriginated,whoshallentertheObjections
atlargeontheir
Section.8.TheCongressshallhavePowerTolayand
collectTaxes,
Duties,ImpostsandExcises,topaytheDebtsand

commonDefenseandgeneralWelfareoftheUnitedStates

Section.9.TheMigrationorImportationofsuch
PersonsasanyoftheStatesnowexistingshallthink
propertoadmit,shallnotbe
prohibitedbytheCongresspriortotheYearone
thousandeighthundredandeight,butaTaxordutymay
beimposedonsuchImportation,notexceedingten
dollarsforeachPerson.
ThePrivilegeoftheWritofHabeasCorpusshallnot
besuspended,unlesswheninCasesofRebellionor
InvasionthepublicSafetymayrequireit.

Section.10.NoStateshallenterintoanyTreaty,
Alliance,orConfederation;grantLettersofMarqueand
Reprisal;coinMoney

Article.II.

duringthe
TermoffourYears,and,togetherwiththeVice
President,chosen
forthesameTerm,beelected,asfollows
EachStateshallappoint,insuchMannerasthe
Legislaturethereof
maydirect,aNumberofElectors,equaltothewhole
Numberof
SenatorsandRepresentativestowhichtheStatemaybe
entitledin
theCongress:butnoSenatororRepresentative,or
Personholdingan
OfficeofTrustorProfitundertheUnitedStates,
shallbeappointedanElector.

oftheArmyandNavyoftheUnitedStates,andofthe
MilitiaoftheseveralStates,whencalledintothe
actualServiceoftheUnitedStates;hemayrequirethe
Opinion,inwriting,oftheprincipalOfficerineach
oftheexecutiveDepartments,uponanySubjectrelating
totheDutiesoftheirrespectiveOffices,andheshall
havePowertograntReprievesandPardonsforOffenses
againsttheUnitedStates,exceptinCasesof
Impeachment.
HeshallhavePower,byandwiththeAdviceand
ConsentoftheSenate,tomakeTreaties,providedtwo
thirdsoftheSenatorspresentconcur;andheshall
nominate,andbyandwiththeAdviceandConsentofthe
Senate,shallappointAmbassadors,otherpublic
MinistersandConsuls,JudgesofthesupremeCourt,and
allotherOfficersoftheUnitedStates,whose
Appointmentsarenothereinotherwiseprovidedfor,and
whichshallbeestablishedbyLaw:buttheCongressmay
byLawvesttheAppointmentofsuchinferiorOfficers,
astheythinkproper,inthePresidentalone,inthe
CourtsofLaw,orintheHeadsofDepartments.
Article.III.

Section.1.ThejudicialPoweroftheUnitedStates,
shallbevested
inonesupremeCourt,andinsuchinferiorCourtsas
theCongressmay
fromtimetotimeordainandestablish.TheJudges,
bothofthesupreme
andinferiorCourts,shallholdtheirOfficesduring
goodBehaviour,
andshall,atstatedTimes,receivefortheirServices,
aCompensation,
whichshallnotbediminishedduringtheirContinuance
inOffice.

Article.IV.
Section.1.FullFaithandCreditshallbegivenin
eachStatetothepublicActs,Records,andjudicial
ProceedingsofeveryotherState;AndtheCongressmay
bygeneralLawsprescribetheMannerinwhichsuch
Acts,RecordsandProceedingsshallbeproved,and
theEffectthereof.
Section.2.TheCitizensofeachStateshallbe
entitledtoallPrivilegesandImmunitiesofCitizens
intheseveralStates.
APersonchargedinanyStatewithTreason,Felony,
orotherCrime,whoshallfleefromJustice,andbe
foundinanotherState,shallonDemandofthe
executiveAuthorityoftheStatefromwhichhefled,
bedeliveredup,toberemovedtotheStatehaving
JurisdictionoftheCrime.
[NoPersonheldtoServiceorLabourinoneState,
undertheLawsthereof,escapingintoanother,shall,
inConsequenceofanyLaworRegulationtherein,be
dischargedfromsuchServiceorLabour,but
shallbedelivereduponClaimofthePartytowhom
suchServiceor
Labourmaybedue.]

Section.3.NewStatesmaybeadmittedbythe
CongressintothisUnion;butnonewStateshallbe
formedorerectedwithintheJurisdictionofanyother
State;noranyStatebeformedbytheJunctionoftwo
ormoreStates,orPartsofStates,withoutthe
ConsentoftheLegislaturesoftheStatesconcernedas
wellasoftheCongress.TheCongressshallhavePower
todisposeofandmakeallneedfulRulesand
RegulationsrespectingtheTerritoryorotherProperty
belongingtotheUnitedStates;andnothinginthis
ConstitutionshallbesoconstruedastoPrejudiceany
ClaimsoftheUnitedStates,orofanyparticularState.
Section.4.TheUnitedStatesshallguaranteeto
everyStateinthisUnionaRepublicanFormof
Government,andshallprotecteachofthemagainst
Invasion;andonApplicationoftheLegislature,orof
theExecutive(whentheLegislaturecannotbeconvened)
againstdomesticViolence.
