PART 2B POSITION REQUIREMENTS


2.1 ORGANIZATIONAL CONTEXT.
Lebanon is a party neither to the 1951 Convention Relating to the Status of Refugees nor to its 1967 Protocol.
There is no viable legal or administrative framework to regulate the status of asylum-seekers and refugees or
provide them with basic protection. UNHCR conducts mandate refugee status determination (RSD) for all
asylum-seekers in Lebanon and identifies durable solutions outside Lebanon (mainly resettlement). In July
2012, there are over 25,000 refugees and asylum-seekers (mostly from Iraq and Syria) registered with
UNHCR Lebanon. The office also conducts activities addressing the protection needs of detained refugees
and provides legal aid services through NGO partners. Asylum-seekers and refugees have access to various
services provided by NGO partners on a needs basis.
The resettlement Officer will supervise the Associate Protection Officer. Activities related to RSD will be
guided by the Head of the RSD Unit and the Senior Protection Officer. Functional links with: the Associate
RSD Officer, Associate Registration Officer, Associate Protection Officer and Associate Community
Services Officer; CMS will be used as a tool to set out the objectives and measure the incumbents
performance against them. It is also used to regularly provide feedback to the performance of the staff
members while the latter also share his/her feedback as to the supervisors performance. Day-to-day
guidance is also provided to the incumbent by the direct supervisor and the Associate RSD Officer.
The Associate Protection Officer is expected to coordinate quality, timely and effective protection responses
to the needs of populations of concern, ensuring that operational responses in all sectors mainstream
protection methodologies and integrate protection safeguards. He/she contributes in designing a
comprehensive protection strategy and in representing the organization externally on protection doctrine and
policy as guided by the supervisor. He/she also ensures that persons of concern are involved with the Office
in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions
to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with
communities of concern, authorities, protection and assistance partners as well as a broader network of
stakeholders who can contribute to enhancing protection.
Living Conditions:
Lebanon is currently classified as a B duty station with UNDSS Security Level System at Level 4Substantial. Most of goods and services are readily available in Beirut.

2.2 FUNCTIONAL STATEMENT Focusing on the deliverables and the achievements expected from the job, describe the functions

Persons of concern to UNHCR are adequately received in the office, treated with dignity, kept informed and
encouraged to participate actively in matters relating to their protection.
The specific needs and protection issues facing persons of concern are identified in an accurate and timely
manner.
UNHCRs protection policies and standards relating to refugee status determination (RSD) under the Offices
mandate are consistently and coherently applied.
All possible durable solutions are explored for persons of concern.

Responsibility
-

Oversee the File Review process and draft reports, update relevant data and compile statistics on the progress of
the project.

Supervise the interns working on reviewing the residual files and exercise effective managerial oversight,
direction, guidance and support.

Meet with and interview refugees to identify protection needs and to provide counseling with the staff of the file
review team.

Ensure implementation of UNHCRs standard operating procedures for refugee status determination (RSD),
requesting advice, guidance and support when necessary;

Conduct RSD interviews with asylum seekers and finalize RSD assessment in a timely manner;

Assist in liaising with NGOs and legal aid representatives on individual cases in the context of RSD processes and
keep them informed of RSD results;

Participate in the UNHCR-chaired Protection Working Group meetings gathering NGOs and agencies involved in
the promotion of refugee rights in Lebanon;

Mainstream age, gender and diversity in all areas of work;

Assist in training staff and external partners, to further capacitate and strengthen their understanding of
international protection principles.

Authority
-

Intervene with authorities on protection issues.

Negotiate locally on behalf of UNHCR.

Decide priorities for reception, interviewing and counselling for groups or individuals.

Enforce compliance of staff and implementing partners with global protection policies and standards of
professional integrity in the delivery of protection services.

Enforce compliance with, and integrity of, all protection standard operating procedures.
