Thank you.
Can you tell me if the evidence is still there? Sorry, don't know the report number.
I was off yesterday. Had to take my daughter to the Doctor. Will have it sent over this morning. Also,
can you tell me if Ahmed Mohamed will have his clock device returned to him?
Thank you,
Shaun
Sir,
Will you have the station send over an FOI so I can forward that to our legal advisor. Obviously this
needs to go through his office so I will let them respond accordingly.
Thanks,

Hi Shaun,
I've not even had the chance to see him today and I don't know when I will. I'll
be honest, I don't know it'll happen any time soon. There are still supplements
being added so it's not even finished yet. Not trying to stall but this whole place
is being overwhelmed.
Thanks,

Abomb threat was called into MacArthur High School this morning, prompting an
immediate evacuation at the same Irving, Texas, high school where freshman Ahmed
Mohamed brought in a homemade clock-in-a-box on Sept. 14 that school officials
deemed a hoax bomb.
Police spokesman James McClellan confirmed thatsomeone called the schools main
phone at 9:45 AM from an anonymous number and said a bomb would explodein 30
minutes.According to KDFW-4 (FOX), school officials took thecall seriously.
Teachers and staff evacuated the school, moving all students to thefootball field
while police swept the campus, searching each building. Officers found nothing
suspicious, giving an all clear and students were allowed to return to class around
10:45 AM.
Police called the bomb threat a hoax and continue to investigatethe incident,
objectivelyto locate the individual behind the bomb threat, who, when found, could
face state felony charges andreceive fromtwo to six months in jail plusa $10,000
fine.
During the threat, some parents chose topick up their children after getting a text
alert or automatic phone call about the evacuation. One mother told KDFW-4she
didnt feel comfortable leaving her child there because she wasnt getting enough

Here is the request for opinion I submitted yesterday. Were still going through the e-mails (there
were 1406 of them) to see what we will submit to the AG. there probably wont be many in this
category most were pretty innocuous, but a few contained personal addresses of the Chief (for
example)

Mark,
Actually all of the nerds are weighing in today and I posted that story at insideautomotive.com
That being said, there was nothing about this device that looks like a bomb. At least for anyone who has
any knowledge of circuit boards. I deal with them all of the time in recording gear and putting electronic
equipment into hard cases for carrying is SOP.
For it to be a bomb, it would have to be wired to a block of C4, dynamite, or even a pipe with explosives
inside. None of which exists on Ahmed's circuit board. And that is the true stupidity of all of this. Of course,
the police also knew this immediately and still arrested the kid. Therein lies the problem.
OK, so a 14 year old kid is scared of cops. I can believe that. But the cops knew it wasn't anything other
than an electronic clock and as one can tell from the nerd story today, it's even an electronic clock kit sold
commercially with labeling on it.
This is why the police never called it anything other than a hoax bomb. Which to everyone else in the world
it's a digital clock. I have a hoax bomb on my headboard that wakes me up every morning.
Again, anyone who knows anything about electronics or computers are laughing their asses off that this
teacher flipped out. And they are shocked the police knew there was nothing to this and still arrested the
kid.
And when you arrest people that you know are innocent you should be panicked too.
If you'll arrest this kid for that, best arrest every kid at MacArthur wearing a wristwatch. Those are used as
timers too.
Thanks for taking the time to write.
Ed
Ed,
I have been a loyal listener of Wheels for twenty years. I routinely recommend Wheels and Inside
Automotive to my friends and coworkers to get the best evaluation of vehicles they are considering
to purchase as well as great entertainment. Your productions The Backside of American History, and
A Moment in Rock and Roll History, have provided me a better understanding of our history and
American culture than any public school or college I have attended.
To the point, on September 19, 2015, your closing remarks of The Backside of American History,
implied that the Irving Independent School District overreacted to a clock and that Irving Police
Department acted inappropriately by arresting Ahmed Mohamed. Your vague assertion that the
police involvement was racially motivated was an inaccurate reflection of the facts and concerns for
all of the students and faculty. Your outrageous comparison of Ahmeds treatment to Mary Wolcott
and the Salem witch trails was listened to by hundreds of thousands of your faithful audience who I
consider very reasonable. Your statement inaccurately validated a perception of racial bias. I am
certain that you formed your opinion from information gleaned from local news sources however;
you did not nor do not have the all of the facts.
Ever since 9/11, all citizens have been encouraged, If you see something, say something. I hope
that accusations of being labeled a racist, bigot, or hater, does not discourage future outcries
thereby increasing the vulnerability of the public at large and the safety of our schools. I have been
an Irving police officer for almost thirty years and without any reservation can declare that race had
no part on the hoax bomb complaint. I can additionally assure that the safety of the students,
faculty, and staff, of MacArthur High School was the only factor considered in the investigative
process.
Information is now surfacing to the public that Ahmeds actions when questioned about the device
contributed to overall outcome. I would like to think that in the next few days as more information
is revealed that you would present the rest of the story as enthusiastically as it was first reported.
Respectfully,
Mark Parson

Thanks,

Do you want to respond or give some accurate language to use in my respone to her.
My name is Janelle Benham, I am a producer with Fox News Channel. I saw the Dallas Morning
News had reported that Irving Police had asked the TX attorney general to shield records related to
the Ahmed Mohamed arrest from reporters would you be able to confirm that?

FW: Media request: Irving SRO unit training and hiring question
Thursday, September 17, 2015 5:33:10 PM
Here is another one. I was prepared to send her a copy of the agreement but it was suggested I go
ahead and send it to you. Sorry.
Jaeah Lee here with Mother Jones magazine in San Francisco. I'm sure you are getting bombarded
with media requests amid MacArthur High student Ahmed Mohamed's arrest. I'm hoping you can help
me with some questions to help our readers understand some of the context surrounding the news. I've
covered stories about school resource officers in the past, and I understand some of these arrests
involving minor infractions can stem from a lack of clarity of the SRO's role in a school. My questions
are:
Does Irving PD currently have a memorandum of understanding with the Irving ISD? If so, can you
send a copy?
The SRO unit page states that officers in the unit are "specially trained, veteran officers." What
requirements do officers need to meet before they can join the SRO unit at Irving?
What specialized trainings are officers required to receive in order to serve in the Irving SRO unit, and
how many hours?

The transfer policy is the same as any other specialized unit of the department. They all attend a
Basic SRO School after being assigned to the section. If memory serves, its a 40hour course.

Generally when we respond to Open Records Requests, we respond with records or documents if
they exist. If there arent any documents responsive to his request, then we respond with no
records responsive, and we dont create new documents to answer questions..
So, not being a smart aleck, are there any documents responsive to his request?
The transfer policy is the same as any other specialized unit of the department. They all attend a

You and everyone involved need to be flat assed fired at a minimum and federal charges

only hope the hell every one of you dumb ass pay for YOUR CRIMEs against that boy. I

One last note, I hope this or something very similar happens to someone in your family,

FW: Public Information Act Request: Emails regarding Ahmed Mohamed
Tuesday, October 20, 2015 4:13:00 PM
Yet another PIA request. This one is much narrower in that it only asks for all e-mails sent by police
employees mentioning Mohamed or Ahmed Mohamed between Sep 10 and October 20.
Do you recall what the earlier search parameters were when IT ran their e-mail search/dump? If it
included Mohamed or Ahmed Mohamed, we can cull from the folders we still have. If not, well
need IT to do another data dump.
Les
In the event that fees cannot be waived, I would be grateful if you would inform me of the
total charges in advance of fulfilling my request and I ask that it be processed under the
"media" fee category. I would prefer the request filled electronically, by e-mail attachment if
available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to
receiving your response to this request within 10 business days, as the statute requires.
Sincerely,
Jason Koebler

The search IT used for the Tina Foster request were from Sept. 14 to Sept. 23 to/from COI email
addresses only using the keywords: Ahmed and/or Mohamed; hoax bomb; clock; 14 year
old; MacArthur High School.
While the files you already have would be included it does not cover the full timeframe in
the new request. Chad Powell w/ IT is who I contact for email pulls, I am not sure if he
would be your first contact or if IPD should go through Becky Tate first.
Let us know if you need CSO to help with anything on this one.

I know that many of you are familiar with Dr. Denison from our time this summer and you have likely already read this but I wanted to remind you that there are many people across the world who are praying for us each minute of the day and
those prayers will be heard.

You have likely read or heard about Ahmed Mohamed, perhaps America's most famous 14-year-old. Ahmed lives in Irving, a community near my home in Dallas.

I am writing today to ask for your intercession regarding a developing issue in our area. Here's the story.
You have likely read or heard about Ahmed Mohamed, perhaps America's most famous 14-year-old. Ahmed lives in Irving, a community near my home in Dallas. He recently created an electronic
clock, then brought it to school to show his engineering teacher. However, the invention looked enough like a bomb that authorities were called in. Ahmed was detained by police until they determined
that the device was harmless.
Response was immediate. President Obama tweeted, "Cool clock, Ahmed. Want to bring it to the White House?" Mark Zuckerberg invited Ahmed to come to Facebook for a meeting. Twitter offered
him an internship.
Many are now accusing school and police officials of prejudice against Muslims. A Muslim leader in the community said, "I think this wouldn't even be a question if his name wasn't Ahmed Mohamed."
I watched the coverage unfold today and wondered if Ahmed was in fact the victim of discrimination. Then I heard the Irving police chief speak to the media. His name is Larry Boyd, and he is a close
personal friend. Last summer Chief Boyd arranged an event to discuss racism in law enforcement and invited me to be the keynote speaker. He is a good and godly man. I am certain that he is not
responding with prejudice against Ahmed.
As he explained, "Under Texas law, a person is guilty of possessing a hoax bomb if he possesses a device that is intended to cause anyone to be alarmed or a reaction of any type by law
enforcement officers." As soon as police determined that Ahmed did not intend to create alarm, they released him and refused to press charges.
I am not writing to criticize Ahmed Mohamed, who is obviously a very bright and creative young man. Rather, it is to ask you to pray for the authorities involved. This story has gained national
coverage, and is sparking significant criticism of Chief Boyd, the Irving police force, and school leaders. Theirs is a very difficult and often thankless job.
To be clear, Chief Boyd has not asked me to respond to this issue. I am writing because I feel compelled to ask for your intercession. Scripture calls us to pray for those in authority (1 Timothy 2:1-2).
Please join me in asking God to bring clarity to this situation, prevent disorder and confusion, and protect those who risk their lives to protect us.

Chief Boyd,
Why was Ahmed Mohamed arrested on a bomb hoax charge? The device was never referred to as or
was implied to be an explosive device by Ahmed but rather was consistently called a clock, which your
officers in your words "quickly" established it was. Shame on your clearly bigoted and anti Semitic
officers! You and your department are a microcosm for the absolute and unquestionable state of
incompetency of American police. May the tenure of your officers and your own tenure as police chief
come to abrupt and unpleasant ends

Jamie,
Send him the original press release and let him know we have nothing else to add
Hello. I'm a reporter for the Washington Post. I'm trying to get further details of the Ahmed
Mohamed clock incident, and am very interested in the schools side of the story, and that of the
police. You said the device was certainly suspicious in nature, and there have been reports that he
was uncommunicative with police. Ive also heard from sources who say Ahmed had made trouble
at school before, and that his attorney had been to the school on previous occasions. Can you
confirm this? Id also love to see a police incident report if one is available.
Please write back or give me a call 202 210 5997. We can talk however you want - off the record or
anonymously. I'm just trying to get to the bottom of this.

Hello,
I am contacting you regarding the treatment of Ahmed Mohamed. This was a boy who was using his intellect
and ability to create something, which he clearly displayed to multiple teachers. Due to the prejudice and
racism of one of the teachers, this student ended up in handcuffs and fingerprinted at one of your facilities.
This is obscene. The lack of common sense your officers displayed is embarrassing. If I had that sort of
ridiculous, uninformed, fire-from-the-hip mentality on my staff I would immediately fire them, and I implore
you to do so as well.
I completely understand concern and safety for the American people, and I 100% support that. However, the
complete lack of understanding and thoughtfulness which came from your officers is disgusting. Taking a child
who did not have ill intentions and clearly displayed his invention to his teacher as a proud achievement was
one of the shadiest, most irresponsible things that your division could have done.
Again, I am completely disgusted that you would employ, or even begin to support an officer that so grossly
disregard the basic facts about this situation.
For shame. I hope you immediately rectify this and address the asinine officers in charge of this humiliation.

Ahmed Mohameds clock earned him a White House invite and praise
from around the world, but critics who looked closely at the device
question whether it was much of an engineering feat. Not part of his
regular assignment, and just made to impress his teacher, according to
Ahmed, detractors say that the clock may be a disassembled Radio Shack
model stuffed into a metal box.

It is my understanding that Mr. Mohamed came in and picked up everything that was seized from
his except for the actual device. Please flag this property in some fashion to ensure that it is not
destroyed if he does not pick it up. I want to ensure that we have this available to us in the likely
event we are sued over this arrest.

This is what happens when we (IPD) screw something up. If you have to go to your Sgt., and the Sgt.
has to go to the Lt., and the Lt. has to go to the Capt., and the Capt. has to go to the Assistant Chief
to make a decision on whether to arrest or not, then you probably shouldnt make the arrest until
more investigation is done. That thing didnt even look like a bomb. And now, the kid is being made
into a hero. And, the city is going to pay big for this one. He wont need a scholarship to MIT.

RE: Copyright release for the image of Ahmed Mohamed"s clock

Can I tell this guy there are no copyright issues since its a matter of open record? Im not interested
in making some type of statement or agreement to which he alludes in the middle of his email.
Thanks,
https://en.wikipedia.org/wiki/Wikipedia:Text_of_Creative_Commons_AttributionShareAlike_3.0_Unported_License
Simply explicitly declaring that you wish that this image be released into the Public Domain
may be the simplest option and it seems as if that option may be consistent with your
apparent intent in distributing this image to the public in the first place.
However, if you prefer to license the image under CC-BY-SA, your department would retain
full copyright but we would be granted the right to distribute the image, as would any future
users of it. The use of a license would also require that the image be attributed to the Irving
Police Department in all future uses.
Please notify me if you are interested in granting the necessary rights so that the image of
Ahmed Mohamed's clock may appear in Wikipedia. I can be contacted by e-mail at
by telephone at +41 079 902 24 65 (I am in Zurich and in consideration
of time zones please only call between 8 AM and 1 PM your time), and by post at:
Robert Rohde

Thank you for your time and consideration.

RE: Media request: Irving SRO unit training and hiring question
Monday, September 21, 2015 12:27:00 PM
The transfer policy is the same as any other specialized unit of the department. They all attend a
Basic SRO School after being assigned to the section. If memory serves, its a 40hour course.
Hi Richie,
The SRO unit page states that officers in the unit are "specially trained, veteran officers." What
requirements do officers need to meet before they can join the SRO unit at Irving?
What specialized trainings are officers required to receive in order to serve in the Irving SRO unit, and
how many hours?
Thanks

of her request? If not, Id just respond to those with no documents responsive language.

Does Irving PD currently have a memorandum of understanding with the Irving ISD? If so, can you

Thank you
IT has to give you permission to that ORR folder. I have asked them to give you and Lauren access so
this shouldnt be a problem in the future w/ any other requests that you need access to. Janet, I am
not sure if you have tried to open the folder but I am adding your name as well.
I was denied access. Is that something you can grant me, or do I need to go through IT?
Les
IT was able to pull the emails responsive to the request from WFAA below. Clock brought in a lot
of unresponsive emails related to Kronos clocking in and other timesheet related emails so there are
closer to 1400 emails now. I have saved them to the S drive for your review. Here is the link: S:\City
Secretary Office\ORR\PI-15-1402.pdf. Let me know if there is any issues accessing this file and I will
move it somewhere else.
Attached is the IT itemized costs, let me know if you would like me to provide the requestor this
estimate or if CAO or IPD is handling that. If IPD is releasing other documents related to the first part
of the request it may be best to include this cost as well.
Attached is the cost sheet. There were a total of 1719 emails discovered by this search. The PDF is
in the usual spot.
Chad/Kristi,
The CAO has determined that the below request requires IT to search emails. I had originally sent
the request to IPD to process but CAO believes the scope goes beyond IPD.
Please do an email pull from Sept. 14 to Sept. 23 to/from COI email addresses only using the
keywords: Ahmed and/or Mohamed; hoax bomb; clock; 14 year old; MacArthur High School.
Please send me the estimate and the email file by noon on Monday, Oct. 5; if that is not enough
time, please let me know. These will need to be reviewed by CAO and IPD before the Oct. 7
deadline.
This is a request made by WFAA TV News under the Texas Public Information Act,
Article 552.001, which guarantees the public's access to information in the custody
of governmental agencies. In accordance with Section 4 of the law, which requires
that "the custodian of records shall promptly produce such information for inspection
or duplication, or both, in the office of the governmental body," I request copies of
or access to the following materials or information:
Copies of or access to all legally releasable investigative reports, files, field notes, physical evidence,
and all City of Irving internal communications including emails in connection with the Ahmed
Mohammed arrest and detention.
Once the documents/tape and/or various materials are ready, please send via email at
news8@wfaa.com or call the newsroom at 214-977-6420 to arrange for pickup.

Media Release 092315 Hoax Bomb Investigation Property Disposition.docx
Meribeth,
Before you sent this statement, I already had Jamie working on a similar statement. We sent out the
attached release. Quite frankly, there doesnt seem to be a lot of interest in the story. I think other
outlets became curious after Channel 8 posted the misleading headline.
Is Jamie correcting these or do you need help? Were you able to get a copy of the release?
The electronic device made by the MacArthur High School student is available to be picked up at
the Irving Police Department by the students family at any time. The police department notified the
family through a family representative Friday, Sept. 18 that the family was welcome to pick up the
device.
Yes.
There probably will be quite a few of these to correct. This one just came out, again saying that the
lawyers were hired to fight to get the clock back.

Jamie,
Send him the original press release and let him know we have nothing else to add
