Legend hoop takes cup

Jockey Darren Gauci comfortably wins the 153rd Ballan Cup aboard The New Boy. Photos Helen Tatchell
The 153rd Ballan Cup has been run and won for another
year.
Jockey Darren Gauci notched up his third win for the day at
Geelong Racecourse, of an eight race card, on The New Boy.
Not a likely favourite to back with past form on the last three
starts, The New Boy had finished well rear of the field after
coming back from a spell in March. A rough outsider, he paid
$7.60 for the win.
Trained by Danny OBrien from Barwon Heads, the 7-yearold brown gelding led the field to the post in the last 200
metres to score by a comfortable 2 lengths from Kingdom
of Dreams and Mr Journeyman. Top weight Tonopah could
only manage a fourth placing, 4 lengths behind the winner.
Ballan Jockey Club Vice-President Mick Winter said 49-yearold jockey Darren Gauci, is a legend of the sport, winning
many prestigious cups throughout country Victoria in his
career.

It is always a privilege to win this race and also get the

ride, Gauci said.
Local business owners also took part in the annual race day
with the Commercial Hotel, Avis Ballarat, Aaron Toohey
Accounting and Ballan & District Health Care sponsoring
races.
Fashions on the Field has grown over the years in popularity
and again this year Alex Hecker (Miss World Victoria 2015)
was the MC. Man of the Day was awarded to Brody Hecker
(Highton), Couple of the Day went to Cheryll Plischka and
Tony Cordina (Ballan) and Rebecca Sargent from South Yarra
was Lady of the Day, pipping Colbrook local Elly McCarthy
at the post. Ms McCarthy has been the Lady of the Day for
the last two consecutive years. Phoebe Gowers was honoured
with the Millinery Award.

Keep your
plates safe

By Jessica Howard
Bacchus Marsh SES and Victoria Police
are calling on the community to help
combat number plate theft.
Operation Safepl8, which will be held
this Saturday (November 14), will aid
all motorists by replacing their existing
number plate screws with anti-theft
ones.
Ballarat Leading Senior Constable

Janine Walker, who will be steering the

operation, said the screws could not be
removed once secured.
She said stolen number plates were
commonly used for committing future
offences such as ram-raids and petrol
drive offs.
Its practically identity theft, she
said.

Success by the slice

By Jessica Howard
Grant Pizza Place has tasted success.
The Bacchus Marsh-based pizza shop
has taken out the top prize in hospitality at the inaugural Business Excellence
Awards, run by the Ballan & District
Chamber of Commerce.
Owners, Yadra and Arthur Kollaras
said they were humbled and honoured.
There were such great businesses
in the hospitality sector so we really
werent expecting it at all, Mr Kollaras
said.
We are really happy and have had a
great response from all of our family,
friends and customers everyone is really excited for us.
Mr Kollaras said after moving to Bacchus Marsh in 1989 and opening the
shop in 2007, he had enjoyed watching
his customer base grow.
We used to work in the fish and chip
shop next door but pizza has always
been my passion. We were just a young
family when we first started, I began
researching styles and recipes and we
have really grown from there, he said.
There is such a great family atmosphere around here and nothing is more
important to me than seeing a smile on
a customers face whether they are
young or old.
Mr Kollaras said he was proud of his
familys achievements over the past
few years.
However he said the highlight of his
career was a run-in with Australian
comedian, Adam Hills.
Adam was at a wedding nearby and

he wanted some pizza. He rang up and

said that he wanted this big order and
he asked me how are we going to do
this? he said.
The whole conversation was treated
with laughter and I started this whole
scenario story, telling him what I think
he should order, then he told me he
wanted to come in and meet me.
He came into the store, shook my
hand and said how would you feel
if I told a story about you? and thats
how it all started. He has told the story
throughout his comedy shows and people have come to visit just to see if I was
real and if the shop was real.
Mr Kollaras said the business had re-

ceived visitors from around the nation,

including a group of girls from South
Australia who visited the shop on a
Hens Night.
Visiting the shop was on their bucket
list, we told the bride-to-be that if she
came in with her husband on their oneyear anniversary wed make them a
pizza, he said.
It really has been an amazing ride
and I am truly grateful for that.

Its about putting on free

local music and cultural
events and Moorabools
Offtap Freeza now has
$58,800 to do it.
The Freeza program entertains local young people
and also gives them experience in event organisation
helped along with state
government funding.
The funding will be used for
a range of events which are
now being worked through
in terms of the program
and planning, but ideas so
far include a national youth
week event, an outdoor pool
party at council-owned
pools, a community celebration event and an Offtap
Freeza Committee training
workshop.
Member for Melton Don
Nardella welcomed the
funding, saying that while
participants in the program
gain valuable skills and experience, the whole community stands to benefit from
great free events.
The funding will help engage young people in planning and staging music and
cultural events such as skate
competitions, music concerts and art competitions,
Mr Nardella said.
Engaging young people in

helping to organise music

and cultural events builds
their experience and skills
and benefits our community
by having more great local
events.
We are proud to support
the young people who organise these events in Melton and Moorabool to make
local industry connections
and explore job opportunities for the future, all while
following their passions.
Freeza provides funding to
local government and community organisations to
support young people to run
fully supervised drug, alcohol and smoke-free events in
their local area.
The Freeza program gives
young people the chance to
grow industry contacts, gain
practical experience and develop career opportunities
in the industry.
Offtap will present a Youth
Fest on Saturday 21 November at Rotary Park in Bacchus Marsh.
The smoke, drug and alcohol free event will include
demonstrations and workshops, scooter, BMX and
skate competitions, graffiti

Remember to pop on a poppy

By Jessica Howard
Bacchus Marsh RSL president David Childs has encouraged
residents to don a poppy this Remembrance Day.
The annual poppy appeal, which was held throughout
Bacchus Marsh from November 2 to 10, saw a number of
volunteers selling poppies and other war memorabilia
throughout the town.
The red poppies, which were among the first plants to
bloom in the devastated battlefields of northern France and
Belgium, have become an emblem symbolising those who
had fallen in times of war.
Mr Childs said the money raised from sales would contribute
towards the work of the RSL, which was used to assist both
current and former serving members and their families.
Fundraisers like this one have helped to employ two
qualified welfare officers at our branch, he said.
If anyone wants to see them, they will be available at the
[Bacchus Marsh] RSL Hall from 9am to 12pm every Tuesday.
The annual Remembrance Day service will commence at
11am outside the Bacchus Marsh RSL on Main Street.
Mr Childs said he expected around 30 wreaths to be laid
around the cenotaph, which was blessed 12 months ago.
We also expect to see a number of students attend from
their respective schools around the town.
Remembrance Day services will be conducted in Bacchus
Marsh at the RSL in Main Street, and in Ballan at the cenotaph
from around 10.45am on Wednesday 11 November.

Ballan will celebrate 25 years of the

chamber this month.
The Ballan and District Chamber of
Commerce will mark the milestone at
St Annes Winery on November 17.
Advocating for business and tourism
in the region, the Chamber has been
responsible for instigating major
initiatives including the Ballan
Community Bank, Farmers Market,
Arboretum Group and Business
Excellence Awards.
The business network was also
responsible for the production and
distribution of 20,000 tourist maps.
Founding member, Alan McLean

have been able to contact the majority

Lily Testa and Amanda Molesworth have
bucked that trend with a combined 35
years of service to the community through
their employment at Ballan District Health

My job was very rewarding, Amanda said.
I made great friends with staff members

Fire danger
period in force

New contracts
benefit charities

By Jessica Howard

Fire restrictions have officially commenced.

The CFA Fire Danger Period
began at 1am on Monday,
November 9 throughout the
Moorabool, Ballarat, Golden
Plains and Hepburn Shires.
CFA District 15 Operations
Manager, Gavin Hope said
there would be a zero tolerance approach to any fires
resulting from negligent
behaviour.
Out of control and unregistered burn-offs have been
a major headache for brigades, he said.
Expect any fire you start
to be fully investigated by
police. Even if you have a
permit to use fire over the
Fire Danger Period, make
sure you read the conditions
carefully. Failing to follow
just one of those conditions
can still leave you open to

A new Vodafone store in
Bacchus Marsh will benefit
more than just the average
phone user.
The
telecommunications
company, which arrived in
town in early October, is donating $25 from every contract to either the Blue Bird
House or The Neighbours
Place.
Co-owner, Arnav Sati said
each time a new contract
was created or an existing
one was continued, the customer would have the choice
of which charity would receive the donation.
I opened the business here
in Bacchus Marsh about a
month back and I instantly
realised that the community
feeling here is different to
other towns, he said.
I became a member of the
Bacchus Marsh Residents
page on Facebook and I was
able to see that there were a
lot of people who contribute
to things around the town
and so I thought I am a local business and I want to do
something for the community, he said.
Mr Sati said with 20 per
cent of Bacchus Marsh using

prosecution.
Mr Hope said recent warm
and dry conditions and rapid rate of grass curing meant
the Fire Danger Period and
the fire season was starting
earlier this year than in 2014.
So far all indicators are
pointing to a challenging
fire season ahead, he said.
While CFA does everything it can, we look to the
community to use common
sense and take responsibility for preventing fires.
During the Fire Danger
Period, fires cannot be lit in
the open air without a written permit from CFA or a
Municipal Fire Prevention
Officer.
All burn-offs should be
registered with the VicFire

Vodafone as their phone carrier, it made perfect sense to
target that market.
I want to be able to help
and although I cant pay
from my own pocket, as long
as business is coming in I
would love to be able to give
that back to the community,
he said.

I have no hesitation at all to

committing to this and I will
start right now. November
and December are our most
popular months as people
are changing their phones
and upgrading for Christmas, so I think this is the
best time to do it.
Mr Sati, who has also start-

ed a campaign for the Blood

Bank, said he had always
been interested in community work and hoped to
support the local cricket and
football clubs in the future.

Wheel fun on the roads

By Jessica Howard

Blackwood Special Schools Outdoor Education Centre has celebrated its 24th annual Super Ride
with a visit from Minister for Education James Merlino.
The annual event saw 99 children and 39 staff from Specialist
Schools across Victoria ride and
camp their way through the Wombat State Forest in a three-day bike
ride.
Mr Merlino, who braced the rain
alongside Member for Macedon
Mary-Anne Thomas, said he was
pleased to see such a magnificent
ride go ahead.

I got in the car this morning and

drove all the way here in the rain
and I thought theres no way this
ride is going on but I was really pleased when I arrived and
they said it was absolutely going
ahead, he said.
This is what the education state
is about, weve set targets for student resilience and weve set targets for physical activity, and the
education state is about every student supporting every student.
Following his address, Mr Merlino toured the school and met
with staff and students to discuss
specialist education.
He said the Labor Government

was committed to supporting

students with additional learning
needs.
Were investing almost $4 billion to make Victoria the Education State, so every community
has access to great local schools
and every child gets the chance to
succeed.
But we couldnt do it without
the dedication of people behind
events like the Blackwood Super
Ride.
Local Ballan police, as they do
every year, once again led the
ride and helped the students with
awareness of road safety whilst
cycling.

A more suitable location for Bacchus Marshs Acrofun Gymnastics

Club will be sought but it has
been granted exclusive use of the
Darley Civic and Community Hub
stadium until then.
The agreement was approved at
the November council meeting,
with an increase in fees paid by the
club also being made.
Management of the site, currently
by Belgravia Leisure, will also be
transferred back to council.
Acrofun essentially has exclusive use of the stadium at the moment, paying an hourly fee but
it is subsidised by council which
pays for cleaning, utilities and
maintenance.
A review of existing floor space
earlier this year found that spectator space could be shared with
other user groups; however new
equipment brought in by Acrofun
was placed in the area and cannot
be packed up after sessions, meaning the floor space can no longer be
used by any other group.
Consequently the spectator area
that could have been used for
shared activities is now occupied
by gymnastics equipment, stated
a report tabled at the meeting.
Councils recently adopted Recreation and Leisure Strategy recommends that in the short term,
Council facilitates the continued

use of the Darley Civic Hub Indoor

Sports Stadium for Gymnastics
until a suitable alternate venue is
identified.
During the discussions on the
user agreement, the Acrofun representatives have advised officers
that given the expected continued
growth in participation numbers,
the club is considering relocating to
a larger and more suitable venue,
the report said.
Acrofun is forecasting continued
growth in participation that will
outstrip the capacity of the stadium. Officers have made enquiries into the availability of alternative space in the area that may be
suitable.
It is recommended that Officers continue to assist Acrofun in
finding an alternative venue that
will provide space for the forecast
growth in demand for Acrofun
gymnastics.
Once Acrofun is relocated, the stadium which is a full functioning
basketball court - will be able to
return to multi-purpose use.
A motion to approve the agreement was passed by councillors.
The exclusive deal will end on June
30 2017, with council also resolving
to pursue funding opportunities
for Acrofun to relocate to a more
suitable facility at the conclusion of
the two year licence agreement or
earlier.

Tower could be ready for Christmas

By Jessica Howard
Blackwood will be the first
Victorian town to say goodbye
to mobile phone black spots.
The Moorabool Shire Council
has approved the request for
a planning permit of a mobile
base station on Byres Road.
The proposal, which includes
the development of a telecommunications facility and removal of native vegetation,
follows the federal governments announcement of a
Mobile Black Spot Program in
June.
Moorabool Shire Mayor, Allan Comrie said the Blackwood community had been
relentless in advocating for a
mobile service in the township for years.
There was fierce competition for the funding, with over
three-quarters of the continent

eligible and over 6200 locations nominated in the Mobile

Coverage Program, he said.
Our case emphasised public safety and emergency
management. Our Economic
Development Unit partnered
with several pro-active Blackwood community groups in
coordinating a targeted, direct
mail campaign to other levels
of Government and the Telecommunications companies
telling them that Blackwood
just had to be on that funding
list.
Mr Comrie said he was
thrilled the permit application
was successful, as it meant
construction could commence
almost immediately.
Telstra South West Victoria
area general manager Bill
Mundy said he hoped to see
the completion of the tower by
Christmas.

Naturally the Blackwood

community has been very vocal over the years in terms of
the necessity of improved coverage, particularly because it
is a community that has been
identified as very high risk by
the Victorian Government in
terms of fires, he said.
We would love to have construction done before Christmas. There are a lot of factors that go into delivering a
mobile base station, however
we will do it as quickly as we
possibly can so that we can get
the base station up and operational for obviously the better
part of what will be a difficult
fire season.
Mr Mundy said the tower
would provide both 3G and
4G coverage, enabling Blackwood residents to access mobile data whilst making and
receiving mobile voice calls.

Walk the new Halletts

Way extension
Lace up those runners, add
more steps to your pedometer
for YESvember and be the first
to inspect the new northern extension of Halletts Way.

Moorabool Shire Council is

inviting the community to a
special event this Thursday 12
November the opportunity to
walk the northern extension of
Halletts Way, ahead of the road
being open to traffic.

The northern extension is a

link between Ramsay Crescent
and Links Road, in Darley, a
joint project between council,
two developers and Melbourne
Water, and will provide another
road option for Darley residents
to get to Bacchus Marsh.

Moorabool Mayor Cr Allan

Comrie said after years of planning and construction, this is an
opportunity to have an event
for the community to walk from
Ramsay Crescent to Links Rd.
We have teamed with the
Moorabool News YESvember
initiative to get people walking 10,000 steps per day for 30
days. Were inviting the community to mix up their challenge and use their Thursday
walk to be among the first to

walk the length of the new

road, Cr Comrie said.

There should be a great atmosphere and Council has organised a free barbecue, thanks
to the Lions Club, for onlookers
and walkers.

Councils Infrastructure general manager Phil Jeffrey said

a lot of coordination had gone
into this project, at council level
and beyond.

As well as providing another

route to Bacchus Marsh for Darley residents, this Western Link
Road will assist with alleviating
traffic in Bacchus Marsh. There
is a shared user path been constructed adjacent to the road.
Ultimately there is plans to have
a shared path the entire length
of Halletts Way into the future.
The cost of the northern extension is approximately $1.5
million, with council putting
in $500,000 and the rest made
up of developer and Melbourne
Water funding.

Court in
action

By Jessica Howard

A man who doused his house and car in petrol

before threatening to set them alight has been
fined $1000.
Brendan Morton, of Melton, appeared in the
Bacchus Marsh Magistrate Court on Friday
(November 6) after the incident occurred on
December 23 of last year.
The 29-year-old arrived home from a workbreak up function when he began walking
around, yelling and throwing things, the court
heard.
Mortons long-term partner observed him
pouring petrol onto the doors and windows
of both the house and car before allegedly asking his friend for a lighter and stating that he
would burn down the house.
Police were called to the scene, where they
could smell a strong petrol odour. The accused
was arrested and a recorded interview was undertaken at the Melton Police Station.
Mortons defence counsellor said her client,
who worked in the tiling industry, admitted
to the allegations on the first opportunity, adding that his outburst was the result of ongoing
money issues with his employer.
She said he had been drinking all day and
was deeply ashamed of his actions, which he
believed were very out of character.
Magistrate Capell noted Mortons previous
priors, which included driving under the influence and driving out of control in 2012.
He said there was obviously one common factor involved in his offending - and that was
alcohol.
You are getting too old for this. If you continue to drink in excess you will do something
that you will regret, he said.
Magistrate Capell commended Morton for
his cooperation with the police and fined him
$1000 with conviction.

Six year
strategy
and plan

Strawberries and Cherries Launch

Sat 21 & Sun 22 November

By Kate Taylor

Moorabool has a new Age Well Live Well Strategy,

and a new Disability Access and Inclusion Plan for
the next six years.
Both were adopted at the November 4 council
meeting, having been put on public exhibition
earlier this year.
(The strategy and plan) represents an integrated
approach by Council to planning for the future
needs of people aged over 50 years, people with a
disability and those with carer responsibilities in
the Shire over the next six years, stated the report
tabled at the meeting.
While these population groups are diverse in
terms of their needs and aspirations, there are a
number of common issues with respect to Councils
role and interventions that promote both active
ageing and access and inclusion.
Federal and State policy, legislation and
funding arrangements as well as a trend of ageing
population and increased number of people
living with a disability in the Shire mean that the
provision of services and programs, physical and
social infrastructure will need to evolve in a rapidly
changing environment.
The strategy and the plan are available to view on
councils website and at council offices.

Cuts to crche and fitness

gram and participation on Monday
mornings, stated a report tabled at
the meeting.
Officers investigated alternate occasional care options off site with
other providers including Lerderderg Childrens Centre and the
Darley Neighbourhood House;
however the alternatives do not
have space available, they have
waiting lists and do not provide
hours of operation consistent for
the demand at the BMLC.
The 23 group fitness classes run
per week are being used on average by just 4.6 people per session,
with the majority failing to meet
the benchmark of 10 per class.
Again, there are reasons there is
no dedicated group fitness room,
the room used is the schools drama hall during school hours and
classes are often relocated to other
rooms due to clashes with school
use.
For the months of July, August and
September Councils subsidy was
$10.80 per attendance for group
fitness.
One option noted in the report
was for council to continue to sub-

sidise the programs for another six

months projected to cost $18,000
for the crche, and $26,500 for
group fitness.
Another option was to run reduced services, operating on
Mondays, Tuesdays and Thursdays when the services are most
popular, which would cost council $28,000 per year for the crche
and dropping group fitness to 15
classes per week which would cost
council $41,700 per year.
Council officers also investigated
options of hiring a portable building or hiring a commercial space
but found that they would not address the crche issues.
Relocating to the Darley Civic and
Community Hub was also an option, as occasional care at the early
years hub could be utilised, however the existing CFA contract for
the facility prevents the use in the
short-term.
But the final resolution passed by
council was to cease the crche service on December 31 2015, and continue running group fitness on a
reduced schedule from 1 January
2016 at a cost to council of $3,475

contract.
Council will also spend $5000 on
sound equipment for the group fitness classes but it will remain the
property of council, not Belgravia
Leisure.
Councillors Paul Tatchell, David
Edwards, Tonia Dudzik and John
Spain spoke in support of group
fitness but pointed out that council
must be careful where it spends
money, receiving applause from
the gallery.
West Ward Councillor Tom Sullivan asked what happens at the end
of the contract and whether the
same problem will be faced.
If health is the issue, is there opportunity to spend the $41,000 elsewhere? Bite the bullet now. This is
ratepayers money and it should be
spent wisely.
Woodlands Ward Councillor Pat
Toohey pointed out that Moorabool has a number of recreation

that should be taken advantage of.

Crche services at the Bacchus

Marsh Leisure Centre will cease
from the end of the year, while
group fitness will continue with
fewer classes.
The decision was made following
a passionate debate at the November council meeting.
A review of crche and group
fitness services was put to the
meeting, following an announcement earlier this year by Belgravia
Leisure (which runs the services)
that it could not continue without
heavy subsidies from Moorabool
Shire Council.
The figures provided in the review
were bleak, with the crche and
group fitness both being dramatically underutilised.
Though for good reason the
crche is located at the rear of the
Bacchus Marsh Leisure Centre
building and is difficult to access,
and has no running water or outdoor play area.
It also does not have a toilet, meaning staff have to escort children
through a shared school corridor

to toilets within the centre meaning extra staff must be rostered on

at increased cost.
Total attendance in the crche
from January to September was
1403; though that figure includes
recurring visits from the same
children as only headcounts were
conducted.
Attendances did peak in June (181)
and July (203) but dropped again in
August (167) and September (157).
Across the three months of July,
August and September, Councils
subsidy was $17 per attendance in
the crche program.
The crche also provides critical support for day time netball
participants on Monday mornings with Group Fitness users the
third highest users of the crche
program. The Crche sessions on
Tuesday and Thursday mornings
are the best attended, primarily by members using the gym,
with Monday mornings the next
best attended which supports the
netball competition. The Netball
Association have indicated the
crche importance to the ongoing
development of their netball pro-

Nestled at the bottom of surrounding hills, the Greendale Country Pub is a great place to recharge after a day out exploring nearby Lerderderg State Forest or spend the afternoon under
the tree watching the world go by.
Taking the Greendale/Trentham exit as you head towards Ballarat on the Western Hwy, youll
find it a further 6km on at the roundabout and know it by its rustic charm. With Ice cold beer
from the cellar, delicious homemade country tucker and welcoming locals, open fires to warm
yourself by in the winter, a shady beer garden for the summer and general store for milk, bread,
a cold drink or ice-cream and that essential chocolate fix, its a perfect spot to catch up and
relax with friends and family.
Proclaimed a township in 1861 after the discovery of gold in nearby Blackwood, the pub
became a handy half-way stop as people headed to Ballan. Originally known as The Medway
Hotel it has a long history and all sorts of stories about how it came to be. Home of the
infamous Captain Moonlight, who had to leave in a hurry but left behind his unfinished church
as a reminder, its true survivor located on the edge of spa country. The church has recently
been renovated and now operates as a gallery for local artists.
The Pub opens at noon everyday with meals served 12pm 2pm and 6pm 8pm Tuesday to
Sunday, where you can get anything from a steak sanga in the bar to their famous homemade
Beef or Chicken Parma. Pizzas are available, Wednesdays, Thursdays, Friday and Sundays
12pm 8pm. Fridays a happy hour from 5 7 in the bar with a meat tray raffle for a bit of fun.
The General Store opens at 10am Monday thru to Sunday for your daily essentials, able to
cater for group bookings and private functions. The Beer Garden has been recently extended
to incorporate a large out-building with Bar and Pool Table, great for private functions. Also
outside is plenty of seating and a stage for bands and a dance floor.

Fiskville testimonial
costing farmers
their livelihood
By Kate Taylor

PAUL

A family-run farm adjacent

to the contaminated CFAs
Fiskville Training Academy
site can no longer sell its
sheep.
Speaking in parliament,
Member for Western Victoria Simon Ramsay said that
the family has struggled to
sell sheep since giving testimony at the Fiskville Inquiry
earlier this year.
As I understand it, the
family has had problems
with selling livestock since
providing testimony to the
committee about possible
contamination of their farmland, Mr Ramsay said.
On 25 June I raised with
the Minister for Agriculture,
Jaala Pulford, my concerns
regarding recommendations

by the committee investigating the Fiskville training facility site in relation to how
farmers would be supported
in the event of market failure
when and if they provided
testimony to the committee.
I have provided advice to
the minister on this matter
and was promised that the
minister would ask the department to visit the family
and provide some guidance
and support. However, I understand that no such visitation from the department
has occurred, and the family
is extremely anxious about
their business becoming
untenable and unprofitable
due to restrictions placed on
them that mean they are not
able to sell into the market.
In fact, Landmark has indicated that it will not pur-

chase livestock from that

farm. As a matter of urgency,
I ask the minister to get her
department down there to
work with the family on this
issue.
Following up on the comments, the Moorabool News
asked Mr Ramsay if he has
yet received a response.
He explained that the Committee has requested - a
number of times a government response in relation to
what it is doing to provide
assistance to the family
involved.
Its being dealt with at
Cabinet level, so theres not
a lot I can say, Mr Ramsay
explained.
But certainly the Committee is urging the government
through its department to do

Perspective

what they can as quickly as

possible to provide the assistance the (family involved)
need, both in relation to their
current business, and the
Fiskville Inquiry, and also in
relation to the testing thats
been done both to themselves and the property.
A spokesperson for Minister Pulford responded to
questions from the Moorabool News about what the
government is doing to help.
The Parliamentary Inquiry into the CFA Training College at Fiskville have
requested that the Government consider the Lloyd
Familys circumstances and
this process is currently underway, the spokesperson
said.

By Kate Taylor
Moorabools Mayor Allan
Comrie has been recognised
for his service in leading the
council.
Mayor Comrie received an
award at a meeting of the
Municipal Association of
Victoria last month.
The award acknowledges
his two terms as mayor, and
his term as Bacchus Marsh
Shire President.
It was awarded by the MAV
President however no
speech was required, with
Mayor Comrie speaking
about the award after the
event.
Its nice to get an award
like that, that youve
achieved something in your
life, Mayor Comrie said.

Politics, power and principles

Its been two years since
the quill got banished to the
backend of the emu; so if the
Perspective has lost its perspective its either the hardening of the ink through
lack of use, or the mind of an
ordinary man, left seized by
the same.
Whilst the political landscape has moved constantly,
it is without change; albeit
three Premiers, and three or
four Prime Ministers; its a
revolving door powered by
ego.
The faces change, but the
people dont; its political
procrastination devoid of
substance. Bureaucrats provide the grain for thought,
and the political poultry
hatch the party position.
I think Winston Churchill put it best when he said
Some men change their
party for the sake of their
principles; but most, their
principles for the sake of
their party.
When the ultimate goal of
any Honourable Member is
re-election, people become
nothing more than an inconvenient necessity in the
pursuit of power, selective

by design.
All politicians will deny
the existence of the disease
safe-seat-itus; whilst there
is a cure its usually only effective if caught in the early
stages.
Its an infrastructural disease where complacency
and neglect attack the immune system of a Shire, attacking major organs such
as Roads, Hospitals and
Schools; the blocked arterials are merely symptoms of
a rural heart pumping beyond its capacity.
Politics is a complex game
called hide the agenda.
Its a game of opportunism,
blame, and money; put simply find the opportunity,
blame the other players, and
spend the money to political
advantage.
Moorabool has become
easy pickings in the game of
hide the agenda. The last
12 months have seen this
Shire decimated by political
contempt and opportunism.
The roads debacle and the
subsequent loss of funding
for the secondary solution at
Halletts Way, clearly shows
Moorabools influence in

election outcomes; Melton is

the power broker in the East
and Ballarat in the West.
Even with the compounding growth in Bacchus
Marsh, State Governments
continue to see Moorabool
as minimum risk in terms
of taking from the poor and
giving to the rich; we are
simply collateral damage
in the high stakes game of
power.
Its always been a numbers
game, and the city centric
mentality of State Government is driven by exactly
that.
Infrastructural funding in
Regional Victoria is an absolute disgrace. Whilst the
regional cities build million
dollar roundabouts, and
gold plate their parking meters, the political wasteland
that lies in between shovels
gravel onto bullock tracks
masquerading as a road
network.
It doesnt matter that 25% of
Victorians live in the bush,
they get 3% of the funding;
such are the priorities within
the political numbers game.
The recent Hospital disaster
in Bacchus Marsh is as much

about opportunism as it is
the agenda. Make no mistake there is an agenda, and
its a sad indictment on the
pursuit of power, when tragedy turns to opportunism.
The headline is an emotional wildcard of convenience played to cover up the
scandalous under funding
over six decades. Using the
lives of grieving families as
a political pawn to divert,
blame, it is about as disgusting as it gets.
The Bacchus Marsh Hospital was built on the good
will and generous spirit of
country people, and if the
Minister thinks coming into
the region and attacking
the integrity of 750 regional
health workers and the volunteer board that governs
them, without acknowledging the Governments own
systematic failures, she had
better think again!
The good people of Bacchus
Marsh fought to build this
hospital and they will fight
to keep it.
There is no doubt the nonmedico Dr Ballard was
given a mission by the faceless bureaucrats that feed

intelligence to the lesser of

the two. Ballard was thrust
onto the board as a mole and
has followed his brief to the
letter; distract, divert, and
deconstruct
opportunity,
blame, and money!
The crystal ball of contempt
will see a mammoth investment into Melton and Rockbank in terms of health care,
whilst the ageing ruins of
the Bacchus Marsh Hospital
will die the death of a thousand cuts.
Its political manipulation
by stealth; starve and discredit the current resource,
invest in a fully equipped
shiny new one where the
votes are, and let the people
that do the walking do the
talking.
The cynic in me would suggest that the grand city centric plan for the Shire travels
the same ideological path;
starve it into submission, use
the critical mass of Bacchus
Marsh growth to become a
poor cousin of Melton and
build an empire Council for
blooding junior politicians
for the main game.
The West of the Shire completes the obvious missing

half of the circle East of Ballarat, making it the Capital

of Regional Victoria, and
everything inbetween goes
to hell in a hay baler!
As the Federal election
looms, ask your candidates if
theyre prepared to commit
to the $75 million required
in securing the future of the
Bacchus Marsh Hospital and
protect the associated 750 local jobs, and the $70 million
in our local economy.
Injecting $75 million into
an existing regional health
system is small change in
the health care budget, and
when you take into account
what they havent spent
in the last six decades, its
cheaper than a chicken nugget in a poultry farm.
Regional
infrastructure
funding is not a handout;
Governments dont make
money, they are simply given the privilege of spending
it. Country people pay for
parity, not the propping up
of Party manipulated city
centric polling booths.
Not only are country people
being had, theyre paying for
the privilege!

Mr McMahon says that
Goldwind gained notoriety when it built 69 turbines
180m away from their approved locations at the Gullen Range wind facility near
Goulburn.
The NSW Department of
Planning and Environment
then ruled that nine of the
turbines were illegal and
must be removed.
However, after legal action
by Goldwind, the Planning
Assessment
Commission
overturned its earlier decision and allowed the turbines to remain as built.
Mr McMahon said that
Lal Lal residents were concerned to hear the news.
We would be forced to
keep a very close eye on turbine construction, as there is
a worrying precedent with
Goldwind.
This development makes
it even more essential that a
Planning Panel is convened
to carefully consider the
greatly increased impacts
of the much larger pro-

posed mega-turbines, which

would be as large as 50 storey skyscrapers.
Especially so because
the Andrews Government
has still not tasked the EPA
to independently police
turbine noise. Amazingly,
wind companies continue to
self-regulate.
WestWind Energys Managing Director Tobias Geiger
said the company is actively
preparing for the next stage
of the project.
Part of WestWinds preparation to move its projects to
the next stage is to engage
with parties that are interested in wind energy investment, Mr Geiger said.
To that effect I have had
many discussions with
many different parties over
the last six months. None of
those discussions has led to
an investment commitment
by any party to date.
We wont engage in any
public speculations about
parties that are considering
the purchase of any of our
projects.

Mr McMahon said that
multiple sources have

We believe that this is dependent upon the turbine

before DELWP, Mr McMahon said.
Interestingly, the primary

Dear Editor,
Moorabool Shire Council
has just removed a pile of
tyres made into furniture
from the front of a property

around Cup Day. This structure has been there for a very
long period of time and only
when my husband fronted
a Council Meeting was any

led to believe that these tyres
were to be removed at ratepayers cost.
Well there is now another
pile of tyres that have been

This council, as any resident

Dear Editor,
The United Nations Convention on the Rights of a
Child has declared that a
child has the right to know
and be cared for by his or
her parents (Article 7). The
article Brotherly Love
(Moorabool News 27/10/15)
is a story of a direct contravention of this right. While
the sentiments of Rhiannon
Bryan for her brother are admirable, they are misguided
when it comes to the child,
Zara. This child has a right
to know and be raised by her
biological parents. It is well
documented that children
do best with both a father
and a mother. In my opinion, it is impossible for two
men to provide the balanced
upbringing Zara will need.
Article 3 of the Convention
on the Rights of a Child says,
In all actions concerning
children, whether undertaken by public or private
social welfare institutions,
courts of law, administrative authorities or legislative
bodies, the best interests of
the child shall be a primary
consideration.

A fight to protect the air we breathe, ends

I would like to dedicate this

weeks article to a 68-yearold Queensland farmer,
George Bender. As you
might or might not be aware,
Chinchilla farmer George
Bender recently took his
own life, ending a ten year
struggle with the coal seam
gas industry. George lived
in what Canadian author
Naomi Klein has termed
zones of sacrifice. These
are places where people,
through no choice of their
own, must endure a range of
negative impacts so that extractive industries can fuel
our economy.
The CSG companies had
dubbed George Bender as
Vexatious George. Described by his family as a
straight talker who told
the truth, not the sugar
coated bullshit, George was
a fifth generation farmer
in the Western Downs. He

stood for the right for a

farmer to say no to the gas
industry. George was proud
of his clean and green
produce, and had won many
awards for his wheat, cotton
and pigs. He was also proud
of his five children.
George decided to lock the
gate after seeing the impact
of CSG mining on neighbouring families. He fought
to defend his property at
Hopeland, south-east of
Chinchilla on the Darling
Downs, because he was
committed to clean and
green produce and longterm sustainable agriculture. The production of CSG
on neighbouring properties
had caused his own bores
to run dry and bubble with
noxious methane.
Having resisted pressure
from the Queensland Gas
Company and Arrow Energy, the most recent threats to

his property had come from

Origin Energy, which wanted access to his property to
drill 18 CSG wells.
Part of Georges submission, in November 2014, to a
Senate inquiry investigating
aspects of the Queensland
governments administration, stated: The government has provided the CSG
companies with all the
power, leaving an individual farmer to protect himself against multinational
companies.
One reporter wrote of
standing at a bore at one of
Georges properties that had
provided water to cattle for
generations. It no longer
does this. Instead, it emits
continuous gas as the disruption below ground bubbles to the surface.
The reporter goes on, I
heard from landholders who
have to make Freedom of

Information applications to
get results from health tests
taken on their sick children.
Pastoral visits from clergy
now include a jerry can of
water as some residents of
the gasfield simply cannot
drink their own water.
Something is clearly not
working here. Despite mountains of paper regulations,
despite a well-resourced
Gasfield Commission and
Gasfield Compliance Unit,
people feel abandoned. It
seems that government bodies are enablers and facilitators of the industry rather
than regulators and protectors of the people, the soil
and the water.
As one of the locals put it,
This situation the government has created leaves the
process open for bullying,
intimidation and potential
corruption. Lock the Gate
president Drew Hutton said

Georges death showed, once

again, the CSG industrys
huge and devastating toll
on rural communities and
farming families in Queensland and urged campaigners to step up the fight for
landholders to say no to the
industry.
None worked harder [than
George] to fearlessly challenge the powers threatening his beloved farm, the
groundwater it relies on and
the future of his family and
local community.
I would like to conclude this
article by quoting Georges
daughter Helen, who made
a statement on behalf of the
Bender family to the nations
media.
In the end, George Bender
died from a broken heart,
at witnessing first-hand the
tragedy unfolding around
him. He fought to protect
the air, land and water from

the inevitable permanent

damage that this industry
is causing, and has caused,
overseas.
His struggles were not just
for himself and his family,
but for the whole country
that depends on the agricultural and environmental resources unique to the Western Downs area.
He was prepared to fight
for what he truly believed
in and call others to account.
The tragedy is, in fighting
for his country, his struggles
are now his legacy, but it is
the determination of those
who have known and loved
George Bender that his sacrifice not be forgotten.
What is your opinion?

Your computer uses Random Access Memory (RAM) to

hold program code and process instructions that you
give your software when computing. When you turn your
computer off, RAM loses the data that was used during
the computing session. When you restart your computer
the data from the operating system and the programs
you start is once again loaded into the computers RAM.
(Although modern RAM still retains small portions of data
as either dynamic DRAM or static SDRAM.)

MEDAL

South Street
Success
Pentland Calisthenics
What a way to finish off the competition
season.
The Intermediates have won the Division
4 Aggregate at the prestigious Royal South
Street Society Eisteddfod. They won the
aggregate on 36 points, 13 points ahead of the
reserve aggregate winner on 23 points. They
also won the Vi Graham Memorial Trophy for
highest overall aggregate points in Division
4. Usually this is awarded to the club that
amasses the highest number of aggregate
points across all age groups Sub Juniors
through to Seniors. The Intermediates are
the only team at Pentland in Division 4 and
they were awarded the trophy on their own
merit - another testament to how well they
performed.
The competition for the girls started
on Tuesday evening when they were to
perform Aesthetics, Song & Dance and

Revue, placing 1st, 3rd and 1st respectively.

Wednesday morning they were back at the
theatre to perform March (1st), Clubs (2nd)
and Free Exercise (1st). At this point they
were 11 points ahead for the Aggregate so
knew they had won before going on stage to
perform their final item - Rods. It was very
exciting back stage and the girls could just
go out and enjoy the performance with no
pressure. Enjoy they did and were awarded
the first placing in this item as well. The
coaching team was ecstatic and proud of the
15 girls.
Coach Kate Bennett said What an amazing
year. The girls have achieved so much. I
have never worked with such a challenging,
inspiring and motivated group of girls.
This is our first year in Division 4 and we
have walked away with 4 Aggregates, a
Reserve Aggregate and a Perpetual Trophy
from Ballarat. Im so very proud of all of
them.

Bendigo (Junortoun) based

trainer Bruce Morgan was
awarded harness racings
most prestigious prize The
Gordon Rothacker Medal at
a gala dinner held at Tabcorp Melton on Sunday.
Morgan, originally from
the Swan Hill district, has
spent a lifetime involved in
the sport, having trained a
number of more than handy
standardbreds over the
years - the most notable being 1996 NSW Derby winner
Denver Gift and 1999 Victoria and Australian Oaks victor Mother Courage.
Bruce has cut down the
size of the team these days
to around six and is always available to assist any
youngster wishing to break
into harness racing.
Eight year old Life Sign/
Pebbles gelding Im Barney
Rubble looked to be a handicapping certainty in the
Swan Hill Pace for C6 or better class over 2240 metres,
but had to pull out all stops
to land the day.
Trained and driven by Meltons Lance Justice, Im Barney
Rubble starting solo on the
second row possied three
back in the running line

with Whenmechief holding

the lead from the pole.
Making the home turn four
wide as Diamond Ace (one/
one) eased three wide, Im
Barney Rubble in a punishing finish scored by a head
from Daylight Dan along the
sprint lane from three back
the markers. Diamond Ace
was a nose away in third
place. The mile rate 1-58.5.
Justice brought up a double after highly touted Kiwi
bred 4-Y-0 gelding Love Ina
Chevy greeted the judge in
the Pace for C2 & C4 class
over 1750 metres in similar
style, returning a slashing
mile rate of 1-55.3.

with Montu (Zac Phillips),
while Beau Tindale snared
a training double Queen
Of Kings (Rod Petroff) in
the 3-Y-0 Pace over 1650 metres in 2-00.2 and Our Mels
Dream (Nathan Jack) the
Claiming Pace over 2150 metres in 1-58.

At Terang on Monday, popular Balliang trainer/driver

Ginger Gleeson was successful with 7-Y-0 Heartland
Hanover/Safely
Scootin
gelding Happy Hombre in
the Trotters Handicap for
T0 or better class over 2180
metres.
Raced by wife Christine and
son Troy, Happy Hombre
was given the run of the race
from 10 metres following the
pacemaker Mowbray Mates
drawn next to him, before
using the sprint lane to gain
the day over Eddie Conroys
No Trumps No Glory (one/
one) and Mowbray mates in
a mile rate of 2-06.5.

Long Forest pair Andy and

Kate Gath landed a stable
double at Tabcorp Park Melton on Friday 6-Y-0 Majestic
Son/Cyclone Vance gelding
Glenferrie Typhoon taking
the Trotters Mobile for TM1
to TM3 class over 2240 metres, leading for most of the
trip to register a 8.2 metre
margin in advance of Sun
Of Sonoko and Cold Sister
in 2-00.4, while recent Kiwi
addition Three Ways (Mach
Three/Grace Way) scored a
first up victory in Oz when
successful in the 3-Y-0 Pace,
winning as he pleased by
34.5 metres from The Jet
Player which led and Casino
Tommy in 1-57.3.

Both Yarra Valley and Cobram raced on Melbourne

Cup Day, with Balance Point
scoring at Yarra Valley for
Jaime Madruga (Parwan)
and Comigal for Brett Cargill (Melton) at Cobram.
Yarra Valley raced again on
Thursday and Melton was
well represented in the win-
