Upon Procedures-Opening Balance Correction (OBC) assignment with regard
to the migration of another accounting system implemented by the Council
for Development & Reconstruction (CDR).

Grant Thornton performed an assessment of the migration of contract data
from the CSR (Contract Summary Reports) extracted from CDRs older
project contract system and onto the new program CDR has implemented.
Grant Thorntons work and output mainly encompassed the following:
Vouching the payments on the older program to the current one. This
process ensures that all payments as per the older system (especially the
movement of domestic and foreign funds) are properly identified and
classified as per the new system and requirements.
Clearly identifying any sources of discrepancies between the older
program and new program payments/disbursements.
Review all payments together with the related supporting documents.
Ensuring that all payments on the current program are properly
disbursed as per the Debt Management and Financial Analysis System
(DMFAS).
Drawing a conclusion regarding the above findings, and providing the plan
of action for modification of the findings.

Our company in association with Sofrecom (French Telecom Company)
along with its sister concern, GTCPL & Co were awarded the contract for
technical audit Pakistan Telecommunications Corporation Limited. This

study was a prelude to the privatisation process that is currently underway.


With over 50,000 employees, PTCL is one of the largest state-owned
enterprises in the nation. Our primary objectives in this project were to
review the current personnel assessment, review PTCL training system,
capacity and results assessment. We conduced assessment of Telecoms
social environment impact on HR in PTCL, undertook assessment of PTCL
service regulation and make recommendation for its revision, reviewed the
current tools of PTCL HR management. To undertake this assignment,

manufacturing units in Pakistan in which 48% ownership is held by Abu
Dhabi National Oil and 52% by Government of Pakistan. GTCPL along with
Standard Chartered Bank was awarded the mandate by ADNOC to review
the operations of the PAFCO so as to optimize its value prior to ADNOC.
