The Islamic Republic of Afghanistan, Ministry of Energy & Water has applied
for a grant from the International Development Association toward the cost
of Irrigation Restoration and Development Project, and it intends to apply part
of the proceeds of this grant to payments for hiring the services of following
qualified national individual consultants.

responsibilities which include following:

Control Officer

1. Develop and implement an effective

capacity of regional project staff in the

contractors to discuss issues and problems
affecting progress and take corrective measures
in consultation with PCU Regional 5.

of the PCU Director to ensure completion of
works on time.
6. Carry out joint measurements with the
contractor to verify the Interim Payment
Certificates (IPC) and the final payment
certificates(FPC) submitted by the contractor
and recommend to the Director for payment.
7. Review all Claims/Variation Orders
submitted by the Contractor and provide advice
to the PCU Director on the validity of the
Claim/Variation Orders and their effect on the
construction schedule and the cost of the
project.
8. Inspect the works and guide the counterpart
staff to ensure quality of the sub projects'
activities implemented in the field including the
material used for construction of sub projects
within the region.
9. Guiding and leading the counterparts for
using proper methods for testing and proper use
of construction materials and equipment in the
field.
10. Participate in training courses and conduct
on-the-job training for the site implementing
staff/companies, site supervisors and
communities in quality control measures and
use of testing tools/equipment.

11. Act actively as a member of the Quality

Assurance Group under the overall guidance of
the Construction Management and Quality
Control Officer in the project management.
Inspect and report on the performance of the
outsourced Construction Supervision and
Quality Control in the region conducted by
consulting firms.
12. Monitor the bid evaluations with guidance
and recommendations to the regional team on
the proper procedures to select local
contractors.
13. Monitor the adherence of the contractors in
the field to the quality control requirements by
having a qualified engineer on the site, concrete
mixers, sieving set, vibrator, etc. as applicable.
Submit suitable recommendations on
controversial cases.
14. Monitor the use of OK Cards, construction
manual and specifications on the site with
continuous tracking and guidance on the use of
the site logbook.
15. Monitor the use of testing tools/equipment
on the construction sites to meet quality
standards.
16.Guide on the proper use of manuals related
to quality control at different levels such as
community, site supervisor engineers and
companies with the help of the NPC/Training
Coordinator.
17. Promote the exchange of information on
quality control with the Management Office.

NRTL.
The Project Coordination Unit (PCU) of Project: Irrigation Restoration and Development Project
(IRDP) under Ministry of Energy and water now invites National eligible consultants to indicate
their interest. Interested eligible candidates must provide information indicating
that they are qualified to perform the services and are invited to submit their
CV (Curriculum Vitae), including employment records, description of similar
assignments carried out, experience in similar conditions, availability of
appropriate skills etc.
The covering application letter should indicate that he meets all the required qualifications and
experience (as mentioned above) quoting references to various paragraphs of CV to
demonstrate this.
A consultant will be selected in accordance with Section V Selection of Individual Consultants
procedures set out in the World Banks Guidelines: Selection and Employment of Consultants by
World Bank Borrowers (May 2004 as revised in October 2006 and May 2010).
