PROBABLE CAUSE
[On 11-15-15 at 2050 hrs DCSO received a calll in reference to a CSP Trooper being hit by a vehicle and lying
in the highway (this was on southbound I-25 at mm176). Additionally, two Troopers on scene, who
ultimately reported that the female Trooper (later identified as Trooper Jaimie Jursevics, DOB HED) was
deceased. It was further reported that the suspect vehicle left the scene of the crashTt was later learned through interviews that CSP Trooper Jaimie Jursevies was assisting Trooper Stranges on
southbound 125 at MM176. Trooper Jursevies parked her vehicle approximately 100 yards to the north of
‘Trooper Stranges to provide safety while he completed a crash investigation. Trooper Stranges was parked on.
left shoulder completing his investigation. Trooper Jursevies was also parked on the left shoulder.
During this time, Trooper Jursevics was dispatched to a REDDI (Report Every Drunk Driver Immediately) |
report southbound 125 near MM176. Trooper Jursevies telephoned the RP and attempted to gain location
information. The REDDI RP was reporting his location as he was approaching Trooper Jursevies’ patrol
vehicle. This RP was driving behind the REDDI vehicle. The RP could visually see Trooper Jursevics* patrol
vehicle with the activated overhead lights. The RP told Trooper Jursevics that he was $ seconds away. As this
‘occurred, he could see the female trooper shining a flashlight toward the ground in the number one lane of
traffic. It appeared that Trooper Jursevics was attempting to direct the REDDI vehicle to the side of the
highway. The RP reported that Trooper Jursevies was hit by this vehicle and he could see the trooper's
flashlight fly through the air. The RP also heard Trooper Jursevies scream over the phone. He immediately
stopped on the right shoulder of the road and called 911. He could see the trooper lying in the middle of the
road. The REDDI vehicle continued driving after Trooper Jursevics was struck
‘Trooper Stranges heard via CSP dispatch radio that a female trooper had been struck by a vehicle. He
determined that it was Trooper Jursevies, who was behind him during his investigation. Trooper Stranges
quickly made a u-turn on the highway and observed Trooper Jursevics lying in the middle of lane #1, face
down. There was blood running and pooling from her body. She was not moving and Trooper Stranges could
not obtain a pulse. Emergency medical services arrived and determined that Trooper Jaimie Jursevics was
deceased.
Officer Jim Deyoe with Palmer Lake Police Department received a description of the vehicle that fled as a
black Cummings truck with a temporary tag. Officer Deyoe pulled over near Spruce Mountain Ranch to wait
for this vehicle, He noticed a vehicle that had front end damage but the truck was white, He pulled behind the
truck and noticed that it was black in color from the rear. The temporary plate was posted on the back
windshield and was obscured. Officer Deyoe initiated a traffic stop with overhead lights. The truck continued
approximately % of a mile before pulling to the side of the road. He contacted the driver, identified by
driver’s license as Eric Henderson, DOB [EEE and asked what happened to his vehicle (referring to the
damage). Eric Henderson said, “Nothing.” Officer Deyoe observed that Eric appeared to be under the
influence of alcohol. The driver’s eyes were glassy, watering, his speech was slurred and he showed slow
motor skills. Officer Deyoe asked Eric to step out of the vehicle, to which he complied. Eric and Officer
Deyoe went to the rear of Erie’s truck. Officer Deyoe patted Eric Henderson down for officer safety. He then
placed Eric Henderson in handcuffs and advised him that he was being detained for DUI and Hit and Run.
Eric Henderson was subsequently transported to Castle Rock Adventist Hospital for a blood draw.
Corporal Brian Cogil responded to Castle Rock Adventist Hospital. He learned that the passenger of the
suspect vehicle, Craig Whitehill just completed a consensual blood draw. Additionally, Eric Henderson
refused voluntary roadside maneuvers. A blood draw was performed on Eric Henderson under exigent
circumstance. Corporal Cogil completed a search warrant for the blood draws after the first draw.
‘warrant was approved and signed by Judge Slade. Cpl. Cogil showed Henderson a copy of the search warrant.
Henderson stated he wanted a copy before giving consent for the blood draw. DCSO Deputy O'Harold |
arrived with a copy of the signed warrant and at 01:09, the second blood draw was completed. Eric |
Henderson was transported to Douglas County Sheriff's Office Investigations interview room. |
