2. SCOPE OF WORK:
The Proposed Project by West Bengal Electronic Industry Corporation is located on 1.5
acres (around 6070 Sqm) of land with Floor area ratio (FAR) as 5.9 and ground coverage
around 40% which includes the establishment of
IT Facilities with Office space in modules and facilities like Meeting room, Call
rooms, Switch rooms, Lab rooms, Mail room, Server rooms, Training rooms to be
planned as warm shell and suitable to lease/ rent out to organization/ individual
entrepreneurs and other supporting facilities like Rest rooms, Air handling unit
(AHU) rooms, Electrical room, Tea Break area, Videoconference room/
Conference room to be planned in each floor plate.
Biotech Facilities with
1. Incubation Facility - Dry/ Wet Laboratories with Office space, Meeting room,
Equipment room, in modules to be planned as warm sheli and suitable to lease/
rent out to organization/ individual entrepreneurs, and other supporting facilities.
2. Common Instrumentation facilities
3. ln - Silico Biology Facility
4. Ware house
5. Supporting facilities like Rest rooms, AHU rooms, Electrical room, Tea Break area,
Videoconference room/ Conference room to be planned in each floor plate.
Business Support Centre for both IT Facilities & Biotech Facilities with Information cell,
Communication cell, Project Support cell, Finance & Accounts, Human Resources, Legal &
Intellectual Property rights Cell, Marketing and sales, Documentation centre, Public
relations etc,
Recreational Facilities common for both the areas
Food court serving MultI-cuisine with Kitchen to be planned as warm shell to lease/ rent out
to different outlets, First-aid / Medical facility, Conference rooms, Convention Halls.
Double Basement +Stilt + Surface area for Parking
Infrastructure facilities like Service building for power supply, UG Sump & Pump room, AC
Plant, Deinonisation plant, Demineralisation plant for pure water, Boiler room for hot water &
steam, Overhead Tank, Waste water treatment plant, Sewage Treatment Plant, Common
Effluent Treatment Plant, Waste Segregation & management systems, Telecom Connectivity,
Dedicated High Speed Internet Connection, Roads, Footpaths, Compound wall, Parking and
Landscaping the entire site.
The activities required to be carried for completion of the Project include but not limited to:
i.
IT Facilities - Offices Spaces in modules as warm shell (Planning including functional analysis,
work-flow analysis etc. Services Up to AHU Room ie., Including AHU with ducting & fire
dampers to each IT Space.) - Design development including preparation of Architectural brief,
design concept, concept for services etc.
ii.
Biotech Facilities - Wet Laboratories in modules as warm shell, Common Instrumentation
facilities, In-Silico Biology Facility {Planning including functional analysis, work-flow analysis etc.
Services Up to AHU Room i.e., Including AHU with ducting & fire dampers to each BT Space.)

- Design development including preparation of Architectural brief, design concept, concept for
services etc.
Detailed design engineering including architectural design and construction documents,
structural engineering, electrical engineering, fire detection and protection plan, heating
ventilation and air conditioning system, laboratory gases and manifold plan, plumbing and
sanitary plans, communication and networking plan, and waste segregation and management
etc.
Getting approvals / permissions of the statutory / local / governmental agencies excluding
Environmental Impact Assessment clearance.
Building construction and installation of all services and making the building services fully and
functionally operative (Establishing Connectivity to all Laboratories/ Office spaces)
Procurement and installation of all external signages to be considered.
Submission of the completion (i.e. 'as-built') drawings and other related documents, both a hard
copy and the soft copy in Auto CAD and other software used for the purpose.
Providing necessary power and water for the newly constructed facilities including distribution
transformer, municipal water supply, sump, overhead water tanks, water treatment plant and
providing demineralised, deionised, distilled, ultra pure water supply for laboratory/ drinking
requirements.
And also providing Diesel Generator(DG) sets capable of handling the entire power
requirements of the proposed facilities, Air- Conditioning Plant, Gas Manifold System Compressed air, vacuum, etc. capable of catering to all the laboratories.
Sewage and waste disposal and all waste water and solid waste generated by Laboratory must
be handled (Management & Handling) according to the document if any issued by the Ministry
of Environment and Forest; Government of India and should be addressed in the design of
waste management.
Clearance of site before Handing over of the facilities after fulfilling all the obligations under
"Employer's Requirement".
Procurement, installation, testing and commissioning of laboratory/ safety equipments as per
employer's requirement has been excluded.
Procurement and installation of all loose furniture and fixtures including internal signages has
been excluded from the scope apart from the laboratory benches provided in the Common
Instrumentation facility.

service shafts for Electrical & LV lines, BMS lines, HVAC lines and Fire protection lines.
ii. a. Incubation Facility - It is of typically a ready to use wet laboratory to allow research and
development activities with all support facilities like water, direct ventilation and specialized
piped utilities. All the facilities and laboratories shall be designed as per the International
standards and shall confirm to Good Laboratory Practices (GLP) standards.
The customers can develop their own customized R&D labs of Bio-Safety Level (BSL)2
standards, upgradeable to BSL3, in accordance with GLP standards.
Wet Laboratories and supporting facilities like with Office space, Meeting room, Equipment room, in
modules to be planned and to be rendered.
Modular Laboratories to be planned in two different ways:
a. 150Sqm-12 Nos.
b. 300 Sqm - 5 Nos.
The smaller modules of laboratories are designed as closed labs and the remaining bigger modules
are open ones. The closed iabs are based on accommodating the individual principle investigator
with his separate staff, equipment and bench space. These labs are mainly for individual scientists
and entrepreneurs. The open ones basically support team based work and the concept is based on
accommodating multiple investigators, in which researchers share not only the space itself but also
equipment, bench space and support staff.
All the laboratories will be equipped with island/ peninsular work benches, refrigerators, freezers and
the other latest equipments and other connectivity options by the leased/ rented owners.
ii. b. Common Instrumentation facilities includes Antibody & Antigen core facility, Cell tissue
culture laboratory, Basic research Laboratory, Chemistry laboratory, Analytical laboratory,
Proteomiesi Imaging facility, Cold rooms etc, occupying around 1600 Sqm. approximately.
It would be located centrally with respect to the Incubation facility. The lab floor would be
connected to the facility through a dedicated corridor.
Each laboratory to be planned as a self-sufficient module with all its support facilities. All the
labs to be planned and provided with Island laboratory work benches, Peninsular/Peripheral
workbenches & overhead / under counter storage cabinets. Each lab to be planned and
provided with minimum two eye wash facility and a common shower area.
All the labs are to be rendered with all the services like Electrical, LV, BMS, FPS, Steam,
Hot water, DM water, Di water, Compressed Air and Vacuum etc. The room temperature for
ali the labs to be planned at temperature / rh as stipulated in Air conditioning Section.
ii. c. In-silico Biology Facility will be providing programming and scripting, experimental design,
data analysis, image processing and molecular modeling.
It includes data analysis and processing laboratory, data centre, molecular modeling
laboratory, microarray analysis laboratory and other imaging analysis and occupying around
450 Sqm, approximately.
it would be located centrally with respect to the Incubation facility. The lab floor would be
connected to the facility through a dedicated corridor.
The facility are to be rendered with all the services like Electrical, LV, BMS, FPS, Steam, Hot
water, DM water, DI water, Compressed Air and Vacuum etc. The room temperature for the
areas to be planned at temperature / rh as stipulated in Air conditioning Section.
ii. d. Ware House:
It accommodates the following facilities like Freezer rooms, Storage rack units for laboratory
apparatus, chemicals and Store rooms for hazardous chemicals occupying around 250
Sqm. approximately.

The following safety equipment shall be provided in both the Incubation facility and shall
be rendered in Common Instrumentation facility

Fire safety
In addition to these common pipelines for Hot water, DM water, Di water, Steam, LPG Gas,
Compressed air, Vacuum and other service lines are also to be provided to all the lab floors
through closed duct systems and would allow best laboratory practices. Service lines must
also have connectivity to warehouses.
Locker facilities for the inmates are to be provided in all the lab floors.
Business Support Centre for both IT Facilities & Biotech Facilities occupying around 840
Sqm.
The following cells has to be designed to assists the tenants and other biotech units operating in
the campus to commercialize the product.

d. Recreational Facilities common for both the areas
e. Food court serving Multi-cuisine with Kitchen to be planned and rendered as warm shell and Firstaid / Medical facility, Conference rooms, Convention Halls to be planned and rendered.
f. Double Basement +Stilt + Surface area for Parking
g. Infrastructure Facilities:
i. Water supply systems must include cold, hot, chilled, and distilled / de mineralised water
systems. Special care should be taken to ensure adequate and constant pressure of water is
supplied to all parts of the building, as some specialized laboratory equipment may require
more than minimum pressures.
ii. Waste Segregation & Management care to be taken to differentiate solid & liquid wastes
at generation. For wastewater handling two types of sinks in each fab such as normal sinks
that drain water and sinks with copper tubes that drain water containing hazardous wastes
such as radioactive elements & chemicals to the effluent treatment plant are to be planned
and to be rendered in Common Instrumentation Facility. Similarly for solid waste generation
proper methodology for disposing off the wastes from the laboratory such as solid waste,

hazardous & infectious wastes & non hazardous wastes are also to be planned.
Common effluent treatment plant (CETP) to be planned for the development with primary,
secondary and tertiary treatment.
The main components of the CETP are screen chamber, sump cum pump house, detritor,
equalizing tank, chemical coagulation tank, primary clarifier, anaerobic digestor/ aerated
lagoons and secondary clarifier. The sludge from the CETP will be taken to the sludge drying
bed.
iii. The power supply has to be planned mainly for the centralized air conditioning system,
lighting system of labs, offices and other facilities, power consumption of equipments/
computers/ printers, power consumption for water and waste water collection &
treatment, fire protection system and safety equipments etc.. All the facilities are planned
with complete DG backups. Street lighting are also to be provided to all the roads, foot
paths, landscaping.
iv. The total delineated site has to be beautifully landscaped with both soft & hardscape
concepts. The landscape would include lawns, shrubs & avenue trees & large trees to
suit the local vegetation.
v. Gas Yard: Dedicated gas supplies to the facilities must be proposed closer to the
buildings. This would house gas yard and gas manifold for the facilities.
vi. Fire Protection Facilities: Fire fighting measures are most important for any setup and
the same has to be designed with care for the proposed facilities. Each lab has to be
planned with fire fighting cylinders. Smoke detectors/ Sprinklers are to be established at
all levels. Fire hose reels are positioned strategically to cater to the emergency
situations.
vii. Energy Conservation for Operational Sustainability: The exterior elements and the
building systems to be proposed must be governed by well thought design guidelines and
proven global practices.
viii. Security & Safety Systems: Interlinking the data communication networks inside the
building to the building automation system at several levels, any of the tenants may be
allowed access into the BAS through a multilevel password access system.
ix. Telecommunication Networks: Common type of tenant service being associated with
the concept of the intelligent buildings have to be planned and would be rendered by
the tenants.
x. Integrated Building Management System with Automatic Billing for Both Electrical &
Mechanical Systems. Integrated Building Management System for all Services in the
Building for Control & Operation as per the details furnished in the respective section to
be considered as part of scope. Also Using Ultrasonic Type BTUH Meters with Match
Pair Sensors to be considered for measurement of AC Usage at each tenant space
apart from one at the Plant Room. Also Dual Source Energy Meters should be captured
at all points for Electrical Consumption. IBMS Control room to be fully furnished with all
furnitures apart from the controls with Dual AC System (1 Working for 12 hours & 2 nd
for remaining 12 hours in a day operation) . IBMS Control room to be located in the
common area as per the Space Planning Details furnished above.
4. GENERAL DESIGN REQUIREMENTS
The project shall be designed accordingly and constructed at par with the international
standards and equipped with the internationally accepted equipments.
The design should be fit for the purpose intended and there should be scope for further
developments that may be planned in the future for the facility. The developer is encouraged to

use innovative design components and latest technology available for the purpose of the
project.
Basic features that should be considered and incorporated in the design:
Cultural responsiveness: The culture of staff/visitors shall be considered in the overall planning
of the facility.
Sustainable Design: Sustainable design, construction, and maintenance practices to improve
building performance shall be considered in the design.
The basic components of Sustainable design desired are:
i. Site selection and development - Design to minimize negative environmental impacts
associated with buildings and related site development.
ii. Waste minimization: Design to support the minimization of waste in construction and
operation,
iii. Water quality and conservation. Evaluate potable water quality and conservation
iv. Energy conservation. Consider energy conservation in facility development. Proper
planning and selection of mechanical and electrical systems, as well as efficient utilization
of space and climatic characteristics, can significantly reduce overall energy demand and
consumption. Design for energy conservation shall not adversely affect patient health,
safety, or accepted personal comfort levels. Architectural elements that reduce energy
consumption shall be considered part of facilities design,
v. Indoor air quality. The impact of building design and construction on indoor air quality
shall be addressed. Minimize impact from both exterior and interior air-contamination
sources. Minimum additional 30% Over & Above ASHRAE Latest Standards should be
considered while estimating loads.
vi. Impact of selected building materials. Address the environmental impacts associated
with the life cycle of building materials.
Light and views: The design should maximize natural light, views, and access to the outdoors,
as appropriate.
i. Access to natural light should be achieved. Examples include windows at the ends of
corridors, skylights into deep areas of the building in highly trafficked areas, transoms,
and door sidelights.
II. It should provide a garden or other controlled exterior space, accessible to building
occupants.
Setting and organization of the building should respond to and prioritize unique natural
views and other natural site features.
Clarity of access (way-finding)
i. Entry points to the labs should be clearly defined from all major exterior circulation
nodes.
ii. Clearly visible and understandable signage and visual landmarks for orientation
should be provided.
iii.
Boundaries between public and private areas should be well marked, and clearly
distinguished.
iv. A system of interior "landmarks" should be developed to aid occupants in cognitive
understanding of destinations. These may include water features, major art, distinctive
color, or decorative treatments at major decision points in the building. These features
should attempt to involve tactile, auditory and language cues, as well as visual
recognition.

Control of Environment:
i. Every effort should be made to allow individual control over as many elements of the
environment as possible and reasonable, including but not limited to temperature,
lighting, and privacy.
ii. Building design should address individual contra! over the thermal environment,
through carefully considered zoning of mechanical systems.
Privacy:
Lounges, Rest rooms to be provided at all locations.
Safety and Security:
i. Attention should be given to balancing readily accessible and visible external access
points to the facility with the ability to control and secure all access points in the event of
an emergency. Factors such as adequate exterior lighting in parking lots and entry
points to the facility, and appropriate reception/security services are essential to
ensuring a safe environment.
ii. Since the strict control of access to a lab facility is neither possible nor appropriate, safety
within the facility should also be addressed through the design of circulation paths and
functional relationships.
iii. Provisions for securing the personal belongings of staff, visitors should be addressed.
iv. The physical environment should be designed to support the overall safety and security
policies and protocols of the institution.
Finishes:
i. In any design project, the selection of a color palette should be based upon many factors,
including the building population, anticipated behavior in the space, time of encounter and
level of stress. The color palette selected should be suitable and appropriate for the
specific environment, taking into account the specific activities conducted in that
environment.
ii. Finishes and color palettes should respond to the geographic location of the facility, taking
into account climate and light, regional responses to color, and the cultural characteristics
of the community served.
iii. The effect on staff/visitors of materials, colors, textures, and patterns shall be considered in
the overall planning and design of the facility. Maintenance and performance shall be
considered when selecting these items.

Water features:
i. Open decorative water features such as fountains etc.
5. DOCUMENTS TO BE SUBMITTED WITH DESIGN
The Contractor shall submit with his design all the documents and the references used in the
design. The Contractor shall also submit desired number of copies of the following:
i. Detailed drawings including the structural drawings, architectural drawings, MEP Services
Drawing, Equipment Single Line drawing, Scope Matrix indicating what is considered in
the scope & what not, Single Line Diagrams in Two Colors indicating Scope Deliniation,
Load Matrix, Design Assumptions, Conformity Chart to the Specifications, Deviations if
taken in a separate Sheet, Data Sheets of the all Equipments in the Industry Standard
Format etc.
ii. Standards and specifications being followed in the design and for materials to be used
in a consolidated tender form.
iii. Write-up emphasising:
a) Efficient Space Management
b) Energy Efficiency
c) Aesthetics
d) Approach to cost-effectiveness
e) Durability of structure
iv. List of makes for the various items,
v. Tests to be carried out at Manufacturers Facility before dispatch of the Equipment. It
should be noted that Clients needs to be informed well in advance on the tests (either
in India / Abroad) to witness the performance. It should be noted approx 4 people from
clients team would accompany for all tests and necessary arrangements in
transportation, boarding & lodging etc., to be taken care by EPC Contractor and same
to be accounted in his costing.
The Contractor shall submit to the Employer and the Engineer all Design Data, together with
the relevant Design Certificates certified by the Contractor. In the event that a re-submission of
Design Data is required, such re-submission shall be made as soon as practicable after the
receipt of the relevant statement of objections. All submissions of Design Data shall be
submitted in 4 copies.
6. MAINTENANCE AND TRAINING REQUIREMENTS FOR SYSTEMS, MACHINES AND
EQUIPMENTS
Arrangements shall be made for demonstrations before trial run and at the time of commissioning
of the systems and equipments by the Contractor.
Operation and Maintenance Manual shall be supplied to the Employer for the new equipments
and latest machinery. Training for O&M personnel of the employer has to be arranged
7. PERIODICAL PROGRESS REVIEW
Periodical review of the progress of the project shall be carried out in every 21 days and at
anytime desired by the Employer. For this purpose the Contractor shall prepare and submit the
progress reports as stated in the Contract.
The contractor shall keep at site a latest copy of the following:
i.

The Contractor's Documents shall include but not limited to the technical documents as follows:
a) Construction Drawings Detailed including any modifications etc.
b) List of Codes, standards and specifications being followed.
c) Documents required to satisfy alt regulatory approvals,
d) A complete set of "as-built" records of the execution of the Works, showing the exact
as-built locations, sizes and details of the work as executed.
e) Any other document which the Engineer instructs from time to time
ii. Design documents as mentioned above.
iii. Operation and Maintenance Manuals
8. QUALITY CONTROL
The Contractor must ensure that the works satisfy the quality standards as per international
standards and to the satisfaction of the Employer. The contractor shall submit his quality plan in
accordance with the above
The works, plant and materials shall be subject to tests from time to time as per best practices in
the industry. Wherever mentioned in the Contract, the tests must be carried out at the
Contractor's expense. The contractor will keep necessary facility, as far as applicable, for testing of
materials/equipment at site
The materials shall be procured from reputed vendors approved by the Engineer. The
Contractor must also supply samples from time to time to the Engineer for his approval.
The Contractor shall also carry out the tests as and when required by the Engineer.
9. TESTS AFTER COMPLETION
After completion of the project, the Employer may carry out the tests after completion which shall
be carried out under normal operating conditions to assure that the systems performs well
under normal operating conditions.
These tests will include but not limited to:
i. System specific tests and equipment specific tests
ii. Any other test which Employer intends to carry out to check the stability and reliability of
the system.

construction with a micron rating not less than 10 microns working in conjunction with
stainless steel pump of 2cubic meter capacity. This filtration system shall be operated
only during every weekends for eight hours or more , if required. Do not use an acid type
cleaning agent that will damage steel, galvanized steel, polypropylene or internal copper
components.
For the customized maintenance program of BAS applications ,parts replacement
services, periodic inspection and verification, calibration checks, modifications to meet
new regulations, standards, failure analysis, emergency services, system enhancement
services etc., shall be provided as detailed in the technical specification.
14. CONSUMABLE MATERIALS
The ACMV Contractor shall supply the following consumable materials as and when
required.
All oils and greases required for lubrication of compressors, fan bearings, motors
bearings, pivots and other moving parts. All refrigerants required to replace refrigerant
losses in the refrigerant systems.
All consumable, filter elements / rolls.
All Chemicals for the correct chemical treatment of the chilled water system.
All carbon brushes required to replace worn brushes in electric motors.
All electric contact points required to replace worn electric contact points in switchgears,
motor starter gears, electronic control gears and electric relays.
All electric fuses required to replace blown fuses.
All cotton waste, soap detergent and other cleaning materials required for cleaning
purpose.
Necessary quantity cooling water chemicals such as water mate 547 and water mate
706 micro biocides for control destruction of corrosion and scaling due to dissolved
solids, the growths of fungi and algae etc,. Corrosion control shall be done every month
and micro-biological control shall be carried out quarterly per annum.
The cost of these consumable materials shall not be charged for separately by the
ACMV Contractor, but shall be deemed included in the Contract Price.

General
Structural drawings shall be read and used in conjunction with relevant Architectural
drawings. All Structural materials used shall be in conformation with relevant Indian
Standard Codes. Dimensions mentioned in structural drawings will be in millimetre unless
otherwise mentioned.
Analysis
The Building shall be analysed as a Space Frame. The building shall be modelled using
structural engineering software package ETABS 9.1.4. or any other standard proven
software . SI units should be followed for entire analysis and design. The modelled space
frame should be analyzed for Dead Loads (DL), Live Loads (LL), Wind Loads (WL),
Earthquake Loads(EQ), and their combinations as per IS: 1893-2002 (part-1). The Building
should also be checked for story drift. All supports (foundations) of the Building columns and
shear walls shall be considered as fixed joints for analysis. Effective length of columns shall
be considered as per the standard codes of practice. This structure should be designed and
detailed as per Indian codes of practice. All disaster managements practices as specified in
NBC to be followed.
As the structure is quite tall, the lateral loads will be significant. Transfer of lateral loads is
very important & special care must be taken to transfer these loads. Sufficient numbers of
shear walls should be provided for force transfer in lateral direction & to control the
deflection due to lateral loads.
As the vertical & lateral loads are quite high, reinforced concrete bored cast-in-situ piles
shall be proposed as foundation for the main columns and shear walls of main building
portion.

DEAD LOADS:
The dead load in a building shall comprise the weight of all walls, partitions, floors and roofs

SEISMIC LOADS:
Earthquakes cause random motion of ground, which can be resolved in any three mutually
perpendicular directions. This motion causes the structure to vibrate. The response of the
structure to the ground vibration is a function of the nature of foundation soil, materials, form,
size and mode of construction of the structure, and the duration and the intensity of ground
motion. IS 1893:2002 has been used for the earthquake analysis of the present structure. The
relevant parameters based on the location of the building shall be considered for design in
accordance to IS 1893: 2002,

WIND LOADS:
Basic wind speed for the Kolkata region shall be considered as per IS 875-part III for the design
of structure to resist wind forces. The structure shall be designed to safely resist forces derived
based on various parameters and conditions as stipulated in the Indian Standard Codes of
practise.
STRENGTH OF MATERIALS:
Grade of Reinforcement Steel
All reinforcement used shall be high yield strength deformed bars (TMT bars) of Grade Fe-500
confirming to IS 1786 indicated with a prefix of with the appropriate bar diameter. All
reinforcing steel used is to be tested and certified through an independent and recognized
laboratory. Manufacturers certificate is not accepted. Also the source of supply should be from
reputed companies like SAIL, VIZAG Steel, & TISCO.
Grade of Cement
Minimum Grade of cement to be used for construction shall be 43/53 grade Portland Puzzolona
Cement conforming to IS 8112.
Grade of Concrete
Minimum Grade of concrete will be as per codal provision confirming IS 456: 2000, for
MODERATE environmental exposure condition. Use of different Grades of concretes for the
structural elements as per the design requirement shall be permitted. The application of grade
of concrete shall be solely governed by the design requirements. The minimum cement content
for different grades of concrete subject to MODERATE environmental exposure condition shall
be as per IS 456:2000.Minimum Grade of Concrete adopted for design shall be M25 and
maximum grade as per design requirement.

In general, the building should be designed for a fire rating of 2 hours.
Expansion Joint
Double columns shall be provided for expansion joints if required. The gap between the

1. Earthwork
Excavations for structures shall consist of removal of material for the construction of foundations
for the buildings, water tanks and other structures, in accordance with the design. The contractor
shall provide necessary protection around the excavation wherever needed.
The detailed methodology and excavation program should be submitted in advance and got
approved by the Engineer before proceeding with the same.
i. All the major excavations shall be carried out by mechanical excavator.
ii. While planning or executing excavations, the Contractor shall take ail adequate precautions against soil
erosion, water Pollution etc. Adequate drainage measures should be taken to keep the site free of water
iii. Suitable shoring arrangements shall be permitted by the Engineer in order to achieve safe excavations
wherever needed.
iv. Extra excavations below the prescribed levels shall be filled back with PCC (1:4:8) or as directed by the
Engineer.
v. Earth required for backfilling or other purpose to be stored at site with proper precaution and the surplus to be
removed out of site without causing any hindrance to the activities of the surrounding areas.
The Contractor shall take all reasonable precautions for the protection of any or all existing trees, drains, sewers
of other sub-surface drains, pipes, conduits and any other structures under or above ground, which may be
affected by constructions operations and which in the opinion of the Engineer shall be continued without any
change.
General filling:
The earth used for filling shall be free from all roots, grass, shrubs, rank vegetation et,
brushwood, trees, saplings and rubbish. Fillings from excavated earth/ from borrow pits shall
be done.
i.
Regular horizontal layers each layer not exceeding 20 cm in depth. All lumps and
clods exceeding 8 cm in any direction shall be broken. Each layer shall be flooded
with water for atleast 24 hours, allowed to dry and consolidated to achieve a dry
density of not less than 95% with steel rammer of 1 tonne roller. The top and side of
the filling shail be neatly dressed. The Contractor shall make good all subsidence
and shrinkage in earth fillings during execution and till the completion of the works.
ii.
Back filling in excavated areas like footings, trenches sides of basements
retaining walls and other location shall be done. Final level/dressings of
excavations shall also be done.

Formwork:
i. Forms shall be used wherever necessary to confine the concrete during vibration to shape it
to the required lines.
ii. Forms shall have the sufficient strength to withstand the pressure resulting from
placement and vibration of concrete and shall be maintained rigidly in position. Adequate
number and size of struts, braces, ties and props to ensure rigidity of forms during
concreting shall adequately support framework. Where props rest on natural or filled
up ground, to avoid any settlement, the soil should be thoroughly compacted and
bases of props shall be of sufficient size as to restrict the bearing pressure on the

wedges only shall be used between the concrete surface and the form if necessary
while removal. Metal wedges, bars or tools shall not be used for this purpose. Any
concrete damaged in the process shall be repaired in accordance with the provisions of
concrete specifications.
v. Immediately after the forms are removed, they shall be cleaned with jet of water and a
soft brush before they are reused.
vi. The Contractor shall not be permitted reuse of any forms which in the opinion of the
Engineer have worn out and have become unfit for formwork. The Engineer may
in his absolute discretion order rejection of any form he considers un fit for use in the
works and order their removal from the site.
4. Steel Reinforcement
Prior to the delivery of reinforcement steel required, the contractor shall submit the
following to the Engineer for review.
(a) Certified copies of mill tests reports including chemical analysis and physical
properties as required by the applicable Indian standards for each consignment of
steel.
(b) Where such mill certificates are not available or if the Engineer feels to subsequent
conformance of the mill test reports, the Contractor shall employ an approved
testing laboratory to perform the required tests and chemical analysis at his cost.
i. Steel reinforcement specifications
(a) Mild Steel of Grade 1 tested quality conforming to IS: 432 part 1
(b) High strength deformed steel bars of tested quality conforming to IS: 1786
(c) Hard drawn steel wire fabric conforming to IS: 1566
(d) Thermo mechanically treated bars conforming to relevant IS code
i. All steel shall be procured from original producers and no rolled steel shall be
incorporated in the work unless permitted by the Engineer.
ii. Only new steel shall be delivered to the site and shall be free from any mill scale, lose
rust, grease, oil, paint or any other deleterious material which reduces or destroys
bond.
iii. Defective, brittle and burnt bars shall be discarded and not included in the work.
Cracked end of bars shall be discarded.
iv. Binding wire shall be annealed steel wire conforming to IS: 280 and minimum 18
gauge.
v. Welding Electrodes shall be ordinary mild steel grade electrodes conforming to IS 814

and shall be of best quality approved by the Engineer. The work shall be carried
strictly as per IS: 2751 and IS: 9417.
vi, While storing, contact with soil should be avoided, proper protection shall be provided
to avoid corrosion and bars of different classification and diameters shall be stored
separately.
Vii The splicing locations of column reinforcement should be as per IS: 13920-1933.
viii. Welding of bars if required shall be done in accordance with IS: 816 A, IS: 2751 and
IS: 9417.

6. BRICK WORK
Bricks shall be machine moulded and shall be free from cracks, flaws and
nodules of free lime. Unless otherwise specified by the Contractor and approved
by the Engineer, they shall conform to BIS 1077. Bricks should be of uniform,
deep red colour (unless otherwise specified), thoroughly burnt but without being

vitrified. They shall be regular in shape and size and shall have sharp and
square edges and parallel faces. Bricks shall emit a clear ringing sound when
struck. All brick work to be done with 1st class bricks.
Commonly burnt clay bricks
a. It shall have nominal dimensions of 250X125X75 mm with a tolerance in
dimensions of +4%.
b. The average compressive strength of bricks of class designation 75 shall not be
less than 75 kg/sq-cm.
c. The average water absorption of bricks shall not be more than 20% by weight

7. PLASTERING
7.1
SCOPE
These specifications cover the use of plastering for masonry and RCC work.
7.2

7.3 GENERAL
7.3.1 Cement Mortar
Cement mortar shall have the proportion of cement to sand as specified and shall comply
with relevant clauses of concrete specifications.

Scaffolding will be double and shall be erected with steel sections or pipes of adequate
strength so as to be safe for construction operations. The contractor shall take all
measures to ensure the safety of the work and working people. Any instructions of the
Engineer in this respect shall also be complied with. The contractor shall be entirely
responsible for any damage to properly or in-jury to persons resulting from ill erected
scaffolding, defective ladders and materials or otherwise arising out of his default in this
respect. Proper scaffolding shall be provided to allow easy approach to every part of the
work. Overhead work shall not be allowed.
7.3.3 Tools and Accessories
Tools and accessories used in plaster work shall conform to IS: 1630. All tools shail be
cleaned by scrapping and washing at the end of each day's work or after use. Metal
tools shall be cleaned after each operation. All tools shall be examined to see that they
are thoroughly cleaned before plastering is begun.
7.3.4 Programme of work in relation to plastering
The programme of other building operations before, during and after piaster-ing shail be
according to the instructions contained in clause 9 of IS: 1661.
7.3.5 General Precaution in plastering
All general precautions as specified in IS: 1661, Clause 9, shall be taken and preparation
of the background shall be done as laid down in IS: 1661, Clause 13. Care shall be
taken to see that other parts of the work or adjacent works are not damaged while
plastering.
7.3.6 Preparatory work
All joints in the face work that is to be plastered shall be raked out to depth equal to not
less than the width of the joints or as directed by the Engineer.
The raking shall be done taking care not to allow by chipping of masonry. In new work
the raking out shall be done when the mortar in the joints is still green. Smooth surfaces
of concrete, old plaster, etc. must be suitably roughened to provide necessary bond for the
plaster. AH dirt, soot, oil paint or any other material that might interfere with satisfactory
bond shall be removed. In the case of stone masonry, scrubbing on the walls to receive
the plaster shall not be more than 12 mm (1/2"). The surface to be plastered shall be
cleaned and scrubbed with fresh water and kept wet for 6 hours prior to plastering. It
shall be kept damp during the progress of the work. The plastering shall not be
commenced unless the preparatory work is passed in writing by the Engineer
7.3.7 Gauges
Patches of plaster 15 cm x 15 cm shall be put on about 3 m apart as gauges to ensure
even plastering in one plane.
7.3.8 Workmanship
Plastering:
In all plaster work the mortar shall be firmly applied with somewhat more than the
required thickness and well pressed into the joints and on the surface and rubbed and
levelled with a flat wooden rule to give required thickness. Long straight edges shall be
freely used to give perfectly plane and even surface. Alt corners must be finished to their
true angles or rounded as directed by the Engineer. The surface shall be finished to
plane or curved surface as shown on the plan or directed by the Engineer, and shall
present a neat appearance. The mortar shall adhere to the masonry surface intimately
when set and there should be no hollow sound when struck. Cement plastering should
be done in squares or strips as directed. Plastering shall be done from top downward.

shall be of class C type as per IS: 712. Surkhi lime or time of equivalent quality may be
used. The lime shall be dissolved in a tub with sufficient quality of water (about 4.5
liters/Kg, of lime) and the whole shall be thoroughly mixed and stirred until it attains the
consistency of thin cream. The wash shall be taken out in small quantities and strained
through a clear course cloth. Alternatively with IS: 63 may also be used. Clean gum
dissolved in hot water shall then be added in suitable proportion of 2 gm of gum arabic to
a litre of lime or whiting to prevent the white-wash coming off easily when rubbed. Rice
may be used instead of gum.
Scaffolding:
This may be double or single according to requirements, if ladders are used, pieces of
old gunny bags or doth rags shall be tied on their tops to avoid damage or scratches to the
wall. Proper stage scaffolding shall be created when white-washing ceiling. The
contractor shall be responsible for accidents if any taken place.
Preparation of Surface:
The surface shall be prepared by removing all mortar dropping and foreign matter and
thoroughly cleaned with wire or fiber brush or other means as may be ordered by the
Engineer to produce an approved clean and even surface. All loose pieces and the
scales shall be scraped off and holes stopped with mortar. In case where the surface
have been previously coloured-washed, the old colourwash must be entirely removed
before the white-wash is applied. In the case of surfaces which have once been whitewashed, the old loose white-wash shall be broomed down. In case, the loose white-wash
cannot be re-moved by brooming, the Engineer may order scraping of the surface.
After cleaning the surface as specified above, the unwanted nails shall be re-moved and
all nail holes, cracks and crevices stopped with mortar similar in composition to the
surface to be stopped. The mortar should be cured.
Application of white-wash:
On the surface so prepared, the white-wash shall be laid. Each coat shall be laid on with
a brush. The first stroke of the brush shall be from the top down-wards, another from
bottom upwards over the first stroke, and similarly, one stroke from the right and another
from the left over the first brush before it dries. This will form one coat. Each coat must be
allowed to dry and shall be subject to inspection before the next coat is applied. When
dry, the surface shall show no signs of cracking. It shall present a smooth and uniform
finish free from brush marks and it should not come off easily when rubbed with a finger.
No portion in the surface shall be left out initially, to be patched up later on.
For new work, the white washed surface shall present a smooth and uniform finish.
For old work, patches and repairs shall be white washed first. Thereafter, the whole
surface shall be white washed with the required number of coats.
Doors, windows, floors and other articles of furniture, etc., shall be protected from being
splashed upon. Splashing and droppings, if any, shall be removed and the surfaces
cleaned
Preparing the surface for white wash including the scaffolding.
Applying the white wash in required number of coats as specified above and prior white
washing of repaired patched.
9.4 Water Proof Cement Paint
Preparation of Surfaces:
The surfaces shall be thoroughly wetted with dean water before the water proof cement

paint is applied.
Preparation of Paint:
Portland cement paints are made readily by adding paint powder to water and stirring to
obtain a thick paste which shall then be diluted to a brushable con-sistency. Generally
equal volumes of paint powder and water make a satisfac-tory paint. In all cases the
manufacturer's instructions shall be followed. The paint shall be mixed in such quantities
as can be used up within an hour of mixing as otherwise the mixture will set and thicken,
affecting flow and finish.
The lids of cement paint drums shall be kept tightly dosed when not in use, as by
exposure to atmosphere the cement paint rapidly becomes air set due to its hydroscopic
qualities.
Application of Paint:
No painting shall be done when the paint is likely to be exposed to a tempera-ture of
below 7 degree within 48 hours after application.
When weather conditions are such as to cause the paint to dry rapidly, work shall be
carried out in the shed as far as possible. This helps the proper hard-ening of the paint
film by keeping the surface moist for a longer period.
To maintain a uniform mixture and to prevent segregation the paint shall be stirred
frequently in the bucket.
For undecorated surfaces, the surface shall be treated with minimum two coats of waterproof cement paint. Not less than 24 hours shall be allowed be-tween two coats and the
second or subsequent coat shall not be started until the preceding coat has become
sufficiently hard to resist marking by the brush being used. In hot dry weather the
preceding coat shall be slightly moistured before applying the subsequent coat.
The finished surface shall be even and uniform in shade without patches, brush marks,
paint drops, etc.
Cement paints shall be applied with a brush with relatively short stiff hog or fibre bristles.
The paint shall be brushed in uniform thickness and shall be free of excessively heavy
brush marks. The laps shall be well brushed out.
Curing
Painted surfaces shall be sprinkled with water two or three times a day. This shall done
between coats and for at least two days following the final coat. The curing shall be
started as soon as the paint has hardened so as not to be damaged by the sprinkling of
water say about 12 hours after its application.
10. FLOOR FINISHES
10.1 Scope
These specifications cover the use of Polished Granite Slabs, Fiame finish granite slabs,
Kotah stone flooring, Vitrified (glazed)flooring, IPS flooring.
10.2 General

10.3 Indian Patent Stone Flooring
(a) Materials
Cement concrete: The cement concrete shall generally conform to specifications for
ordinary concrete. The coarse aggregates shall be carefully selected, sufficiently tough
and hard stone pieces broken in a manner that will provide particles of approximately
cubical shape affording good interlocking. The maximum size of coarse aggregate shall
be 12 mm. The fine aggregate shall consist of properly graded particles. The proportion
of mix shall be M15. The least amount of mixing water that will produce a workable mix
and will allow finishing without excessive trowelling shall be used. Generally a water
cement ratio of 0.5 should suffice.
(b) Workmanship:
The sub-grade in all cases shall be formed to proper levels and slopes, well compacted
and cured.
The top surface shall be kept slightly rough.
The surface of the sub-grade shall be cleaned off ail loose materials and moistened
immediately before laying the concrete floor. The concrete flooring shall be laid in
alternate bays not exceeding 6.25 sq.m (about 64 sf.ft) each. The edge of each into
which the floor is divided should be supported by flat bars of steel or wood duly oiled to
prevent sticking. Their depth shall be the same as that proposed for the finished floor as
mentioned in the item. The bars should be removed before filling in the adjoining panels.
At least 48 hours shall elapse before the concreting in the adjacent bays is commenced.
The concrete shall be laid immediately after mixing. While being placed the concrete
shall be vigorously sliced and spaded with suitable tools to prevent formation of voids or
honey comb pockets. The concrete shall be brought to the specified levels by means of a
heavy straight edge resting on the side forms and drawn ahead with a sawing motion in
combination with a series of lifts and drops alternating with small lateral shifts. While
concreting the adjacent bays care shall be taken to ensure that the edges of previously
laid bays are not broken by careless or hard tamping.
Immediately after laying the concrete, the surface shall be inspected for high or low spots
and any needed correction made up by adding or removing the concrete. After striking
off the surfaces to the required grade concrete shall be compacted with a wooden float.
The blows shall be fairly heavy in the beginning but as consolidation takes place, light
rapid strokes shall be given to complete the ramming. The floating shall be followed by
steel trowelling after the concrete has hardened sufficiently to prevent excess of fine
material from working to the surface. The finish shall be brought to a smooth and even
surface free from defects and blemishes and tested with straight edges. No dry cement or
mixture of dry cement and sand shall be sprinkled directly on the surface of the concrete
to absorb moisture or to stiffen the mix. After the concrete has been thoroughly rammed
and has dried sufficiently to allow rendering to be worked up, surface shad be rendered
with a thin coat of 1:1 cement mortar with fine sand and uniformly floated. If so directed
by the Engineer, approved mineral colour pigment shall be added to the cement mortar
to give the required colour and shade to the flooring. When the cement mortar rendering
is sufficiently stiff, shall be marked on it with strings or by any other device to give the
appearance of tiles 30 x 30 cm or of any other size laid diagonally or square as directed by
the Engineer. The junctions of floor and walls shall be rounded off if so directed.

After the concrete in the bays has set, the joints of the panels shall be filled with cement
cream or with suitable bitumastic compound as shown on the drawings or directed by the
Engineer. Vertical edge of the bays shall be neatly marked on the surface of the concrete
with a pointed trowel after filling the joints.
Finishing: When the rendering is somewhat stiff, neat cement may be sprinkled on
sparingly through a paper pot on the surface and rubbed lightly to give smooth polished
ordinary cement coloured surface. If coloured flooring is required by the Engineer the
approved coloured cement shall be used. Surface shall be protected from direct sun
when it is green.
Curing: Curing shall start on the next day after finishing and shall be contin-ued for 14
days.
10.4 Ceramic Tiles in Flooring
10.4.1 Material
Ceramic Tiles including specials shall be of the approved make, colour, size and quality
and shall conform to relevant IS standards in all respects. Samples of tiles shall be got
approved by the Engineer, who will keep them in his office for verification as to whether
the material brought for use conform to the approved samples.
Cement Mortar 1:4 to be used along with White Cement of approved quality and make.
Size: 300/450 X 300/450 mm
Thickness: Not less than 7mm
10.4.2. Workmanship
10.4.3 Mortar Bedding
The amount of water added while preparing mortar shall be the minimum necessary to
give sufficient plasticity for laying. Care shall be taken in the preparation of mortar to
ensure that there are no hard lumps that would interfere with even bedding of the tiles.
Before spreading the mortar bed, the base shall be cleaned of all dirt, scum or laitance and
loose materials and then well wetted without forming any pools of water on the surface.
The mortar shall then be evenly and smoothly spread over the base by the use of screed
bat-tens to proper level or slope. The thickness of the bedding shall not be less than 12
mm (about 1/2") or more than 20 mm (about 3/4") in any one place. The tiles shall be
laid on bedding mortar when it is still plastic but has become sufficiently stiff to offer a
fairly firm cushion for the tiles.
10.4.4 Fixing Tiles
Tiles which are fixed in the floor adjoining the wail shall be so arranged that the surface
of the round edge tiles shall correspond to the skirting or dado. Tiles shall be laid to the
required slope wherever required. Neat cement grout of honey like consistency shall be
spread over the bedding mortar just to cover so much area as can be tiled within half an
hour. The edges of the tiles shall be smeared with neat white cement slurry and fixed in
this grout one after the other, each tile being well pressed and gently tapped with a
wooden mallet till it is properly bedded and in level with the adjoining tiles. There shall be
no hollows in bed or joints. The joints shall be kept as close as possible and in straight
lines. The joints between the tiles shall not exceed 0.5 mm wide. The joints shall be
grouted with slurry of white cement. After fixing the tiles finally in an even plane, the
flooring shall be covered with wet saw dust and allowed to mature undisturbed for 14
days.
10.4.5. Cleaning
After the tiles have been laid in a room or the day's fixing work is completed, the surplus

cement grout that may have come out of the joints shall be cleaned off before it sets.
Once the floor has set, the floor shall be carefully washed clean and dried. When dry, the
floor shall be covered with oil free dry saw dust which shall be removed only after
completion of the construction work and just before the floor is occupied.
1G.5 Glazed Tiles in Dado
(a) Materials
Glazed tiles including specials shall be of the approved make, colour, size and quality
and shail conform to IS: 777 in all respects. Samples of tiles shall be got approved by the
Engineer. Materials brought for use shall conform to the approved samples
(b) Workmanship
(i) Plastering
Cement piaster of about 12 mm thickness shall be applied to the part of the wall where
dado or skirting is to be fixed. The proportion of mortar shall be as mentioned in the item.
(ii) Fixing of Tiles
Dado or skirting work shall be done only after fixing tiles on the floor. The white glazed tiles
shall be soaked in water for at least 2 hours before being used for skirting or dado work.
Tiles shall be fixed when the cushioning mortar is still plastic and before it gets very stiff.
The back of tiles shall be covered with a thin layer of neat cement paste and the tile shall
then be pressed in the mortar and gently tapped against the wall with a wooden mallet.
The fixing shall be done from the bottom of wall upwards without any hollows in the bed
or joints. Each tile shall be fixed as close as possible to the one adjoining. The tiles shall
be joined with cement slurry. Any difference in the thickness of tiles shall be evened out in
cushioning mortar so that all tile faces are in one vertical plane. The joints between the
tiles shall not exceed 1.5 mm in width and they shall be uniform. After fixing the dado,
they shall be kept continuously wet for 14 days.
(iii) Cleaning
After the tiles have been fixed the surplus cement grout that may have come out of the
joints shall be cleaned off before it sets. After the complete curing, the dado or skirting
work shall be washed thoroughly clean.

Cleaning:
After the tiles have been laid in a room or the day's fixing work is completed, the surplus
cement grout that may have come out of the joints shall be cleaned off before it sets.
Once the floor has set, it shall be carefully washed clean and dried.
Testing:
If any tile is found to be warped, damaged or irregular in shape and size, it shall be
refitted or replaced, properly jointed. The tiling work shall be tested for plumb, line and
level. The surface of the floor and wail surfaces shall be frequently checked with a

10.7 Kotah Stone Flooring
10.7.1 Materials
(a) Rough Paving Slabs
It shall not be thinner than 25 mm. The flag stones shall be hard, sound, durable and
water resistant. Uniformity of size shall generally be maintained for the flags used in any
one room. The stone flags shall be without any soft veins, cracks or flaws and shall have
a uniform col-our. They shall have even natural surfaces free from broken flakes on top
and shall be chiselled on edges to half its depth, true and square to ensure uni-form
width of joint. The evenness of the surface and edges of the slab shall not be marked by
careless dressing of slabs and no patching up shall be allowed for the slabs. The edges
shall be quite straight. The under face may be left as quarried. Samples of stone slabs to
be used and their dressing shall be got approved by the Engineer and the slabs to be
used shall conform to ap-proved sample.
(b) Bedding
The base of cement or lime concrete shall be laid and compacted to a rea-sonably
true plain surface and to the required slopes and level. The amount of water added shall
be the minimum necessary to give just sufficient plasticity for laying and a satisfactory
bedding. Before spreading the mortar, the sub-floor or base shall be cleaned of all dirt,
scum or laitance and of loose material and then well wetted without forming any pools of
water on the surface. In case of R.C.C. floors, the top shall be spread over so much area
as will be covered with slabs within half an hour. The thickness of the mortar bedding
shall not be less than 12 mm and not more than 25 mm.
(c) Fixing Stone Slab
Before laying, the stone flags shall be thoroughly wetted with clean water. Neat cement
grout of honey like consistency shall be spread on the mortar bed over as much areas as
could be covered with the siabs within half an hour. Each flag shall be gently tapped
with a wooden mallet till it is firmly and properly bedded. If there is hollow sound on gentle
tapping of the slabs, such slabs shall be removed and reset properly. The joints shall be 6
mm thick and filled solidly with mortar for their full depth. The flags shall be laid so as to
give continuous parallel long joints with cross joints at right angles to them. The edges of
the adjoining slabs shall be in one plane. Where the slabs cover open edges, of floor or
window sills the edges shall be neatly rounded off.
(d)Pointing
When pointing to be done, the joints shall be pointed with cement mortar of specified
proportion.
When pointing is not specified, joints shall be struck.

Acoustics:
The minimum requirements for the acoustical design are the recommendations in the
National Building Code and the adjoining Indian Standards.
Sufficient sound attenuation of the structural systems must be achieved through
correct dimensioning of mass per unit area including control of both direct sound paths
through the structures and indirect transmission via flanking elements and connections.
Calculations shall be made in accordance with BS EN ISO 12354.
The acoustical regulation of the offices and the facilities for employees is basically
achieved through the choice of effective sound absorption material for the walls and ceilings.
All equipment that is potentially noisy must be selected and installed with consideration to
the necessary precautions to airborne and structurally transmitted sound.
All the external surfaces should be designed to meet and demonstrated to fulfill accepted
limits for reverberation time for their size and use. Measurements shall be in accordance to BS
EN ISO 3382:2000: "Measurement of the reverberation time of rooms with reference to other
acoustical parameters".
Note:
All equipment foundations like transformer, Generators, chillers, Pumps etc the
foundation and supporting structure shall be designed for both static and dynamic loads
as applicable and requirements spelt out by the manufacturers.

POINTS THAT NEED TO BE INCORPORATED IN ELECTRICAL
SPECIFICATION:
The below illustrated requirement needs to be implemented towards the energy
consumption measures.
a)
Interior lighting:
interior spaces with overall average lighting power density (LPD) not
exceeding average 0.9 Watts per sft. This is an effort to conserve energy
without compromising lighting requirements of lux levels. You can still
have higher watts/sq.ft over certain areas and much lower watts/sq.ft
but on an average LPD should not exceed 0.9 watts/sq.ft. The lighting
consultant to locate fixtures and design in such a manner that this average
lighting power density is maintained. In fact if we are able to go below 0.9
watts per sq ft then there is far more savings but at least we need to ensure
this 0.9 watts per sq ft. is maintained as a minimum.
b)
use LED lights especially in areas where the lights will be on for 12-16
hours for better energy conservation

Dry types cast resin transformer with air cooled Off load tap changer shall be
proposed for Indoor application provided the space and adequate cross
ventilation is available within the building (OR) Outdoor Type oil cooled
Transformer with ONAN, copper wound, low loss, better regulated fitted with
OLTC (as per IS 2026), RTCC panel, restricted earth fault relay, differential
relay, etc shall be proposed for outdoor application if space is not available
within the building for indoor transformer. In the later case Oil soak pit shall be
provided if oii content of oil type transformer exceeds 2000 liters.
Neutral earthing for transformer shall be of solid copper (plate electrode) and
body earthing with Cast Iron (C.I) pipes.
In case of transformer, where the capacity is 750 KVA and above, bus duct
should be preferred on secondary side of distribution transformer.
13.4 LT System
Voltage for the power equipment shall be 415V (10%), 50Hz (3%), 3
phase or 240V (10%), 50Hz (3%), 1 phase as required.
Design Considerations:
In the design of switch boards an allowance of 20% spare space capacity shall be
provided for possible future expansion and all main & sub switch boards shall be
user friendly, modular and aesthetic design and vermin proof.
Spare capacity of 30% shall be provided for all cable trays, trunking, (race
ways) and brackets for future provision.
Primary Low Tension Power Distribution System:
Primary low tension system comprises of Main LT panel, APFC panel, HVAC panel
and other Substation related panels along with their corresponding cables and
distributions.

It shall be segregated into two units in such a way that one can be taken for
preventive maintenance by running only the critical loads in case of failure of
any one of source such as Normal/Grid or Emergency D.G set supply.
Aluminum bus bar of adequate size not less than 1.2 Sq.mm per Amperes to
be used for all lighting and power panels.
All major loads shall have independent feeders like air conditioners, equipments,
gas plant,- $TP; pumps, Fire fighting, Bulk load for equipments, etc.
Auto power factor control panel to be provided to maintain minimum power factor
of 0.98. Auto power factor correction can be preferably at sub-station suitable
for un-manned operation on Grid to maintain minimum 0.98. It shall also to
have an inbuilt reactive power compensation filters to contain the THD at less
than 5%. (APFC panel shall also have Auto/manual selection facility).

Sandwich type Rising main with Copper / Aluminium conductor shall be used for
high rise buildings with tap-off boxes provided for common area lighting and
power. One no tap off provision per floor in the Rising main shall be given for
tenant to tap power for their internal distribution for IT & Biotech facilities. For low
rise buildings the distribution shall be done through cables. Other facilities shall
be provided with complete distribution comprising of panels, DB's, etc.
Common area Distribution panels shall be separate for power and lighting. All
outgoings shall be with MCCB/MCB (Fuse less system to be adopted for high rise
building only).
13.5 DG sets
The rating shall be arrived based on 100% loading factor (prime rated), 95%
efficiency, etc at 0.8 power factor.
It shall have AMF facility and synchronizing panel with load dependent facility if
more than one DG set used.
The panel shall have Auto ON with load transfer time of around 60 seconds, with
ai! Interfacing facilities like BMS software for controlling and transfer of loads, etc.
Synchronizing panel shall have manual operation facilities with bus couplers to
operate the D.G sets manually during failure of Auto mode.
Exhaust system, noise attenuation, etc shail be as per prevailing CPCB norms.

Distribution Boards
The distribution board shail comprise factory assembled and wired, totally
enclosed, mets! dad fabricated out of sheet steel with minimum thickness of 1.6
mm with gasket at all points and opening including hinged doors with suitable
locking facility. The DB shall be of wall mounted (flushed) type.
General Provisions for distribution system:
Power pane! room to receive power supply from transformer, D.G set, etc adequate
space to be left for future expansion.
All the allied panels like capacitor panels. Emergency Panels etc to be located in the
same room..
Room shali be of adequate height enough to allow bending radius of cables entry
points to all cables, earthing conductors, Busducts, etc.
The room shall have adequate cross ventilation, minimum two nos. of fire check
doors with vision panels, (doors large enough to handle the movement for men &
materials, etc).
The room should be preferably located in ground floor or non-flooding area. It shall
have easy access from all directions in the event of emergency situations.
It shall have emergency Lighting system from inverter to maintain minimum lighting
level of 10 Lux.
The building shall have adequate size rooms at each floor level to accommodate
Power & Lighting Rising mains/ cables, Power/Lighting sub-panels/ DB, etc.
The room shall have adequate access, Fire check doors with vision panels, and
cutouts in the slabs for Power/ control cables, etc for high rise building. Fire barrier
shall be provided at each floor cut outs.
Vertical distribution boards shall be used with adequate number of outgoings for 3
phase load requirements for common facilities.

Fixtures
Internal:
The internal fixtures shalf be provided only in the common areas (warm shell) like
Electrical room, UPS room, LV room, AHU rooms, HVAC plant and Pump rooms, Lift machine
room, Main entrance lobby, Lift lobby, Corridors, waiting Lounge, Pantry, Toilets, kitchen,
food court, staircases, Car parking area, etc for TV and Biotech facilities and other facilities
shall be provided for the office / tenant areas along with all the above said common areas.
Recess mounted energy efficient CFL down light fixtures are proposed in the public
access areas like Main entrance lobby, Lift lobby, Corridors, waiting areas, Toilets
etc.
Recess mounted decorative mirror optic fitting shall be proposed for the inside
office areas (for facilities applicable) as per architects choice.
Surface mounted Energy efficient Fluorescent (T5)/ CFL and water proof light
fittings shall be proposed in the service areas like Electrical room, AHU rooms,
HVAC plant and Pump rooms, service corridors, staircases(if applicable)and Car
parking area.
Fantasy bollards shall also be used in the landscape areas. However, the mode!
shall be finalized by the client/architect.
Street light poles to suit width of the roads and extruded M.S. poles with MH/T5/CFL
lamps.

Unarmored cables used for final sub-circuit or interconnecting cables between switchgear

The control cables shall be of 1100V grade, FRLS with stranded copper conductor of size not
less than l.SSq.mm.
Cable Routes
Cables shall be installed with a minimum of 300mm clearance from any equipment or
pipe work including lagging associated with the other services. Where this condition is
avoidable or difficult to maintain, the contractor may be called upon to divert or adjust the
route of any cable so affected. The cable route should avoid any possibility of experiencing
hot gases at elevated temperatures in case of fire. Cable Supports
All cables shall be firmly and adequately supported from cable supports for entire length
except when they run through the Hume/G.I pipe or are buried direct in the ground.

13.12 Lightning Protection
The lightning conductor air terminal should be located at the top of lift machine
room/head room whichever is higher.
A down conductor shall be connected to the ground through flash counter, test
clamps and earth pits.
14. LV System
The report gives the design basics to describe the features of the various extra
low voltage systems proposed for "PROPOSED IT & BIOTECH FACILITIES AT
SALT LAKE, KOLKATA". The term extra low voltage systems is used to indicate

duct to each AHU to be fitted with an air flow monitor to continuously measure the fresh
air and in case the same goes +/- 10% of the designed fresh air quantity to generate an
alarm in the IBMS system.
For areas with less than 40 sq ft per person occupancy: such as conference rooms,
meeting rooms, cafeteria, some workstation areas etc. we need to include CO2 sensors
and monitoring in the IBMS system. CO2 monitor locations shall be between 3 ft and 6
feet and 1 CO2 sensor for every 1000 sq ft area shall be provided and all the fresh air
dampers shall also be motorized to ensure we bring in more fresh air when the CO2
levels inside are 500 ppm greater than the Co2 level outside. For this we will also need
to install a CO2 sensor outside to measure the outside CO2 levels at all times.

Warm shell concept is proposed for the areas of IT Park. Floor mounted Air handling units
of required capacity with VFDs shall be considered for each office floor space. The AHU's shall
be selected based on heat load calculations and required dehumidified air quantity.
The Chilled water piping shall be taken through the vertical shafts inside the AHU room and
shall be connected to the individual AHUs with control cum balancing valve. Fresh air
should be inline wth minimum criteria as mentioned under section 17.2. Fresh air for
maintaining indoor air quality shall be taken through suitably sized shafts/Louvers in the
exposed wall, of the AHU room and conveyed to the individual AHU's. In case fresh air is
taken through shafts, the same shall be ducted from the roof of the building. A fresh air fan
with double skin casing and filters located on the roof of the building shall be used to pump
the fresh air into the shafts. Motorized volume control damper/Manual damper shall be
installed in the fresh air arrangement in each floor to enable the control of ventilation.
The supply and return air duct with motorized actuator based fire dampers shall be
provided in the AHU room walls. Normally these fire dampers will be in open position.
However, in the event of fire in any of area, the fire damper in the duct leading to that area
will close automatically. Any air conditioning and ventilation components shall not be
considered inside the office space. The air distribution in particular office space shall be
under tenant scope.
Ultrasonic type BTUH meter shall be captured for each tapping and all meters shall be
linked to the centralized BMS system for automatic generation of the billing.

The common instrumentation facilities includes Antibody & Antigen core facility, ceil
tissues culture laboratory, Basic research laboratory, chemical laboratory, analytical
laboratory proteomics imaging facility, cold room etc. For these areas dual air
conditioning shall be proposed. Each chemical lab shall be supplied with treated
fresh Unit. The supplemental cooling required for these labs shall be taken care by
local ceiling suspended AHU/FCU of suitable capacity. Each chemical lab shall also be
designed for exhaust ventilation. These exhaust ducts shall be connected to chemical
fume hoods, elephant trunk elbows (spot extractors) and also Oven hoods as
required to maintain negative pressure within the chemical lab. Each floor of
chemical labs shall have independent supply and exhaust system. Heat recovery
heat pipes shall be provided if required in the AHU's of chemical lab for energy
recovery. The supply and exhaust systems shall be of variable air volume nature &
shall be of connected to VFD's & VAV boxes, so as to maintain the negative
pressure differential. The lab exhaust shall be finally exhausted above the terrace
level of the building.
17.5.4, iii. Insilco Biology Centre:
Insilico Biology centre will be providing programming and scripting, experimental
design, data analysis, image processing and molecular modeling. It includes data
analysis and processing laboratory, data centre, molecular modeling laboratory,
microarray analysis laboratory and other imaging analysis. For all these areas air
conditioning shall be proposed by considering heat dissipation from the equipment.
Precision air handling units shall be provided if required.
17.5.5. Business Supporting Centre, Recreational facilities and Common Facilities:
The Business supporting centre, recreational facilities and common facilities like lift
lobbies, corridors in the building shail be air conditioned. Suitable AHU/CAHU of
required capacity shall be provided for the areas. Ducting shall be provided to the
lobbies, corridors with all the complete accessories like diffusers, grilles, dampers.
The Kitchen hood supply/exhaust and normal supply/exhaust shall be provided for
cooking areas. The Ventilation fans for kitchen shall be placed in suitable locations.
Food courts, Cafeteria shall be provided with air conditioning through the suitable
AHUs.

The Practical and economical application of liquid chillers requires that the quality of the
water supply for the cooler should be analyzed by a water treatment specialist. Water
quality may affect the performance of any chiller through corrosion, deposition of heatresistant scale, sedimentation or organic growth. These will hurt chiller performance and
increase operating and maintenance costs. Normally performance may be maintained
by corrective water treatment and periodic cleaning of tubes. If water conditions exist
which cannot be corrected by proper water treatment, it may be necessary to provide a
larger allowance for fouling and/or to specify special materials of constructions. We give
below our minimum recommended level of water quality for this project. Since the
proposed chillers use air as medium to remove heat from the refrigeration system, soft
and filtered water shall be required for the initial filling in the chilled water system and its
make up requirements.

The coil section of the AHU shall be of the cartridge type, removable from the
side of the casing and supported over the entire length of the coil. The Cooling
coil section shall have 12.5 mm to 15 mm dia copper tubes minimum of 24 G
thick sine wave aluminium fins firmly bonded to copper tubes assembled in zinc
coated steel frame. Face and surface area shall be such as to ensure rated
capacity from each unit and such that air velocity across each coil shall not
exceed 2.4 m/sec. Where required, eliminator shall be provided down stream of
the cooling coil to arrest entrained free moisture from the air stream. An
appropriate panel of the Coil Section shall incorporate factory made openings for
coil inlet & outlet connections. The coils shall be mounted over an adequately
sized condensate drain pan. Particular, care shall be taken to ensure that
condensate is drained totally without leaving any stagnant pools any where in the
unit. Each coil shall be factory tested under water. Tube shall be hydraulically
expanded for minimum thermal contact resistance with fins. Fin spacing shall be
11 to 13 fins per inch. The Coil shall be mounted on castors to facilitate removal
for cleaning. Flanges of resilient isolation material shall be provided both at the
inlet and outlet connections of all cooling coils with necessary bushes of similar
material to minimize transmission of vibration to connected piping. Coil shall
have automatic air vents, the vent outlets beings piped to the drain pan with a
copper pipe. Coil performance shall be rated in accordance with ARI Standard
410. Each coil shall be leak tested at 17 bars.

Moisture eliminator should be fitted after the cooling coil / humidifier section to
avoid carry over of moisture. Eliminator blades are made of stainless steel and
are assembled within in a heavy gauge galvanized steel frame
d. Fan Section (Should be AMCA Certified).
Fan to be insulated with 13 mm Open Cell Armasound insulation. Fan should be
designed with max 8 to 8.5 m/s velocity. The ratings which are to be submitted
along with the proposal shall be based on the tests and procedures performed in
accordance with AMCA publication 311 and comply with the requirements of
AMCA certified ratings program.
The fan shall be of backward curved / forward curved airfoil blades of no
overloading characteristics, double inlet double width type (DIDW). Outlet
Velocity of fan should be designed at max 8 to 8.5 m/s. The wheel and housing
shall be fabricated from heavy gauge galvanized steel. The fan impeller shall be
mounted on a solid shaft supported to housing with angle iron frame and pillow
block heavy-duty ball bearings. Bearings shall be self-aligning; pillow block type
selected for an average life of 200,000 hours at design operating conditions and
shall be provided with grease line extending to outside of the AHU Casing. The
impeller & blades shall be selected / designed for quiet - running. The fan
assembly shall be statically & dynamically balanced. A single impeller for the
entire flow rate specified for the unit is preferred. The bearings shall be mounted
on the scroll. Fan shall be driven by or internally unit-mounted motor connected
to fan by V-belt drive. Access panel for easy belt change shall be provided for
internally mounted motors. Belt connected motor capacity and shall adjustable to
provide not less than 20% speed variation.
The fan & fan motor shall be assembled on a common frame, which shall be
mounted on the floor of the casing with spring vibration isolators. The fan outlet
shall be connected to the casing with fire retardant fabric acting as a flexile
connection to avoid any vibration from the unit on to the ducts. The fan speed
shall not exceed 1000 rpm & fan outlet velocity shall not exceed 8 to 8.5
meters / second. Fan motor shall be totally enclosed fan-cooled type and shall
be suitable for 415 V/3 Ph / 50 Hz. Motor shall be sized to provide the additional
power requirements when the fan is operated to provide an additional 20% of the
rated capacity. The fan shall be selected for a noise level less than 65 dB.
Fans for AHUs connected to variable frequency drives (VFDs) shall be selected to
have their peak efficiencies at about 75% of their design flow rates
e. Supply Air Plenum Section with 2 Nos. Outlets having dampers for Supply Air Duct
Tappings. (Refer particular specifications / data sheets for details).
f. Sound Attenuators for supply air ducts to maintain the noise level within the limits
specified in the technical details
g. MOTOR & DRIVE
The motor shall be as per IS: 325 and with class "F" insulation, totally enclosed fan
cooled, horizontal induction foot mounted type and rated not to draw starting current

more than 6 times normal running current. Fan motors shall be suitable for 415 volts, 50
cycles, 3-phase, squirrel - cage, totally enclosed fan cooled with IP-55 protection. Motor
shall be selected for quite operation and the speed of the motor shall not exceed 1400
RPM. Drive to fan shall be provided through belt-drive arrangement. Belts shall of the
oil-resistant type. Fan motor shall be suitable for variable speed by variable frequency
drive application. . The motor shall be capable of handling the required starting torque of
the pumps. Speed of motor shall be compatible with the speed of the pump. The cooling
fans shall be directly driven from motor shaft. Motor situated outdoors or exposed to the
weather shall be weather protected. Motors shall be enclosed type and shall have dust
tight construction with suitable means of breathing and of drainage to prevent
accumulation of water from condensation. Drain holes shall exclude bodies greater than
6mm diameter.
All components shall be of adequate mechanical strength and robustness and shall be
constructed of metal unless otherwise approved. All motors shall be dynamically
balanced.
The enclossure shall be designed to provide an effective sealing between the primary
and secondary air circuits. Motor winding shall be vacuum impregnated with heat and
moisture resistant varnish glass fiber insulated. Two independent earthing points shall be
provided in accordance with IS:3043 on opposite sides of the motor for bolted
connection. The cable boxes and termination shall be designed to enable easy
disconnection and replacement of cables.
(Motor should be part of scope with manufacturer & should not be supplied separately by
ACMV Contractor).
B. ACCESSORIES:

transmission of signal to BMS System.

17.5.6.4 HEAT RECOVERY WHEEL:
Fresh air to the AHU shall be treated with return air taken from the conditioned space
thereby reducing the latent load inside the building using Heat recovery wheel.
Centralized arrangement shall be made if the AHUs are planned centrally. Else HRW
shall be a part of AHU casing itself. The HRW shall be of cabinet type double skin
construction suitable for accommodating two parallel air streams. The two parallel air
streams are the Exhaust Air (exhaust of air conditioning return air) and outdoor air (OA).
The frame work shall be of extruded aluminum hollow sections. The entire frame work
shall be assembled using pressure die cast aluminum joints. The inner and outer sheets
of the double skin shall be 0.8 mm thick pre-coated and pre plasticized sheets with 25
mm thick rigid fiberglass or equivalent fire retardant insulation sandwiched in between.
The panels shall be fixed to the framework with screws and soft rubber gaskets and
finished with sealant. All joints shall be completely air tight. In case of BT inner skin of
HRW unit shall be of SS and not GSS.

FILTER SECTION
The Filter Section shall consist of Pre-filters.

17.5.6.10 AUTOMATION:
A state-of-Art Building Automation system shall be planned for the building. The
integration of all sub-systems shall be achieved through software programs, electronic
components, hardware controllers and communication network. All the components

17.5.7 BALANCING, TESTING AND COMMISSIONING
Balancing of all air and water systems and all tests as called for the Specifications shall be
carried out by the contractor through a specialist group, in accordance with the Specifications and
ASHRAE Guide lines and Standards. Performance test shall consist of three days of 10 hour
each operation of system for each season. All costs relating to performance witness test of major
equipment which is listed in the Preamble of the BOQ, at factory with four personnel from Clients
/ Project Managers/ owner's engineer / Architects / Consultant shall be included.
The results for summer, monsoon and winter air conditioning in quadruplicate shall be submitted
for scrutiny. Four copies of the certified manufacturers performance curves for each piece of
equipment, high lighting operational parameters for the project, shall be submitted along with the
test certificates. Contractor shall also provide four copies of record of all safety and automatic
control settings for the entire installation.
The installation shall be tested again after removal of defects and shall be commissioned only
after approval by the Owners site representative. All tests shall be carried out in the presence of
the representatives of the Architect/Consultant and Owners site representative.
17.5.8 OPERATING INSTRUCTION & MAINTENANCE MANUAL
Upon completion and commissioning of part ACMV system the contractor shall submit a draft
copy of comprehensive operating instructions, maintenance schedule and log sheets for all
systems and equipment included in this contract. This shall be supplementary to manufacturers
operating and maintenance manuals. Upon approval of the draft, the contractor shall submit four
(4) complete bound sets of typewritten operating instructions and maintenance manuals; one
each for retention by Consultant and Clients site representative and two for Clients Operating
Personnel. These manuals shall also include basis of design, detailed technical data for each
piece of equipment as installed, spare parts manual and recommended spares for 4 year period
of maintenance of each equipment.

All mechanical equipment shall be mounted in accordance with the specifications detailed
below:
a)
All machinery and equipment (Chilling units and air handling units) shall be installed on MS
Channel framework / Pedestals provided by Main Civil contractor. Pumps shall be installed
on 100mm thick RCC house-keeping pads to be provided by ACMV contractor.
b)
The vibration isolation equipment shall be supplied by the Contractor to suit his equipment.
The supply should include all unit isolators, complete rails, equipment base and structural
steel frames for concrete inertia blocks, wherever required.
c)
Wherever rotational speed is reckoned as the disturbing frequency, the lowest speed shall
be taken for calculation purpose. All isolation devices shall be selected for uniform static
deflection, according to distribution of weight.
II)
All vibration isolators subject to corrosive action like those installed outdoors will be
protected as follows:
a)
Steel parts other than springs to be hot dip galvanised, springs shall be cadmium coated or
plated with neoprene. Outdoor isolators shall be equipped with vertical limit restraints to
resist the effect of wind load. In seismic critical areas, seismic restrains shall be provided.
b)
Vertical limit restraints shall be built into all units/bases which support equipment whose
weight varies with the addition or removal of large amounts of water such as cooling
towers, boilers and for equipment on roof top subject to wind load.
III)
All mechanical equipment should be mounted on vibration eliminators. Piping in plant room
and ducting in AHU room should be mounted on vibration elimination springs. No duct and
piping shall be grouted in walls. Isolation sleeves shall be incorporated at all points where
ducts/ pipes pierce through walls.
The unit rates indicated for various equipment/ components includes the provision of the
above vibration eliminators/saddles for this project.

BIS/Equivalent International Standards and as listed in respective section.
The employer shall have full power to get any materials of work to be tested by an independent
agency at the contractor expense, in order to check the soundness and adequacy.
Certificate of compliance shall include material or product manufacturers statement that the
supplied items of system confirm to the specification certificate of codes compliances shall be
signed by the code authority verifying conformance to the specified code.
Shops tests shall show the results of required shop test of equipment or system certified in writing
by manufacturer or by his authorized representative..
Preliminary Testing:
Testing shall mean providing that all of the systems efficiently meet the performance specified in
operation. Routine and type test for various items of equipment shall be performed at the Contractor
works and test certificates shall be furnished. If required by the Client, his authorized representative
shall be permitted to be present during any of the tests. After notification to the Clients that the
installation has been completed, the Contractor shall make under the direction of Client such tests
and inspections as have been specified or as the Client shall consider necessary to determine
whether or not the full intent of the specifications have been fulfilled and whether further tests shall
be considered necessary.

The Contractor shall bear all the expenses thereof. Any damage

resulting from the tests shall be repaired and / or damaged material replaced, to the satisfaction of
the Clients representative. The contractor shall strictly follow what is reported in manufacturers
manual.
The contractor shall operate, test and adjust all air conditioning, ventilation and exhaust system
units, fan motors, all air handling appliances provided in connection with the installation and shall
make all necessary adjustments and corrections thereof including the adjustments of all regulating
dampers. A carefully detailed record of the results of these adjustments shall be furnished to and
be subject to the approval of the Client.

17.5.11 BALANCING REQUIREMENTS AND PROCEDURES
Balancing of all air and water systems and all tests as called for in the specification shall be
carried out by the ACMV contractor in accordance with the specifications and relevant local codes
if any. Performance tests of individual equipment and control shall be carried out as per
specification requirements and manufacturers recommendation. All tests and balancing shall be
carried out in the presence of the representative of the CLIENTS / Engineer-in-charge. The
whole system balancing shall be tested with microprocessor based hi-tech instruments with an
accuracy +/- 0.5%.
The instrument shall be capable of storing data and then down loading into a P.C. The ACMV
contractor shall provide a minimum but not limited to the following instruments:
Microprocessor based calculation meter to measures DB and WB temperature, RH and Dew
point.

PROCEDURE:
Review all pertinent plans, specifications, shop drawings, interference drawings and other
documentation to become fully familiar with the systems and their specified and intended
performance. Furnish equipment and instruct sheet metal trade on proper use for conducting duct
leakage tests. Conduct first test as a way of instructing the above trades in the presence of the
CLIENTS representative.
Test relative barometric pressures in various building areas, as deemed necessary by the
CLIENTS representative and at least in all areas served by different systems. Test performance
and continuously record on 24-hour basis, temperature and humidity levels where control
equipment is provided for that purpose in certain critical areas.
Before commissioning of the equipment, the entire electrical installation shall be tested in
accordance with relevant BIS codes and test report shall be furnished by a qualified and
authorized person.
RECHECK TESTING AND BALANCING
Recheck testing and balancing of ACMV system and water flow conditions in approximately 6
months after initial testing and balancing has been performed and accepted, shall be conducted
as advised by owners representative.

17.5.12 AIR SYSTEMS

valves to full coil flow. Water systems shall be cleared of air and all screens shall be cleaned.
Verify that the system has been properly cleaned, flushed and treated before testing. Basically,
the following tests and adjustments are required.
A.
Test and adjust all pumps to deliver the design flow rate. Record rpm, motor amperage,
discharge and suction pressure. Pumps shall operate without objectionable noise or
cavitations. Plot actual pump and system performance points on manufacturers pump
curves.
B.
Check all expansion tanks for proper filling pressurization. Verify operation of automatic
fill and relief valves.
C.
With the assistance of the temperature control Engineer, check the operation of all
automatic valves.
D.
Test and adjust correct water flow through chiller, major items of equipment and main
water circuits.

performance and guarantee test at site. Upon notification to the Engineer-in-charge/Consultant
from the Contractor, that the installation has been completed, the Contractor shall conduct under
the direction and in the presence of the Engineer-in-charge/Consultant or his representatives,
performance test on the plant as per the Performa furnished in the document and such inspections
and tests as the Engineer-in-charge shall consider necessary to determine whether or not the full
intent of the requirements of the plant and specifications have been fulfilled.
All fees connected with testing of equipment payable by ACMV contractor to any of the relevant
Government Authority or Expert from the supplier have been included in the tender sum.

Under operating conditions described in the specifications and reflected in the drawings, tolerances
permissible in the space conditions for inside design dry bulb temperature and relative humidity
shall be within specified limits. Un-interuppted power supply within the specified parameters for the
duration of the test, proper lubrication and oil level of all equipments and cleaness of plant /system
shall be maintained during the P&G testing period.
All the test equipment, instruments, labor, operating personnel, oil and refrigerant required for these
tests shall be furnished by the Contractor at his own cost. In case the work does not meet the full
intent of the specification or if the test do not show satisfactory result, the Contractor shall at his own
cost, rectify/replace the defective installation or part thereof as directed by the CLIENTS within two
months. The contractor shall bear all expenses thereof. The decision of the CLIENTS shall be final
and binding in this respect. Only after all these tests are satisfactorily completed and the defects
found during these are rectified, the plant will be finally accepted. Joint protocol of overall record
/test shall be signed at the time of PG test.
In the event full load due to appliances as specified in design data in Technical specification is not
available, when the plant is ready for commissioning (and testing) and /or if the date of test does not
coincide with the peak summer or monsoon seasons, the ACMV contractor shall nevertheless
conduct tests in the prevailing conditions, but shall also repeat them as and when full load due to
appliances materilises and during summer and monsoon, during the defects liability period.
17.5.16 TEST METHODOLOGY
The test can be classified into four following groups.
Equipment performance and also capacity of all individual equipment and inside design conditions
Capacity assessment (verify plant capacity and power consumption during summer when the
maximum ambient temperature is atleast 37 deg C)
Power consumption at specified capacity of the equipment
Room condition test during summer and monsoon.
The following readings shall be taken (and results computed) during the performance tests on the
plant. The contractor shall provide such assistance, instruments, machines, labour and materials
as are normally required for examining, measuring and testing. The plant should run continuously
for 2 to 3 hours for stabilization of the system before measurement.

realization during the performance tests. The total capacity of all the chillers should not be
less than the capacity specified in the tender document at specified design conditions. In
case, the capacity/rating of the chiller packages established during the performance tests
fall below the Contract capacity, the Client shall reject the Chilling unit/chilling units.

PLUMBING SYSTEMS
POINTS THAT NEED TO BE INCORPORATED IN PLUMBING DESIGN TO
ACHIEVE POINTS.
a) Treat 100% of the waste water on-site using a sewage treatment plant to
tertiary standards meaning water worthy for reuse in landscaping, air
conditioning, toilet flushing & other non potable water use. First use of treated
water to be for HVAC makeup and landscaping and if available later for toilet
flushing
b) Ensure that the storm water runoff post construction does not exceed the
runoff pre construction. For this we need to ensure proper rainwater
harvesting pits and tanks are designed based on the annual rainfall of the city
such that the post construction runoff is less than or equal to the
preconstruction runoff. Also the rain water pits designed need to include
adequate filtration mechanisms to remove 80% Total Suspended Solid (TSS)
in the water before recharge into the earth/tanks. This is usually pits filled
with pebbles, gravels, brick bat pieces, blue metal chips etc to remove TSS
before recharge. If recharge wont work then we need to explore options of
collecting rain water and reusing. Need the plan and calculations of rain water
harvesting system currently planned so En3 can calculate and revert if any
changes are required.
c) Water Fixtures: The entire water fixtures in the building has to be selected
to reduce the overall water consumption and it is recommended that tenants
use the following fittings as they should be done keeping in mind the overall
water saving that can be achieved.
o Sensor based urinals < 1 liters per flush,
o Dual flush toilets with 3/6 liters per flush,
o Handwashes push type < 2 liters per minute at 80 psi pressure,
o Kitchen sinks with aerators < 7 liters per minute at 80 psi pressure,
o Showers with aerators < 6-7 liters per minute at 80 psi pressure,
d) Water metering needs to be done so that water consumption for landscaping,
HVAC make up, STP output, flushing for each riser are metered individually.
