Creating New Value from Transport

The 25th World Road Congress will be held in Seoul, Republic of Korea, from November 2 to 6, 2015. Under the
theme of Roads and Mobility - Creating New Value from Transport, this five-day event aims to gather thousands of
roads and road transport stakeholders from around the world, including over 50 ministers or vice ministers and top
leaders of public and private organizations. Dozens of sessions will allow participants to get a global picture of the
current situation of the road sector and its main challenges for the future. The Congress intends to offer a unique
opportunity to strengthen ones knowledge and expand ones network. Special programs on Koreas state-of-the-art
technologies in road transport and blend of tradition and modernity are arranged to give participants unforgettable
memories in Korea.

The Host City

The World Road Association held the first World Road Congress in Paris in 1908. Over the last century, the
Congresses have been held every four years throughout the world. In 2015, the Congress will come to Asia again
after 16 years. Seoul, the host city, has developed rapidly as one of the most developed cities in the world over
the past five decades. As the capital city of South Korea, Seoul has become the center of economic and cultural
interaction across Asia and the Pacific. Locating along the Han River, Seoul creates a new renaissance in roads and
road transport which takes the environment into deep consideration.

The World Road Association (PIARC)

The World Road Association (PIARC), a non-profit and non-governmental organization, was established in 1909 to
improve international co-operation and to foster development of roads and road transport. PIARC is the leading
international forum for analysis and discussion on the full spectrum of road-related issues including: roads policy;
management, finance and economics of roads; integration with other transport modes; technology; safety and
environment. It identifies and disseminates best practice, and facilitates access to international data, to bring about
improved decision making based on sound and relevant technical information. Also, PIARC provides support for
developing countries and countries in transition.

The Minister of Land, Infrastructure and Transport
Looking back to the history of mankind, civilization has enabled the
construction of roads, and roads have contributed to the development
of more advanced civilization. Roads serve as channels for the
transportation of goods and people - similar to how the metabolism
system functions for a living organism.
The Korean economy is closely related to the development of the
countrys road infrastructure. Over the past half century, the Korean
government has concentrated on expanding the key national traffic
network including the major expressways. Without doubt, such an
effort is what enabled the rapid development of the Korean economy.
Many countries including Korea still focus on expanding the road
network in quantity simply to save distributions costs. We have
experienced that such reckless expansion can result in damaging the
natural environment or aggravating social conflicts. It is now time for
us to step up to the next stage and search for new values of roads
based on our creativity and countless invaluable experiences. That is
why the 25th World Road Congress in Seoul is titled Roads and Mobility
- Creating New Value from Transport.
Throughout the world, attempts are made to actualize the new values
which lie in the road transportation. The evolution and convergence
of information and communications technology act as the catalyst
for creating new values. If you participate in the 25 th World Road
Congress, you can encounter all the latest road technologies currently
implemented in Korea including the smart transportation systems.
In particular, you can experience one of the worlds most successful
public transportation systems, since the Congress will be held in Seoul
- a large city populated by some 10 million citizens.
The 25th World Road Congress will definitely provide innovative ideas
for planning, designing, constructing, managing, and maintaining roads

Congress 2015. As the capital of the Republic of Korea, Seoul is located
at a geographically privileged area between China and Japan, the two
largest markets of Asia. Seoul serves as the business hub for the NorthEast Asian region based on its highly advanced digital and knowledge
industries.
Seoul is a city where the 600 years of history and the cutting-edge
information technology coexist harmoniously. Various international
events were hosted here including the 3rd ASEM Summit in 2000 and
the 5th G20 Summit in 2010. Seoul was also selected as the Best MICE
City by Global Traveler for two consecutive years.
I believe that Seoul was able to win its global reputation thanks to its
outstanding transportation system including the road, railroad, and
airline network. The airports, high-speed railroads, expressways, and
harbor facilities are what enabled Seoul to grow into a global city.
Now, Seoul is making a great progress in its road system, as it seeks to
improve its current car-oriented road policies into people-oriented ones.
With more roads featuring better functions for the environment and the
people, Seoul aims to enhance the quality of life of every citizen.
As can be implied from the theme for the 25th World Road Congress,
Roads and Mobility Creating New Value from Transport, roads of the
future must facilitate various functions and create new values. Seoul is
the place where various values of roads can be easily discovered.
Moreover, Seoul is a beautiful city where the countrys culture and
history are well-preserved. I am sure that it is a perfect place for visitors
to experience a true Korea.

Welcome Messages
The Chairman of the Organizing Committee
Since the 1960s, the Korean government has continuously increased
investments for the development of the road transportation industry
which served as the foundation for the growth of the Korean economy. As
a result, the country made a transition from an agricultural country with
less than US$ 200 of GDP to an industrial country with nearly US$ 30,000
of GDP. It is one of the few countries that successfully shifted from an aid
recipient to donor. Without doubt, Korean road transportation is evaluated
as one of the most successful cases throughout the world history of the
road transportation industry.
Now, the Republic of Korea is making preparations to host the 25th World
Road Congress in the countrys capital, Seoul. From November 2 nd to
6th 2015, the Congress will be visited by thousands of decision-makers
including ministers and vice-ministers from 50 countries, and central or
local government officials from 120 countries. Moreover, thousands of
experts in the road transportation industry are expected to participate over
the period.
The 25th World Road Congress is not only large in scale but rich in content.
The program includes various activities such as technical sessions,
exhibitions, business consulting services, etc. Seoul will be a place of
opportunity where experts can introduce state-of-the-art technologies
and share ideas on road transportation. Especially in the Technical
Committee Sessions, participants can see the most recent road trends at
a glance, as the sessions will be conducted based on the four strategic
themes: Management and Performance; Access and Mobility; Safety; and
Infrastructure.
Under the theme Roads and Mobility - Creating New Value from Transport,
the Organizing Committee is making every effort to turn the 25th World
Road Congress into a highly-qualified and the most satisfying event. The
Organizing Committee was established in July 2013, and initiated a fullscale preparation from the first day of 2014. Divided into the planning
team, promotion team, technical program team, and several other teams,
the Committee will closely interact with the PIARC headquarters to
generate ideas and lead the Congress into a successful event.

Over time, countries all over the world have come to depend on roads
as the main public asset to provide year-round access and mobility for
their populations. As a consequence, todays road networks must operate
continuously even as new demands, expectations and technologies surge
and pose new challenges.
Rising to meet these challenges demands great knowledge and
commitment from road practitioners worldwide. Every four years, the
World Road Association (PIARC) organizes the World Road Congress as the
premier forum for road and road-transportation related information and
knowledge exchange to allow road professionals to obtain, in one single
event, relevant and up-to-date knowledge on topics of current concern.
The 25th World Road Congress will be held in Seoul, Republic of Korea,
in November 2015, under the theme Roads and Mobility: Creating New
Value from Transport. The Congress program features the presentation of
the results of the work undertaken by PIARCs 17 Technical Committees, a
number of specialized sessions dealing with topics of current and future
interest and a large exhibition in which road administrations, equipment
and service providers, consultants and road-related organizations will be
present.
For the first time since 1999, the World Road Congress will take place
in the Asia-Pacific region, and it will thus offer road professionals in that
region a unique opportunity to obtain information on current trends and
challenges for roads and road transportation all over the world.

From a more political and strategic point of view, these

sessions will offer participants opportunities to review
and discuss upcoming challenges and direction for road
policies. These sessions are prepared by the Strategic
Theme Coordinators of the World Road Association.

Throughout a four-year working cycle, the Technical

Committees of the World Road Association carry out
an exchange and study program, resulting in the
organization of seminars and the publication of technical
reports. For this Congress, all 17 Technical Committees
will present the achievements of the current cycle (20122015), underlining the main results and outcomes; they
will also discuss a prospective issues for the next cycle
(2016-2019).

Seoul Transport Operation and Information Service (TOPIS)

The Seoul Transport Operation and Information Service ( TOPIS) collects
transport information from transport-related organizations including
Comprehensive Transportation Information System, Bus Management
System(BMS), Public Transportation Card System, Automated Enforcement
System, Seoul Traffic Broadcasting System, National Police Agency and
Korea Expressway Corporation. With the information collected, TOPIS
comprehensively operates and manages the traffic conditions of Seoul.
Furthermore, the organization addresses traffic issues and improves traffic
conditions by easing congestions and responding to unexpected accidents.
TOPIS also takes advantage of analysis on the integrated information to map
out scientific public transportation policies.

Seoul Metropolitan Facilities Management Corporation

The Seoul Metropolitan Facilities Management Corporation is running and
managing 12 motor ways(total : length=173km), public parking lots, and other
transportation facilities in the city. The corporation is aimed at helping citizens
travel on the roads in a safe, clean, and convenient environment. To this end,
the organization runs a prompt and coordinated system to cope with incidents
and natural hazards such as flood and snowfall. Also, it conducts regular patrols
on roads, and carries out the maintenance work on almost 139 transport
facilities including bridges and tunnels. In addition, the corporation is taking
the lead in keeping the traffic stream uninterrupted and making the road
maintenance system advanced by employing an intelligent transportation
management system that provides real-time traffic information.

Course : Coex - Incheon Bridge Maintenance Office, Memorial Hall - Incheon Tunnel - Coex

Incheon Bridge (Incheon Grand Bridge)

The Incheon Bridge, a 6-lane bridge crossing the sea, connects the Yeongjong
Island where the Incheon International Airport is located and the Songdo
International Business District, the main land of Incheon.
The length between towers of the bridges. reaches 800m, the worlds 5th
longest at the time of its completion. In addition, the bridge is recorded as the
worlds 4th longest one with the total length of 18.38 km and is composed of
various and special types of bridges. Furthermore, state-of-the-art architect
technologies were mobilized for completing the bridge, so that the British
weekly magazine <Construction News> praised the bridge as one of the
Top Ten Architectural Wonders of the World. The bridge also set a remarkable
record as shortening the construction period by 19 months thanks to the fast
track method.

Incheon Tunnel
The Incheon Tunnel, an undersea tunnel, has become the first highway
to adopt New Austrian Tunneling Method. It penetrates underneath the
downtown of Incheon(the depth of the deepest area is 75m) through
underneath the Incheon Northport(L=540m) and Hwasu dock(L=250m). In
consideration of undersea tunnel characteristics, reinforcement methods
of construction were utilized in building the bridge to improve the tunnels
chloride and seawater attack resistance. The six-lane tunnel lengths 5,460km
in total and has 3 major facilities: one unit of ventilation shaft (D=13m), two
units of tunnel maintenance building, and three units of sump. In addition,
the undersea tunnel has become the first to adopt a comprehensive safety
management system that can detect abnormal conditions of the ground
(movement and stress) and help to respond to them in advance.

Course : Coex - Sapaesan Tunnel - Coex

Sapaesan Tunnel
The Sapaesan Tunnel is the worlds longest and widest tunnel(the twin tunnel
with 4 lanes, 4km long, 18.8m wide, and 10.6m high). The tunnel was scheduled
to be constructed from June 2001 to July 2005; however, it was completed
in December 2007 with two-year and two-month suspension. The delay in
construction period was because of the strong opposition of environmental
and religious organizations which raised concerns on environmental
destruction.
The Sapaesan Tunnel will be introduced as the successful story of a privately
funded highway construction including long length tunnels on how to
peacefully resolve conflicts with environmental and civil organizations that a
national project can be confronted.

Smart Highway Future-oriented Communication

Course : Coex - Traffic information center/Smart Highway Experience Center Coex

Traffic Information Center (Korea Expressway Corporation)

Launched in July 1992, the Traffic information Center has been monitoring
traffic conditions around the clock and running an advanced traffic
management system in order to ease traffic congestion. In addition, the Center
has implemented a special scheme to resolve traffic congestions during the
peak time, national holidays, and vacation seasons. Moreover, the center is
providing a real-time traffic information to include travel time by sections,
optimal trajectory, and traffic condition of highways and expressways after
analyzing multiple traffic information collected through the state-of-theart transportation systems and vehicle detectors placed on highways across
the nation. Drivers are able to check the traffic information through electric
signboards, traffic broadcasting, and apps on smart phone.

Smart Highway Experience

The Smart Highway is one of the VC-10 (10 major R&D projects) that the
Ministry of Land, Infrastructure and Transport has carried forward with the
purpose of developing the world class technologies. The ultimate goal is to
fuse technologies of the high-tech IT communication, automobile, and road
in order to implement safe and convenient intelligence highway networks for
the next generation. Currently, the technology of Smart Highway has been
launched and operated for testing on the Kyeongbu Expressway. The system
provides various services related to vehicle safety by utilizing the real-time
automatic detection system and WAVE wireless communication technology.
Moreover, you can get a first-hand experience of the next generation smart
highway technology.

Ceaseless Challenge, R&D

Course : Coex - Expressway & Transportation Research Institute - ICT Center - Coex

Expressway & Transportation Research Institute

(Korea Expressway Corporation)
The Expressway & Transportation Research Institute was established in 1969
with the aim of researching on continuous changes in transportation culture
and the state-of-the-art technologies in roads. Recently, the institute has been
rising as the home to the most outstanding road transport technologies of
Korea. The research institute has engaged in multiple activities: conducting the
R&D in road construction and maintenance, managing intellectual properties
in road technology, supporting technologies on the ground, and carrying out
education specialized in road technology. In addition, the institute has run a
government-approved testing center which deals with test, correction, and
quality check in road sectors at the same time.

ICT Center (Korea Expressway Corporation)

The ICT Center was launched on 15 April 2014 and has functioned as ICT
Control Tower. The center was designed to integrate and manage the internal
and external information system operated by the Korea Expressway Corporation
and to provide the public with high quality and highly-secured services. In
addition, the Cyber Command Center is in operation to provide stabilized
information service and to protect information safely. To this end, the command
center is running the intrusion detection system of cyber attacks that makes
immediate response possible. Meanwhile, the ICT center has strived to open
public data, build a corporation system, and utilize big data in hopes to create
new added-values by integrating information system and enhancing efficiency.

New Waves for the Next Generation

Course : Coex - SK T-um - Deokpyeong Eco Service Area - Coex

T-um
T-um is an ICT exhibition center in which visitors can get hands-on experiences
of current and future services provided by SK Telecom, the most famous carrier
in Korea. Especially, the services are designed based on the SK Telecoms core
technology of ICT under development. All visitors to T-um are able to enjoy
customized experiences while directly interacting with all contents within the
center by holding testing devices called T.Key.

Deokpyeong Eco Service Area (Deokpyeong Ecoland)

The Deokpyeong Eco Service Area (Deokpyeong Ecoland) has become Koreas
most outstanding rest area complex. In the rest area, travelers can take a rest
in nature by strolling a fancy garden and wooden promenade, also can enjoy
shopping in various shops in the mall and delicious foods in well-known
restaurants. Moreover, as Koreas first theme park for pets Run KoKo is gaining
popularity and becoming one of the most famous places, the rest area has
become travelers must-visit destination not just a rest area where travelers just
stop by on travelling. Hence, the Deokpyeong Eco Service Area was selected as
one of the 30 most unique rest areas by Korea Expressway Corporation thanks to
all new changes it has attempted.

Gangnam Beltway
The Gangnam Beltway links the nner-circular motor way to the Dongbu
Highway with the total length of 34.8km(12.4km out of the total length was
built on private fund). Once the beltway, a highway crossing the outskirt of
Gangnam area, is fully completed, it is believed to improve traffic conditions
between the west and the east of the city. Additionally, it will play a pivotal
role in establishing citys coordinated road networks in connection with innercircular motor way of Gangbuk. Furthermore, the beltway will also provide an
effective solution in reducing social cost and dispersing traffics travelling a long
distance in association with the Second Gyeongin Expressway, and Western
Coast Expressway.

Seohae Grand Bridge

The Seohae Grand Bridge(the total length=7,310m), one of the magnificent
bridges, rises and crosses above the extensive west sea of Korea. The grand
bridge functions as the gate to the West Sea, the home to logistics and
transportation in the South East Asia. The connection of the bridge has made it
possible to reduce logistics cost and travelling time between Seoul and Mokpo.
In terms of construction, the domestic fund and technology were leveraged
to build the bridge, the combination of cable-stayed bridge(990m), FCM
Bridge(500m), and PSM Bridge(5,820m). Also, the bridge has become the first
to adopt SHBMS in Korea. Hence, the shape of the pylons of the bridge(height
of 182m) were designed after the flag pole in traditional Korean temples, thus,
it is enough to boast the traditional formative beauty of Korea.

Asan Plant of Hyundai Motor Company

The Hyundai Motor Company, one of the most outstanding companies in
Korea, is recognized as the worlds 5th largest automobile manufacturer based
on the sales in 2014. The Asan plant of the company is equipped with various
state-of-the-art technologies such as unmanned carrying vehicles and robots
developed by domestic technologies. As an eco-friendly plant, it has employed
the roof of the plant building for photovoltaic power generation to reduce
as many as 5,600 tons of CO2 every year. These days, the plant is capable of
manufacturing one unit of vehicle for export(Grandeur, Sonata, and Aslan) in
every 54 seconds, totally about 300,000 units a year. Additionally, the plant
complex consists of process lines of press, automotive body, painting, assembly,
engine, and materials. Of these lines, the program provides participants with
opportunity to visit press and assembly lines.

Advancement in Transport Safety Culture

Majang Premium Service Area

Launched on 4 April 2013, the Majang Premium Service Area is the largest of
its kind in Korea with the gross area of 27,490m2. The Majang premium service
area has become the first to be approved as green service area in Korea as it
was built by employing eco-friendly materials and photovoltaic generation
facilities.
The Majang Premium Service Area provides various kinds of services and
experiences to its visitors. Furthermore, the service area has Kids Park in which
visitors with their children could enjoy precious and joyful moments while
riding bumper cars and trains and jumping on trampolines. Especially, as the
Majang rest area has become the first service area on expressway to adopt
a large-scale mart, it is committed to enhancing convenience for visitors by
enabling them to shop on travelling and the way back home.

Traffic Safety Education Center

(Korea Transportation Safety Authority)
The Traffic Safety Education Center offers the experimental education on all
sorts of conditions that could possibly happen on the roads in reality. The
program includes 12 different types of outdoor driving course for: high-speed
and normal-speed driving, breaking, risk avoiding, and basic, free, and control
driving. For this technical visit, participants will engage in two programs,
driving on hydroplaning and breaking on a straight and curved road (thus, this
program is available only for those who hold an international drivers license).
Around the world, there are just five countries to have such an experimental
education system on traffic safety: Korea, France, Australia, German, and Japan.
Among them, Korea is the only one to provide measurement data along with
the experimental facilities.

Cancellation and Refund Policy

Any change or cancellation requests must be made by e-mail or fax to the Housing Bureau.
All dates are based on Korean standard time (GMT+9hours).
Refund will be made after the Congress due to administrative reasons and bank service charges will be deducted from
the refund amount.

Climate
Seoul has four distinctive seasons of spring, summer, autumn and winter. The climate in Seoul in early November ranges
approximately between 6.0~15.6(42.8~60.08) degrees.

Currency - The unit of Korean the currency is the Won (). Coin denominations are 10, 50, 100 and 500.

Incheon Airport has been named the worlds best airport for eight years running, and its only one hour bus ride away

Coming from Samseong Station
From Samseong subway station, use exit five or six which connect directly to Coex Mall. Follow the signs for the
Coex exhibition halls which will lead to you to the first floor of the center.

Coming from Cheongdam Station

Take exit two of Cheongdam subway station and walk straight for about 10 minutes. You will pass Bongeun Temple
on your right and soon after that you will see the Coex Center also on your right side. You can turn right before
Coex and enter through the North Gate, or keep walking straight along the side of the center to enter using the
East Gate.
