The Minister of Land, Infrastructure and Transport
Looking back to the history of mankind, civilization has enabled the
construction of roads, and roads have contributed to the development
of more advanced civilization. Roads serve as channels for the
transportation of goods and people - similar to how the metabolism
system functions for a living organism.
The Korean economy is closely related to the development of the
countrys road infrastructure. Over the past half century, the Korean
government has concentrated on expanding the key national traffic
network including the major expressways. Without doubt, such an
effort is what enabled the rapid development of the Korean economy.
Many countries including Korea still focus on expanding the road
network in quantity simply to save distributions costs. We have
experienced that such reckless expansion can result in damaging the
natural environment or aggravating social conflicts. It is now time for
us to step up to the next stage and search for new values of roads
based on our creativity and countless invaluable experiences. That is
why the 25th World Road Congress in Seoul is titled Roads and Mobility
- Creating New Value from Transport.
Throughout the world, attempts are made to actualize the new values
which lie in the road transportation. The evolution and convergence
of information and communications technology act as the catalyst
for creating new values. If you participate in the 25 th World Road
Congress, you can encounter all the latest road technologies currently
implemented in Korea including the smart transportation systems.
In particular, you can experience one of the worlds most successful
public transportation systems, since the Congress will be held in Seoul
- a large city populated by some 10 million citizens.
The 25th World Road Congress will definitely provide innovative ideas
for planning, designing, constructing, managing, and maintaining roads
and the road networks. I truly hope that the Congress in Seoul will help
the participants to face a turning point in terms of road development.
Hopefully, the Congress will also provide chances for policy makers
to debate and discuss ways to implement sustainable transportation
systems.
On behalf of the Korean government, I highly recommend that you
take part in this Congress to meet the road experts from all sectors and
share the latest news of road transportation. I am confident that it will

Welcome Messages
The Chairman of the Organizing Committee
Since the 1960s, the Korean government has continuously increased
investments for the development of the road transportation industry
which served as the foundation for the growth of the Korean economy. As
a result, the country made a transition from an agricultural country with
less than US$ 200 of GDP to an industrial country with nearly US$ 30,000
of GDP. It is one of the few countries that successfully shifted from an aid
recipient to donor. Without doubt, Korean road transportation is evaluated
as one of the most successful cases throughout the world history of the
road transportation industry.
Now, the Republic of Korea is making preparations to host the 25th World
Road Congress in the countrys capital, Seoul. From November 2 nd to
6th 2015, the Congress will be visited by thousands of decision-makers
including ministers and vice-ministers from 50 countries, and central or
local government officials from 120 countries. Moreover, thousands of
experts in the road transportation industry are expected to participate over
the period.
The 25th World Road Congress is not only large in scale but rich in content.
The program includes various activities such as technical sessions,
exhibitions, business consulting services, etc. Seoul will be a place of
opportunity where experts can introduce state-of-the-art technologies
and share ideas on road transportation. Especially in the Technical
Committee Sessions, participants can see the most recent road trends at
a glance, as the sessions will be conducted based on the four strategic
themes: Management and Performance; Access and Mobility; Safety; and
Infrastructure.
Under the theme Roads and Mobility - Creating New Value from Transport,
the Organizing Committee is making every effort to turn the 25th World
Road Congress into a highly-qualified and the most satisfying event. The
Organizing Committee was established in July 2013, and initiated a fullscale preparation from the first day of 2014. Divided into the planning
team, promotion team, technical program team, and several other teams,
the Committee will closely interact with the PIARC headquarters to
generate ideas and lead the Congress into a successful event.

The 25th World Road Congress Seoul comprises: high-level Plenary Sessions dealing with road transport from a
political and prospective point of view; Main Sessions reflecting the current know-how and challenges in the
road sector; and Interactive Poster Sessions and Workshops on specific topics.

The Opening Session will enhance the theme of Roads and Mobility Creating New Value from Transport and provide
the participants the host countrys know-how in road engineering as well as in culture and hospitality.

Ministers Session
Under the theme The Evolution of Road Policy for the Next Generation, ministers in charge of transport from all around
the world will share their views and initiatives on the future of the road transport system, in a top-level session hosted
by the Minister of Land, Infrastructure and Transport of the Republic of Korea.

Keynote Speeches
Three prominent global leaders will present each day their views on the following topics:
- the role of the road system in the successful development of the Korean economy;
- an Asian perspective for the future of transport infrastructure;
- a prospective view on automotive vehicle technology.
Closing Session
The Closing Session will present the main outcomes of all sessions and discussions along with an outline of the strategic
directions for PIARC next working cycle (2016-2019). Forthcoming major international congresses will be introduced
with a handover to the host country of the 26th World Road Congress in 2019.

The Welcome Reception and Gala Dinner are planned to give special and unforgettable memories from Korea
to all participants of the 25th World Road Congress Seoul 2015. Various programs will be offered, presenting a

Welcome Reception
The Welcome Reception on the first evening of the Congress will gather all participants in a warm atmosphere, setting
the stage for a week of professional and friendly exchange amidst the rich Korean welcoming tradition.

Course : Coex - Incheon Bridge Maintenance Office, Memorial Hall - Incheon Tunnel - Coex
Incheon Tunnel
The Incheon Tunnel, an undersea tunnel, has become the first highway
to adopt New Austrian Tunneling Method. It penetrates underneath the
downtown of Incheon(the depth of the deepest area is 75m) through
underneath the Incheon Northport(L=540m) and Hwasu dock(L=250m). In
consideration of undersea tunnel characteristics, reinforcement methods
of construction were utilized in building the bridge to improve the tunnels
chloride and seawater attack resistance. The six-lane tunnel lengths 5,460km
in total and has 3 major facilities: one unit of ventilation shaft (D=13m), two
units of tunnel maintenance building, and three units of sump. In addition,
the undersea tunnel has become the first to adopt a comprehensive safety
management system that can detect abnormal conditions of the ground
(movement and stress) and help to respond to them in advance.

Sapaesan Tunnel
The Sapaesan Tunnel is the worlds longest and widest tunnel(the twin tunnel
with 4 lanes, 4km long, 18.8m wide, and 10.6m high). The tunnel was scheduled
to be constructed from June 2001 to July 2005; however, it was completed
in December 2007 with two-year and two-month suspension. The delay in
construction period was because of the strong opposition of environmental
and religious organizations which raised concerns on environmental
destruction.
The Sapaesan Tunnel will be introduced as the successful story of a privately
funded highway construction including long length tunnels on how to
peacefully resolve conflicts with environmental and civil organizations that a
national project can be confronted.

T-um
T-um is an ICT exhibition center in which visitors can get hands-on experiences
of current and future services provided by SK Telecom, the most famous carrier
in Korea. Especially, the services are designed based on the SK Telecoms core
technology of ICT under development. All visitors to T-um are able to enjoy
customized experiences while directly interacting with all contents within the
center by holding testing devices called T.Key.

oex - Gangnam Beltway - Lunch(Hangdarm Island Rest Area) - Seohae Grand Bridge Asan Plant of Hyundai Motor Company - Coex
Gangnam Beltway
The Gangnam Beltway links the nner-circular motor way to the Dongbu
Highway with the total length of 34.8km(12.4km out of the total length was
built on private fund). Once the beltway, a highway crossing the outskirt of
Gangnam area, is fully completed, it is believed to improve traffic conditions
between the west and the east of the city. Additionally, it will play a pivotal
role in establishing citys coordinated road networks in connection with innercircular motor way of Gangbuk. Furthermore, the beltway will also provide an
effective solution in reducing social cost and dispersing traffics travelling a long
distance in association with the Second Gyeongin Expressway, and Western
Coast Expressway.

Travel Information
Climate
Seoul has four distinctive seasons of spring, summer, autumn and winter. The climate in Seoul in early November ranges
approximately between 6.0~15.6(42.8~60.08) degrees.
Currency - The unit of Korean the currency is the Won (). Coin denominations are 10, 50, 100 and 500.
Banknotes are 1,000, 5,000 and 10,000. The exchange rate is approximately US $1 to KR 1,083 (EUR 1 to KR
1,217) as of January 2015.
Public Transportation
Public transportation in Seoul is remarkably efficient and inexpensive. The subway with nine lines and local buses cover
the entire area of Seoul. Taking a bus or the subway to a local destination costs less than 2 USD. Taxis are widely available
on the street or can be requested by phone.

Incheon Airport has been named the worlds best airport for eight years running, and its only one hour bus ride away
from Coex. Airport buses and limousines run directly from the Coex CALT City Airport Terminal every ten minutes, and
