Reserve Bank of India Governor ruled out Andhra Pradesh Governments request to approve its loan
waiver scheme, the government is now pinning its hopes on rescheduling of loans given to farmers in
drought and cyclone-affected mandals in the last kharif and rabi season.
The united Andhra Pradesh government had issued a GO in January this year declaring 113 mandals
as drought-hit and 462 mandals as cyclone-affected. However, for the routine approval of RBI for rescheduling of loan repayment, the State government should have issued a GO within 90 days after a
region was struck by a calamity.
Subsequently, the State government had been writing to the banks for rescheduling of loans in these
mandals but in vain.
The Kotaiah Committee on Loan Waiver, which met RBI officials recently, also raised the rescheduling of loans for farmers in 575 drought and cyclone affected mandals. However, no concrete
assurance was given to the committee, sources said.
If the RBI concedes the State governments request, then farmers will get some relief on repayment
of loans worth about Rs.12,000 crore availed by them in the last kharif and rabi seasons, sources
added. Farmers will get four years time, first year moratorium and from second year onwards,
outstanding loans will have to be repaid at 12 per cent interest in three annual instalments.
Normally, crop loans are given at four per cent interest.
The issue is expected to figure in the State Level Bankers Committee meeting here on June 30,
according to official sources.

India, China may soon ink pact on industrial parks


India and China are close to inking an agreement on setting up of industrial parks.
On Saturday, following a bilateral meeting between the two sides, Foreign Secretary Sujatha Singh
told mediapersons here that both countries had agreed that a growing trade deficit was
unsustainable.
Without giving out the specifics, she said India was eyeing an investment of $1 trillion by China. If
trade and investment between the two countries have to grow, we need to work towards reducing the
trade deficit, she said.
The details of the industrial parks will be fleshed out at a meeting between Minister of State for
Commerce Nirmala Sitharaman and her Chinese counterpart in Beijing on Monday. New Delhi is
keen to address the nearly $40 billion trade deficit with China.
Indian Ambassador to China Ashok K Kantha said the issue of correcting trade imbalance was
reaffirmed at the meeting between Vice-President Hamid Ansari and Chinese Premier Li Keqiang.
Given Chinas track record in manufacturing, India was keen to seek its involvement. Mr. Kantha

said the focus would be on broad-basing economic engagement with China and enhancing two-way
investment flows
India wants greater market access to cut the deficit. The Narendra Modi government is keen to
reinvigorate the manufacturing sector to create more jobs and give a fillip to the economy.
The issue of setting up of industrial parks came up during the recent visit of Chinese Foreign
