The shareholders of PTTE are Panglima Venture Capital S/B (70%) & Henry Supanni (30%). The
current authorised and paid-up capital is USD 102,933,600 and USD 12,886,799 respectively.

APC, APBiz, PC, KA and JJ are collectively referred to as Malaysian Investors.
The shareholders currently form the members of the Board of Directors and Board of Commissioners.
The daily operational matters are under the stewardship of Malaysian investors which the Senior
Management has wide experience in implementation of power project. More staff with appropriate
technical background and experience will be hired to assist the implementation of the power project.

PTTE is the promoter of the power plant project which was initiated in late 2005. After months of
negotiation the project was eventually approved by the Batam Authority. The Power Purchase
Agreement (PPA) and the Implementation Agreement (IA) were signed on 18th January 2006 and
27th July 2007 respectively.

generations.

QUALITY POLICY
PTTE places a very high professional commitment to clients and stakeholders in all project
undertakings. The achievement of this goal is supported by a management system that embraces Quality
Performance and Continual Improvement in all aspects of our project implementation cycles by using
the state-of-art software like Microsoft Project and Primavera Project Planner.
Continual Improvement is always on our top agenda. Our Project Management Office is constantly
monitoring the quality of process via objectively measurable Key Performance Indicators (KPIs) by
using the above mentioned softwares and through video-conferencing. These KPIs allow us to ensure
the highest quality work that is always delivered on-time and on-budget. By practicing an Open Door
concept, the project team is able to address changes in the project environment quickly and adapt the
change process to suit the implementation. Coupled with the best people, a conducive team-work
culture and an in depth technology know-how, PTTE is slated to deliver projects with the most
excellent value and cost effective solutions.

TRACK RECORD

PTTE have executed Power Purchase Agreement (PPA)


and Implementation Agreement (IA) with Batam Authority
to develop 4x25MW Coal Fired Power Plant in Batam,
Indonesia. The purchase of land for the project has been
finalized.
As per the PPA the Power Plant commenced operation date
is in 2010.

APBiz was founded in 2005. It is a professional conglomerate with specialization in
the energy and power generation industries.
The team consists of highly qualified personnel that have significant industrial

To understand this immense mission, APBiz is closely associated with a consortium of international
consultants and contractors to provide a wide range of related services in the energy and power
industries and to establish strategic alliance with regional and international companies in the energy and
power related industries.
Core activities of APBiz are Power Operation, Property development and Biotechnology.
Current APBiz is negotiating with 3 Universities in Thailand on the proposed development of student
dormitory service apartments and retail spaces and a Government Agency to design, built and lease
(BOT) an office block for the Agency. APBiz has operations in Bangkok, Qatar, Laos, Batam and
Jakarta.
1. Sepangar Bay Power Corporation
Kota Kinabalu, Sabah, MALAYSIA
Our team members participated as partners to the consortium owner to
undertake the development of a 100MW Combined Cycle gas-fired
power plant at Kota Kinabalu Industrial Park, Sabah, Malaysia.
The power generation facility being built consists of a single combinedcycle gas turbine (CCGT) block and will be connected to the West Coast
Grid. Under the 21 years concession period, we will design, construct
and commission the power plant including the 132kV substation within
the premise and the necessary inter-connecting 132kV overhead
transmission lines to the substation.
The Power Purchase Agreement was executed on 26 January 2005.
Phase 1 of the project achieved Commercial Operation Date on 15
November 2006 which consists of net generation capacity of 66MW.
Construction works is currently underway for Phase 2 and the plant is
expected to be on full commercial operation by end 2007.

2. Laos :
APBiz was given the mandate to develop 150MW Hydro Power Plant in Lao Pdr. The Nam Pha Hydro
electric project is located in Luang Wan Tha and Bokeo province in Lao Pdr.

Presently APBiz is carrying out Feasibility and EIA study on the


Project. To carry out this study APBiz has appointed consortium
of Fichtner GmbH & Co of Germany and PEC Konsult of
Malaysia to carry out the study.

The APBiz team during their first reconnaissance trip to Lao
PDR in early 2006 visited the Nam-Ngum Hydro-Electricity
Power Plant.

The finalization of all the tireless efforts culminated with the


signing of the MOU between the Government of Lao PDR and
APBiz on 2nd April 2007 to undertake the l50MW hydro-power
plant at Nampha in the provinces of Bokeo and Luang Namtha in
the north of Lao PDR.

3. Indonesia
2 x 2 x 135 MW Mine mouth Coal Fired Power Plant at Peranap Riau Province Sumatra Island.
APBiz is a consortium owner 70% of PT TME to develop a
Mine mouth Coal Fired Power Plant in Peranap, Sumatra
Island, Indonesia. PT TME is given mandate to develop
2x2x135MW minemouth Coal Fired Power Plant.

The First Phase of the project will be of 2x135MW Independent power plant project with Electricity
Generated will be sold to PLN.

The Coal mining area for this mine mouth is about 112,500
hectors whereby the mines concession is hold by PT TME

Estimate reserves of coal is in excess of 1 billion MTs of


coal with calorific value between 5000 to 6000 kcal.

4. Thailand
Our team is currently exploring the possibility to penetrate into the Thai energy sector. The team had
several meetings with the Ministry of Energy during their recent trips to Bangkok in 2006.

5. Coal Mining Activities
APBiz link is a consortium owner of CV Rida Jaya a coal mine
concession owner in Kalimantan, Indonesia.

The coal mine Concession area is about 7,000 ha and it is located in


Kabupate Kapuan Hulu, Kalimantan, Indonesia.

Based on the initial study it is indicated the total deposits of coal in


the area is approximately 54 million M tones with calorific value of
6000 kcal.

AsiaPacific Capital Management Sdn Bhd (APC) was incorporated on 18 December 2002 as a
private limited company in Malaysia.

in Klang Valley for development.

The principal activity is to manage and secure privatized contracts and other projects.

The company is in the final stage of acquiring two coal mines and has secured sales contract for the
sales of 5.5 million M tones per annum of coal to India Power producers.

SUPPORT SYMPHONY SDN BHD


The company is responsible for the operation and maintenance of power plant. Uses knowledge and
experience in operation and maintenance for the benefit of the group of companies and also third
parties. The company is the Operations and Maintenance Operator of a 100MW Gas-fired
Combined Cycle electricity generation facility and related infrastructure, transmission lines,
interconnection facilities and communication facilities in Kota Kinabalu Industrial Park, Kota
Kinabalu, Sabah.

PANGLIMA CAPITAL SDN BHD (PC)


THE GROUP is spearheaded by the Principal Holding Company, PADU PANGLIMA SDN BHD
(PPSB). This company was incorporated on 5th April 2001 specifically to bring together FIVE
retired generals in an entrepreneurial undertaking.
The five promoters of PPSB served in various senior capacities in the Armed Forces. Individually they
have performed various onerous and strategic duties at the highest level of military command. It is their
diverse experiential duties that lend the company its inherent strength, particularly in terms of leadership
and general management capabilities that will be useful in ensuring the success of the present
entrepreneurial endeavours.

One factor that will facilitate this undertaking is the leadership of the Chairman, YBhg. Gen. (R) Tan
Sri Dato Mohd Ghazali Seth, who has served as the Chief of the Armed Forces. The sterling
performance of the Chairman while in service, and his subsequent varied and equally successful
involvement in business, particularly at the highest level of corporate endeavours, will provide the
cornerstone of the companys forward push in business.

Pustaka Panglima (Malaysia) Sdn Bhd (PPSB) is wholly owned by Panglima Capital Sdn Bhd
(PCSB).Currently, its investment consists of Anjung Bahasa Sdn Bhd (100% owned) and
Panglima Urusharta (Malaysia) Sdn Bhd (PUSB) (100% owned). The principal business is to
manage and secure Government Privatised Contracts.

PANGLIMA URUSHARTA (M) SDN BHD


Panglima Urusharta (Malaysia) Sdn. Bhd. is a company specialized in management and
maintenance of building. The other business is to manage and secure Government Privatised
Contracts. Currently, it provides maintenance services to the New Office Complex of Dewan
Bahasa dan Pustaka for a 15-year concession period ending 2017.

ANJUNG BAHASA SDN BHD


Anjung Bahasa Sdn Bhd is a single purpose company, which by a concession agreement
executed with the Government and Dewan Bahasa dan Pustaka on 23 August 1996, has
completed the construction of the new Office Complex of Dewan Bahasa dan Pustaka located at
Jalan Dewan Bahasa, Kuala Lumpur for the Federal Government on a deferred payment basis
over 17-years and has also been awarded the management and maintenance contract of the
building for 17 years.
KONTEK ABBADI SDN BHD (KA)
Kontek Abbadi (KA or the Company) was established on 14 November 1987 under the name of
Kontek Abadi Sdn Bhd. On 24 February 1995, it changed its name to its current name. The Company
is principally a general contractor.

KA consists of a core group of skilled and effective personnel with the technical knowledge and
experience to perform the detailed design and tender process as well as the implementation of the works
as required by the client.

The Company specialises in Engineering, Procurement and Construction Contracts for industrial plants,
bulk supply intake substations (up to 275kV level), and power generating stations and cogeneration

Unlike a land based power plant, a barge mounted power plant has tremendous space constraints and the
design engineer has to maximize the space utilization while not neglecting the maintainability of the
machines.
