Value of Energy Management

Time and again, industrial energy efficiency has been demonstrated
to be cost effective while having a positive effect on productivity
Despite this, energy efficiency improvements with very favorable
payback periods often do not get implemented
Even projects that are implemented may not be sustained due to
lack of supportive operational and maintenance practices
Problem:
Solution:

Energy efficiency is not integrated into daily

management practices.
Staff at all levels within an organization need to be
engaged in the management of energy on an
ongoing basis.

Energy management requires an organization to shift from a project-byproject approach to one of continual improvement in energy performance

Characteristics of ISO 50001

Energy Management System Standard
Significant (10-20 percent) improvements in energy performance
can be achieved through operational changes.
Actively managing energy requires an organizational change in
culture.
Top management needs to be engaged in the management of
energy on an ongoing basis.
Provides a context for informed decisions concerning proposed
energy efficiency projects, including new technologies.
At its core, energy management requires a group of people to
change their behavior and sustain the change.

Key Definitions from ISO 50001

3.15
energy use
manner or kind of application of energy
EXAMPLE Ventilation, lighting, heating, cooling, transportation, processes,
production lines.
Energy use refers to what purpose the energy is applied. The use of manner in the
definition is related to the way that people apply the energy, so could include human
interaction and therefore could be improved with training, for example.

3.7
energy consumption
quantity of energy applied
Energy consumption represents how much as it relates to energy use above. This is a
separate concept from the energy use but these related terms appear together
throughout the standard

4 | Industrial Energy Efficiency

eere.energy.gov

Key Definitions from ISO 50001

3.12 energy performance
measurable results related to energy efficiency(3.8), energy use (3.28) and energy
consumption (3.7)
NOTE 1 In the context of energy management systems, results can be measured
against the organizations energy policy, objectives, targets and other energy
performance requirements
NOTE 2 Energy performance is one component of the performance of the energy
management system

3.13 energy performance indicator

EnPI
quantitative value or measure of energy performance, as defined by the
organization
NOTE EnPIs could be expressed as a simple metric, ratio or a more complex model.
The key to understanding the intent of the standard is that we are trying to improve
energy use, energy efficiency, and energy consumption, which is captured in ISO
50001 as the concept of energy performance.

Implementing ISO 50001

Designed to be used independently, yet can be aligned or integrated
with other management systems (e.g., ISO 9001 and ISO 14001).
Certification is not required to benefit from use of ISO 50001
Does not prescribe specific performance criteria or results with
respect to energy.
Needs enabling policies to realize its global potential for GHG
emissions reductions
Requires a skilled energy management workforce to implement the
EnMS and conduct conformance audits

In the US, the enabling policy for ISO 50001 is

called Superior Energy Performancecm

What is Superior Energy

Performance?
A market-based, ANSI/ANAB-accredited certification program
that provides industrial and commercial facilities with a roadmap
for achieving continual improvement in energy performance.
Goals:

Drive continual improvement in

energy performance

Develop a transparent system to

verify these improvements and to
certify the effectiveness of the EnMS

Support and build the energy

management workforce

Support greater energy efficiency

across industrial and commercial
markets

Encourage broad participation

System Assessment Standards

Assessment standards for specific energy systems
provide immediate opportunity for energy performance
improvement in many facilities.
Use of the standards is not required for certification but
will help plants define a pathway for achieving energy
savings.

Available Standards:
Pumping (ISO WD 14414)
Compressed Air (ISO DIS
11011)

Steam
Process Heating

Standards address:

Organizing an assessment
Conducting an assessment
Analyzing the data collected and developing
efficiency recommendations
Reporting and documentation

Key Success Factors for Certifying to

Superior Energy Performance
In addition to the general requirements of ISO 50001
facilities seeking SEP certification need to:
1. Establish EnMS Scope and Boundaries at the facility level that
include all energy sources
2. Collect data sufficient to establish a baseline year (12 month
period)
3. Establish significant energy uses that are truly representative of
facility operations and energy consumption
Improve monitoring and measurement of these uses
Establish robust operational controls and training
4. Identify Superior Energy Performance Indicators (SEnPIs) to
accurately track improvements in energy performance
5. Document methodologies used to support decisions made
during the planning process

11 | Industrial Energy Efficiency

eere.energy.gov

Key Success Factors for Certifying to

Superior Energy Performance
6. Prioritize and implement action plans / improve operational
processes to meet or exceed SEP energy performance
improvement requirements
7. Track, report on, and evaluate the effectiveness of action plans
toward meeting energy performance improvement requirements
8. Use sector-specific Measurement and Verification (M&V)
Protocol to determine SEP energy performance improvement
9. Plan beyond the current certification cycle- this is a long term
commitment to re-certify every three years, not an isolated
accomplishment
10. Prepare for a third-party audit of both EnMS and energy
performance

Measurement and Verification Protocol

The SEP Industrial Measurement and Verification (M&V)

Protocol is a methodology to:
1. Verify results and impact from implementing the energy
management standard.
2. Track energy performance changes over time for the overall
facility.
3. Document energy performance normalized to production.

ISO 50001 and Continual

Improvement
ISO 50001 requires continual improvement in an organizations
energy management system and its energy performance
ISO 50001 requires an organization to plan operations and
maintenance activities which are related to its significant energy
uses
In the language of ISO 50001, an action plan is the equivalent of a
project
BUT, not all activities related to operational control of significant
energy uses will require action plans
Conducting M&V in the ISO 50001 continual energy performance
improvement context requires consideration of both:
1. The results from implementing of action plans (projects) and
2. Any improvements in energy performance resulting from the ongoing
operational control of significant energy uses

14 | Industrial Energy Efficiency

eere.energy.gov

ISO 50001 and Continual

Improvement
Example:
A facility identifies steam as a significant energy use, but has made
many energy efficiency upgrades already, including boilers and a steam
trap maintenance program.
ISO 50001 requires that the facility demonstrate operational
control for the entire steam system, which may be as simple as
using existing energy performance data more effectively and
training staff on existing operational procedures.
Implementation of operational control will likely produce some
additional improvement in energy performance that is ongoingnot project specific.
