The Committee on Public Utilities, Transportation and Traffic Legislation reiterates its prior
decision to maintain the recommendation of the TTMC denying the request of GL/Lizardo Trans
and "A" Trans for an exemption from the Number Coding in the City of Baguio on the following
grounds:
a. If granted the same will be a precedent that can be used by other public utility buses and
vans that we cannot deny that can result to the deflect of the purpose of our Number Coding
Ordinance;
b. That the companies (if ever it want its buses to ply the route on Number Coding days) are
advised to pay the Passage Fee in the amount of One Thousand Pesos (P1,000.00) per unit
per month to the City Treasurer's Office and to submit its vehicle license plate numbers as
basis for evaluation.

Likewise, the observation of Hon. Fred L. Bagbagen that what is also involved here is the ambient
quality of our air here in the City of Baguio should be given credence and it would also be
tantamount to class legislation as observed by the Presiding Officer, the Hon. Vice Mayor Edison R.
Bilog.

However, this is without prejudice to the filing of an amendment to the Number Coding Ordinance
as pointed out by some of the City Council members.
As to the observation that exemptions are being given to buses in La Trinidad, although it does not
mean that Baguio City, as an independent LGU with different conditions and situation should
follow it, the Chair of the Committee, upon inquiry, found out that what is being given exemption is
only one bus, the only bus plying a route so that applying the coding will deprive the commuters of

to Safeguard the Health of the People and Maintain the Dignity of the Nation by

similar or related laws like the provision of the Implementing Rules and Regulations of
PD 856 (Sanitation Code of the Philippines) Section 8.9.1 which consider as other types
of nuisance the distribution or sale of articles such as clothes, shoes, linens, towels,
bedding materials, blankets, pillows, and anything used for sleeping or resting, which
are second hand or made of second hand materials that are offered for sale to the

After careful evaluation of the documents submitted by the applicant to support her application
over the above stated parcel of land at the Baguio Workingmen's Village, the committee finds that
the applicant substantially complied with all the essential requirements as provided for under City
Ordinance Numbered 05, series of 1948, as amended.
The applicant submitted the following documents:
1. Barangay Certification dated July 21, 2014 issued by PB Nenita V. Trinidad, East Modern
Site, Aurora Hill Barangay, Baguio City certifying that the lot application of Florecita A.
Sevilla was posted at the barangay hall for one (1) month and that there is no opposition to
the application;
2. Certificate of Non-Property;
3. Tax Declaration of the subject lot;
4. Tax of the residential house that was built within the subject lot;
5. DENR-CAR certification issued by Edgardo S. Flor, OIC, CENR Officer certifying that
Florecita A. Sevilla is an applicant holder of a parcel of land containing Two Hundred Fifty
Four (254) square meters, Lot 9, Block 36, GSS-529 which is inside Exec. Proc. No. 358
(Baguio Workingmen's Village);
6. Affidavit of Waiver and Quitclaim executed by Angelica Arcelona-Juan quitclaiming the
rights over the said property to Florecita A. Sevilla;
7. Agreement with undertaking executed by and between Angelica Rabena Arcelona-Juan,
Florecita Rabena Arcelona-Sevilla and Agnes Arcelona-Alamares;
8. Tax Official receipt as proof payment of real property tax for CY 2014;
9. Pictures of improvements; and

Letter dated 14 November 2014 of Dr. Minda S. Manantan, Executive Director, National Meat
Inspection Service, Quezon City, seeking cooperation in ensuring the safety of meat consumers
during this holiday season and submitting copy the handbook on Meat Regulations which will help
the Sanggunian in the adoption of local ordinances in regulating meat trade.
As contained in the letter, it requests the City Government of Baguio to:
"1. Direct your personnel involved in market regulations for heightened visibility and
enforcement of applicable regulations in particular AO 5 and AO 6 which provide for
the hygienic handling of meat in the markets:
. Sale of frozen meat is NOT allowed in the market when the stall is not equipped with
temperature controlled storage (freezer, chillers, refrigerators, etc.);
. Prohibit entry and sale of "hot meat" (those not coming from legitimate
slaughterhouses and did not pass government inspection);
. Confiscate "botcha" or meat from double dead animals.

Considering that the holiday season is already underway, the Committee on Health and
Sanitation, Ecology and Environmental Protection recommends APPROVAL of the request of
the National Meat Inspection Service (NMIS), and refer the matter to the City Mayor's Office
for appropriate action. The different instrumentalities of the City Government of Baguio who
shall be charged to oversee and implement the foregoing and apposite ordinances and national
laws regarding food safety is thus requested to closely coordinate with the NMIS.
