Curriculum and Instruction Carole L. Butler as its interim superintendent.

naming Butler as interim superintendent of schools. Butlers
contract is effective from Dec. 1
to July 1.

Newcomer has resigned.
At the council meeting on Monday, Dec. 1, Newcomer announced
his resignation, effective immediately, much to the shock of
council and the public.
I feel like it was a great decision. I certainly will miss it very
much, but I need to move on and
do the things that I need to do. I
need to get my throat better, and,
after having major surgery, you
have a regimen to do, so Im just
trying to keep up with those
things. Someone else can step up
and do what is needed to be done
and best for town, Newcomer
said.
Newcomer made the announcement early in the meeting,
citing his health and wanting to
spend more time with his family
as reasons for leaving. Newcomer
received a kidney transplant earlier this year.
The councilman made his decision to resign after much thinking and resolved it would be for
the best.
I just needed to spend more

time with my
family and the
things I am
doing, like taking care of my
health, Newcomer said.
According

Manager Scott

came as a shock to everyone in
the room and took over the atmosphere of the meeting. Newcomer
did not reveal his plans prior to
the meeting. Carew said after the
shock, there was concern for his
health.
(We all) understand how important Moorestown is to him. He
was a passionate volunteer long
before council. For him to step
back, it mustve been difficult for
him. It makes one concerned for
his health and well-being, Carew
said.
Prior to his election, Newcomer was very active in the community for almost all of his 30 years
in town. Newcomer participated
in the townships recreation department, Third Floor Committee, Moorestown Youth Baseball,

Toward the end of each year,
the township hosts the Township
Council Boards and Committees
Dinner. This year, it was planned
for Dec. 7 at the Moorestown Community House. It was announced
the dinner would be cancelled
and the funds usually used for the
dinner would instead go toward
the MCH for its rebuilding efforts,
Township Manager Scott Carew
said.
The MCH was damaged by a
fire on Nov. 17. The fire was mostly contained to the attic, and the
house has since begun the
process of reopening, but still
isnt fully operational.
The township staff was work-

ing hand in hand to help the MCH


early on by hosting events the
MCH was to host and told the
groups that moved their events to
township facilities to, instead of
paying the township, make a donation to the MCH.
For its next meeting, council is
inviting the firefighters, police,
volunteers and citizens who
helped with the fire that night so
council can honor their efforts,
according to Carew. The MCH
board is also invited to attend.
Also during the meeting, there
was the discussion of name considerations for two ball fields on
Lenola Road, located near the
Lenola Firehouse on the opposite
side of the street. The name of
former Mayor Walter T. Maahs
was brought up, and Mayor Victoria Napolitano read a poignant
email from his granddaughter on

programs and instructors who
offer Moorestown residents recreational opportunities. This year,
once again, the Department of
Parks and Recreation is thankful
for the dedicated volunteers who
facilitate the Family Support Outing Special Needs Holiday Party.
The Department of Parks and
Recreation is pleased to support
and sponsor this annual holiday
party that has become a mainstay
of the holidays for many local
families. Darlene Altschuler
works diligently with the department and many volunteers to provide a fun-filled afternoon of holiday cheer and activity for individuals with special needs and their
families. Each year, this holiday
party grows in attendance and is
filled with creative and exciting
activities for all who attend. Holi-

day crafts and projects will be


available to all who wish to create
something to commemorate the
fun afternoon.
The Special Needs Holiday
party will be on Sunday, Dec. 13
from 1 p.m. to 3:30 p.m. at the
Church Street Recreation Center.
A disc jockey will be onsite with
plenty of holiday melodies and
cheer. There will be food and
drinks and even a special holiday
visitor. The famous jolly, old elf
will make his way into the party
and distribute gifts to each child
in the spirit of holiday giving.
This event is open to individuals
as well as group homes that provide services to individuals with
special needs.
There is still time to register,
but hurry, there are only a few
more days.

as if they were on a NASCAR track?
Youd think someone was giving away
free hundred dollar bills.
Do they not know we have children
walking around town? Do they not
care about the safety of other motorists? Do they not care about their

Seems like today, everyone is in a
rush at all times; it seems like its getting worse with each passing year.

Our children are walking our
streets. Our elderly are still behind the
wheel. Our ready, willing and able are
out on the roads, trying to get shopping
done. And ts going to be extra crowded
like this for a few more weeks yet.
Lets make sure everyone gets where
theyre going safely. Lets all share the
road with each other, and lets stop
being such maniacs even if were not
the most maniacal in the country.

Moorestown school district gives projections


for 2016-2017 budget, with $1.4 million deficit

At the Moorestown Township Board of
Education special meeting, business administrator Lynn Shugars gave a presentation on early budget projections for the
2016-2017 school year. The projections have
a deficit of $1.4 million, based on expenditures of $68 million and revenue of $66.6
million, including a 2 percent tax levy increase.
These are just projections. This is basically just taking the 2015-2016 budget and
projecting it into the 2016-2017 budget.
These are not exact numbers, these are just
estimates, Shugars said.
The school district begins the budget
process early to see challenges and other
things that need to be thought about for the
upcoming year. Shugars gave the presentation to make the board aware of the upcoming year.
For 2016-2017, it is predicted that expenditures will total around $68 million, which

is a 3.99 percent increase over the 2015-2016


school year. This is based off an increase in
lease purchase, for technology and textbooks, 2 percent increase in salaries and
12.6 percent increase in employee benefits.
Revenue predicted is $66.6 million, including a 2 percent tax levy hike. That leaves
the school district with a $1.4 million
deficit.
The district has the possibility to use
banked cap from the 2013-2014 school year,
totaling $742,894. However, that would still
leave about a $700,000 gap.
The potential tax impact for the average
assessed home at $446,500 would result in
an increase of $121.46 at a 2 percent
tax levy increase and $204.95 with banked
cap added.
Our revenues are not keeping up with
our expenditures and we have the potential
of a deficit, just using projections, of $1.4
million. So that is something we will have
to think about as we move into this budget.
Are there other revenue sources we can tap
into? Are there other cost-cutting measures

to make those revenues and expenditures


even out? Shugars asked.
During the presentation, Shugars also
suggested the board bring back the idea of
having a participation fee, or pay-to-play,
for sports, clubs and theater. This would
create additional revenue for the school
district. The participation fee example
used that night was $100 for clubs, sports
and theater in the high school and $75 in
the middle school.
Board members talked about their concerns with the pay-to-play numbers, as
some activities cost more than others and
it doesnt seem fair for everyone to pay the
same amount, they said.
It is anticipated the board will once
again receive updates on the 2016-2017
budget process in January, the first week of
February after budget software and guidelines are released, and the first week of
March after the release of state aid. The
initial submission for the budget is March
22. A public hearing will be held between
April 25 and May 9.

myself forward and the district
as well, Butler said.

According to Goldenberg in a
previous interview, the board will

Newcomer, who was elected in
2012, was the only Democrat on
the five-member council.

the Town Hall and library finished and up and running, helping the recreation building get
new items such as the kitchen
and being a part of the process
for other infrastructures.
Newcomer had one year remaining on his term. It will be up
to the Democratic Party to submit
three nominees to fill the remainder of his term. One of two actions can be taken from there.
The first would be to have council
choose one of the nominations to
fulfill Newcomers unexpired
term. If council does not choose
one of those nominated, the Democratic Party would then choose
from those it has nominated.
The person would then be
sworn in like any other council
member and fill the seat of the
unexpired term. The seat is up for
election next November.
Newcomer hopes council con-

tinues to work toward solutions


in the best manner and that
boards and committees keep involved. He would also like to see
everyone participate in town as
much as possible.
I think this town is great. The
town has a lot of great assets and
will continue to make progress in
all areas The staff, fire department, police, volunteers and the
like, they all work hard to make
the town what it is, and we need
to keep going forward to keep this
town great, Newcomer said.
This wont be the last you see of
Newcomer, as he said he would
like to continue to try to participate in the town, down the road.
I want to thank everyone who
has helped me along the way. It
has been wonderful to be involved
in all of these things in town. It is
always the work of many hands;
we have a lot of great involved
people in town, Newcomer said.

had a tremendous influence on
the Moorestown and Lenola community and continues to have influence that is still positive and
significant today. Councilwoman
Stacey Jordan said he was an inspiration for her to follow in
terms of civic involvement when
she moved to town, according to
Carew.
After the discussion, Carew
said he would report back to
council on what needs to be done
to officially change the names of
the fields and all other details at
the next council meeting.

The public hearing for the resolution authorizing the 2016 Application for Funding Under Community Development Block Grant
was held last week as well. The
township would like to use the
grant to install ADA-compliant
curb ramps in certain areas of
the township known to be used by
elderly residents and those with
physical disabilities. It was legislation that Newcomer pushed for
while on council.
He brought this idea to my attention earlier this year. Unfortunately, he left and didnt get to
vote on it, Carew said.
The rest of council unanimously approved the resolution. If the
township is able to secure the
funding, ramps would be placed

appropriation of $1.65 million
and the issuance of $1.57 million
in bonds or notes
The ordinance replacing the
position of police director with a
police chief
The ordinance that would set
the police chief s salary between
$110,000 and $165,000. The longevity cap is set at $8,580.
Lt. Lee Lieber was officially
named the acting police chief,
having full power as police chief,
since the previous police director
Harry Johnson passed away in
April. There is a civil service
process the township must go
through to determine the permanent chief. The process to appoint
the police chief will take place in
2016.
Other ordinances approved on
second reading were for the 2016
Roads Resurfacing Program, reconstruction of Walnut Avenue
and a portion of Third Street,
purchase of police vehicles and
equipment, purchase of various
public works vehicles and equipment, installation of field lighting
controls at Wesley Bishop Park
and Pryor Park, and various pavement repairs.
Two ordinances were introduced and approved on first reading at the meeting as well. The
first ordinance was a change to
salaries and compensation for an
additional position at the Recreation Department. The second ordinance will have some changes
in fees under the construction
code.

Dolores R. Shields (nee Ruggieri), of Cherry Hill, passed
away peacefully on Thursday,
Dec. 3.
Born in Philadelphia to the late
John and Susan Ruggieri, she
grew up in Philadelphia, living in
Newtown Square, Pa., before
moving to Cherry Hill in 1985. A
real estate broker and manager
for Century 21 Alliance in
Moorestown, she worked with the
company for 18 years.
She is the beloved mother of
Susan R. Pressler and her husband David of Medford, and Tricia Hammerquist of Cherry Hill.
She is also survived by her sister
Arlene Dowd of Cherry Hill, and
her grandchildren Mark Muller,
Jenna and D. Nicholas Pressler
and Anthony, Christopher and
Nicole Hammerquist. She is the
sister of the late Patricia Ruggieri.
