Initial Hire Procedures and minimum qualifications for Drivers


Background
In an effort to ensure that the most competent and safe drivers are employed at Macon County
Transit (MCT) the following eligibility requirements must be met by each prospective/current
employee seeking/holding a position as a driver of a transit vehicle.
Qualifications
A. Application
Each potential employee shall complete a written application. Macon County requires applicants to
complete a State Application (PD-107) when applying for employment with Macon County.
B. Interviews
Interviews for potential operations positions will be conducted by the Transit Operations
Supervisor. Interviews for potential administrative positions will be conducted by the Transit
Director and/or Assistant Transit Director. Interviews may also be conducted in a team approach
with administrative and operations staff participating in the process to determine which applicant
may best be suited for the MCT team environment.
C. Physical Requirements
Each applicant must meet the requirements defined in 49 CFR Part 391.41 of the Federal Motor
Carrier Safety Regulations. In addition to the following requirements:

Eyesight Drivers must have vision in both eyes, normal depth perception, normal
peripheral vision and be free of any disease or condition that could impair vision.
Drivers must have 20/40 vision in each eye with or without corrections, and 140 degrees
or better horizontal vision. Drivers must be able to distinguish between green, red and
yellow.

Hearing Drivers shall have adequate hearing to assure safe response to vehicle horns,
emergency vehicle sirens, and train signals.

3.

Physical Ability: Must have the physical strength to assist wheelchair passengers and
other ADA passengers when loading and unloading the vehicle.

Age
Drivers shall be at least twenty-one (21) years of age.
Knowledge of English
Drivers shall be able to read, write and speak the English language.
Driver Requirements
Drivers transporting people shall hold a valid NC Drivers License or Commercial Drivers License
as appropriate. In order to be considered for employment all applicants must consent to a check of
their drivers license by MCT. This check will occur on the first day of employment. Should the
report show any violation(s) of the criteria listed below, the employee will be dismissed and will no
longer be considered as a qualified driver. In no case will an individual be placed in safety

sensitive service or allowed to operate an agency vehicle without a DMV check that is in
compliance.
The criteria include:

Good driving record with no Driving While Intoxicated (DWI), Driving Under the
Influence (DUI) or similar charges, reckless driving, railroad crossing violations or
leaving the scene of an accident offenses.
No more than a total of two moving violations or accidents within the last three years.
No suspended or revoked licenses within the past five (5) years for moving violations or
violations of criminal laws.
Any combination of violations, unfavorable road observations or accidents that indicates
a pattern of unsafe vehicle operation behavior, whether on or off the job.
Minimum of five (5) years driving experience.
Ability to perform simple math.
Reasonable knowledge of the service area and ability to read basic maps.
A road test given by a designated Agency Supervisor is required.
A written driving skills test is required.

Operating Skills
Drivers shall have experience in safely driving some type of motor vehicle (including private
automobile) for not less than five (5) years, including experience throughout the four seasons.
Criminal Record Checks
A criminal record check shall be obtained by Macon County as part of the application process.
Persons with felony convictions of any sort are unacceptable. Other unacceptable convictions
include crimes of violence, drug usage or sales, physical abuse, fraud or theft. A pattern of
unlawful behavior shall also disqualify an applicant.

When hiring vehicle operators, MCT driver candidates undergo the following:

A background investigation (five years)

Submission of driving record (five years)

Pre-employment drug testing

Basic training in driver skills

Orientation based on individual skills

Defensive driving skills training

Refresher driver training (if applicable)

Customer Sensitivity Training

ADA Requirement Training (Wheelchair Lift and Securement)

Emergency Procedure Training (Evacuating)

TRANSIT OPERATOR
Department: Transit Services

FLSA Status: Non-Exempt

General Definition of Work


Performs intermediate semiskilled work transporting citizens to designated sites, assisting with boarding and exiting
vehicle, collecting fees, maintaining the vehicle, and related work as apparent or assigned. Work is performed under the
moderate supervision of the Transit Operations Supervisor.

Qualification Requirements
To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The
requirements listed below are representative of the knowledge, skill and/or ability required. Reasonable
accommodations may be made to enable an individual with disabilities to perform the essential functions.

Essential Functions
Operates transit vehicle on an assigned route and schedule.
Performs daily inspections of vehicle; reports defects and/or maintenance needs.
Transports citizens, children and the physically and mentally disabled to doctors, on business or shopping trips, outings,
points of interest, employment and daycare; returns them to their homes.
Assists passengers entering and leaving the vehicle, when necessary; carries packages for passengers when necessary;
operates wheel chair lift.
Collects fares and transfers; prepares trip records regarding fares, mileage, passengers, times, etc.
Provides information and directions to passengers and the general public.
Operates two-way radio and/or cell phone; reports unusual traffic conditions, bus condition, passenger emergencies or
other problems.

Knowledge, Skills and Abilities


Thorough knowledge of regional traffic rules and regulations; thorough knowledge of the geography of the County;
ability to operate passenger vehicles and related equipment safely and efficiently; ability to remain alert and to remain
calm during periods of stress; ability to deal courteously and tactfully with the public; ability to keep records and
prepare reports; ability to read, write and speak the English language; ability to perform simple math functions such as
adding, subtracting, multiplying and dividing; ability to read maps; ability to establish and maintain effective working
relationships with associates and the general public.

Education and Experience


High school diploma or GED and moderate experience in operating a public transportation vehicle and working with the
public, or equivalent combination of education and experience.

Physical Requirements
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of
force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires
reaching with hands and arms, pushing or pulling and repetitive motions and occasionally requires standing, walking,
climbing or balancing, stooping, kneeling, crouching or crawling and lifting; work has standard vision requirements;
vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required
to perceive information at normal spoken word levels; work requires visual inspection involving small defects and/or
small parts, operating machines, operating motor vehicles or equipment and observing general surroundings and

TRANSIT OPERATIONS SUPERVISOR


TRANSIT SCHEDULER/DISPATCHER
Department: Transit Services

FLSA Status: Non-Exempt

General Definition of Work


Performs intermediate technical work scheduling and dispatching Transit Operators, developing and monitoring transit
routes, performing basic office duties such as typing, filing and record keeping, and related work as apparent or
assigned. Work is performed under the moderate supervision of the Transit Operations Supervisor. Limited oversight
is exercised over Transit Operators.

Qualification Requirements
To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The
requirements listed below are representative of the knowledge, skill and/or ability required. Reasonable
accommodations may be made to enable an individual with disabilities to perform the essential functions.

Essential Functions
Oversees and provides scheduling and dispatching of vehicles and transit operators; develops daily routes and Transit
Operator manifests using automated software.
Plans and projects routes based on passengers needs; monitors routes for efficiency and ensures coordination of trips.
Coordinates route changes and Transit Operator schedules with the Transit Operations Supervisor.
Receives inquiries, complaints and service requests and resolves them according to established policies and procedures;
changes or cancels passenger trips upon request.
Works with contracting agency representatives to schedule transportation for agency clients.
Coordinates passenger pick-up and drop-off times within allowed timeframes.
Notifies Transit Operators of changes and cancellations using two-way radios and/or cell phones.
Receives and responds to incidents or emergencies from Transit Operators.
Maintains complex and detailed files and records; maintains customer and destination databases; verifies records for
accuracy and completeness.
Prepares a variety of reports as requested.
Serves as back-up staff to the Administrative Assistant as needed.
May be required to operate a transit vehicle on an assigned route and schedule; assists passengers entering and leaving
the vehicle, when necessary; carries packages for passengers when necessary; operates wheel chair lift.

Knowledge, Skills and Abilities


Thorough knowledge of the geography of the County and the location of streets and important buildings; thorough
knowledge of utility terminology as applied to services and equipment; general knowledge of standard office practices,
procedures, equipment and secretarial techniques; ability to enunciate clearly and distinctly; ability to exercise the use
of good judgment in evaluating situations and making decisions; ability to understand and follow moderately complex
oral and written instructions; ability to keep simple records and prepare reports; ability to operate various office
machines; ability to establish and maintain effective working relationships with associates and the general public.

General Definition of Work


Performs difficult technical work supervising transit operators, ensuring proper maintenance of transit vehicles,
transporting citizens to designated sites, and related work as apparent or assigned. Work is performed under the limited
supervision of the Assistant Transit Director. Continuous supervision is exercised over Transit Operators and moderate
supervision is exercised over Scheduling & Route Coordinator.

Qualification Requirements
To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The

Essential Functions
Assists in the recruitment and selection of operating department personnel; assigns, directs, trains and inspects the work

Supervises all Transit Operators and Scheduling & Route Coordinator; reviews and approves daily schedules prior to
distribution to Transit Operators.
Performs daily review of trip inspection reports; reports and corrects safety issues; prepares work orders for and
schedules vehicle maintenance and repair.
Inspects transit vehicles, safety equipment, hatches, windows, doors, wheel chair lifts, etc.; ensures cleanliness of
vehicles; ensures all vehicles have correct notices, insurance, and registration information available; enters vehicle
mileage; calculates gas consumption.
Maintains first aid and fire suppression equipment on all vehicles.
Observes Transit Operators with regard to efficient and safe operating practices.
Operates two-way radio and/or cell phone; reports unusual traffic conditions, bus condition, passenger emergencies or
other problems.
Maintains service and transportation records; prepares monthly transportation reports.
Acts as liaison between Transit Operators, Scheduler/Dispatcher, and Office Manager.
Documents and investigates incident and accident reports; resolves passenger and citizen complaints regarding transit
service.
May be required to operate a transit vehicle on an assigned route and schedule; assists passengers entering and leaving
the vehicle, when necessary; carries packages for passengers when necessary; operates wheel chair lift.

Knowledge, Skills and Abilities


Comprehensive knowledge of the safe and efficient operation of transit vehicles; thorough knowledge of departmental
equipment, programs and procedures; thorough knowledge of the geography of the service area; thorough knowledge of
area traffic laws; ability to plan, organize and direct the work of others; ability to express ideas clearly and accurately
orally and in writing; ability to collect, summarize and present detailed information; ability to maintain detailed records;
ability to operate transit vehicles safely and efficiently and to train less experienced operators regarding same; ability to
establish and maintain effective working relationships with subordinates, other employees and the general public.

Education and Experience


High school diploma or GED and some supervisory experience, or equivalent combination of education and experience.
Experience as a transit operator is desirable but is not required.

ADMINISTRATIVE SUPPORT ASSISTANT 1 TRANSIT


Department: Transit Services

FLSA Status: Non-Exempt

General Definition of Work


Performs skilled administrative support work receiving, screening and processing telephone calls and serving as the
receptionist for the department, assisting the public, typing a variety of documents, maintaining records and files,
preparing reports, and related work as apparent or assigned. Work is performed under the moderate supervision of the
Transit Director.

Qualification Requirements
To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The
requirements listed below are representative of the knowledge, skill and/or ability required. Reasonable
accommodations may be made to enable an individual with disabilities to perform the essential functions.

Essential Functions
Acts as a receptionist; greets visitors; answers multi-line telephone; provides information regarding available transit
services; forwards calls to appropriate party; assists the public with the completion of standardized records or
documents; directs visitors to appropriate party.
Evaluates and determines eligible transit services for callers/visitors; registers new passengers and enters information
into data system.
Notifies Transit Operators of trip cancellations using two-way radios and/or cell phones.
Receives and verifies passenger fares collected on a daily basis; maintains spreadsheet of cash collections; receives and
documents payments from contracting agencies and/or the general public.
Receives and processes incoming and outgoing mail and faxes; mails brochures and information to new passengers.
Operates a variety of standard office equipment; assists staff with copying, collating, etc. of other media.
Maintains "no-show" passenger database; prepares written notices to passengers/agency sponsors.
Sets up filing systems; sorts, indexes and files material alphabetically, numerically, geographically or by other
predetermined classification.
Assists Transit Office Manager with manifest verifications; provides administrative support to other staff as needed or
directed; assists with special projects.
Types a variety of documents including correspondence, forms, reports, purchase orders, requisitions, meeting minutes,
etc. where a knowledge of format and presentation is necessary.
Assists in the coordination and preparation of periodic, special and other reports; collects information from a variety of
sources and compiles data.
Serves as back-up staff to the Transit Scheduler/Dispatcher and Officer Manager as needed.

General knowledge of standard office practices, procedures, equipment and office assistance techniques; general
knowledge of business English, spelling and arithmetic; general knowledge of the organization and functions of the

ASSISTANT TRANSIT DIRECTOR


Department: Transit Services

FLSA Status: Exempt

General Definition of Work


Performs professional and administrative work planning, directing, coordinating and supervising the transit department
services and staff, preparing and maintaining records and files, and related work as apparent or assigned. Work
involves developing policies and goals under the direction of the Transit Director. Departmental supervision is
exercised over all personnel within the department under the direction of the Transit Director.

Qualification Requirements
To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The
requirements listed below are representative of the knowledge, skill and/or ability required. Reasonable

Essential Functions
Manages the day to day administrative operations of the coordinated system under the direction of the Transit Director.
Assigns, directs, trains and inspects the work of departmental personnel; disciplines, coaches, counsels and evaluates
staff performance; develops staff schedules; recommends reward, promotion, suspension, termination and demotion.
Reviews and verifies timesheets, prepares payroll documents and submits to Human Resources for payment.
Prepares invoices for contracting agencies; codes and approves all invoices and submits to Accounts Payable; prints,
mails and files invoices; reviews revenues to verify fare collections; follows up with agencies that are delinquent in their
payments.
Monitors transit services budget; ensures services and equipment are purchased within authorized expenditure levels;
notifies Transit Director of any discrepancies.
Assists the Transit Director in preparing and submitting grants, related invoices and tracking; enters monthly trips for
Block Grant payment; prepares quarterly and/or yearly reports as required by the North Carolina Department of
Transportation.
Assists the Transit Operations Supervisor with selecting and training Transit Operators and ordering supplies; coaches
and counsels staff.
Reviews and implements the marketing plan for transit services.
Performs a variety of administrative tasks such as ordering supplies and uniforms.
Maintains drug and alcohol files and ensures random testing is conducted and reported.
Reviews and maintains personnel training records; prepares and submits quarterly and annual reports.
Enters and submits workers compensation claims; maintains records and files; notifies Transit Director and Human
Resources of any changes.
Attends Transit Advisory Board meetings and records minutes; attends other meetings and engagements in the absence
of the Transit Director.
May be required to operate a transit vehicle on an assigned route and schedule; assists passengers entering and leaving
the vehicle, when necessary; carries packages for passengers when necessary; operates wheel chair lift.

Education and Experience


Associates/Technical degree with coursework in business administration, or related field and considerable experience in
transit operations, finance, administrative support including some supervisory experience, or equivalent combination of
education and experience.

hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking,

means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly;

TRANSIT DIRECTOR
Department: Transit Services

FLSA Status: Exempt

General Definition of Work


Performs professional and administrative work planning, directing, coordinating and supervising the transit department
services and staff, preparing and maintaining records and files, and related work as apparent or assigned. Work
involves setting policies and goals under the direction of the County Manager. Departmental supervision is exercised
over all personnel within the department.

Qualification Requirements
To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The
requirements listed below are representative of the knowledge, skill and/or ability required. Reasonable

Essential Functions
Researches federal and state sources for available funding assistance; oversees and/or prepares grant applications;
determines staffing and capital needs; prepares related financial and statistical reports and invoices.
Assigns, directs, trains and inspects the work of departmental personnel; disciplines, coaches, counsels and evaluates
staff performance; develops staff schedules; recommends reward, promotion, suspension, termination and demotion.
Prepares and administers transit services budget; monitors grant and budget expenditures and revenues.
Develops and implements department policies and procedures; ensures compliance with government regulations;
identifies short and long term goals for transit services
Prepares contracts for contracting agencies; monitors transit contractor performance; provides feedback and
communication on performance with the contractor.
Oversees federal and state programs required for public transit including the Federal Transit Administration Drug and
Alcohol testing, system safety and training requirements, etc.
Attends the quarterly Macon County Transportation Advisory Board meeting; reports on services and recommends
grant applications, service changes, etc.
Develops and oversees the implementation of marketing plans including advertising and public outreach; analyzes data
and evaluates transit services.
Serves on a variety of special boards and committees involving transportation issues.
Coordinates transit services with other transportation agencies.
Assists with incident and accident investigations, resolving passenger and citizen complaints regarding transit service
and prepares appropriate reports.

Education and Experience


Bachelor's degree with coursework in business administration, transportation planning, or related field and considerable
experience public transportation planning/management with some supervisory experience, or equivalent combination of

Physical Requirements
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of
force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions,
frequently requires standing, walking and reaching with hands and arms and occasionally requires stooping, kneeling,
crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is
required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important
instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word
levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work
requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing
general surroundings and activities; work has no exposure to environmental conditions; work is generally in a
moderately noisy location (e.g. business office, light traffic).

Drug and alcohol testing shall be conducted in accordance with local, State and/or Federal regulations.
Valid driver's license in the State of North Carolina.
