reasonsuspectedathirdpartyandhissonlatertoldhimthattheywerenotgoingtorentthe
apartment,inthatRev.LuraWilliamswasoutvotedbysecondarystaffduetoreasonofthefloor
conditioninthekitchenoftheunit.MikethesonofRev.Williamsrefusedtomake
arrangementstofixtheaccommodationsandstatedhewasagainstrentingtheunit.The
transactionhadtakenplacegivenalittlemorethanaweekaftertheonsetofgettingutilities
transferredtotheaddressat130NorthCollegeAve.,Maitland,Florida.Theproblemisalsoto
besuspectedasinvolvinganadversepartywhoisafriendorfamilythereofJarridDeshaun
Williams,thepaternalpartytothechildcustody/childsupportcaseoriginatinginOrangeCounty
duetoseveraldirtytricksortrickeryinvolvingmisconductandmisuseofofficeincluding
fraudulentclaimstoharassmeinOrangeCounty.
Thereafterishasbeensuspectedthatofficersofthechurchcontinuedtoharassmeaccording
totherulesofthePentecostalchurchalongwithanothermemberusingmyassociationwith

reasonsuspectedathirdpartyandhissonlatertoldhimthattheywerenotgoingtorentthe
apartment,inthatRev.LuraWilliamswasoutvotedbysecondarystaffduetoreasonofthefloor
conditioninthekitchenoftheunit.MikethesonofRev.Williamsrefusedtomake
arrangementstofixtheaccommodationsandstatedhewasagainstrentingtheunit.The
transactionhadtakenplacegivenalittlemorethanaweekaftertheonsetofgettingutilities
transferredtotheaddressat130NorthCollegeAve.,Maitland,Florida.Theproblemisalsoto
besuspectedasinvolvinganadversepartywhoisafriendorfamilythereofJarridDeshaun
Williams,thepaternalpartytothechildcustody/childsupportcaseoriginatinginOrangeCounty
duetoseveraldirtytricksortrickeryinvolvingmisconductandmisuseofofficeincluding
fraudulentclaimstoharassmeinOrangeCounty.
Thereafterishasbeensuspectedthatofficersofthechurchcontinuedtoharassmeaccording
totherulesofthePentecostalchurchalongwithanothermemberusingmyassociationwith

LawyersaresubjecttodisciplinewhentheyviolateorattempttoviolatetheRulesof
ProfessionalConduct,knowinglyassistorinduceanothertodoso,ordosothroughtheactsof
another,aswhentheyrequestorinstructanagenttodosoonthelawyer'sbehalf.Subdivision
(a),however,doesnotprohibitalawyerfromadvisingaclientconcerningactiontheclientis
legallyentitledtotake,providedthattheclientisnotusedtoindirectlyviolatetheRulesof
ProfessionalConduct.
Manykindsofillegalconductreflectadverselyonfitnesstopracticelaw,suchasoffenses
involvingfraudandtheoffenseofwillfulfailuretofileanincometaxreturn.However,some
kindsofoffensecarrynosuchimplication.Traditionally,thedistinctionwasdrawnintermsof
offensesinvolving"moralturpitude."Thatconceptcanbeconstruedtoincludeoffenses
concerningsomemattersofpersonalmorality,suchasadulteryandcomparableoffenses,that
havenospecificconnectiontofitnessforthepracticeoflaw.Althoughalawyerispersonally
answerabletotheentirecriminallaw,alawyershouldbeprofessionallyanswerableonlyfor
offensesthatindicatelackofthosecharacteristicsrelevanttolawpractice.Offensesinvolving
violence,dishonesty,breachoftrust,orseriousinterferencewiththeadministrationofjustice
areinthatcategory.Apatternofrepeatedoffenses,evenonesofminorsignificancewhen
consideredseparately,can
indicateindifferencetolegalobligation.
Alawyermayrefusetocomplywithanobligationimposedbylawuponagoodfaithbeliefthat
novalidobligationexists.Theprovisionsofrule41.2(d)concerningagoodfaithchallengeto
thevalidity,scope,meaning,orapplicationofthelawapplytochallengesoflegalregulationof
thepracticeoflaw.
Subdivision(c)recognizesinstanceswherelawyersincriminallawenforcementagenciesor
regulatoryagenciesadviseothersaboutorsuperviseothersinundercoverinvestigations,and
providesanexceptiontoallowtheactivitywithoutthelawyerengaginginprofessional
misconduct.Theexceptionacknowledgescurrent,acceptablepracticeoftheseagencies.
Althoughtheexceptionappearsinthisrule,itisalsoapplicabletorules44.1and44.3.
However,nothingintheruleallowsthelawyertoengageinsuchconductifotherwiseprohibited
bylaworrule.
Subdivision(d)ofthisruleproscribesconductthatisprejudicialtotheadministrationofjustice.
Suchproscriptionincludestheprohibitionagainstdiscriminatoryconductcommittedbyalawyer
whileperformingdutiesinconnectionwiththepracticeoflaw.Theproscriptionextendstoany
characteristicorstatusthatisnotrelevanttotheproofofanylegalorfactualissueindispute.
Suchconduct,whendirectedtowardslitigants,jurors,witnesses,courtpersonnel,orother
lawyers,whetherbasedonrace,ethnicity,gender,religion,nationalorigin,disability,marital
status,sexualorientation,age,socioeconomicstatus,employment,physicalcharacteristic,or
anyotherbasis,subvertstheadministrationofjusticeandunderminesthepublic'sconfidencein

oursystemofjustice,aswellasnotionsofequality.Thissubdivisiondoesnotprohibitalawyer
fromrepresentingaclientasmaybepermittedbyapplicablelaw,suchas,bywayof
example,representingaclientaccusedofcommittingdiscriminatoryconduct.
Lawyersholdingpublicofficeassumelegalresponsibilitiesgoingbeyondthoseofothercitizens.
Alawyer'sabuseofpublicofficecansuggestaninabilitytofulfilltheprofessionalroleof
attorney.Thesameistrueofabuseofpositionsofprivatetrustsuchastrustee,executor,
administrator,guardian,oragentandofficer,director,ormanagerofacorporationorother
organization.
Alawyer'sobligationtorespondtoaninquirybyadisciplinaryagencyisstatedinsubdivision(g)
ofthisruleandsubdivision(h)(2)ofrule37.6.Whileresponseismandatory,thelawyermay
denythechargesorassertanyavailableprivilegeorimmunityorinterposeanydisabilitythat
preventsdisclosureofacertainmatter.Aresponsecontainingaproperinvocationthereofis
sufficientundertheRulesRegulatingTheFloridaBar.Thisobligationisnecessarytoensurethe
properandefficientoperationofthedisciplinarysystem.
Subdivision(h)ofthisrulewasaddedtomakeconsistentthetreatmentofattorneyswhofailto

disbursementunitonFebruary3rd,2011andFebruary4th2011tointerceptchildsupport
payments,asindicatedbyaSDUrepresentativeuponinquiryregardingarecentchildsupport
order,judgement,issuedbyDivision42,OrangeCounty,Florida,respondentandpayor,Carlos
AlbertoGonzalez.TheCPIfalseallegationswereintendedtointerceptpayments,indicativeas
awhitecollareconomiccrime,fraud.TheCPImadethisinterceptbydeceptiononthecourtand
fraudallegingthatmychildrenhadbeenkidnappedasadismissalwasenteredagaiinstFelicia
Handley,theCPIinthiscomplaintonJanuary28th,2011afterwithoutacourtorderorany
documentationshenotonlyharassedmeinpublic,butviolatedthechildren'sandmyrightsthe
eveningofJanuary27th,2011arrivingataconviencestorewiththeOrlandoPolice
Department.FeliciaHandley's
accompanyingagentjumpedoutagrayyelling"it'sover",'itsover"aswitnessedbyOrlando
PoliceDepartment.TheincidentoccurredontheeveningofMichylShaw'ssciencenightat
FerncreekElementary,whereastheparentsandthechildrenweretransportedbyOrange
CountyDistrictSchoolstoFerncreekElementaryandthenhomeagain.Shortlyafterdeparting
offtheschoolbusandwalkingovertothecoveniencestorenearbyourresidence,thepolice
andagraycarthatHandleyandtheaccompanyingagentwerein,pulledupinfrontofthe

conviencestoreanddetainedmyselfandmychildrenstatingthattheyhadarighttotakethe
childrenthateveninguntilcourtthefollowingmorning,andthattheyhadalreadycontactedthe
fathersofthechildrenpriortoarrivalwhichiswherethechildrenweretobetakeninto
temporarycustodywithoutanorderfromthecourtuntilthehearingthefollowingmorningon
January28th,2011.Atthehearingheld
inthejudicialchambersofJudgeAnthonyJohnson,DCFrepresentatives,theCPI,Felicia
Handleywereinformedthattherewouldbeadismissalandthechildrenweretoattendschool,
anduntilfurthernoticeofanevictionfromtheresidentialaddress,noactionwouldbe
heard.FeliciaHankleyfollowswithamalicious,attrociouslieaboutmissingchildrenand
kidnapping,thatbothMichylShawandIsisShawhadbeenmissingsinceFebruary3,2011,
whichwasfalse,andverifiablebythechildren'sprimarydoctorwhohadseenbothchildrenon
theeveningofFebruary3rd,2011whileinthecustodyofthemother,myself.Inaddition,no
staffmembersorpersonsofauthorityattheresidentialdwellinghadevergivensuchinformation
toFeliciaHandley.
IaminquiringastowhatactionunderFloridaandFederalStatutehasbeentakenagainst
FeliciaHandleyortheDepartmentinadditiontofurtherevidenceoffraudonthecourt,
intentionalomissionbyDCFdepartmentalattorneysconstitutingattorneydecietand
misconduct,ofchildsupportrecoveryproceedingsindivision42ofwhichthemotherandthe
childrenwereunderrepresentationdruingwhichtimetherewarerepeated"reservedactions",
andactionsinthecaseregardingterminationofparentalrightswhichwereunauthorized,not
consulteduponoractionsthatcontinuedtodelayrecoveryandcollectionfromwhatisreferred
legalasCRIMINALNONSUPPORT,underfederalrecovery.Chapter39detailswhatisreferred
toasa"thresholdofdemonstrativeillustration"bythenoncustodicalparentoffinancialsupport
outsideofanyfamilysupportormentalsupportintheinterestsofthechildren(PROCEEDINGS
