My name is Neil J. Gillespie. I am a non-lawyer, a consumer of personal, family and household
goods and services, consumer transactions in interstate commerce, and a person with disabilities.

On November 27, 2015 Experian refused to provide my annual credit report online, and provided
the enclosed notice that states:
A condition exists that prevents Experian from being able to accept your request at this
time. To obtain your Experian annual credit report, please mail your request to the
address below using the Annual Credit Report Request form.

It appears Experian is not registered with the Florida Department of State, Division of
Corporations, as required by law. Experian is regulated by the Fair Credit Reporting Act
(FCRA). The Fair and Accurate Credit Transactions Act of 2003, signed into law in 2003,
amended the FCRA to require the credit reporting companies to provide consumers with one free
copy of their credit report per 12-month period. The Experian website provided two addresses:

Equifax provided my annual credit report online, after quickly resolving a password issue, see
enclosed the Equifax email. Experian has refused to correct the issue blocking my online access.
I request Experian provide my annual credit report online immediately. Due to my disability,
Experians mailed credit report is a burden; it is time consuming to scan a paper report to PDF
files; and it is onerous to send by US Mail disputes in paper, with costly postage, and receive
paper responses by US Mail, all of which must be scanned to PDF files. Experians response is
an unlawful denial of my annual credit report online, and disability discrimination. Thank you.

enclosed the Equifax email. TransUnion has refused to correct the issue blocking my online
access. The phone number provided to get a report by phone, (877) 322-8228 is just an endless
stream of commercial offers, including ALORICA, INC. 412-650-3799 for Direct TV.
I request TransUnion LLC provide my annual credit report online immediately. Due to my
disability, TransUnions mailed credit report is a burden; it is time consuming to scan a paper
report to PDF files; and it is onerous to send by US Mail disputes in paper, with costly postage,
and receive paper responses by US Mail, all of which must be scanned to PDF files. The
response by TransUnion is an unlawful denial of my annual credit report online. TransUnion
failed to accommodate disability in violation of ADA and Rehabilitation Act. Thank you.

My name is Neil J. Gillespie. I am a non-lawyer, a consumer of personal, family and household
goods and services, consumer transactions in interstate commerce, and a person with disabilities.
On November 27, 2015 I checked my Equifax credit report and found a $1,056.00 balance for
my closed Amazon.com (Amazon) / Synchrony Bank acct. # 6045781077313509. Balance
should be zero ($0.00) so I made a dispute, Equifax confirmation # 5331033875. Exhibit 1
Email from Amazon / Synchrony Bank acct. # 6045781077313509 (Exhibit 2) demanded a $25
payment by Nov-28-2015 on a balance of $1,056.94 for order # 112-6608819-8161000 that was
canceled. The email is dated Nov-06-2015, but I only found it Nov-28-2015 since I rarely
checked that Email after I closed my accounts with Amazon / Synchrony Bank. The order was
for a Swarovski CL Companion 8x30 Africa Binocular 58133, price $1,124.10. Exhibit 3.
Amazon and Focus Camera knowingly defrauded me, aided by Synchrony Bank, by shipping the
binoculars 9 hours after I canceled, and failing to credit my account when UPS returned the
binoculars to Amazon / Focus Camera after I refused to accept the delivery. Amazon / Focus
Camera has possession of the binoculars, yet Amazon / Synchrony Bank continue to demand
payment from me of $1,056.94. Amazon also has my (2) $100 Amazon gift card funds. I am
receiving regular telephone collection calls from 866-771-1104, caller ID Not Provided.
I believe the Consumer Financial Protection Bureau has jurisdiction under authority of the DoddFrank Act (Pub.L. 111203), 12 U.S.C. Chapter 53, Title X, the Consumer Financial Protection
Act of 2010, and the Commerce Clause (art.1, sec.8, cl.3) to enforce U.S. laws including,

Truth in Lending Act, 15 USC 1601 et seq. (TILA)

religious holidays claimed by Focus Camera were over by October 19, 2015, I concluded that
Focus Camera is a fraud, and fraudulently invoked three religious holidays in this matter. I
believe Focus Camera, et al, engaged in anti-Semitism by knowingly misusing three Jewish

Cancel my Amazon account. Your vendor Focus Camera cannot respond to my emails
because of a number of Jewish holidays, according to their automated responses. The last
such religious holiday, Sukkoth, ended October 7, 2015 according to their automated
response. That was almost two weeks ago. I entered this transaction with a business, not a
religion. Heck, Im not even Jewish. So I cannot observe these religious holidays as part
of a business transaction. In order to assure Order: 112-6608819-8161000 is canceled, I
am closing my Amazon account. I have no faith whatsoever in Amazon resolving this
matter.
There is currently $190.11 due me on an Amazon gift card that Amazon refuses to
refund. Amazon says I will loose the $190.11 gift card balance once my Amazon account
is closed. I object to that policy. I purchased the Amazon gift cards at Lowes, on a
Lowes credit card. I was told by Amazon to dispute the $190.11 gift card balance
amount through the Lowes credit card, which is offered through Synchrony Bank, same
as the Amazon credit card. Fine. I also closed my Amazon credit card today. I will
probably close my Lowes credit card also.

Religion, interstate commerce, and the Commerce Clause


Kimberly Jean Bailey Davis is the county clerk of Rowan County, Kentucky. In 2015, Davis
gained national media attention after defying a federal court order requiring that she issue
marriage licenses following the U.S. Supreme Court decision in Obergefell v. Hodges, which
held that there is a right to same-sex marriage guaranteed by the Fourteenth Amendment.
Davis began refusing to issue any licenses, either to same-sex, or to opposite-sex couples, saying
she was acting "under God's authority". Focus Camera is invoking Gods authority too, by
fraudulently claiming three Jewish religious holidays prevented it from responding to my email,
even though the three holidays, Rosh Hashanah, Yom Kippur, and Sukkoth, were long over by
October 19, 2015 when I emailed Focus Camera and canceled Amazon order # 112-66088198161000 for the Swarovski CL Companion 8x30 Africa Binocular that had not yet shipped.

way to protect the public is to bring criminal charges, and upon conviction, incarcerate Amazon

Cancel my Amazon account. Your vendor Focus Camera cannot respond to my emails because of a number of
Jewish holidays, according to their automated responses. The last such religious holiday, Sukkoth, ended October 7,
2015 according to their automated response. That was almost two weeks ago. I entered this transaction with a
business, not a religion. Heck, Im not even Jewish. So I cannot observe these religious holidays as part of a
business transaction. In order to assure Order: 112-6608819-8161000 is canceled, I am closing my Amazon
account. I have no faith whatsoever in Amazon resolving this matter.
There is currently $190.11 due me on an Amazon gift card that Amazon refuses to refund. Amazon says I will loose
the $190.11 gift card balance once my Amazon account is closed. I object to that policy. I purchased the Amazon gift
cards at Lowes, on a Lowes credit card. I was told by Amazon to dispute the $190.11 gift card balance amount
through the Lowes credit card, which is offered through Synchrony Bank, same as the Amazon credit card. Fine. I

demanded that Amazon.com remove from its
website books that deny the Holocaust and
promote anti-Semitism and white supremacy.
"No one should profit from the sale of such vile
and offensive hate literature. Many Holocaust
survivors are deeply offended by the fact that
the worlds largest online retailer is making
money from selling such material," WJC
Executive Vice President Robert Singer wrote in
a letter to Amazon CEO Jeff Bezos.
"We are shocked and disgusted that Amazon has not
yet removed these items, which came to light in
news reports on October 14, Singer said.

This is an update to my letter December 17, 2015, and some additional information.

Equifax notified me by email Saturday December 19, 2015 at 8:03 AM that Equifax
completed my dispute for Confirmation Number 5331033875 which appears at Exhibit 33
together with two pages of my credit file. Also included is an Equifax screen shot for Online
Dispute. The credit file is copied below in relevant portion, and shown in full at Exhibit 33.

I do not understand the foregoing because I do not owe $1,081 to Amazon / Synchrony Bank.
My balance should be ZERO ($0.00). I got a phone call/message from 866-771-1104 caller ID
Not Provided on Saturday, December 19, 2015 at 8:13 AM. I called the number, it was
Synchrony Bank but the person could not explain why Synchrony Bank called me.
Today I visited Equifax at www.equifax.com/CreditReportAssistance and called Equifax us at
866-349-5186 to no avail, no assistance was provided. The phone number was to a non-human.

Today I called a Equifax Customer Representative at (888) 425-7961 to no avail or assistance.


The person I spoke with could not explain what the forgoing meant, they just read from it.

Equifax notified me by email Saturday December 19, 2015 at 10:12 AM that Equifax
received my dispute, Equifax Confirmation Number: 5353011954, and appears at Exhibit 34.
The dispute is copied below in relevant portion, and shown in full at Exhibit 34.

I also provided to Equifax online my Complaint to Consumer Financial Protection Bureau


December 17, 2015 with the exhibits.
Prior account # 6045-7810-4375-9728 Amazon / Synchrony Bank
Previously I had an account with Amazon / Synchrony Bank with a $400 credit limit, account
# 6045-7810-4375-9728. I voluntarily closed this account and it is paid in full.
On November 13, 2014 I made a written dispute to Amazon about a fraudulent $25 late fee
wrongly applied November 10, 2015 to my account. See enclosed separately Exhibit 35, my
letter to Amazon CEO Jeff Bezos to the Seattle, WA corporate office, 20 pages. The fraudulent
$25 late fee was removed. I paid off the account in full.
Disability retaliation
The fraudulent $25 late fee appears in retaliation to my request for a disability accommodation
made November 4, 2014 (Exhibit 35). Below is the text of my disability accommodation request:

This is a follow-up to my email today to Mr. Bezos, copy enclosed.
1.

LEGAL NOTICE: Remove a wrongly charged $25 late fee November 10, 2014 on my
Amazon.com Account No. 6045-7810-4375-9728, previously closed at my request.

2.

Provide a payoff amount for this account so I can make a final payment.

3.

Correct inaccurate information Amazon.com provided to the credit bureaus about me.

Today I called Amazon.com at 1-866-634-8379 and learned Amazon.com received and


processed my payment of $35 on November 7, 2014, three days prior to the due date.
However Amazon.com, with malice aforethought, wrongly charged a $25 late fee to my account,
see the enclosed PDF. My payment of $35 was timely made November 4, 2014, see the enclosed
PDF. I already notified Amazon.com by chat communication, see the enclosed PDF.
Unfortunately Amazon.com failed to provide the disability accommodation requested, so it looks
like Amazon has violated federal disability law, in addition to the Fair Credit Reporting Act.
On information and belief AMAZON.COM.DEDC, LLC., d.b.a. Amazon.com, is a Delaware
Corporation authorized to transact business in Florida. Exhibit 1 and Exhibit 2.
