A federally qualified health center (FQHC) serving to the uninsured, low income, as well as the
insured population of Lassen County, from a 27,000 square foot clinic in Susanville and a
satellite location in Westwood, CA. Services include primary medical care, obstetrics, dentistry,
health education, and behavioral health, telemedicine, as well as operation of the WIC program.
Acupuncture and two cardiology practices hold regular clinic days. Medical, dental, and
behavioral health providers deliver 54K+ patient visits annually. Total annual revenue of $13
million.
Hired as Chief Financial Officer, promoted to CEO
As Chief Executive Officer:
*Expanded on-site specialty care and tele-medicine. Opened new dental clinic and obtained
change in scope approval for new clinic site in 2015.
*Achieved NCQA Level 3 Patient Centered Medical Home recognition (PCMH). Obtained
increases totaling $700,000 (+63%) in base annual federal grant funding by expanding medical,
dental, behavioral health, and community outreach services.
*Obtained additional private foundation funding,

*Concluded an innovation grant with Partnership Health Plan of California and University of

$238 million operating Budget
Responsible for managing financial activities, including development of the annual operating
budget. Executed and sustained continuous interaction with auditors and state regulators in Utah
and Nevada, including organizing financial audits This initiative furnished a $5 million gain
share to the health plan. Implemented internal process enhancements for Sarbanes-Oxley
compliance.
*Generated $2M by reconciling health plan and state patient accounting systems.
*Oversaw an ad hoc IT and accounting team that was assembled to reorganize, reprocess, and
reconcile 4 years of health claim payment records.
*Collaborated with data analysts to document a $10 million+ Medicaid premium pricing problem

Supervised 12 Direct Team Lead Reports for North America and Latin America
Site manager recruited to appoint, educate and integrate the collections teams to guarantee
attainment of committed contract scope and delinquency performance targets. Supervised and
maintained the project planning essential to transition work from Reno to lower cost collections
teams at Accenture servicing centers in San Antonio and an offshore facility in Manila.
Achieved target delinquency performance on $1.2 billion in monthly licensing fee

Overcame limited local hiring pool to recruit 50 full time employees for the organization.
