Mission, vision and principles


Foundation "Pentru Voi" is a non-governmental charity whose mission is to improve
the life quality of people with development disabilities and their families. Our vision is
a world where people with development disabilities have equal rights and
opportunities to receive the support they are entitled to, based on the belief that all
people are equal and should be valued, with disability being considered a human
rights issue.

The foundation provides social services through the Day Center "Pentru Voi" including
protected housing, which was established thanks on a public-private partnership
between the foundation "Pentru Voi" and the Local Council of Timisoara and is funded
by local budgets. Our main activities during 2008 are described in page 4 ahead.

A. Community Services

1. Day Centers

• Day Center „Împreună” (Together) hosts 79 adult


beneficiaries with medium and light disabilities, 9
beneficiaries more in 2008 compared to the previous year.
The center’s goal is to develop the beneficiary’s skills in
preparation for employment.

As a result, by the year’s end 110 people with development


disabilities were successfully hired with employment
contracts, both in protected units and in the free labor
market.

The day center is divided into four hands-on workshops:


1. Typing and copy center
2. Assembly center
3. Tailoring and Decoration center
4. DIT and Gardening center

• Day Center „Ladislau Tacsi” hosts 43 people with


severe intellectual disabilities, multiple and challenging
behavior. Last year the number of beneficiaries involved in
such activities has increased from 10 to 21. Rewarded in
different ways, starting from the month of December when
they benefited not only from monetary compensation for
their work but also from protected housing “Pentru Voi”. The
center has also received valuable input from two specialists
visiting from the Netherlands: Agnes Stoffel and Karin I Riel,
who had worked for 3 weeks day in and day out in

beneficiary groups and taking part in activities with the professional staff.

2. The center for assisted employment

During 2008, the center offered continuous support for 33 people employed on the
free market and for 56 people employed in the protected unit „Pentru Voi.” Among
the services offered were creating a vocational profile, job search, vocational training
and social skills training, employability and accompaniment
for 35 people.

3. Protected houses

• The protected house DINA – high level of


protection

It accommodates 5 persons with average and severe


disabilities. In 2008, at DINA house, activities mainly focused
on developing self-household abilities, social abilities,
educational activities as well as imagination development,
creativity and reinforcing independent life abilities and inter-
relationships.

• The protected house DINU – high level of


protection

During the year 2008, within the protected house DINU we


kept the division on 2 modules: one for maximum protected
accommodation for 4 beneficiaries with severe development
disabilities and provocative behavior and the other for
average protected accommodation for 4 beneficiaries with
mild and average development disabilities, employees of the
bakery „Pentru Voi”. The beneficiaries of the latter undertook
self-household activities in order to develop their personal

independence and autonomy, improving their social and relationship abilities; they
undertook individual and group educational activities. In their spare time they
practiced team games, dance competitions, mini-parties, participated to festivals, the
village fair, the Special Olympics games etc.

• The protected house LAURA - moderate level of protection

Repairs were done last year in the whole house including the heat insulating,
renovation of the bathrooms and the kitchen, painting of all rooms, as well as
changing the deteriorated pieces of furniture. The 3 young girls living at LAURA
benefited from the regular support of an educator, about 20 hours a week, who
accompanied them to the doctor, shopping, supported them in getting in touch with
their family members sometimes located at large distances. The young girls manage
themselves with the house and they are learning to manage their money as well and
to prioritize their expenses.

• The protected house DORA – moderate level of protection

The 4 girls accommodated in this house have a job that they


are happy with because it gives them financial independence.
Although they continued to receive support from the
Foundation „Pentru Voi”, the young girls paid for themselves
the house keeping expenses, the phone and the electric
energy bills. In order to encourage independent
accommodation, support from „Pentru Voi” was reduced from
20 to 10 hours a week, and the girls proved to be doing fine.

Last year, we managed to renewal the bathrooms (changing


the fittings, the floor sandstone, the sanitary, painting the
walls), and now the apartment is completely renovated.

• The protected house „CRISTIAN” – high level of protection

In the autumn of 2008, construction works began for the first maximum protected
house in Romania, especially designed for the needs of 5 beneficiaries with severe
development disabilities. The construction has a built area of 170 sqm, it shall have 5
individual bedrooms, one kitchen, one living room and two specially equipped
bathrooms. (See details in the projects section)

3. Respiro Center

Respiro Center is working based on a collaboration


agreement between „Pentru Voi” Foundation and the Day
Center „Pentru Voi” with protected houses. The aim of the
center is to provide short term care, being open 24hours a
day, 7 days a week and it may accommodate 3 beneficiaries
for a maximum period of 30 days.

In the year 2008, 24 persons with development disabilities,


beneficiaries of „Pentru Voi” requested the services of this
center. The contribution of the beneficiaries for food and
house keeping expenses is 8.5 RON/ day, representing the
only contribution that beneficiaries of this service need to
pay.

4. Support for life into the community

The support consists in facilitating the access of “Pentru Voi”


beneficiaries to the various systems of community:
educational, health, social assistance, juridical, transportation
as well as providing them companionship and help in
undertaking different social activities: shopping, visits,
participation to various cultural events – entertainment,
summer schools.

5. Services at home

This is a service created in 2008, as an answer to the needs of the families of “Pentru
Voi” beneficiaries. By the end of 2008, social services at home were provided for 13
adult persons with development disabilities. This service is being supplied by a multi-
task team comprising: 1 coordinator, 1 psychologist, 2 social assistant, 1 physical
therapist, 3 specialized educators.

Based on the evaluation the multi-task team undertakes, it establishes the needs and
the support to be given in: developing personal autonomy, social integration,
socialization, social autonomy, recuperation and rehabilitation services, normalization
of adjustment relationships.

B. Protected unit „Pentru Voi”


At the end of the year 2008, the protected unit „Pentru Voi” had 58 employees,
persons with development disabilities, while its turnover was 204 403 Euro. The
profit obtained in 2008 shall be invested in equipping the protected unit „Pentru Voi”.

Because of the professionalism and the continuous promotion of the protected unit,
we signed another 15 contracts with companies last year, and so in December there
were 31 collaboration agreements signed. We promoted the mobile team by hiring it
for various activities (cleaning green spaces, doing pavement markings, installation of
light installations) in companies like: Contitech, Procter & Gamble, Flextronics.

C. Lobby campaigns, advocacy, self-representation and


fund-raising
In 2008 the Foundation „Pentru Voi” organized two lobby and advocacy campaigns to
promote the rights of persons with development disabilities, as well as the fund-
raising campaign for directing the 2% of the income taxes.

• “Romania votes SMART” campaign

During the 5th of May and 1st of June 2008, the campaign
„Romania votes SMART” gave applicants from 5 counties
(Timiş, Giurgiu, Hunedoara, Mureş, Sibiu) and Bucharest
the opportunity to present to voters concrete ways to
promote social inclusion of persons The campaign was
initiated by the Foundation „Pentru Voi”, in collaboration
with the Institute for Public Policies and the Federation
Inclusion Romania.

One group at a time, including persons with development


disabilities, parents and representatives of organizing
NGOs, met 5 candidates for the position of Chairman of
the Timis County Council and 6 candidates for the position
of Sector Mayor for Bucharest respectively.

The candidates received a list of specific questions about


what would they do for the social inclusion of persons with development disabilities if
they were elected for the positions they candidate for. Letters with the list of
questions were also sent for all candidates at the Chairman position in the counties
Timiş, Giurgiu, Hunedoara, Mureş and Sibiu and the Mayor position for the
Bucharest’s sectors.

Out of the 41 candidates for the position of Chairman of the county council that we
got in contact with in the 5 counties, 17 answered to our invitation. And only 1

candidate, of the 18 candidates to the position of Mayor in Bucharest, answered


precisely to our questions. You may access the comparative report and the answers of

• „Political parties facing the disability” campaign

Initiated by the Foundation „Pentru Voi”, in collaboration with the Institute for Public
Policies and the Federation Inclusion Romania, in November, the campaign aimed to
include the disability subject in the electoral calendar, for the parliament elections on
the 30th of November 2008.

The initiating organizations sent a letter to the three main political parties in Romania
asking them to mention their 3 first priorities in the field of disability.

In Timiş county, 42 letters were sent to the candidates of the main political parties
for the functions of deputy and senator, and we received only 12 answers (28% of
the candidates gave answers to the questions regarding real problems the community
is being confronted with). The answers were similar, as all candidates stated they
would vote for the Convention and they would ask advise from an NGO (one
candidate state that he would hire a disabled person for his parliament cabinet, which
did not actually happen since he was not elected).

The Foundation „Pentru Voi” and the Institute for Public Policies shall monitor the
materialization of the promises the candidates made through the legislative
initiatives, the normative measures, etc.

• Self-representation

» The self-representation meetings were very successful in 2008, being planned once
a week in the 4 workshops of the Day Center „Împreună”. The beneficiaries were
deeply involved, as there were situations when they had to make a presentation for
themselves. Various themes were approached, from the rights of disabled persons,

employment and the responsibilities related to this new status, to the way we tie
friendships, we act during a movie or in different situations.

» The Foundation “Pentru Voi” organized in September


2008 the third edition of the National Conference for the
persons with development disabilities, as self-
representatives, with the theme UN Convention Regarding
the Rights of Disabled Persons. The conference was
organized with the financial support of The Initiative for
Mental Health of the Open Society Institute in Budapest and
Vodafone Foundation Romania.

The 30 self-representatives who participated to the debates


searched for answers to questions like “What is the UN
Convention Regarding the Rights of Disabled Persons? What
does it mean for me and what does it bring new? What are
my rights and how can I defend them?”

• 2% Campaign

We thank everybody who chose the Foundation „Pentru Voi” when directing the 2% if
their income taxes in the year 2008! Last year we managed to raise 62,134 lei, of
which 53,028 lei from Timişoara, where we placed ourselves on the third position!
The money shall be used to finish the protected house Cristian.

The results of our campaigns are materialized in our newly started services and in the
increasing number of beneficiaries. In Romania, only 281 persons with mental
disabilities benefit from day centers, of which 155 (meaning 55%) are the
beneficiaries of „Pentru Voi” Foundation centers. Maybe, that is why citizens from
Botoşani, Mangalia, Bucureşti or Craiova chose to direct the 2% to the Foundation
„Pentru Voi” although it provides social services only in Timişora.

D. Resource Center
The Foundation „Pentru Voi” organized in 2008 as well a
series of seminars (regarding the employment of disabled
persons, the UN Convention regarding the Rights of
Disabled Persons etc.), national conference with
international participation, and national conference for self-
representatives and study visits in the country and abroad.
Within the project „I am willing and able to work!” in 2008
we published the brochures:
• O solution for my company – hiring persons with
development disabilities
• What would it be like to have a job?

E. Projects
• Different but together

Financer: The initiative for Mental Health of the Open


Society Institute in Budapest with the support of Timisoara
Town Hall.

Results: The project "Different, but together" aimed to


start a "Pentru Voi" protected unit, to hire a large number
of disabled persons - 73, to develop the employment
department at „Pentru Voi”, to get companies, journalists,
the large public aware about the inclusion on the labor
market of disabled persons.

• I am willing and able to work

Financer: European Union and Romanian Government,


through the PHARE program 2006 – Economical and Social
Cohesion, Development of Human Resources – Social
Inclusion measures.

Results:
• 10 adults with development disabilities trained for
the finisher in constructions profession and other 10
for computer operator profession
• 3000 disabled persons from the V West Development
Region better informed about their employment
• 10 adults with development disabilities employed on
the free labor market
• 5 adults with development disabilities employed
within a mobile team

• 5 adults with development disabilities trained to use a specialty software


• 3000 easy readable folders regarding employment
• 10 directors of institutions from the V West Development Region informed,
trained and supported regarding the started up of a protected unit
• 2000 employers from the V West Development Region better informed about
the issue of disabled persons in the region
• 2000 brochures addressed to employers regarding the possibility to hire
disabled persons
• 30 employers had the opportunity to really talk with the relevant actors about
the concrete aspects of hiring disabled persons
• 10 persons with severe development disabilities involved in a work program for
community service.

• Autism does not go away at the age of 18!

Financer: European Union through the PHARE


program 2006 – Support for developing mental
health community services and
deinstitutionalization of persons with mental health
problems. The project is being undertaken in
partnership with Timisoara Town hall and the Day Center “Pentru Voi” with protected
houses.

The project is undertaken in the period December 2008 – November 2009 and it aims
to increase awareness regarding the issue of adults diagnosed in childhood with
autism spectrum disorders.

What do we do?
• We analyze the need of services of 30 adults who were diagnosed in
childhood with autism spectrum disorders.
• We train 50 specialists who are working with adults having autism disorders.
• We organize a campaign to promote social inclusion and against the
stigmatization of autistic persons within the local community.

• We form an advocacy group focused on adults’ social inclusion issues.

In the year 2008, the project team was involved in management and training
activities.

• Cristian House

Financer: The initiative for Mental Health of the Open


Society Institute in Budapest, Habitat for Humanity and it
has been undertaken in partnership with the Local Council
of Timisoara which free of charge granted the 2755sqm
ground for a period of 49 years.

The aim of the project is to offer the chance to lead a


decent life, into the community, to 5 persons with severe
development disabilities by building a protected house for
them. The building with a living area of 170sqm is specially
designed for the needs of the 5 beneficiaries and it shall
have 5 individual bedrooms, one kitchen, a living room and
2 bathrooms specially equipped.

Last year in November the construction works started, while


the building of the first wall took place in the presence of
the Timisoara Mayor, M. Gheorghe Ciuhandu, the representatives of sponsors and
the volunteers in the project. The construction is planned to be finished in 2009.

• Organizational development of the Foundation „Pentru Voi”

Financer: The initiative for Mental Health of the Open Society Institute in Budapest,
Habitat for Humanity

Results: An internal analysis of the financial-accounting department’s needs was


undertaken in order to re-organize and modernize this department.

• Other activities for the organizational development

Consulting from IBM International

In July, Annette Chitra Andrade, coordinator for


organizational development at IBM India, supplied a
consultancy program, bringing an excellent contribution to
the organizational development of the Foundation „Pentru
Voi”.

Her activity focused on training the management personnel


in the development of organizational processes, as well as
insetting individual goals in relationship with the mission of
the Foundation. Chitra quickly understood the Foundation’s
needs and facilitated the organization of several consultancy
meetings and discussions with IBM specialists located in
Timisoara. Moreover, she promoted “Pentru Voi” Foundation
within other companies from Timisoara, bringing new ideas
for the improvement of the 2% campaign. We thank her for
her special support and dedication to the mission of the
Foundation „Pentru Voi”.

Study visits

» Melinda Malonay, physical therapist working at the Day Center “Ladislau Tacsi”,
participated for three weeks to a study visit, within the program New Generations
Exchange – Holland for young professionals, organized with the support of Rotary
Club Timişoara, Rotary Wijchen and our friend Joze Janssen, member of Rotary Club
of Elst, Holland. The aim of her visit was to learn as much as possible about the
working methods in the social services for people with development and motor
disabilities in Holland. She visited day centers, protected houses as well as a physical
therapy medical office.

» In November 2008, Melinda Malonay also participated to a study visit in Goteborg,


where she visited community social services for adults with severe mental disabilities.
The aim of her visit was to consolidate her knowledge in taking care of persons with
severe mental disabilities, in the field of protected houses and home delivered
services. We thank Inclusion Europe for the provided opportunity, and to Ms. Elaine
Johansson, manager of the Center Eldorado, Gotheborg for the support and advices
she gave during this visit.

» In August, Manuela Oprea, psychologist at the Day Center “Ladislau Tacsi”


undertook a study visit in Norway, organized by the Psychiatry Clinics Modum Bad,
thanks to the kindness of miss Karen Elisabet Berg. She took part to a seminar on the
subject “Treatment of dissociated disorders occurred as a consequence of traumas,
with focus on abuse” and then later on she visited the Clinics Modum Bad, an
activities center, a protected house and a protected unit.

F. Other events
• Participations to the competitions Special
Olympics

» The Foundation „Pentru Voi”, in collaboration with Special


Olympics Romania, organized on the 31st of March, at the
Constantin Jude Hall in Timişoara, the IV-th edition of the
Regional Special Olympics Games. 204 sportspeople from
Timiş, Arad, Caraş-Severin, Hunedoara and Bihor, coming
from 20 different delegations, drew in for shooting the ball
through the basket, dribbling through obstacles and 50 m
athletics.

At the opening of the event took part the Olympic


champion Simona Amânar, the Major of Timisoara M.
Gheorghe Ciuhandu, the President of the County Council M.
Constantin Ostaficiuc, the consul of Germany M. Rolf
Maruhn, the honorific consul of Holland M. Marius Popa, the
consul of Serbia Ms. Aleksandra Djurica.

» The bocce team of the Foundation “Pentru Voi”,


coordinated by the sport instructor Zina Costin, obtained
the bronze medal at bocce on teams, at the National
Special Olympics Games of Germany, which took place at
Karlsruhe, during the month of July.

• The Conference “UN Convention regarding the


Rights of Disabled Persons in Romania”

80 specialists from the country and abroad took part at the event. Among them, there
were two international known personalities in the field of mental disabilities: Ingrid
Körner president of Inclusion Europe and Victor Wahlstrom former president of
Inclusion International. Other participants were the Initiative for Mental Health
Budapest, European Coalition for Life in the Community, as well as representatives of
ANPH (National Authority for Disabled Persons), DGASPC (General Direction for Social
Assistance and Child Protection), Center for Juridical Resources, Inclusion Romania,
etc.

During the two days of conference, the content of the Convention was analyzed and
discussed upon, for the information and awareness of specialists in the filed of
disabilities about the importance of the application in Romania of the UN Convention –
the first treaty of the 21st century regarding human rights.

• VOLUNTEERS

In 2008 „Pentru Voi” enjoyed the activity of 70 volunteers


who got involved in temporary activities like the Regional
Special Olympics games or „”Pentru Voi” gets Timişoara
green”, as well as in the current activities with the
beneficiaries within the workshops, or the program
„A friend for You!”.

We thank all our volunteers for getting involved in


the activities undertaken at „Pentru Voi”!

I. Awards
» The project „Different but together” was
awarded with the Great Award within the Civil
Society Festivity, that took place the 20th of May
2008, at Romanian Athenaeum in Bucharest.

The project received the award for best project at the


category Social services for disadvantaged categories,
then it went forward into the final competition, along
with the winners from the other categories and received
the highest distinction from the Civil Society Festivity!

It is for the fist time when the Great Award of the Civil
Society Festivity goes to an organization from Timişoara,
and it is also for the fist time when the trophy goes to
an organization for persons with development
disabilities.

» The project „Different but together” was also


awarded with the Handinnov Prize for Romania

Organized with the sponsorshop of French Presidency of


European Union, in cooperation with the European
Disability Forum, the fifth Handinnov competition
awarded one organization from each of the 27 member
countries of the EU.
The prize is given to the organizations that introduced
good practice patterns into the European Union in social
inclusion of disabled young people in schools,
universities, jobs and social life, in general.
Representing the Foundation “Pentru Voi”, Nicoleta
Nicolici took part to the event receiving the Handinnov
prize.
