SECTION 1: FEE POLICY
1. The College seeks to ensure that all decisions in relation to payment of fees are fair,
explicit and transparent and made within the framework of the College’s Equal
Opportunities Policy.
2. Tuition fees include course fee deposits and any other charges related to course
fees, such as consumables, examination or registration fees, incurred by students
during their course of study.
3. Accommodation fees include deposits to reserve accommodation and all charges for
utilities.
4. The College publishes its tuition and accommodation fees annually. The College
reserves the right to vary or increase the tuition and accommodation fee from year to
year, in accordance with any prevailing legislation.
5. The College reserves the right to exclude students who are classified as debtors
from the College premises, to restrict their access to all college services (including
inter alia, IT, workshops and the Learning Resource Centre), to suspend them from
attendance at lectures, seminars and other course contact and not to assess
submitted work.
6. In exceptional circumstances, fees may be waived at the discretion of the Director of
Finance.
SECTION 2: TUITION FEES
1. Payment of Tuition Fees
1.1 Students assent their liability for the payment of the tuition fees, irrespective of who
is paying their fees, by signing the College’s enrolment form.
1.2 Students may pay their fees by instalment [normally on a termly basis]. The
instalment plan must be formally agreed with the Finance Department.
1.3 The College may charge an administration charge for students who pay their fees by
instalment.
1.4 Students may defer payment of the whole or part of their tuition fee provided they
take out a tuition fee loan with the Student Loans Company.
1.5 All fees, including the course consumables fee if applicable, are payable on
enrolment. Where an instalment plan has been approved the first instalment is
payable on enrolment. If the student is taking out a tuition fee loan, s/he must bring
evidence of that loan to enrolment.
1.6 The College reserves the right to impose a charge for late payment of fees [see 7.5].
1.7 The student will be liable for any nonpayment of the tuition fee and any other
charges for whatever reason, irrespective of who is paying her/his fees.

1.8 Undergraduate students paying regulated tuition fees
1.8.1 Students will normally pay a regulated tuition fee if:
[a] they enrolled on their course on or before September 2005.
[b] they enrolled on their course on or before September 2005 and have
interrupted their studies but return to the same course. Such students
must be able to demonstrate that they officially interrupted their
studies and did not withdraw completely from the course.
[c] they accepted a offer of a place by 1 st August 2005 which was
deferred to September 2006.
[d] they are enrolling on a top up degree (‘Endon” course) having
successfully completed a foundation degree in the preceding year,
provided they paid regulated fees for the foundation degree.
[e] they are transferring from a similar course starting before 1 st
September 2006.
1.8.2 Students who pay regulated tuition fees are charged a course consumables
fee. The course consumables fee is due at the same time as the tuition fee.
1.8.3 Students who receive LEA/DfES support are required to bring to enrolment
their support notification form from Student Finance Direct as proof of the
tuition fee contribution. If the LEA/DfES have not confirmed any level of
support by enrolment, a student may at the College’s discretion temporarily
enrol until a decision has been reached.
1.9 Undergraduate students paying variable tuition fees
1.9.1 Students will normally pay a variable tuition fee if they start a new course on
or after September 2006. For students starting a top up degree see 2.3.1 [d]
above.
1.10 Further Education students
1.10.2 Students aged 19 or above on 31 st August immediately preceding their
academic year of entry must pay a tuition fee.
2. Repeating Units
2.1 Students who are required to repeat units will be charged a pro rata tuition fee,
regardless of whether they are required to attend the whole unit or only take part of
the unit.

3. Deposits
3.2 If a student who has paid a deposit is unable to obtain a student visa the deposit will
be refunded, on production of documentary evidence. Otherwise deposits are non
refundable.
4. Withdrawals, Transfers and Deferrals
4.1 A student whose official withdrawal, transfer or deferral date falls before 1 st
December of an academic year will normally only be liable for the first term’s fees,
provided s/he has followed the college’s procedure for withdrawing or deferring from
the course (see paragraph 5.3 below). In such circumstances, s/he will normally
receive a refund for any fees paid over and above the first term’s fees if the student
has paid the tuition fee in advance or if the student has received a tuition fee loan the
College will notify the Student Loans Company. A refund will not be made to
students who are in receipt of a tuition fee loan.
4.2 A student whose official withdrawal, transfer or deferral date falls on or after 1 st
December in the academic year will normally be liable for the tuition fee and any
other charges for the entire academic year.
4.3 A student who decides to withdraw or interrupt her/his studies must complete a
‘Course Completion/Leaving Form’ (See Annex A). The official date of withdrawal or
interruption will be the date the completed form is submitted to the College Registry.
4.4 If a student does not complete and submit a ‘Course Completion/Leaving Form’ but
does not attend the college, s/he will be liable for the tuition fee for the entire
academic year and will be recorded as a fail by the Board of Examiners at the end of
the course year.
4.5 A student who has an existing debt with the College will not be entitled to receive a
refund.
4.6 A student who is transferring in to a course in the College will pay a pro rata tuition
fee.
5. Fee Waivers
5.1 In exceptional circumstances a student may apply to the Director of Finance for a
waiver of her/his fees.
5.2 A student may only apply for his/her fees to be waived where s/he has withdrawn or
interrupted her/his studies for serious medical and/or personal reasons after the
deadline of 1 st December.
5.3 A student who believes s/he has compelling reasons why the fee should be waived
must apply in writing to the Finance Department. The claim must be corroborated by
independent (third party) evidence such as a medical certificate, a solicitor’s letter, or
any other official document. A claim will not normally be considered without

independent evidence. Original documents must be submitted but these will be
copied and returned to the claimant.
5.4 All information supplied will be treated as confidential. If the student feels the
circumstances are of a particularly sensitive or personal nature, s/he may submit the
request and corroborating evidence in a sealed envelope marked confidential to the
Director of Finance.
5.5 The Director of Finance, in consultation with the Course Leader, will make a decision
based on the evidence provided. The decision of the Director of Finance is final.
6. Late Payment or Failure to Pay
6.1 Students are required to pay their tuition fees promptly. If a student is unable to pay,
s/he must contact the Finance Department at the earliest opportunity, who may be
able to agree a payment plan.
6.2 If a student fails to pay her/his fees without contacting the Finance Department, s/he
will be recorded as a fee debtor, until such time as the debt has been settled.
7. Fee Debtors
7.1 A student who is recorded as a fee debtor will normally be:
[a] denied access to all College services and facilities (including inter alia, IT,
workshops and the Learning Resource Centre);
[b] suspended from attending lectures and seminars.
7.2 A student who is a fee debtor will not normally be permitted to:
[a] enter for assessment and any marks for assessment already undertaken will
be withheld;
[b] reenrol for the next academic year (or the next stage of the course) or enrol
on a new course until all fees and charges relating to the previous academic
year (or stage of the course) have been paid;
[c] to graduate or receive an award until all fees and charges owing to the
College have been paid.
7.3 The College will not normally confirm a student’s attendance or provide a student
status letter for students who are recorded as fee debtors.
7.4 The College will not normally make bursary payments to students who are recorded
as fee debtors.
7.5 A student who fails to pay her/his fees by the due dates will charged a late payment
fee. A charge of 5% of any arrears may be applied where payment is not received
within 30 days of the notified due date. A further 5% will be charged where arrears
remain outstanding after a further 30 days.

7.6 The College reserves the right to pass on the details of fee debtors to the College’s
debt collection agents to pursue.
7.7 A student who wishes to make a complaint about a decision concerning the payment
of fees should do so in accordance with the College’s Complaints Policy and
Procedure, available from the Quality Office.
8. Assessment of Status for Tuition Fees Purposes
8.1 The College admissions staff will carry out an assessment of status for tuition fees
purposes on or before enrolment. The assessment will determine the student’s
residency status, hence the level of tuition fee liability, for the duration of the course.
The decision will be based on the information supplied to the College’s admissions
staff, including the student’s application form.
8.2 To qualify for home fee status, a student should meet the each of the criteria for one
of the following categories below:
[a] persons who are ‘settled’ in the UK and meet residence requirements;
[b] EU nationals and their children;
[c] European Economic Area (EEA) and Swiss migrant workers, their spouses
and their children;
[d] refugees, their spouses and their children;
[e] people refused refugee status but who are allowed to remain in the UK , (and
their spouses and their children).
Students are advised to consult the UKCOSA Guidance Note 'Fees and Student
Support' to identify whether they meet the eligibility criteria for each of the above
categories.
8.3 Students who are assessed as overseas will be liable for the overseas tuition fee.
8.4 Students who are assessed as overseas will not normally be eligible to enrol on a
parttime course.
8.5 The initial tuition fee assessment will normally remain unchanged for the duration of
the student’s course of study. However there are some circumstances when the fee
status may change after the start of the course:
[a] If the student or one of her/his parents becomes and EU national
[c] If the student, her/his parent or spouse are granted exceptional leave
following the refusal of refugee status.
8.6 A students whose circumstances have changed in accordance with paragraph 8.5
should contact the Registry. S/he will be required to provide proof of a change in
circumstances and complete a further tuition fee assessment form, before a decision
can be made. If the tuition fee assessment results in a change in status the student

will be charged the new rate the next time fees are due. A change in status will not
be applied retrospectively.

SECTION 3: ACCOMMODATION FEES
1. Payment of Accommodation Fees
1.1 Students assent their liability for the payment of accommodation fees, irrespective of
who is paying their fees, by signing the College’s residential agreement form.
1.2 Accommodation fees are payable at the start of each term by postdated cheque or
by bank transfer.
2. Deposits
2.1 The College may charge a deposit to reserve a place in the College’s halls of
residence. The deposit paid will be returned to the student after the end of the
academic year, on the condition that the student’s key has been returned and less
any deductions for loss or damage.
2.2 If a student who has paid a deposit is unable to obtain a student visa the deposit will
be refunded, on production of documentary evidence. Otherwise deposits are non
refundable if a student does not take up a place in the College’s halls of residence.
3. Termination of Agreement
3.1 A student may only terminate her/his agreement earlier than the period stated:
[a] if the College is able to fill the vacancy arising from the early termination;
OR
[b] if s/he is prepared to meet all fees for the remaining period of the agreement;
OR
[c] if s/he withdraws or is expelled from the College.
3.2 No refund of fees shall be made except:
[a] where the College has agreed in writing that the student may terminate
her/his agreement early;
OR
[b] where the student withdraws or is expelled from the College, and has no
outstanding debts to the College
4. Late Payment or Failure to Pay
4.1 A student who fails to pay her/his accommodation fees by the due dates will charged
a late payment fee. A charge of 5% of any rental arrears may be applied where rent
is not received within 30 days of the notified due date. A further 5% will be charged
where arrears remain outstanding after a further 30 days.
4.2 Failure to pay may result in a student being given notice to quit the College’s
accommodation.
