Waterways Renewal Neighborhoods USA 2008 Conference

Elizabeth Lake Estates has been selected to be showcased on the Hampton
Web Site Pride Tours during the Neighborhoods USA 2008 Conference on May 23rd, 9-11 a.m.

the pool for additional presentations and refreshments. So let’s make a special effort

Pool Corner
The weather is getting a little warmer and it is time to start thinking pool time. Let’s
get those membership applications in! We are looking forward to a great summer.
The pool committee is working hard to make this the best summer yet, but we can’t
do it alone. We still need your help and support. You can help by pitching in on our
Pool Cleanup Day beginning at 9am on Saturday, 26 April (Rain date 27 April).
Help us to get the pool looking nice and clean for opening day.
We still need help with management of the concession stand. I have one
volunteer to assist but I need someone to take charge of buying and stocking the
food and drinks. If you would like to help, it would be greatly appreciated. The
concession stand has been a big plus for the pool, and we would like to improve on
the concession stand quality. I will help you get started. Please consider this a great
opportunity to help support the pool.
Don’t have time to spare? Not a swimmer? You can still support the pool
through tax deductible donations. Funds may be donated through the Hampton
Neighborhood Partnership (HNDP), a 501(c) 3 organization dedicated to support
neighborhoods. Donations to HNDP Inc., designated for use by our neighborhood
association (ELECA) for the Elizabeth Lake Pool would be greatly appreciated.
Checks made out to HNDP Inc. can be given to membership contacts Roberta Grif-
fith (848-5165) or Sue Edgette (851-1587).
Early Bird Please, remember that membership applications for the early bird special
are due 1 May. Payment for the early bird special is also due by 1 May. This is a

Just a reminder that the pool is for members and guests only. Membership
is open to the public, however, you must be a member or guest of a member, in or-
der to enter the pool. Membership fees are very reasonable and we have many plans
to suit your needs. ELECA residents must join to use the pool. They are not eligi-
ble to attend as guests.

News Bites
Olive Johnston and Sue Edgette submitted an application for a community grant from
myhometownhelper.com to purchase pool covers for the Elizabeth Lake Pool. The covers would pro-
tect the pools, reduce maintenance costs, and serve as a safety net when the pools are closed. You
may read the grant by going to the website at www.myhometownhelper.com, clicking on "find a pro-
ject", then select “Virginia” and enter “Elizabeth Lake”. If you wish to add a comment to help us get
the grant, simply follow the directions on the page. Comments can help show the need for the grant
and do make a difference. Thank you for your support.
The Garden Club is sponsoring a field trip to the VA Tech Trial Garden in Norfolk on 8 April. To join the fun,

Yard of the Month starts again in April. Take advantage of the spring showers and glorious sunshine to work

Dredging on the Move

General Information: The City of Hampton provided an updated briefing for citi-
zens on 25 February. The good news is that City Council approved a plan to use pub-
lic funds to dredge the upper part of the Hampton River and some of the ancillary
channels. The plan includes dredging of Elizabeth Lake and the canal leading up to
We’re on the Web! the Bromley Street bridge. The plan does not include permits for, nor dredging of
http://elizabethlakeestates.net/ “driveways” from the main channel to individual piers. After obtaining local items of
cooperation (see below) the city will apply for the applicable environmental permits.
Application for permits for “driveways” will be the responsibility of the individual
homeowner concerned and this should occur after the city obtains permits for the ma-
jor dredging project.
Items of cooperation:
Access and Maintenance Agreement (for dredging private property)
- Agreement to allow access onto private property to dredge, i.e. the wa-
ters of the lake and canal
- Granting of an easement for future navigation maintenance and access
for public use of the waterways (as they do now)
“Hold Harmless” Agreement (for all properties with structures within 50 feet
of dredging limits)
- Agreement to hold the city harmless for any damage to adjacent piers or
bulkheads (the dredging contractor will have normal liabilities stipulated
in their contract)
Requirements for Stakeholders:
All property owners must agree or dredging will not take place for that
channel.
All property owners on the canal must agree to all of the items of coop-
eration.
ELECA, as the owner, must agree to the items of cooperation for Eliza-
beth Lake.
Property owners who live on the lake and at 508 through 530 Elizabeth
Lake Drive may be required to sign “Hold Harmless” Agreement if the
main dredging channel passes within 50 feet of private piers or bulkheads.
Note: There is no requirement for dredging private driveways, it is an
option for individual homeowners.
Schedule:
Letters of Agreement (LOA) and copies of legal documents (easements, etc.)
were mailed to all affected property owners the week of 10 March.
Copies of the LOA and legal documents will be posted on the city web site,
www.Hampton.gov.
10 April is the city’s deadline for returning the signed LOA’s. Signing the
LOA is an indication of the home owners’ agreement with the plan.
Execution of legal documents will occur after the permits are obtained.
A listing of returned agreements will be posted to the city web site.
The current estimate for dredging bidding is third quarter of 2009.
