IPSF Development Fund Project Grant 2016

Guidelines for Development Fund Applicants, please read carefully before completing the
application form.
1. Background
The main aim of the IPSF Development Fund is to give each and every pharmacy student an equal opportunity to
fully participate in IPSF activities. This opportunity is also intended to help students promote IPSF within their schools
of pharmacy and national pharmaceutical organizations. The Development Fund was initially created with the aim
of supporting students who were unable to attend an IPSF event because of financial limitations. Currently the
Development Fund may also be used to:

Pay the IPSF Annual Membership Fee of organisations from low or lower middle income countries (as
defined by the World Bank) and developing nations (as defined by the United Nations);
Financially support IPSF activities undertaken by members;
Financially support participation by members in IPSF events; and
Award Student Exchange Programme Grants.

IPSF Development Fund Project Grant is designed to financially enable the implementation of IPSF campaigns. This
aim has been a long planned extension of Development Fund. Thus, the Development Fund Committee is pleased to
announce the call for applications in the 1 round of the DF Project Grant.

This is the official application form for the IPSF DF Project Grant 2016. The scope of qualifying projects which will
be considered for this grant is diverse but should aim to ultimately:

Achieve collaboration and begin/strengthen professional relationships with an allied national/international
health, professional or patient organization and IPSF;
Be relevant to a current IPSF campaign or project.

2. Completion of the application form


Please ensure the application form is completed accurately with all other information relevant to the selection
process being added to the form. Every section must be completed for the application to be considered valid.
Applicants must submit the IPSF Development Fund Project Grant Application Form as an electronic and signed
version of the application form. The electronic application form for the IPSF DF Project Grant Application Form
enables the Development Fund Committee to begin the decision-making process as early as possible.
The electronic version of application form must be emailed directly to the Development Fund Coordinator
(df@ipsf.org) prior to the closing date, the 29th of February 2016 23:59 GMT+0.

3. Who is involved in the DF Grant selection procedure?


a. The decision-making committee who will consider valid applications is the Development Fund Committee.
The committee consists of three member representatives from three different countries, the IPSF
Treasurer, and the Development Fund Coordinator (who chairs the committee). This committee
corresponds via email and discusses issues relating to the selection process and ways to optimise the impact
of Development Fund Grants at the local and international levels. Successful applicant organisations will
be notified by the Development Fund Committee before the 20 of March 2016.
b. The applicant is an IPSF student organisation either as a Full Member organisation or as a Member in
Association. Selected or not, an applicant organisation is expected to provide accurate information and any
additional information that would be relevant in the consideration of the application form. If selected to
receive the grant, a recipient is expected to:
Produce a written report addressed to the Development Fund Committee and the IPSF Executive
Committee detailing a review of the project implemented including the aims and objectives of the
project, outcomes of the project, benefits of the project within their organisation and country,
feedback received from the membership, and respective allied national/international
organisations with whom the project was run in collaboration. Please include any publicity or
publications created as a result of the project, the impact of the project within the member
organisation, nationally, and internationally including any follow up projects or initiatives being
implemented as a result of the project. This report must be sent no later than 1 month following
the completion of the IPSF project.
Based on the report, recipients may be required to write an article about pharmacy in their
country, the project completed and the outcomes of the respective project within their
organisation and nationally/internationally, to be published in the IPSF News Bulletin, IPSF
Newsletter or on the IPSF website.
Keep in regular contact with the IPSF Executive Committee after completion of the project to
maintain correspondence regarding what has been done in the organisation and country in order
to maximise the impact and benefits of the project and further collaboration with allied
national/international organisations and also the benefits the project will provide to other
pharmacy students and members of the public in that country.

4. Grant coverage and criteria


The awarded grant will cover financial expenses incurred in the implementation of the project up to a maximum
value of 750 Euros. In the event of the actual costs incurred being less than the awarded grant then only the amount
of the actual costs will be paid. The grant will preferably be paid by bank transfer after completion of the project
and submission of the required documents including expense receipts and project verification evidence.
The total number of grants awarded will be decided after the deadline for receipt of applications and will be
dependent on the total number of quality applications received and on the grant budget available. Priority will be
given to applicant organisations from low or lower middle income countries (as defined by the World Bank) or from
developing countries (as defined by the United Nations), projects that incorporate collaboration with allied national,
international, patient or other health related organisations and projects that are based on current IPSF campaign
initiatives.

5. Issues to be taken into consideration


5.1 Project planning
Although the scope for project topics has not been narrowed for this grant call, it is essential that an
appropriate project is selected by potential applicant organisations which ideally relates to current IPSF
campaigns or related strategies. The details of such topics are stated under each IPSF portfolio on the IPSF
website (www.ipsf.org). In addition, planning and project development should be detailed on applications.
In this regard, the IPSF publication Campaign Booklet: how to run a campaign provides invaluable
information on preparing and implementing campaigns and should be considered as a working document
when detailing any project outlines on application forms. Finally, the priority criteria involving a degree of
collaboration with a respective allied health, professional or patient organisations must be considered and
stated in the project outline.
5.2 Sponsors
Applicant organisations should seek sponsorship as soon as they consider planning their respective project.
National, local, or private bodies often have a budget to support organisations with such projects or
campaigns and may even be a suitable source for collaboration on the project. The Development Fund
exists to help but rarely awards a grant that covers all of the expenses involved in project campaigns. It is
advised that initial steps with potential sponsors are begun immediately as it often takes a long time period
before an answer is received.
6. Situations and consequences
To avoid any misunderstanding of the procedures, misuse of the grant or reduction in the grants awarded each year,
this section has been added to dissuade any potential applicant organisation from hiding relevant information or
from providing incomplete or false information on their application form. It is an applicants responsibility to inform
the Development Fund Coordinator of any changes in the information stated in the application form as soon as the
applicant is aware of any new information. It is recommended that all applicant organisations retain a copy of the
application form as a record of what has been stated in the application. If any change of circumstances occurs after
submission of the application form, please inform the Development Fund Coordinator as soon as possible. Any
applicant organisation awarded a DF grant and later found to have misused funds will not be eligible to receive any
DF grant in the next five years. If the grant has been paid before the misuse is identified then the applicant must pay
the grant back in part or full IPSF Development Fund as determined by the Development Fund Committee and the
IPSF Executive Committee.
The Development Fund Committee reserves the right to withdraw or reduce any grant given to an applicant
organisation in the event of any of the following situations arising:
Information relevant to the selection process was hidden from the Development Fund Committee by the
applicant organisation.
Information stated by the applicant organisation is later identified as being inaccurate or false and the
applicant organisation failed to notify the Development Fund Committee about the necessary changes
required in the application.
New information concerning the financial situation of the applicant organisation was not provided (such as
a new sponsor, more money available than was originally stated etc.).
Failure to submit the required documentation and/or receipts or submission of incomplete documentation.
Other situations at the discretion of the Development Fund Committee.
