Standard ronstruction Cost^ -2012
The "Standard Construction Cost - 2012", which are applicable with effect from Ol" January
2012 is sent herewith for your information and necessary action.
1, UBOUR RATES FOR STANDARD CONSTRUCTION COSTS
The Standard Costs shall be used only for new construction works at provinces since the
Workmen Recovery Rat^ and the Overhead Recovery Rate for the provinces are computed
on the following basis.
New Constructions:

80% of the work is done by the private contractors and the balance
20% by the CEB direct labour.

10% of works by the CEB direct labour
On this basis the following labour rates & overhead recovery rates are used for the
calculation of Standard Costs.

2. LABOUR & OVERHEAD RECOVERY RATES FOR OTHER CEB WORKS


For all other jobs except new construction works the following rates should be applied.

CONSTRUCTION STANDARDS
3.1. Concessionary Rate for DCB, PCB and "Gama Neguma" LV lines
All the Low Voltage lines shall be of three phase construction. Even if a sing\e phase
line is requested under the DCB, PCB or Gama Neguma, CEB wil! provide a Three
Phase line (Fly, Wasp and ABC Conductor) at the concessionary rates given below.
This Concessionary Rate is only applicable to the DCB, PCB and Gama Neguma jobs
funded by the government.

On this basis, CEB will incur an additional Cost of Rs. 75,000.00/- per km of LV (Fly,
Wasp and ABC Conductor) lines in order to provide 3 phase feeders under the PCB,
DCB and Gama Neguma jobs. This additional expenditure will be met from system
Augmentation Funds.
However in case of bulk supply consumers, property developers and all other
Commercial Establishments actual construction rates shall be applicable as follows.

3.2. Service Connections


3.2.1. 30A Srngle Phase Service Connections
(a) . Single phase service connection distance up to 50m
A common charge of Rs. 15,000.00/- will be applicable for single phase
service

connections

within

50m from the distribution

network

irrespective of the distance from the distribution network. However a


tolerance of i m is allowed in order to 3\/o\d disputes with prospective
customers over 50m from the nearest pole of the distribution network.
(b) .Single Phase service connection distance beyond 50m
Total cost consists of a fixed cost and a variable cost.
Fixed Cost is Rs. 15,000.00/- Variable cost is Rs. 760.00/- per every
meter in excess of 50m.

3.2.2. 30A/60A, Three Phase Service Connections

3.3. Other charges

substation construction works should not be included with VAT component over and
above the Standard Cost Estimates.

LV NEW LINES/CONVERSIONS/COMBINED RUNS


All the distribution feeders shall be of 3 phase construction. The maximum length of any
distribution feeder with Fly (7/3.4 mm) conductor shall not exceed 1.8 km from the respective
distribution substation.

The above Standard Costs are computed allowing for a rebate (100%) on the existing
Transformer based on 2011 prices.

This cost includes the cost for augmentation of transformer, labour, transport, contingency and overhead,
charges.
If the available fuse switch cut-outs are not in working condition they shall be replaced and the cost of such
items shall be met from the maintenance vote.

Sen/ice Connection to Welding Plants, Metal Crushers, Saw Mil's etc.

In providing service connections to installations having equipment such as welding plant, Metal Crushers,
Saw Mills etc., which could have adverse effects on the other consumers connected to the existing feeder. A
separate feeder has to be constructed and a capital cost has to be charged as per the table given below, in
addition to the cost of the normal service connection provided from the separate feeder. This is not
applicable to the norma! 30A/60A suppliers where such equipment is not used.

A SEPARATE BUNDLE CONDUCTOR LINE (3x70mm2 + 1 x 50mm2) MAY BE DRAWN IN PARALLEL

The above service connections should not be given from normal consumer distribution lines.
** The distance limits for 3 phase, 30A and 60A connections is applicable as per the construction
standards ie. 800m and 400m respectively from the T/F.
A capital cost of the new line has to be shared by the consumers in addition to the sen/ice
connection charges.
When providing the connection to the First Consumer, CEB has to bare the balance cost of the
feeder as the consumer will pay only his share as given in the table below. The balance
expenditure may be charged to the System Augmentation Fun^ls.
The capita! cost for different categories of the service connections is given in the table below.
If service connection can not be given due to distance limits or voltage drop, that has to be
referred to the Planning Engineer to study and make an appropriate System Augmentation
proposal.
The costs indicated below are valid only for the feeder section constructed on the existing pole^
parallel to an existing feeder. If it is required to install poles to get the connection off the existing
feeder or extend the existing feeder the length from the T-off or the point of extension to ih(
consumer point shall be charged under the relevant service connection rates.

Three Phase Service Connection shall be connected with

One normal Single Phase Service Main Wire (Insulated Conductor for third phase
[Brown] and other Conductor [Sheathed, Blue] for neutral).

If there is a shortage of Flat Twin Core Service Main Wire, Single Core Insulated Wire may
be used.

Last Span
In all categories of service connections the last span shall generally not exceed 30m,
however in special circumstances it may be appropriate to change the last span slightly with
the approval of the Engineer concemed.

(Iv).

Service Connectionlength exceeding 110m

When the Service length exceeds 110m, up to 110m Standard Constaiction Cost for Service
Connection shall be used. For the balance length, Standard Construction Cost for LV Lines
(as indicated below) shall be used for estimation purposes, but it is to be noted that the total
bare aluminum conductor line length shall not exceed 1.8km from the distribution substation.

distribution system is underground and 3 0,60 Amp. or less in the case of areas where
the .distribution system is overhead and if it is technically possible to provide the
power connection from the existing L T distribution system, the Area Engineer shaU
give tiie quotation to the prospective applicant based on tiie standard rates subject to
other conditions. If the capadiy of the substation is required to be increased tiie cost of

If the power' requirement (contract demand) of fee building cannot be provided from
' ti^e existing L V network then substation capacity and the location of the new
substation has to be decided by Commercial Engineer (Heavy Supply) of the Province.
The total electddty power requirement of the building should be assessed- by the
Provincial Planning Committee based on the information gathered by the Commercial
Engineer from the buHding owner., Planning Committee should comprise of D G M of
the Province, Planning" Erigiheer'of'the ProviiKC Chief Eriginee: (Cbmmerdal) and
Commercial Engineer (Heavy Supply) : :

Commercial Engineer (Heavy Supply) should advice with the owner of th>3 building
and provide a design for a suitable LT switchgear and distribution panel to
accommodate various power connections (service connection) to various floors/
apartments i n the high-rise building. The LT panel has to be provided by thfi owner, of
, the bmldihg at a suitable location with adequate security.. It is advisable to locate these
""\ panels i n the substation cubical itself or in a separate room in the ground floor of the
