The DILG Marinduque in partnership


with the Integrated Bar of the Philippines
Marinduque Chapter forged a partnership to
implement a province-wide Katarungang Pambarangay Seminar-Worskshop series in the six
municipalities in the province. This partnership
was the first time in the history of DILG Marinduque. In a meeting prior to the kick-off KP
training I Torrijos, the DILG and IBP clarified the
roles and responsibilities each organization
would play during the training series. Among
those tasks assigned to the DILG were: coordination with the Liga and LGU concerned shall
be done by the DILG for the venue and other
administrative requirements, preparation of KP
activity flow, powerpoint presentations and
assigning lecturer to tackle topics not covered
by the IBP such as historical background of KP
and Lupon and Pangkat matters among others,
on the other hand the IBP shall assign lawyers
for each town to give lectures on various topics
about KP.
Participants to the training were
Punong Barangays, first ranking Barangay Kagawad, Barangay Secretary and 2 selected
Lupong members.

More or less a total of 1090 pax were


trained in the whole province of Marinduque.
The budgetary requirements necessary for the
conduct of the training were sourced from

registration from the participants like in


the case of Mogpog and Boac. Meanwhile
in Torrijos, Buenavista, Gasan and Sta.
Cruz funds were sourced from the municipal government specifically from the annual appropriation for Katarungang Pambarangay to finance merienda and supplies. Menawhile, the IBP Marinduque
Chapter Presdent Atty. Ma. Aurora SorreRomano in her sppech in the closing program in Buenavista assured the participants that the training would not be the
first time but only the beginning a partnership between the DILG and the IBP Marinduque. (Other information on page 3 of this
report)
LGPMS Implementation
During the quarter, the DILG
Marinduque through its Cluster Service
Teams have conducted LGPMS Utilization
Conferences in the six municipalities of
Marinduque. The exit conferences were
attended in by LCEs, functionaries, local
officials, all MLGOOs, the DILG Procincial
Director and LGOOsII from the provincial
office. Presented during the conference
were the performances in five areas of
governance namely valuing fundamental
of good governance, administrative, social, economic and environmental governance. (Continued on page 4)

TORRIJOS
The DILG Torrijos with its Local Government Operations Officer Lani L. Mascarenas has participated in various capacity
development activities in that municipality.
One of which concerns disaster preparedness for all the barangay disaster risk development councils in the twenty-five
barnagays of Torrijos. The three-day activity dubbed as Orientation and Contingency Planning Workshop on Disaster Risk
Reduction and Management conducted on
August 24-26 at the Heroes Hall of Torrijos Central School.

were to enhance the capabilities of barangays to effectively and efficiently respond
to calamities and to capacitate them on the
formulation of barangay contingency plans

SEAL OF GOOD HOUSEKE EPING


In a recent announcement from
the Regional Office , four LGUs in Marinduque have been conferred with the Seal
of Good Housekeeping. This is an award
being given to LGUs that exhibit excellence in governance particularly in financial management and full disclosure of
financial records.
The municipalities of Gasan, Mogpog, Sta. Cruz and Torrijos have been
conferred with the Seal of Good Housekeeping which will eventually entitle this

The municipality of Buenavista
recently had been conferred with the Seal
of Good Housekeeping which entitled
them to receive one million pesos. In a
document submitted to the regional office
through the provincial office, the municipality proposed to the DILG to purchase
heavy equipment for solid waste management on a cost sharing basis. The provincial office is still waiting for the project
proposals of other LGUs who had also
been conferred with the Seal.

LGUs to receive 1 million pesos each to finance projects that will address MDGs and
finance projects on solid waste management and disaster risk reduction.
The municipality of Buenavista had
also received the Seal early this year in the
4th to 6th class municipalities. A total og 5
overn 7 LGUs received the Seal from the
province of Marinduque. The DILG through
its municipal office is constantly monitoring
the compliance of LGUs specifically on Full
Disclosure policy per DILG MC 2010-83.

The provincial office with its six
municipal offices have been monitoring the
compliance of LGUs in the full disclosure
policy of the government. As of this period
only the provincial government, the municipalities of Boac and Torrijos have websites
wherein they could post full disclosure
documents.

GAWAD PAMANA NG LAHI 2011


The DILG Provincial Office has facilitated the submission of documentary requirements for the Gawad Pamana ng Lahi 2011
per DILG MC 2011-13.
All municipalities in the province and
the provincial government qualified to participate in the first Gawad Pamana ng Lahi
Awards. After the Regional deliberations, the
Province of Marinduque emerged as Regional
Winner of the Gawad. The province bested
other provinces in the MIMAROPA who also
qualified to the awards.
The factors that added major points to

the score of the Marinduque included the following: high over-all performance index in the
LGPMS Result of 2010, regional award received by the province such as Regional Outstanding Province in Nutrition Program Management and international citation for being
foot and mouth disease province awarded in
Paris, France last May 2010. Per information
from the regional office, shall be awarded at
the Philippine International Convention Center
in Pasay. PD Ma. Victoria J. Del Rosario and
Governor Carmencita O. Reyes had been invited to attend and receive the award from
the DILG Secretary.

E-LOG PROGRAM OF THE DILG


Last July of this year, the provincial
office thought the Local Government Capacity Development Section has facilitated
the schedule of installation of Sanggunian
Information System (SIS) under the e-LOG
Program of the DILG at the Sangguniang
Panlalawigan of Marinduque.
The Regional Office e-LOG Team

LGOO IV Ivan Stephen Fadri served as
facilitators during the orientation and the
same DILG officers installed said SIS.

With the installation of the SIS, the


provincial office and the regional office
hopes to help the Sangguniang Panlalawigan improve more on its legislative performance.

On Violence Against Women and their Children
The municipality of Torrijos has
reported three cases of abuse from three
barangays. One case is sexual abuse, 1
psychological abuse and the other case is
physical abuse. All cases were referred to
the MSWDO for proper handling and disposition of the cases while 2 of the three
cases were also referred to the PNP for
possible filing of cases under existing laws.

such as the KP.
On Gender and Development
The DILG Provincial Office had extended
technical assistance to the Provincial government in reconstituting its Gender and
Development Focal Point. An executive
had been issued to that effect and copy of
which was already submitted to the Regional Office. Meanwhile, other LGUs or
the six municipalities in the province had
already organized GAD focal points.
Some were organized in 2010 and early
months of 2011.
On Katarungang Pambarangay Report
The Provincial Office had consolidated and submitted the quarterly report
to the regional office. For this quarter the
province recorded a total of 218 cases.
125 cases are criminal, 68 civil and 25
other cases. 13 of theses cases were dismissed, 5 certified and 6 were still pending. A total amount of P763,000 is the

Municipality of Gasan
The DILG Municipal Office in Gasan with
its MLGOO Ma. Bernadette G. Lasid has
accomplished various activities and attended to various activities in her area of
responsibility.

Department to further strengthen the capacities of LGUs through technical assistance, various capacity development activities conducted though her level and
attended to LGU-organized activities.

endeavors:

on the Updating/ Revision of CLUP on August 16 called for by the provincial government. Her office has also attended on
various meetings among such meetings are
the following: Liga ng mga Barangay, SK
Municipal Federation, Brgy Tanod Mun.
Fed., Brgy. Secretaries, Brgy. Treasurers,
MCPC and the MPOC Meeting.
PROVINCIAL TEAM CONFERENCE

semester provincial team conference held at the
Provincial Office last July 7-8, 2011.
