Title 1: School for Secondary and Higher education.


RATIONALE:

Filipinos give high importance to education. To every Filipino family


education is not just a right for the children and an obligation for the
parents but is viewed as a form of their greatest inheritance.
Filipinos sees education as a way to improve their living and if
possible parents would push their selves to great lengths just to
provide the best education and finish up a degree for their children.
It is true that being educated and mostly having a degree opens up
more chances to more desirable and suitable career options but that
doesnt mean that the less fortunate wouldnt be competent enough
to be part of the growing work force. Graduating from four (4) year
college isnt the only way to success for as it turns out skilled
workers are as important as degree holders. Thus the proposed
School for Secondary and Higher Education aims to establish a
school for secondary education; senior high school, and higher
education in the form of vocational trainings and courses. The
proposed senior high school would provide facilities and amenities
which facilitate various tracks such as Academic, TechnicalVocational-Livelihood, and Sports and Arts that should prepare them
for Tertiary education or on the actual field of work. The school
would not only cater to the upcoming senior high schools but also to
any individual willing to learn and engage into another course of
skill training and learning.

Landing on a stable and suitable job is the main reason for people
for having degrees. People believe that having a degree is the way
to improve their daily lives and through it they can find themselves
better jobs that would support their daily needs and improve their
living. But as newly graduates face the lack for job opportunities,
they now consider getting jobs outside the field of their degree.

Underemployment in the Philippines is already worse at 7.279


million as of December 2014 according to Philippine Statistics
Authority (PSA) and reports put the number of new nursing
graduates alone at more than 40,000 which puts the college
graduates at 22.2% of the total unemployment rate. Because of the
surplus of college graduates that some settles to careers unrelated
to their degree field, some employers take this opportunity to have
the need for a college degree to qualify for jobs that practically
doesnt need one (seen in figure 1), thus leaving the less fortunate
applicants unable to employ. This problem doesnt only affect the
job qualifications but also the quality of the work done as the job
qualifies workers based on educational attainment but not with the
appropriate skills.

Skilled labor is also in demand here in the Philippines and outside as
well but the problem is that there are no skilled laborers to fill in
those jobs. According to McKinsey Global Institute low-skill jobs are
on the decline and by 2020 employers around the globe will need an
estimated 45 million more mid-level workers who have a high school
education and vocational training. As the leading country for
providing skilled workers around the globe there has been a great
demand for Filipino skilled workers outside the country but that also
increases our own employment vacuum for skilled workers.
Another current problem are the unprepared schools for the K-12
program. The lack of materials needed for effective teaching and
learning, and facilities for a conducive learning atmosphere (seen in
figure 2) impede the implementation of the program. Senior High
School is a two-year specialized upper secondary education aimed
at preparing the graduates for higher education, entrepreneurship;
further middle skills development, or joining the workforce
immediately after high school. Students may choose a specialization
based on aptitude, interests, and school capacity. Their choice of
career track will define the content of the subjects they will take in
Grades 11 and 12 but unfortunately not all schools could offer all of

the tracks. If the students chose tracks that are not available on
their school they would have to transfer schools or just go with what
is available.

RESEARCH STRATEGY:

Data Gathering, Analysis and Deduction.


Gathering of data from various sources and materials will help in
partially realizing and starting the study and through it the
researcher could have an overview of the problem and come up with
an initial solution. The gathered data and information would be
analysed and studied to justify and further expand the current
parameter of the study. Analysis would determine the ample
information needed for the space programming, utility systems,
design philosophy, building laws and other project related inputs for
the research to progress further. Analysing the data gathered would
also lead to researcher to focus on the prevailing problem and come
up with the most appropriate solution for the desired output.
Deduction is the formation of the solution. After all of the analysing
and interpreting of the data with all of the limitations and
requirement the desired output could be established.
