Dear Secretary Detzner:
It appears the DOS did not understand my request of November 25, 2015. At the bottom of page
one I wrote Provide public records for the following if you have the records: If the DOS does
not have the records, I did not request the records. Enclosed is a Revised record request.
The response January 11, 2016 by the DOS is enclosed, with invoice for $6,946.40, and states:
Please find enclosed a final invoice for the estimated cost of producing your public records
request. Upon payment of the invoice amount, we will proceed with providing you copies
of the requested records. Please make your check or money order payable to the Florida
Department of State and send it to Florida Department of State, Office of the General
Counsel, R.A. Gray Building, 500 South Bronough Street, Tallahassee, FL 32399.
The accompanying invoice demands $6,946.40 but is not sufficiently itemized:

20.105 Federal Grants Trust Fund.
(I) The Federal Grants Trust Fund is created within the Department of State.
(2) The trust fund is established for use as a depository for funds to be used for allowable
grant activities funded by restricted program revenues from federal sources. Moneys to
be credited to the trust fund shall consist of grants and funding from the Federal
Government, interest earnings, and cash advances from other trust funds. Funds shall be
expended only pursuant to legislative appropriation or an approved amendment to the
department's operating budget pursuant to the provisions of chapter 216.
Provide public records for the Clearing Funds Trust Fund, section 20.104, Florida Statutes, and
in particular for programs related to disability, the Florida courts, elderly persons, the Americans
With Disabilities Act (ADA), the Rehabilitation Act, including Sections 504 and 508, The

20.104 Clearing Funds Trust Fund.
(I) The Clearing Funds Trust Fund is created within the Department of State.
(2) The trust fund is established for use as a depository for funds to account for
collections pending distribution to lawful recipients. Funds shall be expended only
pursuant to legislative appropriation or an approved amendment to the department's
operating budget pursuant to the provisions of chapter 216.
