The Ministry of New and Renewable Energy (MNRE) is the nodal Ministry of the
Government of India for all matters relating to new and renewable energy. The broad
aim of the Ministry is to develop and deploy new and renewable energy for
supplementing the energy requirements of the country. Creation CASE and Ministry:
1. Commission for Additional Sources of Energy (CASE) in 1981.
2. Department of Non-Conventional Energy Sources (DNES) in 1982.
3. Ministry of Non-Conventional Energy Sources (MNES) in 1992.
4. Ministry of Non-Conventional Energy Sources (MNES) renamed as Ministry of New
and Renewable Energy (MNRE) in 2006.
The role of new and renewable energy has been assuming increasing significance in
recent times with the growing concern for the country's energy security. Energy selfsufficiency was identified as the major driver for new and renewable energy in the
country in the wake of the two oil shocks of the 1970s. The sudden increase in the
price of oil, uncertainties associated with its supply and the adverse impact on the
balance of payments position led to the establishment of the Commission for
Additional Sources of Energy in the Department of Science & Technology in March
1981. The Commission was charged with the responsibility of formulating policies and
their implementation, programmes for development of new and renewable energy
apart from coordinating and intensifying R&D in the sector. In 1982, a new
department, i.e., Department of Non-conventional Energy Sources (DNES), that
incorporated CASE, was created in the then Ministry of Energy. In 1992, DNES became
the Ministry of Non-conventional Energy Sources. In October 2006, the Ministry was rechristened as the Ministry of New and Renewable Energy.

Decentralized Systems
Renewable energy technologies are ideally suited to distributed applications, and they
have substantial potential to provide a reliable and secure energy supply as an
alternative to grid extension or as a supplement to grid-provided power. Over 400
million people in India, including 47.5% of those living in Indias rural areas, still had
no access to electricity. Because of the remoteness of much of Indias un-electrified
population, renewable energy can offer an economically viable means of providing
connections to these groups. Some of the renewable energy technologies that are used
in villages and rural areas as decentralized systems are:
Solar cookers.
Wind pumps.
Micro-Hydal plants.
Many of these systems have been found useful in urban and semi urban areas also to
conserve the use of electricity and other fossil fuels. Solar water heating systems have
helped in demand side management of electricity in various cities and towns during
peak hours. Standalone roof top SPV systems are getting popular for day time diesel
abatement in areas where power cuts are very high.
New Technologies
The Ministry of New and Renewable Energy (MNRE) has taken up the
following programmes on various New Technologies, As part of these
programmes, research, development and demonstration projects have been

Information and Public Awareness Programme
The objective of Information & Public Awareness Programme is to disseminate
information on new and renewable sources of energy (NRSE) systems/devices through
variety of media like electronic, print & exhibition as well as outdoor media, thereby
popularizing and creating awareness about such systems and devices. It also brings to
the fore benefits, technological developments and promotional activities taking place
in the renewable energy arena from time to time. The role of Information and Public
Awareness Programme for inculcating the importance of renewable energy amongst
masses has been assuming increasing significance in recent times. The Programme is
implemented mainly through State Nodal Agencies, Directorate of Advertising & Visual
Publicity (DAVP), Doordarshan, All India Radio (AIR), and Department of Posts, etc.
Special Area Demonstration Project Programme
The Special Area Demonstration Project Scheme of the Ministry has been introduced
with the objective of demonstrating application of various renewable energy systems
in a project mode at places of national and international importance including world
heritage sites, heritage monuments, religious locations and places of public interest to
create greater awareness of renewable and to supplement the energy requirement at
such locations

The MNRE has already prepared its Web-site in English as well as in Hindi through its
in-house efforts.
Introduction
Introduction
The Ministry has been supporting Research, Design & Development (RD&D) in new and
renewable energy since 1982. Considering that the market would largely drive the
renewable energy sector, a scheme has been evolved for associating and supporting
RD&D carried out by industry. This scheme provides guidelines for project
identification, formulation appraisal, approval and financial support. A Research,
Design & Development Project Appraisal Committee (RDPAC) has been constituted
under the chairmanship of Secretary, MNRE for the purpose of giving guidance to the
overall direction of RD&D effort in new and renewable energy. This Committee also
elicits RD&D proposals, appraises them, and recommends financial support wherever
required.
Aims
The need to refocus attention on Research, Design & Development (RD&D) has arisen.
The underlying purpose of RD&D effort is to make industry competitive. A
comprehensive statistic that measures competitiveness is net foreign exchange
earning. Accordingly, RD&D effort is to make the country a net foreign exchange
earner in the New and Renewable Energy Sector. In addition, the share of indigenously
designed, developed and manufactured new and renewable energy systems/ devices
has also to increase and consequently monitored for its eventual growth to a dominant
position.
Study on
Developmental Impact and Sustainable Governance aspects of
Renewable Energy Projects
Renewable energy is fast becoming an important component of total energy mix in India.
Since renewable energys expansion is happening at a rapid pace, it was felt that the
sustainable governance and management aspects of its expansion is critical in its growth and
needs to be studied. Accordingly, the Ministry of New and Renewable Energy commissioned
a study to understand Developmental Impact and Sustainable Governance aspects of
Renewable Energy Projects.
The study report has now been prepared and may be seen at Developmental Impact and
Sustainable Governance aspects of Renewable Energy Projects.
