Hi All,
In follow up to this morning's meeting, here are some documents that I mentioned.
First, a great tool for NGO Anchors is the Performance TO R. It's a contracting method that is highly
compatible with engaging NGOs, as it gives them a lot more flexibility . Here are the documents that Eric
Gagnon used in his performance TOR presentation yesterday :

Second, one of the most common requests that I have had as NGO Anchor is to meet an NGO who is
interested in finding out about how to work with ADB. Therefore, I have put together this handout for
NGOs to understand how to identify and bid for ADB contracts . It's not that updated, but I will update it
for this year's BOF in March and send out again.

Third, in SERD, we have supported RMs who are preparing their CPSs to make a civil society
engagement plan on how they will engage with civil society during the preparation of the CPS
sample from Cambodia.

Fourth, in the past, we have also prepared a linked document that is a civil society participation plan .
These are quite general documents, that allow changes to the pipeline and portfolio, but which are helpful
in getting the RM to reach out and engage with CSOs in country. Here is an example in Myanmar and Lao
PDR (still in draft format):

Other things that you can do as an NGO Anchor include:


a) Provide sample participation plans . Here is a sample from a project with a strong community
participation role and which was under scrutiny by advocacy organizations in Indonesia (which is why it is
so very detailed):

b) share the TOR for civil society experts . I can share sample TORs for peer reviewers, resource persons
to organize CSO participation in an event (training, policy consultation, etc.), and other consultancy
positions with civil society expertise .
c) stay up to date on who the main CSOs are in your RD. Since CSOs open and close all the time, it is

very hard to keep an updated list. Therefore, I prefer to keep a list of the networks of NGOs in SERD
countries , as each of these networks updates its own lists. Your assistant could probably put together
something like this in an hour or so with a good Google search . As networks or coordinating bodies close
up shop much less frequently, these are likely to stay useful for you over the long term . And, you are likely
to get a lot of requests for names of NGOs, but that can get tricky (why did you invite them and not us?),
so if you ask the network to nominate a representative, that is usually hassle free.

Hi Chris,

My apologies- you know that only the President of the Philippines could keep me away from our
annual planning meeting! Although he was originally scheduled to speak at 9am, he is now
speaking at 10:10 and SEHS is expected to join. I will join the planning meeting as soon as his
presentation is over.

Hi, looking forward to our first meeting of 2016, and some new faces to the group welcome Beth
and Anne.
Here's a rather ambitious looking agenda so we'll have to lay ground rules requiring any specific
points requiring more than 5 minutes of discussion and views to park for later side meetings.
We always have trouble on finding all of us here in HQ at any time and thanks for Leah and your
assistants for helping on this. We did consider a "retreat" for half a day but there were mixed
views on this. If we need a follow up meeting or some smaller group discussions on specific

points I hope we can organize tomorrow.


Otherwise we'll start with the below
2. 2015 RD/PSOD (ODs) key highlights and follow up activities/support needs in 2016
(quick round table ODs)
3. Annual Report highlights for 2015: discussion (NGOC)
4. 2016 OD CSO workplans and support needs from NGOC (quick round tables ODs)
