CONSTRUCTION TECHNICAL SPECIFICATIONS

GENERAL BUILDING REGULATIONS
In the present specifications, greater emphasis is given on the characteristics and quality definition
of finished construction work than on the necessary procedures description to obtain such results.
On the other hand, omission on detailed descriptions of construction procedure on most of the
specifications reflects the basic supposition that the contractor knows construction practices.

The contractor shall provide all necessary tools, mechanical implements and vertical and
horizontal transportation necessary for the proper work execution.
Temporary water, electricity and telephone facilities shall be at the contractor expense.
Elements and materials to be used on the construction shall be previously approved by The
American Government or its representative by Submittaling technical cards, samples or
laboratory results, 15 days calendar before the material is required on the work. Also,
necessary tests may be ordered by the contractor to ensure that these tests are consistent
with specifications.
Storage sites, camps and utilities shall be at contractor expense. Other temporary buildings
considered necessary for the proper works development shall be also at contractor
expense. Their location shall be approved by The American Government or its
representative.
As soon as the construction works are finished and prior to contract closed, the contractor
shall remove all temporary constructions and excess material. The camps shall be
thoroughly cleaned to the former conditions prior to undertaken construction works.
These specifications include ICONTEC, ACI Building Regulations, Seism resistant
Construction Regulations NSR-10 (Act 100 of 1997, Act 1229 of 2008 and resolution issued
by Standing Advisory commission of Seism Resistant Construction regime from National
Government) ASIM, CHEC, RAS 2000 Regulation of safe drinking water and basic quality,
Technical Regulations of Electrical Installations (RETIE in Spanish) as pit as the
manufacturer recommendations for installation and use of their products.
The contractor shall assume the protection and preservation of the works until it is definitely
delivered or received by The American Government or its representative. If reparation is
needed; it shall be at the contractor expense and in accordance with The American
Government or its representative.
The prices shall include the cost of materials, labor, tools, equipment, transportation, quality
control testing. Other elements and expenses necessary are also included for suitable
execute of the contract as pit as indirect and financial costs.
If damages to third parties occur due to lack of foresight, careless or negligence,
attributable to the contractor, this one shall be liable for any damage.
The American Government or its representative shall be demanding about works finishing
and construction. Therefore, the contractor shall use high-quality materials and highqualified labor.
The American Government or its representative shall reserve the right of approval or refuse
of any work if they consider the work does not comply with the regulations issued on these
specifications.
Helmet, gloves, glasses, foundations, belts or any other necessary element required by the
American Government or its representative shall be at the contractor
expense.
During the work, first-aid elements shall be available and fulfill all the labor safe regulations
included on Colombian Acts.

12. Trademarks, trade names or manufacturers stated on the drawings or specifications are set
out as reference for high-quality of required material. The contractor may propose other

product names for American Government or its representative approve them, when these
are considered equal or better in quality and comply with the regulations set out on these
specifications. This shall not entail cost variation.
13. To start any operation, the contractor shall carry out tests clearly indicating the construction
process to obtain the Government or representative approval.
14. Guard: facilities, stores, equipment, tools and other elements guard shall be provided by the
contractor before and after their installation, until the work is finally received.
PARTICULAR WORK CONDITIONS
LABORATORY TESTS
The contractor shall take responsibility for laboratory expenses. The laboratory is authorized in
advance by The American Government or its representative. The contract drawn up to this
operation shall include laboratory taking of samples. The results shall be delivered directly to the
American Government or its representative. Its cost shall be included on indirect costs analysis.
CONSTRUCTION PROCEDURES
Procedures execution on the works shall be subject to the contractor initiative in accordance with
technical specifications stated on this solcitation for proposal comparison purposes and referred to
sound engineering practice. The contractor shall be ultimately responsible for the application of
such procedures which shall aim at obtain the best results in the completion of the work. However,
The American Government or its representative shall, at any time, have the right of ordering
changes to the used procedures for safe purposes and percentage of completion method, its
coordination with the works of other contractors related to this one or for requiring the contractor to
adjust to signed work contract.
UNAUTHORIZED OR DEFECTIVE WORK
If the work does not fulfill the specifications or The American Government or its representative
instructions, shall be considered defective. So, the reparation and rebuilt shall be ordered.
Therefore, it is considered refused; completed work shall not be measured or paid before
necessary alignments and levels are given. The same is applied to any work unauthorized by The
American Government or its representative and shall be corrected by THE CONTRACTOR.
THE CONTRACTOR shall not have right to receive any compensation for the refused work and
demolition.
DAMAGE
PARTIES

TO

THE

EXECUTED

WORK

AND

THIRD

THE CONTRACTOR shall take all responsibility for all the work to its completion and final approval.
It shall also take responsibility for any damage caused to third parties, due to work construction and
if damage is imputable to it. In this case, it shall repair the damage at its expense without implying
changes to work planning either exception to such responsibilities or the agreed extension of the
due date.
MATERIALS

In order to ensure a normal progress of the work and avoid lack of materials or any necessary highquality elements, the contractor undertakes to provide on time all the required materials to the work
construction and permanently keep a sufficient amount of it. The American Government or its
representative shall reject material or used elements if they are nonconformance with regulations.
The refused material shall be removed from the site and replaced by an approved material. The
execution of the defective work shall be corrected in satisfaction without an extra payment required
in favor of the contractor.
If verification of material general specifications in accordance with the regulations is required by
The American Government or its representative, the contractor is required to carry out all
necessary tests at its expense without implying an additional payment of the contract.
Once contract is awarded, if the American Government or its representative consider it necessary,
shall demand a previous presentation of equipment supply schedule and materials by the
constructor what shall be binding.
EQUIPMENT
The equipment to be used by the contractor, its depreciation and maintenance shall be at its
expense, as pit as its operation, parking, insurance, etc, shall be at contractor expense. In this way,
it shall keep, on the site, a sufficient amount of equipment in good condition and approved by the
American Government or its representative. The purpose is to avoid delays or interruptions due to
damage. Bad quality equipment, deficient maintenance or damage caused shall not be a cause to
absolve contractual obligations.
The American Government or its representative may demand the removal from the site of any
equipment or tool that they consider it is defective or not recommended to be used. The contractor
shall replace, as soon as possible, the equipment to be removed by damage or maintenance in
order not to delay the works.
SITE WORKERS
All of workers shall be directly contracted by the contractor itself. The workers do not acquire any
labor links with the American Government or its representative. Therefore, salaries payments,
compensation, bonuses and social benefits to those entitled to it shall be at the contractor expense,
in accordance with agreed dead line.
SIGNALING
The contractor is required to take all necessary cautions to prevent accidents occurring when the
works included on the contract alter the normal vehicular and pedestrian flow. So, the contractor
shall comply with the necessary construction general regulations.
The contractor shall place the signal and warnings to prevent accidents in daily and nocturnal time
in accordance with amount, type, extension, shape, class, color and required distances, in
accordance with the stated in former regulations or instructions given by the American Government
or its representative.

Any accident caused by the lack of such as fences, barriers, warnings, guards and signals, shall be
at the contractor expense. The American Government or its representative shall, at any time, order
the partial or total work suspension if systemic breach by the contractor occurs to carry out the
signaling requirement or instruction given in this respect.
When the works shall be done with a lack of natural lighting, the contractor shall supply proper
electricity according to the type of work to be executed. If lighting is not enough, the American
Government or its representative may order works suspension and the contractor shall not have the
right to do any claim.
Dragged cord extensions, dangerously hanging or their cables bad-connected or insulated are.
Fluorescent warnings and required flickering lights shall be placed to a proper distance from the
work site.
The contractor shall take all the responsibility for the expenses generated by placement of signals
and warnings and for the implementation of all necessary cautions for the prevention of accidents.
DISTINCTIVE INSIGNIAS OF PERSONNEL
The contractor shall supply the personnel that work on the site with any distinctive insignia from the
American Government or its representative and Naval base (badge and long denim dress). Use of
protection helmet shall be mandatory for all the personnel.
THE CONTRACTOR shall supply, to the American Government and its representative, complete
and correct information regarding the employed personnel amount in the work execution, its
classification and affiliations to general health system and pension funds.
In addition to, the contractor shall be responsible for the permanent stating and execution of the
occupational health program in accordance with the stated on current regulations. It shall take also
the responsibility for risks arisen in the working environment and adopt the necessary cautions to
reduce such risks (Decree 1295/94).
PREVENTION
MEASURES

OF

ACCIDENTS

AND

SAFETY

During the execution of the contract, the contractor shall, at any time, provide the necessary
resources to ensure the hygiene, quality and security in every work used facility, employees,
workers, subcontractors and goods.
The contractor shall impose to its employees, workers, subcontractors, providers and to every
people related to the contract execution, the compliment of all conditions related to hygiene,
security, quality, prevention of accidents and the current safe cautions, or the ones stated on this
paper.
The contractor shall take the responsibility for all the accidents that suffered not only by his
employees, workers, or subcontractors, but third parties too caused by negligence or careless by
him. He shall also take the responsibility of ensuring that their personnel, employees as pit as
workers or subcontractors take the cautions or safety measures necessary to prevent accidents.
Therefore, all correspondent compensations shall be taken by the contractor.
During the contract execution, the contractor shall observe every authority regulations under its
jurisdiction to be executed on the contract. The regulations are related to security, accidents

prevention, occupational disease, hygiene and quality and general regulations to be observed by
public entities.
Prior to initiating the contract, the contractor shall prepare a complete schedule with all the caution
measures to be taken during the works execution. These ones shall be undertaken to the American
Government or its representative, which shall also order any other additional caution that considers
necessary.
During the execution of the contract, the American Government or its representative shall demand
to the contractor any additional measure that it considers convenient or necessary to ensure
accidents prevention and he shall have to proceed accordingly. If the contractor does not
satisfactorily comply with hygiene or safety requirements or with the American Government or its
representative indications are not followed by him, there shall be a partial or total suspension of the
work by the American Government or its representative. The contractor shall not have the right to
demand a deadline extension. He shall take the penalties for this concept.
In case of imminent danger to people, works or goods, the American Government or its
representative may omit the written notification and order corrective measures to be taken
immediately. In these cases, the contractor shall not have the right to any recognition or
compensation. The expenses necessary for the compliment of hygiene or safety measures or
accidents prevention shall be taken by the contractor without any additional payment. Its value shall
be included in indirect costs analysis or unit labor costs subheading, required on those cases to the
proper offer comparison.
SITE
CLEANING
CLEANING

OR

WORK

PLACE

During the development of the works, the contractor shall keep the site and surroundings in good
condition. To this purpose, he shall properly remove waste, daily or as often as the American
Government or its representative demands. He shall remove trash construction materials in such a
way that it shall not arise, at any time, unpleasant or dangerous accumulation of garbage. When
any part of the work is finished, the contractor shall remove, as soon as possible, all the equipment,
temporary facilities and trash construction materials that shall not be used afterwards in the same
site or around for the execution of other places of the work. He shall appropriately take all waste,
trash construction materials generated by the works to the waste storage facility authorized by
competent entity.
WORK DELIVERY AND RECEIVE
The contractor shall follow the instructions stated on the contract in accordance with the epigraphs
titled Substantial Completion and Final Acceptance. The American Government or its
representative shall give its approval or shall make the necessary observations for the contractor to
satisfactorily complete the work. Likewise, the contractor is required to execute the final tests
necessary to the works to be received.
FINAL
CLEANING
RESTURATION

AND

At the work completion, the contractor shall remove from surroundings installations, buildings,
waste, trash construction materials and similar ones that he owns or have been used under his

guidance. Once the cleaning has been done, used extensions shall be restored in such a way that
these ones shall have similar or better conditions than they used to have previously.
A.
GENERAL
REGULATIONS

BUILDING

The Works shall be executed in accordance with the general building specifications stated on the
Colombian Seism resistant building regulation NSR-10 (400 act of 1997, act 1229 of 2008 and
resolution published by permanent commission of seism resistant construction by the National
Government) and the particular specifications. The general specifications are part of the documents
present on this contract. The particular specifications take precedence over the general ones.
Where specific regulations are not stated, the materials, the equipment, the testes and supplied
works by the contractor shall comply with the requirements of applicable regulations mentioned
below:

ICPC (the Colombian institute of cement producers)
ASTM American Society for Testing and Materials
AISC American Institute of Steel Construction
ACI American Concrete Institute
RAS 2000 Local Health and Safety standards for drinking water.
RETILAP Technical Regulations for public lighting.
NEC National Electrical Code

The requirements here stated shall be seen as a basic guide, not a limitation for the work
scope.
B. WORK DESCRIPTION
The contractor shall work with the best techniques on Architecture and Engineering the necessary
works for the construction of the Training Academy for Coastguard of the Colombian Navy.
The work scope included on these specifications is referred to the construction but not limited to
construction of preliminaries works, drains and underground facilities, foundation, concrete
structures, masonry, roofing, water and sanitation facilities, gas facilities, power and
telecommunication facilities, metal carpentry, stuccos, flooring, painting, finishes, cleaning, exterior
works and others. It includes labor supply, material supply, construction equipment supply and
transportation of equipment to the work places. It includes the necessary tests to verify the
acceptance and good quality of the materials or pre-manufactured elements with these materials.
The work includes also the restitution of existing works that suffer damage due to the execution of
stated works on this contract.
C.
SPECIFICATIONS

PARTICULAR

Those works, which are not determined by the general specifications, shall take undertaken in
whole in accordance with the particular specifications that are determined below. These
specifications complete, replace or modify general specifications that may arise due to a big
construction.

1.0. PRELIMINARIES CONSIDERATIONS


Signs, Signals and safety measurements.

This specification refers to the construction of Signs, signals and other necessary works on the
places that indicate danger, to protect the work and pedestrian physical integrity. The works, the
signs or signals shall be raised on the places indicated by US government or its representative and
the Contractor shall supply the materials, labor and necessary equipment or its construction and
maintenance while the work is being done.
Vicnity memorandum
A document called Vicinty memorandum shall be done prior to work initiating where current
condition of the surroundings is stated to the execution of the project. It shall include project
extension, edifications, sidewalks, and existent streets. This shall go with a complete
photographical register and a video. It shall be signed by Academy director or his representative
and the contractor.

The Contractor shall construct a camp using materials such as wood or galvanized sheet and
cement-fiber tile, with their correspondent material storage places, workers dress rooms, office and
bathrooms.
The location of this campsite shall be in a place coordinated by the contractor, the commander of
the Academy and US government or its representative. The contractor shall be responsible for the
safety of items left in this place and shall remove the campsite upon completion of the work, leaving
the area under the same conditions as before the works began.
The eventual provision of any service by the end user to the contractor shall be of untied aid and
eventual temporary suspension, failures or permanent suspension, shall not lead to any financial
claim and / or delays or similar justification by the contractor. The contractor shall provide
alternative means for these situations.. Camp extension: 30.00m2
1.01.02. Temporary

It includes the works and necessary elements to isolate the extension where the construction shall
be undertaken to prevent strange people from entering, at the rate of ate a good aspect and prevent
possible accidents.
This shall be done with polypropylene fabric to a height of 2.20mts and shall be supported with
wood or metal trusses to a distance not longer than 3.00mt and properly secured. The closure shall
easily be removable to make easier materials entry.
1.01.03. Location and replanting
This operation refers to the supply of every means necessary to locate, set out and determine the
stated levels on the Architectural and Structural Drawings. On the location of structural axes, the
contractor shall accurately employ devices and mark permanently the axes that are part of the
structure in such a way that later ensureing possible at any time is. The contractor shall locate all
the axes, fixed points (if exist) and the levels in accordance with general references.

Clearing and Grubbing


Prior to works of any type of construction, filling of earth or selected material, in natural terrain,
strange materials such as waste, debris, and residual water shall be removed. These materials
are located on the organic or vegetal layer that may be 20cm thickness; also a Grubbing shall be
performed with the necessary depth to remove roots and other material that might alter the normal
work development.
2.0. FOUNDATION
2.01. EXCAVATION, FILLING AND REPLACEMENTS
2.01.01. Manual excavation for foundation, including loading, removal, hauling, final disposal
and shoring.
This specification refers to the execution of the excavation required for the work, It includes labor
supply, machinery, equipment, and necessary material for the proper and complete excavation
execution in accordance with the lineaments, slope and levels indicated on the drawings and
ordered by the American Government and its representative. In this item, it is included the
necessary works for special treatments afterwards.
In general, the excavation pits sides shall be vertical faces consistent with the structure measuring,
when the use of form does not need to be funded on the cement. When the use of those forms is
necessary, the excavation pits shall be extended to 40cm outside the vertical concrete faces.
The contractor shall excavation pits procedures which are not dangerous for the slops stability and
in that way particularly ensure that personnel life and integrity is protected on these activities. The
excavation method to be used for the footings shall be approved by the American Government or
its representative. However, the approval by this government does not remove, at any instance,
the responsibility of the contractor.
The contractor shall supply the equipment and materials to keep, every temporary drainage and
bombing systems necessary to drain superficial water from the flooding and excavated slops and
keep them water free and protected from erosion at his expense. When the excavation has been
completed to the specifics levels and slopes, the contractor shall report this to the American
Government or its representative for the authorizing works continuation.
The contractor shall remove again by himself, the filling or concrete from any excavation that has
been roofed with these materials without previous authorization by the American Government and
its representative. When time between the excavation culmination and concrete placement has
passed, filling, piping and others, excavation shall be interrupted at an upper level in 20 cms to the
definite excavation depth. This shall be done to protect the land and get the structure founded on
the ground without drilling the 20cm protectors that only shall be removed when the sub sequential
working constructions are close to initiate.
When a landslide caused by negligence or inappropriate procedures by the contractor has
occurred, excess material shallbe removed and the sub sequent additional filling shall be executed
in accordance with to the correspondent specification and the cost shall be at the contractor
expense. Also excessive excavation undertaken by his convieneance or negligence shall be at his
expense, except the one ordered by the American Gorvenment or its representative, and or
previously authorized on the drawings or included on the specifications. The excavated materials
shall not be classified for the payment to be effected or any additional issue on the prices stated on

the work budget caused by the former ground class, characteristics or condition. Therefore, the
excavation materials shall not be selected by its physical condition or any other cause that may
occur such as excavation site, rain, routes, work problems because the water does not permit
excavation or ensure soil survey.
Manual excavation of drains
It refers to the excavations to install the PVC sanitary pipe, in accordance with layout on hydrosanitary and rain water drawings. The trenchs shall be makes in accordance with the foundation
and details drawings; excavation deep and width may vary, the trench width may be as comfortable
as possible for a man to work (see chart No 1); for the 2, 3, 4,5 and 6 pipe respectively. The
excavation sides shall be completely vertical. A 5 cm thickness layer shall be placed in order to
prevent pipe to be bad placed and may be broken or fold. Afterwards, the pipe is placed.

2.01.02. Mechanical excavation in regular material, including shoring, loading, removal,
hauling, and payments to final disposal.
It refers to earthworks in large and deep volumes necessary for the execution of foundations,
binding beams, rigid beams, retaining walls and others; include the cutting, loading and removing of
waste material to place them on sites for authorized final disposal which shall be placed by the
contractor and approved by the American Government or its representative.
The excavations shall be carried out the sites indicated on the structural drawings and
correspondent with the horizontal extensions and levels elevations (Ensure levels and extensions
stated on the structural drawings) and authorized in accordance with by the American Government
and its representative.
The excavations depth shall be left completely cleaned. The contractor shall execute at his expense
every temporary works and necessary ones to drain and protect against flooding on the building
extension and all of the works ordered by the American Government or its representative to be
complied as indicated on these specifications.

The contractor shall use shoring in unstable or swamped ground. Also the contractor shall use
shoring, when excavations have depths longer than one meter and the sides are vertical.
The constructor shall propose, to be considered by the American government or its representative,
the most appropriate equipments for the operations to be undertake, These ones shall not cause
unnecessary damage to the buildings and ensure the physical progress execution, in accordance
with the work schedule that allows the development of following construction stages.
2.01.03. Piles excavation (d=40cm) includes the excavation, loading and removal of waste
materials, equipment transportation, assembling and removal.
The constructor shall take all the necessary cautions to prevent damage to existent structures and
existent facilities in neighborhoods of job site. These cautions include, but are not limit, the
selection of construction methods and procedures that avoid excessive socavation in tanks,
monitoring and vibration control caused by the pile driving shirts and tank perforation.
Every damage and disturbance produced by this cause shall be assumed by the contractors and
therefore, every technical action and any other ones to be undertaken to confront and solve a
stated situation, shall be at his expense.
The foundation and piling excavations shall be undertaken in accordance with the dimensions and
levels indicated on the drawings or ordered by the American Government or its representative.
Excavation method to be used shall be proposed by the contractor and shall be the most
appropriate for the objectives proposed and the structural drawings stated. The contractor shall
choose and use the system that he considers is appropriate to perfom this work. This one shall be
submited to the American Government or its representative for approval.
The constructor shall take samples or core of rock indicated on the drawings or ordered by the
American government or its representative to determine material characteristics which are
underground pile excavation. The American government or its representative shall determine, once
core or samples have been ensureed, the final excavation depth of the pit and shall approve further
works.
The constructor shall provide the equipment in order to verify the dimension and alignments of the
excavation of each piles. Such verification shall be done under supervision of the American
Government or its representative. The pit final depth shall be measured after final cleaning has
been completed. The pit excavation shall be cleaned until fifty per cent (50%) of the ground, has, as
minimum, less than one centimeter (1cm), and no place on the ground has four centimeters of
sediment. The pit cleaning shall be approved by the American Government or its representative.
2.01.04. Compacted filling in granular material
This item refers to the supply, transportation, placement, and filling compacting on the surroundings
or at the length of the concrete structures, pipes, filters, beddings, trenchs and wide spaces where
drawings indicate or in accordance with what the American Government or its representative
demands with selected materials. Every work that causes a further filling shall be ensureed and
approved by the American Government or its representative prior to works related to filling to
initiate.

The filling shall be placed according to level and slope indicated on the drawings and demanded by
the American Government or its representative. Also it shall be placed on horizontal layers greater
than 15cm in compacted thickness until reach levels or required elevations.
The ground where filling shall be placed, shall be grass-free, roots free and without organic vegetal
soil, garbage and topsoil.
When the material requests it by conditions and type, water shall be added to get optimal wet for
the compacting.
Every underground concrete shall be approved by the American Government or its representative
prior to filling works initiation and it shall demand a removal of the filling material placed if this
requirement has not been complied.
The filling works shall be initiated 8 days after that concrete has been
placed.
The stated cost on this item shall include excavation on the borrow areas, crushed, classification,
transportation, placement and compacting of the filling material. Also the labor, the operations,
machinery and equipments necessary for the proper work execution are included.
Tests
Sieve analysis to the No. 200 sieve, a test per each 1000 m; methods: or ASTM D422 63 or AASHO T - 88 - 57.
Liquid limit, plastic limit and plasticity index; a test per each 1000m2; methods - 59
ASTM D423 - 61T and T 01 - 54.
Modified proctor to determine mximum dry density and optimal wet, a test per each
200m2;
methods: ASTM D1557 - 64T AASHO T 180 - 57.
Moisture content during compacting: a test per each 300m2, use a quick and proper
system.
Field density test of the compacted soil; a test every 300m2; methods ASTM D 1556 - 64
AASHO T 147 - 54.
The American Government or its representative may demand tests to be modified more often and
also demand tests execution different from the one stated if it considers necessary.
The materials to be employed shall comply with the stated specifications on the soil
survey. Stone aggregates
The materials used for construction granular sub-base may be natural rocks or material resulted
from the crushing rock fragments or a combination.
Granulometry: it shall be adjusted to the zones indicated on the soil
survey.

The zone to be employed shall be stated on the project documents or as indicated by The
American Government or its representative.

In order to prevent segregation and ensure levels of density and resistance demanded on
the present specification, the material provided by the constructor shall result in

granulometric curve uniform and very parallel to the limits of the authorized zone, with
sudden interruptions on the upper part of the sieve to the lower adjacent part, etc.

The maximum nominal size of the aggregate to be used shall not exceed the half of the
thickness of the compacted layer.

Consistence limits:

The material fraction from the granular sub-base that surpasses No40 sieve shall have a
liquid limit lower than twenty five percent (25%) and a plasticity index lower to six percent
(6%).

Cleaning

The extension equivalent of the lowest fraction to the sieve No. 4 shall be at least twenty
per cent (25%)

Resistance to abrasin.

The wear of material measured by Los Angeles machine test shall not be greater than fifty
per cent (50%).

Bearing capacity

The compacted material to ninety five percent (95%) of modified Proctor shall have a CBR
equal or greater than twenty five per cent (25%).

Tolerance for acceptance


The grade shall be performed to the cross sections, longitudinal profiles and lines indicated
on the drawings. Distances between the longitudinal profiles of axis to about 1.5 cms if not
systematically repeated.
The base thickness shall be verify by perforation means, spaced maximum every 50mts on
the longitudinal profile of axis, shall not be lower than the projected distance (1.5cm).
The levels of the surface base finished shall not vary greater than 3cms from the project
ones.
2.02. GENERAL SPECIFICATIONS FOR REINFORCED CONCRETES IN: FOUNDATION
BEAMS, MACHINES ROOMS, COLUMN FOOTING, PILES, SQUARE COLUMNS, CIRCULAR
COLUMNS, BEAMS, JOISTS AND BRACE BEAMS, AERIAL BEAMS, SLABS AND STAIRS.
These specifications refer to the constructions of concretes, column footing in concrete, foundation
beams, subfloor beams, concrete slabs, waterproof concretes, square columns, round columns,
joist and brace beams, aerial beams, channel concrete, aerial slabs, stairs and any other concrete
elements in accordance with the details included on the structural and architectural drawings,
following the standards of Colombian construction seism resistant regulation NSR-10.
All structures shall be done with the dimensions included on the structural drawings, using metal or
wooden forms in excellent conditions, straight and clean. It includes the supply of materials,
preparation and mixes design, supply, removal and placement of forms, transportation. Also
includes placement, finishing, curing, reparation, tools, resistance tests of used mixes and generally
all the operations to execute the works in accordance with the drawings, specifications and
indications given by the American Government or its representative. Every work related to the use
of concrete, shall be mainly in accordance with the stipulations applicable to the Colombian code of
seism-resistant constructions.

Materials
Every material shall be supplied by the contractor and in advance require, the American
Government or its representative approval. During the works execution, the contractor shall provide,
to the American government or its representative, the samples that this government demands from
the materials as pit as the produced mix of concrete to ensure that its quality is preserved and in
accordance with specifications. All of samples shall be taken under the supervision of the American
Government or its representative. The required tests shall be assumed by the contractor.

Cement

The cement to be used shall be Portland type I that conforms to ICONTEC and ASTM-C-150. The
cement purchased by the contractor shall be from the same type and brand used for the mix
design. The contractor shall provide proper means for the cement storage and protection against
wet on roof sites and on wood platforms. Cement shall not be used if: it was stored for more than 2
months, which it has been partially harden or that has agglutinated cement lumps. Neither if the
reroofed cement from refused bags. If a cement sample is refused by the American Government or
its representative, all the cement lot from which the sample has been taken, shall be refused. The
contractor shall remove it thoroughly from the work site and replace it by other with an accepted
quality.

Additives

Concrete additives shall be used with the written approval by the American Government or its
representative. In such case, the contractor shall submit the additives sufficiently prior to its use,
samples of proposed additives as pit as the manufacturer specifications. The use of additives with
calcium chloride or any other corrosive substances shall not be allowed on reinforced concrete
elements. The cost of used additives shall be at the contractor expens and it is not allowed to use
additives in order to correct deficiencies on the quality of materials, either on methods or the
contractors equipment.

Aggregates

The aggregates used shall conform to ICONTEC 174 standard. The contractor shall obtain the
aggregates from sources that shall be submitted to the approval by the American Government or its
representative. It does not mean that the supply source is not part of the approval of every material
taken from it. At least, 30 days prior to initiation of concrete elaboration, the contractor shall submit,
to the approval of American Government or its representative, representative samples of every
aggregate that desires to use.
a.- Fine aggregate
The fine aggregate shall be natural or elaborated or both and shall be free of dust, silts, alkalis,
acids and organic or contaminated materials. The rocks that get desintegrated forming thin, flat and
elongated particles, whatever processing equipment, shall not be approved to be used in fine
aggregate production. Those particles whose dimension exceeds five times their minimal
dimension, shall be considered as thin, flat and elongated.
b. - Coarse aggregate

This material shall be solid, strong and clean particles, obtained from the natural or crushed gravel
or both. The aggregate shall be free of elonged or soft particles, organic matter, and other
objectionable materials. Additionally the coarse aggregate shall meet the requirements as follow:

Percentage of slate, coals, crumbly materials shall be not more than 1% by weight.
Percentage in ferrous metal shall be not more than 0.3%.
Maximum dimension shall be not more than the fifth part in minimal concrete thickness,
neither three quarters of minimal distance among reinforcing rods.
Material shall be sieved, washed, classified and submitted to the required processes to
obtain an acceptable material. This aggregate shall be provided within the specified limits
of the following table:

c. cyclopean aggregate
The cyclopean aggregate shall be a broken stone of high-quality, with angular and cubic shape.
This material tested in Los Angeles machine test, shall not have wear more than 50%. The ratio
between large and small dimension shall not exceed 2:1. This aggregate shall have water
saturation when added to concrete. Once aggregate has been placed, it shall be mixed with cement
and washed sand, if it is necessary.

Water

Water use on concrete composition shall be fresh and clean, free of injurios amounts of acids,
alkalis, oils, grease, silt, organic matter and any other substance that may reduce concrete
resistance and durability. If water to be used is untreated, it shall produce mortar cylinders with
compressive strength at 7 and 28 days similar to manufactured mortar cylinders in the same at the
rate of s but with distilled water, in accordance with the ASTM C-109 standard Compresive
strength of hydraulic cement mortars.

Concrete

a.- Types
The contractor shall prepare different types of concrete required for the work, as indicated on the
plan, in accordance with the table below:

b.- Mix design


Mix design to be used on the work shall be contractor responsibility and shall be done on every
type of concrete, requested on these specifications and using the materials approved by the
American Government or its representative, taking into account laboratory tests performed
previusly. However, all mix design, modifications or revisions shall be submitted by approval of the
American Government or its representative. Every time design is submitted for approval by the
American Government or its representative, the contractor shall supply designed tests that reflect
the greatest possible approximation to the concrete quality to be used on the work, including the
ones from other tests results correspondent to each sample.
American Government or its representative previously approves materials resistance and strength
on the laboratory. It does not mean either that concrete works shall be accepted or constructor be
excerpted from fulfill all specifications and plan requirements.
Acceptance shall depend on proper execution of minimal resistance to compression according to
concrete type. This resistance shall be determined in accordance with mixes added to works. Mix
design includes the determination of mix kilograms amount to produce a cubical meter.
c.- Mix
Mix components at the rate of and aggregates grading shall be the result of the design approved in
advance by the American design or its representative. Any changes in cement, aggregates, mix at
the rate of or redesign require the authorization of the American Government or its representative.
The concrete adding materials shall be added simultaneously on the mixer, except the water that
shall be previously poured. Then, it shall be flown continuously while the solid materials are
emptied. After all the components are into the mixer, concrete material shall be obtained on the
mixer for a period not more than 25% of the mixing time. Mixing time shall not be, at any case,
lower than 1.5minutes.
d.- Construction procedures
The contractor may elaborate and place concrete only under the American Government or its
representative authorization. Previously, mix design, equipment, excavations, false work and
forms, reinforcing steel, embedded elements properly installed and placement procedures of
proposed concretes shall be received. No prior approval excerpts the contractor to his responsibility
for any damage or failure neither to his obligation to finish the works in accordance with the
drawings and specifications.
e.- Concrete placement
Concrete collocation, procedures, devices for transporting, pouring sequence shall be approved in
advance by the American Government or its representative; natural or artificial site lighting, during
placement shall be sufficient to reinforcing steel proper control, forms distributions and finished
sides regularity and quality regulations.
The means employed for concrete transporting shall not cause segregation. It shall not be poured
more than two times from the mixer downloading to its placement on the site. The mix shall not be
placed prior to cure and within the 30 minutes after its preparation. If mix that does not follow these

requirements or has an excessive settlement, it shall not be incorporated to the work. It shall be
removed at the contractor disposition and the American Government or its representative
satisfaction. used equipment and concrete placement methods shall allow a good regulation on the
amount added. Therefore, settlement or concrete impacts against the camber slips and reinforcing
shall be avoided.
Concrete splitting is not allowed if exceedes in 1.20m on its placement, in order to prevent materials
segregation. Different vibrators (if work requieres) shall be used to produce concrete hardening
15minutes after its placement. These ones shall not be placed on forms or reinforcing steel. Neither
these ones shall be used to move concrete to a long distance that may cause segregation. During
concrete placement, the vibrator shall be handled at regular periods and almost vertical position.
These ones shall penetrate the upper part of subyacent layer to lighten towards the new one.
f.- Tests
During pouring operations, the contractor shall supply all concrete, mix samples and a set of 3
concrete cylinders as minimum. In addition, extra sets of cylinders shall be placed as determined
by the American Government or its representative. The samples shall be taken from different kinds
in accordance with NSR 10 Colombian Seism Resistant Construction Regulation. The contractor
shall prepare, cure and test the samples to the compression at 7,14 and 28 days respectively. The
result of the tests shall be the resistance average to the correspondent compression of three
tested cylinders, except if a liter has been wrongly tested. In that case, the result shall be the
average shall obtained from the two latter ones. The contractor shall make an extra cylinder to
serve as prove at the required moment to be undertaken to a further test.
If concrete average resistance is lower than the stated, the American Government or its
representative shall reject it, ordering the demolition and rebuilding at the contractor expense.
Before concrete acceptance or rejection is considered to be deficient by the American Government
or its representative, this one shall order that concrete structure core to be taken as many times as
it considers necessary. The government may also order that loading tests be done in accordance
with stated on the pertinent regulations. Operation costs shall be at the contractors expense. The
concrete acceptance level shall be satisfactory if the average results are equal or greater than the
stated resistance and if no cylinder has a resistance a lower than stated (f'c = 4.000 psi).
Wherever it is required, the concrete cores shall be calculated at least 2 in diameter, in order to
calculate questioned concrete resistance in accordance with ASTM-C42 specification. At least 3
cores shall be drilled, and obtained from each concrete element or area that has been considered
partially deficient.
g.- Curing
The concrete that has just been placed, shall be carefully protected from running water, heavy rain,
pedestrian traffic and equipment, direct exposition to sunlight, vibrations and other damaging
aspects. All concrete exposed sides shall be cured for a period not lower than 7 days, counted from
the placement initiation. The formed surface exposed to sun light, shall be kept wet until they are
removed from the forms to prevent water evaporation. Immediately after forms have been removed,
they shall be cured using this procedure.
The contractor shall do the curing through sealing composers, authorized in advance by the
American Government or its representative.

h.- Finishes
The finished sides shall be smooth, solid, soft, scales free, with no pressures, holes, stains, either
any other defects or irregularities. These ones shall also follow all the requirements stated for
finishing in accordance with stated on this epigraph or on the drawings. The irregularities are
classified in rough or soft. The soft ones are the ones which are protrusions or rough cavities
caused by wrong placement, movement or forms defects, and are determined by direct measure.
The other irregularities which are considered soft, shall be measured by using a metal ruler or
similar for curved sides. These ones shall be measured in accordance with concrete surface
inclination, regarding the model ruler border and if it firmly touches the surface. The concrete
surface finishes shall be executed by professional staff and monitored by the American Government
or its representative. All sides exposed to sunlight or rains, which are seen across on the drawings,
1% shall have slopes, except if the drawings, the American Government or its representative
indicate something different.
i.- Reparations
The concrete reparations shall be done by qualified staff under the American Government or its
representative control. After 24 hours concrete placement and after the forms removing time, the
contractor shall correct all imperfections on the concrete. If sides suffer damage, have load bearing
concretes, breaches or significant empty spaces, they shall be chopped until withdraw thoroughly
the imperfect concrete. This shall be done according to the American Government or its
representative. The space left shall be filled with concrete or dry-consistent mortar to the required
lines. The reparations shall be at the contractor expense If the American Government or its
representative consider that there is excessive concrete, cavities or similar, the work may be
rejected and shall be demolished. The prosecutor shall demand defective surfaces to be polished
with Emeril or similar.
j. Waterproof concrete
Waterproofing operations on walls, floors foundation slabs or other structure sides exposed to
pressure or hydrostatic sub-pressure shall be done using an integral water proofer, dissolved in
concrete mixing water from the same quality and type approved by the American Government or its
representative. All done in accordance with the manufacturer indications, using plastocrete type or
similar.
k.- Leasing
After concrete works completion and before final acceptance by the American Government or its
representative, the contractor shall withdraw false works and scaffolds from the site. The ground
and garbage shall be taken out and damped to the authorized places outside the Academy.
l.- False Works or Forms
The contractor shall design, provide and place all the forms necessary for concrete confining and
shaping according to the parameters stated on the structural drawings and ordered by the American
Government and its representative.
If the concrete exceeds the stated limits, it shall be corrected or destroyed and replaced by the
contractor at his expense. The camber slips shall be constructed in such a way that the sides of the

finished concrete have a uniform surface. The use of defective forms shall not be allowed though
showing admissible tolerances to the extensions and finishes.
The tolerances are stated only for taking into account unnoticed or not frequent irregularities. The
contractor shall not use again the same form if this one has been properly cleaned and repaired to
obtain the specific finishes and revised and approved by the American Government and its
representative.
The minimum admitted periods, after the concrete placement for the forms removing and false
work, shall be determined by the American Government or its representative according to the
concrete, work and weather characteristics. At any case, concrete with additives shall be removed
before 24 hours. None of the respective authorizations of the American Government or its
representative shall excerpt the contractor from his responsibility for the work quality and stability or
for any defect or damage that may arise, especially if it is attributable to the excessive efforts in the
structure caused by inappropriate procedures of forms removing.
m.- Facilities and contractors equipment
The equipment for concrete works is compound by the mixer, scale for aggregate weighting,
devices or vehicles for transporting and placing aggregates and mixture, vibrators and any other
necessary elements.
All the equipment shall be perfectly functioning. Any element that does not work properly, affecting
work functioning or quality, shall be repaired or replaced by the contractor. The contractor shall
provide with additional reserving mixers, vibarators and other elements to ensure operation
continuity, avoiding cold joints on the concrete structure.
All of the equipment and tools for mixing, placement and concrete consolidation regarding type,
design, capacity and mechanical conditions, shall be approved by the American Government or its
representative. The mixers shall be in a design that produces a homogenous mix, with uniform
characteristics.
Vibrators to be used for concrete consolidation shall have internal reference that has 7000 r.p.m. as
minimal frequency. Also it shall have the ability of visibly affecting the mix with a 2.5cm in
settlement to a minimal distance of 45cm from the vibrator. The scales used to weight the
components of the mixer shall be the same handle type or springless quadrants and the contractor
shall calibrate when demanded by the American Government or its representative.
n.- Elements embedded on the concrete
Elements embedded on the concrete such as anchorage rods, pipes, vent ducts shall be anchored
fixedly on the sites indicated on the drawings. It is necessary to clean those elements to remove
stainless, painting, scales and any other matter that obstruct good adherence between the metal
and concrete. Once the cleaning is done, before pouring the concrete, it shall be painted with grout.
2.02.01. Lean concrete f'c =1.500 psi 5 cms in thickness
Supply, transporting and placement of lean concrete of f'c = 1500 psi that is applied to excavations
bottom in order to protect foundation base. Lean concrete also protects mending against any kind of
contamination or natural condition disturbance or ground excavations. Concrete layer 5cm in
thickness.

2.02.02. f'c = 4.000 psi Concrete footing


Supply, transporting and placement of f'c = 4000 psi concrete for the execution of concrete footing,
which shall have 3settlement as maximum for foundations on sites determined on the Structural
Project and the drawings. It includes: mix design, preparation, tests, internal transportation,
placement, protection and curing. Mending is not included.
2.02.03. Foundation joisters in f'c = 4.000 psi reinforced
concrete
Supply, transporting and placement of reinforced concrete of f'c = 4000 psi for foundation beams,
which shall have 3settlement as maximum if it is placed on sites indicated on the Structural Project
and on the drawings. It includes: mix design, preparation, tests, internal transportation, placement,
protection and curing. Mending is not included.
2.02.04. Subfloor beams in f'c = 4.000 psi reinforced
concrete
Supply, transporting and placement of f'c = 4000 psi reinforced concrete for subfloor beams in
those sites indicated on the the Structural project and the drawings. It includes: mix design,
forms placement, preparation, tests, internal transportation, placement, protection and curing.
Mending is not included.
2.02.05. Subfloor slabs in f'c = 4.000 psi
concrete

t = 0.05 mts reinforced

Execution of slabs on fc = 4000 psi reinforced concrete, with 0,05 m average thickness. These
ones shall be installed as beams roof, joist and bracing beams in accordance with the constructing
system designed for the project (foundation slabs). It shall be taken into account the coordination
between Architectural drawings and structural drawings.
This work includes concrete supply, transporting and placement. It includes: mix design,
preparation, tests, internal transportation, placement, protection, curing and all necessary additives
to ensure a proper MANAGEMENT. Mending is not included.
2.02.06. f'c = 4.000 psi waterproof reinforced concrete for machines
room
Supply, transporting and placement of waterproof f'c = 4000 psi reinforced concrete for machines
room, in those sites indicated on the Structural project and the drawings. It includes: mix design,
preparation, tests, internal transportation, placement, protection and curing. Mending is not
included. Forms and camber slips included.
Fort the tank , it is proposed to execute a SIKA PVC O22 joint tape stated on the item 2.03.092.04.09. The tape is placed parametrically central and perpendicular towards the joint in such a way
that the tape embedded on the concrete on the first stage and the second one, is equal or lower
than the concrete roof. In this way, tape has approximately the same thick than the concrete
section.
3.01.01. f'c = 4.000 psi concrete square columns on. Visible finishes
Execution of columns on square section made by f'c = 4.000 psi concrete with visible finish. It shall
be used Tablemac Smooth-board form or similar, super T or similar, according to location and

Execution of aerial elements, made up with beams into subfloor lighted slabs, on f'c = 4.000 psi
reinforced concrete. This is done in accordance with location and extensions indicated on
Architectural drawings and on the Structural drawings. These elements are contrimmed on the
panels and subfloor forms.
3.01.04. f'c = 4.000 psi concrete beams and bracing beams for second floor
Execution of aerial elements, made up with beams and aerial bracing beams into subfloor lighted
slabs, on f'c = 4.000 psi reinforced concrete. In accordance with location and extensions expressed
on Architectural drawings and on the Structural drawings. These elements are contrimmed on the
panels and subfloor forms.
3.01.05. Beams and aerial beams on f'c = 4.000 psi. concrete roof
Execution of aerial elements, made up with beams and aerial beams into subfloor lighted slabs, on
f'c = 4.000 psi reinforced concrete, in accordance with location and extensions indicated on
Architectural drawings and on the Structural drawings. These elements are contrimmed on the
panels and subfloor forms.
3.01.06. f'c = 4.000 psi Drain beam
Execution of f'c = 4.000 psi reinforced concrete upper drain beams, in accordance with location and
extensions shown on Architectural and Structural drawings. These elements receive roofs or slopes
correspondent to inclined roof, used for rain water collection.
3.02.02. Light subfloor slabs h=0.35 mts (no lower layer) on f'c = 4.000 psi concrete. Beams,
beams or braces are included.
Execution of slabs or aerial light slabs 0.35 mts in thickness, with a 5cms upper layer, no lower
layer, on f'c = 4.000 psi reinforced concrete, for subfloor, following the indications on Structural and
Architectural Drawings. The inner finish shall have a smooth board form finish. The panel used for
lightening shall be made up with bamboo or similar.
3.02.03. f'c = 4.000 psi concrete flat solid slabs e = 0.10 mts
Execution of f'c = 4.000 psi reinforced concrete solid slabs h = 0.10 mts and characteristics
indicated on Structural and Architectural Drawings. Form modulation for lower finish shall be
approved by the American Government or its representative.

3.03.01. f'c = 4.000 psi. Reinforced concrete aerial stairs. Visible finishing
Execution of f'c = 4.000 psi reinforced concrete aerial stairs, melted following instructions on
Structural Drawings and Architectural Drawings. These ones shall be incrusted again, balanced and
equilibrated following detailed specific drawings and stated finishes. The final finish for lower
drawings and aluminum roofs shall be the visible concrete.
4.02.01. 0.10 x 0.20 mts Concrete small columns. Masonry confining on concrete slabs.
Execution of 0.10 x 0.20 mts small columns on fc = 3.000 psi Concrete. They are melted on the site
for masonry confining on concrete slabs, in accordance with location and extensions expressed on
Structural and Architectural Drawings.
Concrete piles
The piles of block guardcoast are 11 meters in length (according to the structural drawings). It shall
comply with the pile entry to existing coral rock stratum, which is approximately 4mts from the
ground surface according to the soils survey.

Materials
Concrete.
The concrete used in the piles construction have features identified in the designs, accepting a
maximum size in the aggregate up to 32 mm. These ones shall have workability enough to ensure
absolute continuity in placement, even removing the casing, with a liquid consistency.
Mending.
The steel used in construction mending baskets is according to the specifications indicated in this
specification.
The transverse mending is subject to the longitudinal, for tiding or
welding.
Long tethers may be received In piles up to ten meters (10 m), the mending shall be welded to
each other, at least one (1) of two (2) points of contact as in its length.
Steel sheetings.
The structural steel used in the manufacture of the casing sheetings shall be AASHTO M-270, #
36. Concrete stilts
Suspension or grout.
The grout used in the drilling process shall be a mineral suspension, with sufficient viscosity and
gel-like characteristics to transport the excavated material to a suitable sieving system. The

percentage and density of the material used in the suspension shall be sufficient to maintain the

The values of density 30 kg/m3 increase in
saltwater.
The Marsh cone corresponds to the 152 mm inlet model and 4.76 mm outlet, funnel 305 mm in
height and output 50 mm in height.
If sand removal is required, this content shall not exceed 4% by volume, at any point of the pit
drilling, according to the test established by the American Petroleum Institute.
The viscosity and pH tests shall be performed during the cavity excavation, to establish a
consistent work pattern.
Before placing concrete mending pile, samples shall be taken from the bottom at intervals not
exceeding 3 meters to the total height of the mineral grout.
Any highly contaminated grout accumulated in the pile bottom shall be removed. The mineral grout
shall be added immediately before concrete pile placement according to the specified requirements.
Other suspensions containing polymers, polymers with bentonite additives or other clays can be
used as sludge stabilization based on the experience of previous cases. If suspensions are used in
similar or worse geotechnical conditions or in the case of excavation of full scale test in situ, these
ones shall meet the specifications in Chart 1.
Equipment
The equipment required shall depend on the construction system adopted, but basically it includes
cranes, drills, augers, buckets, bilge, sludge trap equipment, sampling equipment, drain pipes,
casing pipes, concrete pumps, and generally any other necessary equipment for the proper
execution of the work.
Execution of the work.
Good time prior to work starts, the constructor shall submit to the U.S. Government or its
representative, for review and approval, working drawings that include the following main points:
List of proposed equipment.
Details of the construction sequence.
Details of the methods of digging pits.
Details of the proposed method for mixing and recirculating the slurry desarenar, if
required.

The manufacturer cannot initiate construction of pre-dug piles while working drawings have not
been approved by the U.S. Government or its representative.
Such approval shall not exerpt him to his responsability for the results obtained from the use of
such drawings.
Protection of existing structures.
The constructor shall take all necessary cautions to prevent damage to structures and facilities in
the neighbouring work area. These cautions include, though not limited, the construction selection,
methods and procedures that prevent excessive scour in digging pits, monitoring and control of
vibrations from the sheetings driving and pit drilling or blasting, in case they occur.
All damages and pains that occur for this reason shall be his sole and absolute responsibility.
Therefore, all technical and any other measures to be implemented to address and resolve the
situation in question shall be paid by the constructor.
Excavation method.
Any foundations excavation where exist pre-dug or drilled piles, shall be completed before piles
construction starts. When installing piles, these ones shall be pre-excavated together with the
embankments placement. The piles shall be constructed after backfilling.
They shall keep a log of each pile drilling, where there is an appropriate depth and quality of the
excavated site, plus the income received during the process.
Excavations for foundation piles and flares shall be made of accordance with the size and
elevations shown on the drawings and ordered by the U.S. Government or its representative. The
manufacturer may select and use the system as it sees fit to do the job, which shall be submitted to
the approval of the U.S. Government or its representative.
Erecting sheetings.
The sheetings shall be metallic, smooth, airtight and sufficiently strong to support the management
enforcement and erecting, as well as the pressure exerted by the concrete and the surrounding
ground material. The outer diameter of the sheetings shall not be less than the specified pile size.
The sheetings, which may be temporary or permanent, shall be erected by a suitable method, using
equipment previously approved by the U.S. Government or its representative. In the case of
permanent sheeting and at excavation end, the sheeting shall be cut to the indicated elevation.
Sheetings shall be removed if temporary concrete is manageable. Generally, the temporary
withdrawal of the sheetings shall not be started until the concrete is not at or above the ground
surface. It allows the use of a rotational movement of the sleeve exerting upwards pressure for easy
removal or attachment using a vibratory method. The sheeting removal shall be done slowly, at a

uniform rate, parallel to a pile drive shaft. A specific head shall be maintained on sheetings bottom
sufficient to resist the hydrostatic pressure exerted by the water or drilling fluid that is outside the
sheetings.
Suspension or grout
When you need to use the suspension level, it shall be maintained at a convenient height to prevent
the undermining of the excavation. The mineral grout shall be premixed with fresh water and allow
sufficient hydration time, before inserting it into the well.
When project documents indicate, adequate tanks shall be provided for the suspension, but in this
case does not allow suspension dug wells, unless the U.S. Government or its representative
authorized in writing. Required measures shall be taken such as agitation, circulation and
adjustment of the suspension properties, in order to avoid curing in the excavation hole.
Before placing concrete pile, it is important to take suspension samples from the bottom and at
intervals not exceeding three meters (3.0 m) over the entire suspension height. Any highly
contaminated slurry accumulated in the bottom pit, shall be eliminated.
The mineral suspension shall follow the specification requirements, immediately before placing the
concrete pile.
Excavation inspection
The Constructor shall provide equipment for ensureing the dimensions and alignment of each pile
excavation. Such verification shall be executed under the direction of the American government or
its representative. The final pit depth shall be measured after completing the final cleaning.
The pitbore excavation shall be cleaned until fifty percent (50%) of the base. It shall be at least less
than a centimeter (1.0 inch) of sediment and in any place of the base, more than four inches (4.0
cm) of sediment. Excavation leasing shall be approved by the U.S. Government or its
representative.
Construction and placement of basket reinforcing
The basket includes steel mending indicated on the drawings, added to the reinforcing rods in the
basket and spacers, centralizers and other necessary accessories fully assembled. It is placed as a
unit immediately after the American government or its representative inspects and accepts the
excavation, and before the
Concrete is placed.
Reinforcing steel on the excavation bottom shall be tided and supported within the tolerances
allowed, until the concrete supports it.
When concrete is placed by pipe discharging, it shall use temporary anchorage devices to prevent
the basket from lifting during concrete placement. Concrete spacers or other noncorrosive
separation device, approved, shall be used at intervals not exceeding one and a half meters (1.5 m)
along the shaft. It ensures concentric rack position into the excavation . When longitudinal
reinforcing bars exceed twenty-five millimeters (25 mm) (No.8), the spacing shall be no more than
three meters (3.0 m).

Placement, curing and concrete protection.


Concrete shall be placed as soon as possible after placing the reinforcing steel basket with all its
attachments.
The Constructor shall aware that at no time the concrete drop height is more than 1.50 m. If the
concrete is placed under water or suspension, it shall be placed through a drain tube (tube Tremie)
or by pumping it. Tremie tube is maintained at all times with the tip buried at least two meters (2 m)
in the fresh concrete. Thus, it is ensured contaminated concrete delivery to the surface for removal.
Concrete placement shall be continuous until the pit upper bound and when it is filled until there is
evidence of good quality concrete.
Not be accepted under any circumstances, interruptions, motivating the rejection of the pile, if this
happens.
For pits with diameters of less than two meters and forty centimeters (2.40 m), the time from the
start of concrete placement to completion shall not exceed two (2) hours. For pits eaqual in
diameter or greater, the concrete placement rate shall not be less than nine meters (9.0m) from the
pit height for each two (2) hours period.
The concrete mix shall be designed in such a way that its plastic states to maintain the limit during
two (2) hours placement.
The concrete pile shall be vibrated or manipulated with a rod, to a five meters (5.0 m) depth of
below ground surface, except where the soft or suspended material remains in the excavation can
be mixed with concrete.
After placement, transiently exposed pile surfaces shall be cured. No construction operations shall
be executed at least forty-eight (48) hours after concrete placement to avoid movement of the
ground adjacent to the pile. Only a moderate vibration shall be allowed.
Parts of piles exposed to water bodies shall be protected against the action of water, leaving the
camber slip at least seven (7) days after concrete placement.
Test piles flared.
Test piles shall be done. These tests are used to determine whether the methods, equipment and
procedures used by the Constructor are enough to achieve piles excavation that complies with the
drawings and specifications requirements.
The constructor shall ensure methods and equipment as needed, at any time, during the drilling of
holes for test piles, in order to successfully complete the excavation.
The location of the test pile shall be indicated by the U.S. Government or its
representative.
The diameter and depth of holes test piles shall be the same as the definite pre-dug piles shown on
the drawings or ordered by the U.S. Government or its representative. The holes are filled with plain

concrete, in the same way that the definite piles unless if the American Government or
representative indicates a different material filler.
Construction tolerances.
For pre-dug piles construction the following construction tolerances shall be
accepted:

The horizontal displacement of the pre-dug piles from the position indicated in the project
drawings shall not exceed seven and a half inches (7.5 cm) in any direction on the
projected top pile level.
The vertical alignment of the pile excavation shall not vary by more than projected
alignment in two centimeters per meter (2 cm / m) in depth.
After placing the concrete, the mending basket top shall not be more than six inches (15
cm) above nor more than seven and a half inches (7.5 cm) below the projected position.
When using sheetings, outer diameter shall not be less than the pile diameter indicated on
the drawings. Otherwise, the minimum diameter of the drilled pits shall be equal to the
diameter shown in the drawings for diameters of two feet (60 cm) or less and up to two and
a half inches (2.5 cm) less than said diameter, for larger diameter pits two feet (60cm).
The support piles area flared shall be excavated at least equal to the projected support
area. Any other flared cylinder indicated dimension, may vary to fit the equipment used,
subject to approval by the U.S. Government or its representative.
The pit top level shall not exceed one-inch (2.5 cm) of the indicated
level.
The bottom of the pit excavation shall be normal to the axis thereof, with a
maximum deviation of six centimeters per meter (6 cm / m) diameter hole.

Do not accept any pile that does not comply with the stated tolerances. In this case, the Constructor
shall submit for approval by the U.S. Government or its representative, and corrective methods can
not continue with the construction of the pile, until the respective approval.
3.04. REINFORCING STEEL
a.- Description
This description is about the supply, transporting, storage, shaping and placement of reinforcing
steel for concrete works, following structural drawings.
b.- Materials
Round smooth or corrugated rods that follow ICONTEC NTC 2289 standard. The rods shall be
counted by inch number. The reinforcing rods and electric-welded meshes shall have national
manufacture and national trademark and quality certified by the manufacturer. Steel rods that have
resistances obtained by cold treatments shall not be used. All reinforcing rods shall follow the
specifications content on ICONTEC NTC 2289 Standard.
c.- Supply and storage
Every reinforcing steel delivery that arrives the site or place where their shaping is executed shall
be identified with logos that indicate manufacture, quality and steel bar codes correspondent to the

lot. The rods shall be transported and stored on an organized way. These ones shall not be placed

on the floor. Instead, they shall be grouped and properly marked in accordance with the format,
shape and reinforcing type.
d.- Cutting Chart
The contractor shall draw a cutting chart before the rods are cut and folded, according to the
drawings and structural designs. When the drawings indicate removal, the contractor shall analyze
it before iron is shaped. If any discrepancy or error arises, the contractor shall write a notification for
the American Government or its representative.
e.- Folding
The rods shall be folded in cold conditions in accordance with the structural design drawings. The
minimum folding radius, anchorage hooks extensions and constructing procedures shall be in
accordance with specifications content on ICONTEC NTC 2289 standard.
f.- Splices
The reinforcing rods shall be supplied in accordance with the lengths on the cutting list. Fitting shall
be allowed only if lengths indicated on the list are taken into account. Moreover, fitting indicated on
the drawings or approved by the American Government or its representative shall be allowed.
The splices or parallel rods overlappings that suffer a traction process and on the same structural
element, shall be alternated as possible. If drawings indicate different lengths, these ones shall not
be lower than 36diameters and shall be in accordance with the specifications content on
INCONTEC NTC 2289 standard. For reinforcing bars tiding, black wire shall be used. Welding shall
never be used.
g.- Replacements
Rods shall not be replaced by rods from different diameter, unless if it is approved by the American
Government or its representative.
h.- Reinforcing placement
Prior to their placement, rods shall not have rust, painting, grease or any other strange material.
The reinforcing rods shall be placed on its proper position following the drawings and fixed properly
for preventing moving during its placement and concrete vibration.
The specific distances between the rod and the form shall remain on position by using premanufactured mortar blocks, spacers, metal shaft hangers or any other devices used to prevent
moving approved by the American Government or its representative.
Rock or wooden blocks shall not be used to keep reinforcing on position. The American
Government or its representative shall approve reinforcing on all structure parts, prior to concrete
placement. Reinforcing rods shall be placed in such a way that the distance shall be at least 2.5m
(1) between these ones and the anchorage BOLTS or embedded metal elements. Minimal
coatings content on ICONTEC 2289 or on the NSR-10 standard shall be taken into account , unless
if the American Government or its representative gives a different indication.

Joints

Joints shall be placed on the sites indicated on the drawings or by the American Government or its
representative on the work. Joints on cold conditions shall not be allowed. The construction joints,
contraction and expansion shall be in accordance with number, position and shape on the
construction drawings. This do not imply cost changes or modifications on the deadline.

Construction joints

These are the surfaces where the concrete shall be placed on or against and that have acquired a
rigidity grave, in such a way than the concrete, once cured, may not be added monolithically. The
construction joints shall have horizontal flat surfaces, vertical ones or inclination demanded by the
American Government or its representative. The joints that are not on the drawings, but necessary,
shall be constructed and located in such a way that the structure, used for their installation, shall
not be weakened. Such installation shall be approved in advance by the American Government or
its representative.
Contraction Joints
The contraction joints indicated on the drawings shall be constructed forming the concrete on one
of the joint side. The joint shall be allowed to set before placing the concrete on its adjacent side.
Unless if the construction joints are supposed to be injected with grout, enough material layer shall
be added on one of the joint sides to concrete surfaces. This shall be done before placing adjacent
concrete to prevent adherence.
The expansion joints with filling shall be built in accordance with indications content on the drawings
or considerations given the American Government or its representative. If sliding from a surface to
other arises on the expansion joints, an additive shall be applied to prevent adherence.
REINFORCING STEEL FOR FOUNDATION BEAMS, MACHINE ROOM, FOOTINGS, PILES,
SQUARE COLUMNS, CIRCULAR COLUMNS, BEAMS, BEAMS AND BRACING BEAMS,
AERIAL BEAMS, SLABS AND STAIRS.
Reinforcing steel PDR-60 f'y = 4.200 kg/cm2 (420Mpa) including shaping, cutting,
installation.
This specification includes the supply, transporting, cutting, folding, shaping and fy = 4.200 kg/cm2
(240 Mpa.) steel bars placement. It is for elements on reinforced concrete for structures and other
works where this element is required, according to the structural designs, and details indicated on

the drawings, indications on Colombian Design Standards and Seism-resistant construction. The
mending and placement shall follow ICONTEC 22898 Standard or NSR-10.
3.04.05. fy = 4.200 kg / cm2 (500 mpa) electrowelded
mesh.
Supply, transporting, biding and placement of f'y = 4.200 kg/cm2 (420 Mpa),electro welded mesh
for aerial slabs. It includes panel-shaped manufactured, compound by granulations or smooth
high resistant steel wire, set on a octagonal position and electro welded on all the connecting
points. These meshes shall be placed in accordance with the indications content on the Structural
Drawings. These ones shall be used as concrete structures mendings (underground tanks, ramps
and subfloor slabs), in accordance with the specific extensions content on the structural and
reference drawings. The meshes shall follow the NTC 5806 (ASTM A1064); (NTC 2310) standards.
Meshes shall be bound using black wire to protect meshes against substances such as oils,
greases, dust, mud, etc., which may affect concrete adherence. It is necessary to ensure if the
meshes placed correspond with the cutting structural elements. Also it shall be ensureed if they
follow the specifications on the structural drawings regarding separations, diameters, length,
overlapping, sizes and specific resistances. Therefore, these shall be placed on its site 24 hours
prior to the concrete pouring and for this pouring to be verified and approved by the American
government or its representative.
Reinforcing Granulations for foundation slabs (3,5 mm, 4 mm, 6 mm y 7,5
mm)
This specification includes the supply, transporting, cuttig, floding, shaping and instalatiion of fy =
4.200 kg/cm2 (240 Mpa) steel bars for elements on reinforced concrete and other works that
require this element, in accordance with the structural designs and details stated on the drawings,
indications on the drawings, indications on Colombian Design Standards and Seism-resistant
construction. The mending and placement shall follow INCONTEC 22898 Standard or NSR-10.
3.05. METAL STRUCTURES
3.05.01. Supply, manufacture, transporting, assembling, and sea environment painting (base and
finishing)
Manufacture, supply, installation and painting of architectural metal elements such as belts,
anchors, turnbuckles, and other used for the Project Modules roofs. These shall be done on Acesco
styles or similar, in accordance with structural and Architectural Drawings. It includes anticorrosive
and finish paint in a color to be determined by the American Government or its representative. The
constructor shall present the workshop drawing for approval by the American Government or its
representative.

Delivery, storage and control

The manufactured sections and the components shall be sent completely identified in
accordance with the workshop drawings. They shall be stored in accordance with the
manufacturer indications, under low-wet level, properly protected against environment and
construction operations.

Manufacture

Materials that have a proper size and thickness shall be used to produce solidness,

necessary durability on the finished product. Extension indicated or accepted on the


Structural Drawings shall be manufactured, using previsions on the drawings regarding its
manufacture and support.
For the execution of visible areas, smooth and materials with no perforations, threading
marks, rolling marks, etc.
Defects on the surface shall be removed using abrasive or reconstructive procedures
before starting cleaning activities and treatments prior to painting. All surface defects shall
be removed on abrasive or reconstructive processes prior to star cleaning operations and
treatments prior to painting.

Extensions

Extensions on the work shall be monitored allowing necessary adjustments on the facility.
This shall be done in cases when the metal elements installations preceed other works
such as concrete supports or similar.

Edges and basils

Alignments and element levels shall be polished on areas of metallic work exposed.
All the joints among elements on round pipe shall be fish-mouth type.
4.0. WALLS ON MASONRY
This specification includes the walls to be constructed on faade and into the edification. For that
purpose, the bricks or blocks to be employed on the work shall be complete, have straight edges
and without chips. Their quality shall be uniform and undertaken to the American Government or its
representative before used on the work. Their faces shall be rectangular and their extensions shall
have a tolerance about 0.50cm related to their nominal extensions. The bricks or blocks used shall
follow NTC 4205 Standard.
MORTAR 1:4
Mortar shall be compound by a cement part and four parts of extension (1:4) to join bricks or blocks
regarding the case.
Note: the mixture and treatment standards for the work are also applied for the concretes in
accordance with the cement storage and extension, and mixture procedure, transporting and
handling on the placement site.
Semiwashed sand Extension
The extensin to be used for the mortar fissure preparation for brick or block shall the most known
type of extension used for this purpose. Also it is necessary the extension to be on the area and
that has a low level of CLAYS. This one shall be ensureed and approved by the American
Government or its representative before placed on the mix.
The mortar to be required for the block or brick join shall be made for immediate use, rejecting the
mix with a manufacture period greater than 30minutes.

The dimensions shall not contain substances such as acid, greases, plant debris or high amount of
clay or mineral salts that obstruct adherence or negatively influence on the hardening process.
All the bricks or blocks shall be moistened prior to the placement to ensure that mortar fissure is
wet but not drained. These ones shall be supported on the whole surface on mortar elevations,
joints on borders and sides that shall be together.
Bedding mortar shall have a thickness average from 2.5 to 3.0cm and joint among blocks not lower
than 1.25cm.
The surface used for mansory installation shall not contain contaminant elements (grease, mud,
dirt, etc.) that may affect wanted adherence to the floor. Mansory on gravelling or soil shall never be
done except on stated concrete bedding or on walls.
Placement
They shall be aligned on one face. For tolerance levels purposes, the American Government or its
representative shall place a metallic-type mozzle on the expansion row and shall not have a
difference greater than 0.50cm.
During the construction, blocks or bricks shall be protected against elements that may cause
adherence loss or presentation before and during its placement.
a.

Prior to wall construction, a mark shall be drawn that and used as a operators guide to align
masonry. This shall done with tight strands and stakes.

b.

From one threading to the other, the alignment shall be done using tight strands fixed by bricks
or blocks from the edges or on 5,00cm intermediate sections. As the wall is being built, it shall
be weighted to stay perfectly vertical.
c. Water amount for mortar may produce a homogenous mix that makes trowel use
easier.
d. The bricks or blocks shall be moistened prior to its placement in such a way that it does not
remove water from the mortar.
e. It shall be supplied by a guide on the ground slabs if there is a total difference lower than
0.06mt when joint-roofs are distributed.
f. All those elements such as boxes, thumb tacks,etc., shall be incrusted on the walls and placed
on the indicated places as wall is being formed. If thumb tacks are installed, they shall be
roofed and with lateral mesh to obtain a good drainage.
k. For fixing correspondent doors, grantings or other, hoop driver, anchors or plungs shall be left
as walls are being raised.
l. Prior to molding walls, electrical boxes and sanitary connections shall be roofed with paper. The
connections for electricity, sanitary installations, etc., shall be executed three days after
masonry is formed preventing wrongly mortar curing.
m. For cleaning visible walls, it shall be necessary use materials approved by the American
Government or its representative.

All specifications explained below are referred to the construction and assembling of hydraulic and
sanitary installation. The contractor shall focus strictly on their installation following the
correspondent drawings made by the work execution planner. These ones shall follow the NTC
369, ASTMD 1784, NTC 4764, ASTM F 794, RAS 2000, NTC 1166.
If any unconformity between the specifications and the drawings arise, the issue shall be
undertaken under consideration of the American Government or its representative, whose decision
shall be definitive only if this one follows the control and quality standards stated by the authorized
entity.
Also manufacturer indications shall be taken into account if the contractor considers convenient to
do any modification to the drawings and correspondent surveys, arguing construction conditions.
These drawings shall be approved by the American Government or its representative explicitly or by
written notice.

sanitary drawings. For this purpose, the contractor shall count on the appropriate equipment and
professional staff. This shall be done in order to ensure a good execution and provide a good
functioning of the hydraulic and sanitary system.
Any distribution or drainage system change shall be forbidden if it has not been authorized by the
designers.
Pipes storage shall be done in a way that it may not suffer damages caused by environment factors
or a difficult transporting to the site. It shall be ensured that every pipe is supported along on a solid
surface, preventing that suffer deformations, cracks due to its curves. Pipes shall not be dragged or
hit.
Every pipe shall be cut strictly following the extension stated on the drawings and be placed on the
site without forcing it or folding it.
It is important not to hit the pipe as placing it, because the hits are always dangerous for it (cracks,
dentings, scratches, etc.) Before placement, any pipe is verified that does not have defects.
No defective material shall be placed. Any modification to the pipes diameter shall be done in
proper reductions.
All inclinations indicated on the drawings or by the manufacturer shall be taken into
account.
It is important to take into account that on the places where foundation beams crossing is
necessary. Pipe greater on diameter shall be left or the pipe roofed with soft material that insulates
the structural mendings.
Every valve, cleaning searchs, equipment, accesories, devices, etc., shall be installed in such a
way that let an easy access for its reparation or replacement.
PVC Pipe
The pipe storage shall be done in such a way that it shall not be exposed to environment factors
that may cause damages to it. It shall be ensured that it wlll not be exposed to high temperatures or
moist. Similarly, any damage to the pipe shall be prevented.
Pipes, joints, accessories, etc., shall be cleaned from any debris that may have been into them.
Additionally, it is recommended to use a cleaner indicated by the manufacturer, though it may seem
clean. This is done in order to ensure that the welding is completely hermetic.
Pipe cuttings shall be done using a pin and every guide for doing these cuttings or for other pipes
types. The pipe borders shall be polished with file or sand paper, procuring that no imperfections
are on the cut. It is recommended to use only hacksaw, because this tool gives a cut better in
quality.

For joining among different elements, PVC cleaner shall be used and afterwards liquid welding to
ensure a hermetic sealant on the joint and that is not toxic dissolving. When working with pressure
pipe, sanitary pipe or light pipe, welding for PVC shall be used.
The welding shall be applied with a natural bristle brush (no nylon makes) whose width is
approximately equal to the half of pipe diameter, on the borders. It shall be joined on the inner or
outer coat whichever the case. The length to be occupied by the applied welding shall be equal to
the length of the element side that shall be against the other. It shall be avoided that the welding
pours into the pipe. If this occurs, the pipe shall be cleaned. As joint both sides, the element shall
be turned a quarter turn and be hold by 30minutes. The pipe shall be dried for 45 minutes before
moving the pipe and 48 hours prior to be tested under pressure.
The devices outlets shall be closed with the correspondent taps until the device installation is
done.
Pipe shall not be installed on pouring rain, and it is drained or wet, it shall be dried before
installation.
The vertical pipe sections into the ducts shall be attached using proper clamps, on the proper
diameter, which shall allow a set of some millimeters. This is done in order to absorb vibrations and
extensions on the pipe.
Transitions to any other material shall be done just by means of the correspondent adapter. It this
device does not exist, or may not be obtained, the American Government or its representative shall
approve the joining method and be in charge of its supervision. The pipe shall be fixed firmly to the
form when it is being embedded to the concrete. If irrigation channel shall be placed, a minimum
bridge 2cm in thickness shall be left.
Every pipe section shall be undertaken to 1500PSI pressure for 2hours at least, ensureing that
there are not leaks on any element. If this occurs, the pipe shall be replaced by a new one. Patches
on the pipe to prevent leaks shall not be allowed.
PVC Sanitary pipe
Sanitary PVC for drainpipe and drainage per each slab. Floor pipe that shall be embedded to the
slabs shall have 1% minimal inclination following specifications content on the hydro sanitarian
drawings. It shall be verified that every branch follows this condition and that the pipe is properly
assembled and ensured before slabs are melted.
A test on the horizontal pipe sections shall be done on every floor, tapping the connections with the
correspondent drainpipes and conducting water to the inlet levels sanitary. This test shall be done
for at least 4 hours. It is completely necessary to done this test before slabs are melted. It any leak
arises, it shall proceed to remove the defective element and be replaced by a new one. At any case
patching on the pipe shall be allowed.
Light pipe
This pipe shall used ventilations of drainage pipes. Similarly it shall be done for the rainwater
draining to the diameters lower than 6.

PVC sanitary devices shall be used for the pipe because this type of pipe shall produce pipe
branches.
HG pipe
This pipe shall be used for the installation on the measure connection (at least that the opposite is
considered) and on the places indicated on the drawings.
Maximum pressure to be supported is 150PSI (103 kpa)
Pipe joining and devices shall be done through threads that shall be made with taper taps, brush
and clean the materials different from the pipe. On the threaded connections, chemical insulators,
Teflon tape or sealant at least.
The vertical pipe sections into ducts and under slabs shall be attached by clamps larger than the
pipe diameter. These supports shall allow a 2 or 3mm sets in order to absorb vibrations and
extensions.
Every pipe section shall be tested at 30PSI pressure for 10minutes, ensureing that leaks do not
arise. Any element damaged during the test, shall be removed and replaced by a new one.
If the pipe is buried, it shall be protected against corrosion by using bituminous materials, glass
fiber, plastic tape or anticorrosive painting.
There shall be a minimum separation of 20cm with the pipe of electric
conductors. Devices Installation and assembling
Generally, device assembling shall follow the recommendations content on the manufacturer
manual, maintaining the stated extensions on the architectural drawings.
The assambling between the melted iron and the PVC pipe shall be done performing the first one at
a diameter equal to the PVC pipe. Then the joint is cleaned and sealed melting surrounding lead.
Melt iron pipe is used on the pump assembling room for supply or fire warning system. All it shall be
done in order to protect the pipe at the maintenance moment.
Technical specifications for PVC-NOVAFORT pipe installation
All specifications below explained are referred to the construction and assembling of sewage
drainage system for residual water and rain water. The contractor shall strictly follow these
specifications and indications on the correspondent drawings made by the planner for the work
execution.
If any unconformities between the specifications and the drawings arise, this issue shall be
undertaken on consideration by the American Government or its representative, whose decision
shall be definite as long as the quality and control standards stated by the authorized entity are
followed.

If any modification is considered on the construction conditions, it shall be undertaken on


consideration by the American Government or its representative or correspondent drawings and
surveys shall be verified.
If the American Government or its representative does not approve such modifications, the
contractor shall work following original drawings.
Pipe installation
The work that the contractor shall do, shall include all the items content on the sewage drainage
system drawings for residual water and rain water. For this purpose, the contractor shall count on
the adequate equipment and professional staff to ensure the good execution of the works and
guarantee the good functioning of the system. Any change on the distribution or drainage system
diameter, if not authorized, is forbidden any changes on distribution or diameter drainage system.
The pipe storage shall be done in such a way that may not suffer damage caused by environment
or problems to prepare its transporting on the site. For an adequate control and management of the
pipe on the site, it shall be ensured that every pipe is completely supported by a solid surface,
preventing that it may suffer deformations or cracks caused by its curving. The bells shall be free
and alternated at bells and splints.
The pipes and devices shall be roofed when exposed to direct sun light. It is recommended that the
pipe has proper ventilation.
Pipe cleaning shall be done carefully, especially on the splints. Any debris into the splints shall be
removed. The splints shall be freely hold on the ground to prevent that lubricant get mudded with
the soil. For this purpose wooden blocks may be used and removed prior to filling. The pipe shall be
supported on a uniform surface. It shall be avoided support on rocks or stones.
In general, a proper pipe installaation and its respective devices, recommendations content on
manufacturer manual shall be followed.

Place the foundation using a compacted explective layer 95% of modified Proctor, 40cm in

Place and melt the flagstone sleepers on the indicated levels, on the same extensions and
accessories. This is for attatching the safety belts to join the sleepers to the tank as
manufacturer indicates. (it shall be taken into account the use of crane or another
equipment for its placement).
Pipes levels to be connected shall be ensureed and taken necessary cautions to prevent
that further decantings break the installed pipes connected to the tank.
Estanquitiy tests shall be done. These tests shall be approved by the American
Government or its representative.
Once the valves, attachments, accessories and pipes have been connected, shall be exposed to
hydraulic tests. These tests are done to ensure that the system and estanquity function properly in
order to detect possible or accidental cracks that may occur during the work or by the decantings.
Technical and constructing specifications indicated by the designer and manufacturer shall be
followed strictly. Any infringement shall cause work disapproval.

the installation of drainage drainage system of pipes for drainpes and rain water to connect to the
delivery points.Additionally specifications of item6 shall be applied.

construction of every section that makes up the supply drainage system according to the diameters
stated on the design drawings.

the installation of drainage drainage system of pipes for drainpipes and rain water to connect to the

6.13.03.

1-1/2"Flap

Register.

Wafer

This work consists in the supply and installation of register wafer type Flap 1 "or equivalent and
accessories necessary for the hydraulic functioning of supply in the established diameters
according to the hydraulic design referred to in the shots and details.
Flap register records were installed on sites indicating the design
drawings.
Registers, attachments, fittings and pipes shall be submitted to a hydraulic test once
connected
Once tested the drainage system shall be filled with water and pressurised until the time of
installation of sprinklers in order to locate the possible accidental breakage occurring during the
work.
6.13.04. PVC 2 flange
It is considered as work tem flange for hydraulic assembling the flange supply for the connection to
the main drinking water drainage system and material required for its installation and working. Also
it is considered labour required for the placement and attach to the supply and drainage drainage
systems from the different hydrosanitary devices, following the architectural or hydraulic design.
The devices shall be approved in advance by the American Government or its representative.
6.13.05. HG UNIVERSAL
6.13.06. 3/4" Mechanical float complete
It comprises the supply and installation of float valves including cupper float and elements for its
connection in 1 diameter for the underground water tanks.
The scope of this operation includes the supply, installatioin of mechanical valves of 1 floater and
all
the necessary accessories for the correct installation and functioning of the
system.
6.13.07. 1500lts Reinforced polyester tank (including loaded, brick chamber detaching for manhold,
valves boxes and alfajor sheet roofs.
It comprises the supply and installation of drinking water tank, that is premanufactured in polyester
and glass fiber reinforced. It is included pipes and accessories for the inlet and outlet, ventilation
taps. Concrete for loading, clamps and other elements necessary for its proper installation and
functioning.

Locate the elements as indicated on the drawings.

Place a foundation of compacted later at 95% of modified Proctor and 40cm in


thickness.
Place and melt the loading dried cement on the indicated levels, with the extensions
and accessories to fix the safety belts to join the dried cement to the tank following

manufacturer indications. (crane or heavy equipment shall be provided for their


location).
Pipe levels to be connected shall be verified and necessary measures shall be taken to
prevent further decanting that break the pipes installed that are connected to the tank.
It shall be ensured that the pipes connected to the tank and to the machine rooms shall
not be broken due to decanting when loading the tank.
Sealing tests shall be done and approved by the American Government or its
representative.

Once valves, devices, accessories and pipes are connected, they shall be hydraulically tested to
verify that the system and sealing function properly. This shall be done in order to locate posible or
accidental cracks that may occur during the work or by decanting.
Techinical and constructioni specifications indicated by the designer and manufacturer shall
be followed strictly. Any infrigement shall cause the work not to be approved.
6.14. PRESSURE EQUIPMENT
6.14.01. Hydromechanic equipment supply, including two 6hp pumps. Including accessories for
joining to galvanized steel.
It comprises the equipment supply and the every operations to locate, support and hydraulically
connect the pumps and hydroneumatic. These are taken into account by the designer and located
into the pump room as indicated on the design drawings. It includes sections, valves, suction
accessories, pump loading and sections, valves and accessories for the return and equipment test.
It is included flexible fittings and elements detailed on the details and isometric plan of the pump
rooms. It also includes steel pipe 1 and 4 diameters that makes up the hydraulic drainage system
of the drinking water pumping system on visible sections or on ducts and walls.
Pipes inlets and outlets shall be stated and correspondent grommet of equipment
rooms. Equipment
The equipment for the drinking water system may be from National manufacture or imported. They
shall follow the hydraulic and electric requirements presented on this project that have five years
minimum guarantee.
The supply equipment shall be located on the pump room shown on the design in accordance with
the drawings. Such equipment shall be acquired completely new and be used exclusively for the
drinking water system. The equipment is made up with a set of centrifugal pump with a 100% in
capacity each one and a hydro accumulator.
The equipment that has the specifications detailed above shall be installed on the pump room, on
the inertia blocks provided with that structural design purpose. Necessary bolts have been
connected to the blocks for the proper attachment of equipment to those blocks. These bolts
location on the inertia blocks shall be done prior to be melted and following every equipment
manufacturer catalogue of as corresponds.
Once the equipments are fixed on their correspondent base, they shall be hydraulically connected
to the drainage system into the pump room in accordance with pump room detailed diagram.
It is included electrical connections among engines, sensors, switches, and control panel. They are
also included 1 float assembling, connections to centrifugal pumps and hydro accumulator
tank.

maximum painting adherence and end finish. The finish shall be in green baked enamel.
Power Flow

It shall be made with three-way switcher, neuter and ground phases, thermal magnetic breaker.
Three-phase type that functions as a totalizer and insulated protection for every pump equipment. It
shall have its own ignition system with overcharging protection and circuit breaker.
The circuit capacity and output voltage shall be in accordance with the feeding voltage from the
electric substation low voltage.
Control Circuit
it shall have the following controls:
Two-position on/off selector for the panel.
Lighting warning of panel powering.
Three-position selector: manual, on/off switch for the every pump
ignition.

On/off controller by signal sent by the switch panel installed on the hydroacumulator.
Voltage and amperage pointer display.
High level warning alarm signal on the tank when the pumps do not function.

Execution procedure
The equipment that has the specifications detailed above shall be installed on the pump room, on
the inertia blocks foreseen for this structural design purpose. Necessary bolts have been connected
to the blocks. These bolts location on the inertia blocks shall be done prior to be melted and
following every equipment manufacturer catalogue as corresponds.
Once the equipments have been fixed on their correspondent base, they shall be hydraulically
connected to the drainage system into the pump room in accordance with pump room detailed

infringement shall cause work disapproval.
Hydroneumatic Equipment
Material and equipment specifications already mentioned shall be followed. Other specifications
shall be followed too:
SCH40Galvanized steel pipe shall be used when constructing pump
room.
Accessories may be from National manufacture or imported. They shall follow the hydraulic and
electric requirements presented on this project that have five years minimum guarantee.
Flexible joints (random joint) shall be in neoprene manufactured in multilayer nylon and molded and
cured neoprene strand, and steel flange. No wire mendings.
Elements such as valves, ensures and other devices shall be installed. It s mentioned on the unit

cold water supply drainage system in order to make changes on deviation, derivation, reductions
and joints among the pipe. Hydraulic points construction workers shall not be taken into account.
This item comprises labor, tools, accessories, necessary for the installation of cold water drainage
system from the tank inlet to the usage registers outlet of every drinking water sanitary units.
Additionally specifications of item6 shall be applied.
6.15.03. 1-1/2" ball valve (including box and alfajor sheet roof)
This work consists on the valves, nipples, and other accessories supply and installation for ensuring
a proper hydraulic functioning, supply on the stated diameters. It shall be done in reference with
hydraulic design stated on the general drawings and details drawings.
The valves shall be installed on the places indicated by the design drawings. Teflon strands shall
be installed on the male adapters which are required for valves installation.
Once valves, fittings, nipples, accessories, and pipes are installed, which shall be hydraulically
tested.
Once drainage system is tested, this shall be filled with water and pressured until the sprinklers are
assembled in order to locate possible or accidental cracks that may arise during the work.
6.16. SUPPLY DRAINAGE SYSTEM
6.16.01. PVC P 1/2" pipe
It considers as work item PVC-P pipe every horizontal or vertical section that makes up the cold
supply drainage system to the hydraulic point inlet. It consists on the PVC-P pipe supply and
installation necessary for the construction of every section that makes up the supply drainage
system according to the diameter stated on the design drawings.

6.16.03. 1/2" garden wrench with screwed edge


Supply and installation of garden faucet, resistant to corrosion, peeling, water discoloration;
resistant to soap effects and cleaners, roofings. It is not toxic, functional, bronze veneer, practical,
easy to install, 5,7 cm in lenght x 1.2cm in lenght to screw inlet, in diameter, metallic, industrial
use for GRIVAL gardening or similar.
Prior to its installation, a sample shall be delivered to be approved by the American Government or
its representative.
6.17. PRE-OPERATING SYSTEM
6.17.01. Hydrostatic Test
It consists on the pressurized water pouring into the hot and cold water hydraulic points, which are
monitored for a determined period in order to determine if there are leaks in the system or not.
NTC1500 recommendations shall be followed:

Ensure obstruction on hydraulic points.


Ensure registers open according to the circuit to be tested.
Install manometers on the monitoring points.
Fill the pump with water by pumping, eliminating air content at the pressure indicated
on the Standard.
Maintain and monitor the pressure for the period stated on the standard.

7.0. MOLDING AND PAINTING

7.01. MOLDING ON WALLS

The current specification comprises the minimal requirements that a cement and put downing
mortar shall have. It is applied on smooth finish to masonry surfaces, indoors and outdoors. It is
regularly determined as molding, adherent base, finishing plaster or coating.
Prior to molding execution, all of regattas, electrical installations, hydraulic installations, telephone
system, gas supply, etc., shall be properly installed and tested according to the instructions written
on specifications of these items. Similarly, walls shall be cleaned removing grease or mortar
particles that are left during masonry execution and moisten to receive molding.
On the straight walls is mandatory to execute vertical screeds, to minimal distances at 2.00 mts.to
obtain molding completely aligned, leaded or straight.
Once initial screeds have been done, the mortar shall be strongly applied against the wall, using the
trowel and put down with wooden or metal rulers (muzzle) that are supported on screeds. Once the
mortar has been cured, it shall be trimmed with wooden float using mix from the same material to fill
pores or slits.
The molding shall have 1.5cm in thickness, being the most prominent wall part. Inner molding
executed on hollow block or cavity walls. Walls shall be moistened two times in day for 3 days to
ensure a perfect cure to preventing from cracking, especially on warm and dry outdoors zones.
Molding shall be overcastted on floors, dry-walls, on angles formed with other walls on the form
indicated on the drawings. The column edges, windows, walls, beams and other basils arisen on
the wall shall be rounded or beveled on the top, except if particular details or drawings stipulate
other basils.
Whole waterproof molding r shall be used on outdoor walls, which are exposed to rain effects, and
on indoor walls that are faades. Molding sika 1A trademark or similar may be used as long as
they ensure the same protection and guarantee for the work.
Molding on walls shall be enlarged using scraping marks 1cm in width. Due to molding depth, wall
zones shall be finished and adjusted to concrete elements and accurately executed to obtain a
good appearance, are straight and uniformly widen.
It shall be important the supply of material, labor, transporting, equipment, tools, cut procedures,
accessories, pre-operations. Also they shall be taken into account necessary costs for the
satisfactory work executions following these specifications.
Edges and extensions
Sharp edges and extensions shall be executed in such a way that are perfectly horizontal and
vertical aligned and 1cm in width as molding width. The edges surface shall be rounded in one half
centimeter radius.
Materials
It shall be used mortar fissure 1:6 at the rate of for the first coat and 1:4 at the rate of for the
second one. Wooden and metal muzzles shall be used too. For outdoors molding, it shall be used
1:4 mortar fissured (wasted extension cement) and a waterproofer sika 1A or
equivalent.

7.02. PAINTING
7.02.01. Stucco and vinyl over restoration 3 coats for indoor walls (edges and extensions included).

It refers for stucco supply and application on molding for indoor walls and on porcelain veneer
areas. Molding wall, no dirt, ledge, properly leaded, leveled and further dried. It is proceded with
stucco application, ensuring sealing all joints, cracks and imperfections left on the molding.
Finally, stucco shall be polished with # 240 or 280 dry paper for water for obtaining surfaces ready
to paint.
Vinyl on stucco
This tem is refered to coating of color that shall be applied on indoor edification beams. Highquality vinyl type 1 shall be used (viniltex or similar) and it shall be applied on the following way:

A previous cleaning of surfaces to remove stains, mortar particles, stucco, dust or grease.
Molding with mortar at the rate of 1:2 or stucco plaster to stucco application on holes and
cracks by using a metal spatula.
The first coat or base shall be better while for the vinyl impresin or adhesion to stucco and
prevent end finishing from pealing or flaking.
Finally, two layers or vinyls coats shall be applied with flush or sponge roll, preventing first
coat to dry an hour prior to apply the second coat.

7.02.02. Indoor areas koraza on molding (edges and extensions included)


This tem is referred to the painting coat that shall be applied on edification indoor walls. Koraza
painting shall be used for outdoors using Vinlytex trademar or similar. It shall be applied following
the procedure below:

A previous cleaning of surfaces to remove stains, mortar particles, stucco, dust or grease.
Molding with mortar at the rate of 1:2 or stucco plaster to stucco application on holes and
cracks by using a metal spatula.
The first coat or base shall be better while for the vinyl printing or adhesion to stucco and
prevent end finishing from pealing or flaking.
Finally, two layers or Koraza painting coats shall be applied with flush or sponge roll,
preventing first coat from drying an hour prior to apply the second coat.

8.0. FLOORS
8.01. BASES FLOORING AND FINING
8.01.01 Trimming on slopes using waterfproof mortar at the rate of 1:4, t=2cm, for
footbaths.
8.01.02. Levelling mortar at the rate of 1:4 at 0.03cm
This tem refers to floors miltred on mortar 1:4 at the rate of s. For this operation execution, it shall
be used T1 grey cement and river or rocky sand extension at the same time. For finishing
application, wooden float shall be applied leaving a rustic finish to help adherence to finished
flooring. This floor shall be left leveled and for exterior areas, leaving the necessary levels for
corresponded drainage to receive ceramic tales finishing on halls, rooms and regular areas at the
levels indicated on the Construction.
Procedure

Moisten area to be finished.

Execute horizontal screeds to convenient distances for the rulers support on its edges.
Ensure leveling on slabs general levels, filling finshes different in thickness.
Fill levels of screeds with mortar at the rate of 1:4, fining washed extensin, 2cm in
thickness as mnimum.
Wait mortar cure to start.
Screed floor surface with wooden float to obtain a rough surface.
Let it dry.
Ensure acceptance final levels.

8.02. FLOORS
8.02.01. Porcelain floor beige sealing dimensions 0.60 x 0.60 m Corona or similar trademark placed
on site.
This operation is referred to beige porcelain sealed dimensions 0.60 x 0.60 mts on concrete
foundation (subfloor slabs and upper floors). This shall be made following indications on the
drawings and the following instructions:
Beige sealed porcelain dimensions 0.60 x 0.60 mts, following dimensions and specifications and on
the places indicated on the finishes drawings. The screeds and color shall be approved by The
American Government or its representative.
Before placement, levels and slopes shall be verified placing bases to prudent distances and being
especially careful that there are not drains. If there are drains, they shall be oriented towards the
slopes for free flow of water towards sinks or curbs preventing puddles and wet. Porcelain paste
shall be put down at 1cm in thickness as minimum (subfloor slabs) and not greater than 2mts
(subfloor slabs) and shall be placed one per one. These ones shall be well decanted.
12 hours later at last, joints shall be sealed with color muzzle, which shall be approved by American
Government or its representative.
It shall be proceded with surface cleaning using a wet and clean cloth, before than muzzle hardens.
The surfaces shall be leveled, without edges and protrusions on the joints, standing parallel to the
walls that mark areas or spaces. Defective tiles, with protuberance on its base or defective edges
shall not be approved. The infilling substances or tile pieces that emerge from every zone shall be
placed on the corners or less visible areas. Tile pieces or particles shall allowed if its mnimum size
is each tile.
Once flooring is finished, it shall protected conveniently with paper, cardboard or plastic to ensure
its preservation at the contractor expense.
Procedure

Prepare mortar fissure.


Line joints towards both directions.
Put down paste at 1cm in thickness as minimum.
Place porcelain, setting pit with soft hits. The floor shall be uniform and continual on
both directions.
Leave joints among pieces at 2mm, using separators.
Clean porcelain before grouting hardens.

Protect floor for preservation during construction.


Ensure levels, alignments and slopes for acceptance.

MATERIALS
Materials to be used shall be Beige, sealed with porcelain Corona or Similar trademark, dimensions
60x60mts, porcelain special paste Pegacor trademark or similar. For grouting the muzzle shall be
beige.
Type Pizzara black floor dimensions 0,45m x 0,45m for bathrooms.
This tem is referred to slate black color flooring, dimensions 0.45 x 0.45 mts as indicated on the
drawings (bathrooms). The works shall be included on floor smoothed. For that purpose, it is
necessary to trimmed floor to be faced-off if it has protuberances and swipe thoroughly

It shall be proceeded with surface cleaning using a wet and clean cloth before than muzzle
hardens.
The surfaces shall be leveled, without ledges or protuberances on the joints, standing parallel to the
walls that mark areas or spaces. Defective tiles, with protuberance on its base or defective edges
shall not be approved. The infilling substances or tile pieces that emerge from every zone shall be
placed on the corners or less visible areas. Tile pieces or particles shall allowed if its minimum size
is each tile.
Once flooring is finished, it shall protected conveniently with paper, cardboard or plastic to ensure
its preservation at the contractor expense.
Procedure

Prepare mortar fissure.


Spin joints towards both directions.
Put down paste at 1cm in thickness as minimum.
Place the slate longing, setting pit with soft hits, uniformly and continual towards both
directions.

Melt a mortar coat at the rate of 1:4, 4cm in thickness on concrete foundation.

9.03.01. 6mm crystal color polycarbonate roof (metal structure and necessary accessories for its

protection from ultraviolet light on its outer side, 79% of light transmisison, Kcal/(hm2C) 3.2 W/m2C 3.7 thermal insulation, 0.91 shadow factor and 1.300 Kg/m2 resistance.
Store the sheets on flat surfaces or wooden platforms with a 100mm bearing surface, placed on the
central points which shall not exceed 1m. Use an opaque roof steadly fixed to protect sheets from
wind, rain and sun. It is recommended to store them on indoor areas.
Polycarbonate sheet shall be installed using one of the multiple available assembling systems,
designed for traslucid PVC sheets, acrylic and polycarbonate. (busbar system with supports, busbar
system with own support, binder on the wall edge, front closing). In accordance with manufacturer
recommendations.
For any structure system to be used the following specifications shall be taken into
account:

The roofs shall have a mnimum slope of 5 to allow a proper rain water flow.
The assembling of the polycarbonate sheets shall be the last operation to be done prior to
complete the project.
The sheet face with UV protection is the one that has printings.
Remove the protecting film just after the sheet assembling.
Replace the temporary tapes with solid tape or window aluminum tape.
Use aluminum profiles type Superflex or similar to perimetrically fix the sheet. Take into
account the additional load against wind.
In case of sheet perforation, use sharp rounded sheetings. Do not forget enlargement and
contraction layers against temperature.
When cutting, use a 1600 RPM circular saw with paralallel teeth and use a bumper.
Before assembling, joints, cleaning products, etc., shall be tested to verify that they shall

not damage the sheets. Plasticised PVC gaskets shall not be used.
Be aware that the celular polycarbonate sheeds expand themselves 3mm in linear meter.

Anybody shall walk on the celular polycarbonate sheets.


Take into account the minimal recommended radius when curved on cold temperature.
Prevent tension, vibrations and effort, because they limit the effort operating life. Keep
strictly allowed loads.

extensions surrounded the framework.
Materials: male cedar for the frame 4mm triplex trebol, 3x3cuppered bolts including its respective
screws, head-off nail and colbon for wood. The cupper slabs bolts shall be installed on the frame

perfectly adjusted and smooth.
The formica shall be pasted in such a way that edges or hip-knobs are not raised. The furniture
shall be left with their respective lock and clamp. Cabinets shall be made at 1:20height as
maximum and shall have drawers on every side. The extra module shall be installed on open
modules or panels.
Materials: General indications shall be taken into account about different materials to be used.
Every employed material, rustic timber or fine timber, shall be made of new, dry, high quality
pieces. The materials shall be approved by the controller before they are sued.
Woods shall not have lumps, cracks, leakages or other imperfections that may affect their esthetic
presentation.
Woods shall be allowed to vapor dry with 12% wet as maximum to ensure durability. On the specific
places, Triplex, formica, madeflex sheet or any other material shall be high-quality. Materials shall
have well sanded, polished surfaces and with edges veneered for painting and having the indicated
thicknesses.
The finished surfaces and visible borders shall be completely smooth, no lumps, hits,
protuberances, marks or any other irregularities imputable to the manufacturer or during their
installation. The assembling and joints shall be perfectly adjusted. The cabinet shall be delivered
painted with tintilla, painting and color indicated on the drawings or authorized by the controller.
The wood shall be protected against environment during its transporting and storing, which shall be
done on dry and well-protected places once they are on the site.
For this case, male cedar wood shall be employed, high- quality triplex sheet, head-off nails and
colbon for wood.
11.03. OTHERS
11.03.01. Supply and installation floor cabinet and kitchen wall at the rate of 2:1.

12.0. VENEERS
12.01. Veneers
This type of finish shall be placed on the smooth molding surfaces, previously moistened and
trimmed with wood float, with not Wax Polishers, greases or painting. The tiles shall be weighted,
aligned, and adjusted with soft hits. For the veneer placement, its procedure is from down to up. A
level is taken as guide with connecters placed on a distance equivalent to the tile size. So, it is
started when the second row is placed. Per each row done, the row shall be horizontal and vertical
in order to obtain a perfect collocation. The pieces that need to be cut, shall be polished in order to
ensure a straight edge and with no chips. Once mortar curing is done, it shall be proceeded with
seal joints with color muzzle to obtain a perfect finish.
The tiles shall have lateral and back sides without enamel for easy handling. The sides shall be
perfectly flat and colorful and straight edges, have a uniform measures (little contact with each
other) and not have defects on enamel side. If any of these conditions are not complied, tiles shall
be considered as second-class ones.
To complete walls roofing, special pieces are made, with round edge on the corners, with one or
two round edges (blunt or double blunt). Also they are made with grooves that shall be placed on
the cross or facing masonry intersection angles, joint-roof or different-size and shaped moldings.
They are used to infilling upper joint roof. Particles or pieces shall be allowed at size of each tile.

This epigraph comprises the supply and installation of flat mirrors, with wooden cedar frame, 5cm in
width on the places indicated on the architectural drawings. Color determined by the American
Government or its representative. High-quality mirrors shall be placed, with smooth surface and
uniform thickness, with no ondulations or stains. The mirrors shall be fixed with filler or special grout
on the color approved by the American government or its representative. A first layer as filler base
placed previously before installing the mirrors. These ones shall be placed along the bumpers with
profiles and pushing them after placed with filler and spatula for trimming them.
EXECUTION

The main idea is to ensure a bigger amount of hangings in an ordered way and adjusted following a
determine pattern. The galvanized hangings shall be tied. These ones shall support the main
beams, which shall be separated every 813mm.
Anchor the turnbuckles to the concrete slab, at an 1 x 1 x angle, with a perforations of 3/16
and . The first perforation shall allow anchor such as wing to the concrete slab. This shall be
done using a hammer or impact anchor. The second one shall allow to tie wing hanging for this
purpose. It is recommended to torch the wire turning around itself three times. Main beams shall be
left in false position from the edges, to 15cm.

Perimetral angles installation: using the marks left on the walls, install galvanized steel angles #20,
dimensions 1 x 1 . Fix them on the wall using hoop drivers with screw, hammer-able
anchors or impact nails every 61cm.
Installation of main beams: as mentioned on the above section, the main beams separated every
813mm. Supporting on the spinners, tie them with hanging. Do it in such a way that the wire turns
two times around the beam and allow them torch the wire turn around itself three times. Ensure that
all of hangings are tight when beams are at the same level.
Omega profile installation: using the spinners, screw the Omega profiles on the main beams lower
wing, using screws with very flat cylinder head per each Omega profile wing. As may be deducted,

hanging lump, Omega Profile and main beam. It shall be done when it has been installed every
610mm that is the maximum recommended
separation.
Prevent from modifying this pattern because the stated symmetry ensures a proper loading
distribution. Ensure that the perpendicularity between the main beams and Omega profiles is
perfect. In case of vapor barrier installation is necessary, do it when all the Omega profiles have
been installed and bolted to the main beams. Fix it for a short time, using thin elastic adhesive
cords. In this way, screwing the slabs shall allow a proper support. Installation of Superboard
slabs or similar: Once joint type is determined, start installation ensuring that a required separation.
For that purpose, screw them to the Omega profiles, using Drywall No 6 x 1, separating them every
300mm.

Make necessary reparations on the sites that have been damaged during the construction
process for its proper presentation and delivery.
Clean floors and walls in ceramic material, as well as the sanitary devices with muriatic acid
or nitric acid in concentrations recommended by the providers.
Clean the windows and remove particles taking care that frames finishes are not damaged.
The particles adhered to the glasses shall be throughly removed.

Construction of kerbs melted on the site in 3000 psi concrete, used to lateral countening of slabs,
sets and sidewalks. They shall be built on places indicated on Architectural Drawings and Details
Drawings, in accordance with the alignments and slopes to be stated.
Ensure levels and slopes of finished floors and explective subbases.
Keep dimensions a profiles indicated on the details drawings.If kerbs geometry and
modulation is not detailed, their dimensions shall be the following ones: 15 cms. In height; 5
cms. de base width.
Build the kerbs on a formed base by a strongly set layer of soils selected and described
above.
The kerbs shall be selected by steel sheets in thickness as mnimum to construct blocks
from 1.50 a 1.80 m in length. The material that joint assembles, shall be approved by the
American Government or its representative. That material shall be asphaltic painting.
Before placing concrete, the base shall be lightly moistened.
Use forms properly oiled or before concrete melting. The forms shall be placed on set base.
Its proper functioning shall be tested and top elevations in the middle of the traffic and
precisin level.
Fix forms to their correct aligments and levels.
Pour concrete inside them, compact with vibrator or steel conical point rod to remove
empty spaces and obtain smooth surfaces.
Remove forms before that the concrete has been completely cured.
Use appropriate length blocks for the end of the stages. The corner curbs will be curved or
chamfered as indicated in the respective planes. The curved curbs wear on their upper

Place wet paper on the top when air-rowlock wall are molded. Kerb shall remain permanently wet.
This treatment shall be extended for all the time that the American Government or its
representative indicates, but that time shall not be less than 10 days.

Electrical standard for work acceptance


The proposed work paper includes all the electrical designs, technical specifications, suggested
materials and parts, which are required for the electrical work and its execution on site. The
Contractor shall comply and strictly observer the following electrical standards during the proj ect
construction process: NTC 2050 last upgrade including chapters 1,2,3,4 and section 645,NEC 250
updated version, NTC 3471/UL 67, EIA/TIA 607, EIA/TIA 568-569 updated version, ANSI/IEEE
C62.41-C62.45, NEPA 780, NTC 4552-2, IEEE-80, IEEE-77, RETILAP and RETIE updated version.
The proposal shall not be accepted if the bidder does not include the following information: catalogs
and technical sheets for materials and components (Detailing specifically the items to be used on
the contract). The Contractor shall have an electrical/electronics engineer, who shall oversee the
execution of the work. The proposed electrical/electronics engineer shall also sign the installation
conformity and material conformity acts requested on RETIE. The proposed engineer shall have
experience of five years or more on similar projects, in fact his/her curriculum vitae shall be
annexed in the proposal.
Material, equipment and parts.
The Contractor shall use brand new materials, equipment and parts certified and approved by
RETIE. All products to be used during the project execution shall be brand new, manufactured in a
period not longer than six months when the contract is awarded. The products, equipment and
parts to be supplied and installed shall comply with international standards and US Federal
Regulations. The Contractor shall submit the custom clearance documentation (nationalization
acts) for those assets which were directly imported, this is required to accredit afterwards the
assets ownership and to perform the process of donation in a suitable manner before the
Colombian Government.
Important: The Contractor shall not supply and install products, materials, equipment or
accessories during the contract execution, which have not been previously approved by the
US COR. In that case the Contractor shall be responsible to assume costs (overruns) and
time that might be necessary to comply with the COR and contract requirements.
Testing
The Contractor shall include in his offer a list of equipment and devices required to achieve a
testing process over the systems to be installed. The equipment to be used during testing

processes shall be calibrated by a certified company. The equipment to be used shall count with a
valid calibration certificate issued no longer than 12 months.

The Contractor shall quote for supply and installation of a new MV circuit branch, three
phases,13200VAC/60Hz, which runs from existing post up to the new power sub-station, such as
showed on the plan ELX-01E. The new circuit branch to be supplied and installed shall be
composed by three lines, feeder type MV90/15KV and copper made caliber AWG No. 2 with
isolation type XLPE 133% (Polyethylene Reticulated). The length for the new circuit branch is 40
meters. This new circuit branch shall connect a 225KVA power substation (Encapsulated), which
shall provide electricity for the proposed Coast Guard Training School Facilities.
MV Circuit-breaker system for post
The Contractor shall quote for supply and installation of a circuit breaker system. The units are
expulsion type, for outdoor installation, single-polo with current interruption capacity up to 25A and
vertical installation type. The new units shall comply with ICONTEC 2133, manual operation done
by fuse rod Basic Isolation Level (BIL) of 1.2/50 S KV peak. The Contractor shall provide the
electrical values for symmetric and asymmetric interruption for the voltage between phases (lines).
The circuit-breaker system shall work for a nominal voltage up to 15KV. The physical and
mechanical features shall comply with ICONTEC 1285 (ANSI C29.1 and ANSI C29.9).
MV Lightning system
The Contractor shall quote for supply and installation of a lightning System. The units shall be used
for servicing in a distribution network system rated to 15KV. The lightning system shall be used also
to protect transformers, lines and devices in the system (13.2 KV). The system shall be type Zinc
Oxide without gaps, porcelain surface, with deflective gas chamber, ground line automatic trigger,
nominal current drain up to 10KA, nominal voltage up to 15KV and conditioned for installation in
outdoor locations like post and metallic holders. The lightning units shall be certified by CIDET. The
requested devices shall comply with the following standards: ICONTEC 2166 (Over- voltage
drainers), IEC TC 37 WG4 (Zinc oxide type), ICONTEC 2076. The technical requirements for the
system (for Zinc oxide) are as follows:

Maximum Continuous Voltage (MCOV): 10.2 KV RMS

Porcelain voltage capacity:
- Dry (1) minute: 31KV
- Humid (10 seconds): 27 KV
The system shall be grounded by means of a grounding line in cooper, AWG No.2, which shall be
canalized through a metallic galvanized pipe of inch. The wiring shall be connected to a metallic
rod (grounding electrode) of 2,44m and 5/8 inch gauge, which shall be placed beside the electrical
post. Material for welding work and details of constructions shall follow table 24 of RETIE and
NTC2050 article 250. Seal on top of the pipe is required to prevent material and animal access.
The metallic pipe has a length of 7,5m.
MV Metallic holder, diagonals and fixing accessories for posts

The Contractor shall quote for supply and installation of a metallic holder, diagonals and fixing
accessories for posts. All parts shall be done in iron, type hot galvanized with protection painting
and treatment for outdoor environments to prevent corrosion (The MT installation is to be done in a
tropical area with high concentration of sea salt). The accessories to be supplied and install shall
comply with ICONTEC 2617, 2076 and 2150. The components shall be free of any irregular
surface, rough edge or sharp edge. The dimension for devices shall comply with standards. The
fixing elements, pipes, anchors and any metallic part shall be conditioned for outdoor environments.
The parts and components to be used in the project shall be brand new and RETIE certified.
MV Retention clamps
The Contractor shall quote for supply and installation of a retention clamps set. The units to be
used shall be compatible with existing wiring, according to the annexed table and in order to
reduce the
galvanic pair and power lost due to heating by field
effect.

MV Post
The Contractor shall provide and install a concrete post. The new post shall have the following
features: 12m height, 750Kg. The unit shall be please according to indications done in the plan
ELX01E.
MV Metallic raceway in post
The Contractor shall quote for supply and installation of a segment of metallic raceway, galvanic
type, which shall be installed along the existing electrical post. The pipe shall have a gauge of four
(4) inches. The pipe to be installed shall have a terminal adapter with seal, which shall be placed on
top of the pipe to be supplied, in order to prevent feeder damages during the cabling installation; the
seal on top will prevent the access of materials and animals that might affect the wiring. The pipes
length is seven (7) meters from soil level to top, plus 0.5m under grounded, being a total of 7.5
meters length. The pipe shall be brand new, RETIE certified and its installation shall follow the
Colombian standard CS20s. The metallic pipe shall be matched with an underground PVC raceway
by means by a PVC DB adapter of four (4) inches caliber, heavy duty type, CS 202, Colmena or
similar RETIE certified. The seal to be used shall be 3M or similar RETIE certified product. The
contractor shall use galvanic tapes of 4 inches, in order to hold and ensure both grounding and
main circuit MT pipes. These tapes are placed every 3 meters. The MT circuit shall be marked
according to US COR instructions.
MV Underground Raceway
The Contractor shall quote for construction of an underground raceway according to Colombian
standard CS208. The bidder shall quote for supply and install two (2) pipes, four (4) inches each
one, PVC DB type, corrugated, CS 200, brand new COLMENA or RETIE certified equivalent. The
new underground raceway shall count with a safety tape as indicated by Colombian standard
CS273-1. The underground raceway has a length of 20 meters approximately, which runs from a

sub-station pad mounted and a LV meter enclosure. The Contractor shall verify the real distance,
adjusting it in his proposal if so. The electrical tubes shall be sealed to avoid the access of animals,
insects or water. The type of seal to be used and its installation shall follow the Colombian
standard NTC 2050-305.G. The raceway location is shown in the plan ELX01E. The pipes to be
installed shall end in PVC terminals type bell (Campana), which shall be installed on each junction
box or at the level of floor.
Junction boxes for MV distribution.
The Contractor shall quote for supply and installation of (2) new junction boxes Colombian standard
CS275, which shall be placed as it is shown in the plan ELX01E.
Concrete pad
The Contractor shall quote for construction of a concrete pad, which shall be placed as a solid base
for the electrical equipment (substation and meter enclosure for BT). The concrete pad shall have
an area of 2.5m X 2.5m, 3000 PSI. The concrete pad shall be connected with the junction box CS
275 by means of two PVC DB pipes, which shall have a gauge of 4 inches each one. The concrete
pad shall count with a grid metallic fence (2.5m high), with door and lock. The area, marking and
free space areas shall comply with NTC2050 chapter 450-C accordingly.
MV/LV substation- Pad mounted
The Contractor shall quote for supply and installation of a MV/LV Substation, pad mounted type,
which shall comply the following specifications: enclosure type, size, cooling and installation shall
be done in accordance to Colombian standard NTC 2050 Chapter 450-27, NTC 3997 and CTS 525.
The unit shall be located as show in in the plan ELX01E. The MV/LV substation unit shall be madeup by two parts: the first section shall include the terminals required for MV connection and it shall
count with TVSS elbow type DPS tipo Codo, voltage capacity 15KV, 5kA. The proposed TVSS
system shall comply with Colombian standard CTS 524. The system shall count with bayonet
fusible type 25A/13200VAC. A second TVSS 15KV, 5kA shall be install on the electrical post
(LA228), please see item MV Lightning system.
The electrical transformer shall be three- phases, Y5, self-cooling type, 225KVA, nominal voltage
primary and secondary 13200VAC/208VAC, 60Hz, power factor 0.9, voltage drop factor lower than
3.0% for continuous operation. The electrical transformer to be supplied and install shall comply
with Colombian standards NTC 3654 and NTC 3445. The unit to be supplied and installed during
the project execution shall be brand new and RETIE certificated.
The enclosure shall be made for outdoor operation with dead front and electrical signaling
according to RETIE, CR10 BGW caliber, electrostatic painting and anticorrosive treatment
according to site conditions.
Important: MV/LV substation shall include its testing protocol result sheets as per requested
by Colombian standard for equipment operation as depicted on ICONTEC 818 and 819
standards.
Low Voltage (LV) circuit branches from Sub-station to General Panel Board.
The Contractor shall quote for supply and installation of a new main circuit branch, which shall run
form the new power Sub-station up to the General Panel Board (Labeled as TGA on plans). The
new circuit branch shall support the new 225KVA power system. The main circuit branch has a
length of 40 meters. The new circuit shall use electrical conductors type THHN/THHW, three phase

and neutral system plus grounding line, 2(4X350MCM + TXNo.4/0). The new circuit branch shall
have a breaker, three pole, industrial type, thermo-magnetic trigger, brand new, ABB, Siemens or
any other RETIE certified. The breaker capacity is 3X600A.
LV Underground raceway
The Contractor shall quote the construction of an underground raceway according to Colombian
standard CS208, which runs from general Sub-station up to the General Panel Board. The
underground raceway location is shown in the plan ELX01E. The item shall include supply and
installation of two (2) pipes, four (4) inches each one, PVC DB type, brand new COLMENA or
RETIE certified equivalent and shall follow Colombian standard CS 200. The new underground
raceway shall count with a safety tape as indicated by Colombian standard CS273-1. The electrical
tubes shall be sealed to avoid the access of animals, insects or water; the new seals shall follow
the Colombian standard NTC 2050-305.G. The raceway to be built has a length of 30 meters.
The pipes to be installed shall have PVC terminals type bell (Campana) at the end of each
segment, which shall be placed on the junction boxes or at level of floor.
LV Junction boxes for main circuit branch
The Contractor shall quote for supply and installation of a new junction box Colombian standard CS
274. The new box shall be placed as showed in the plan ELX01E.
LV enclosure for power meter
For measurement purposes, the Contractor shall supply and install a metallic enclosure for outdoor
operation, which shall allocate a power meter. The Contractor shall also provide and install a meter,
which shall be purchased according to parameters required by the Local Electrical Company (O de
la armada Colombian). The new meter shall be placed in a metallic enclosure 80cmX80cmX30cm
(H,W,D), to be supplied and provide by the Contractor. The new LV enclosure shall be placed
beside of the new substation. The internal connection such as piping from Substation to General
panel board shall be included. The construction parameters such as painting, CR sheet gauge,
door, ventilation among other definitions, shall follow the Colombian standard ET 914.
LV General panel board
The Contractor shall quote for supply and installation a new General panel board, which allows the
electrical distribution for the proposed services on the new facilities. The new unit is located as
shown in the plan ELX01E. The new panel board shall have space for the main breaker, threepole, adjustable, nominal current protection of 3X600A, operational voltage 208/120VAC, 60Hz,
brand new, ABB, Siemens or RETIE certified. The new General panel board shall have barrages for
phases, neutral and ground, made in copper. The phases barrages shall be protected by an acrylic
sheet or any other RETIE certified mechanism, in order to avoid direct manipulation of the hot
barrages (Dead front). The new General panel board to be supplied and installed shall be made in
metal and it shall comply with Colombian standard NTC 3475 or US standard UL67. The new panel
boar shall have a current capacity up to 1000A (See capacity requirements according to NTC 3475,
table 11.2), voltage isolation rate 600VAC and interruptive current capacity up to 10KA. The new
General panel board shall count with a power analyzer PM820, which shall be supplied and
installed during project execution.
The new General panel board shall be placed inside of an enclosure IP 54, metallic, NEMA 3R,
which shall be supplied and installed by the Contractor. The new enclosure shall have frontal door,
lock, inspection window and external signaling. The PVC underground raceway, which comes from

the substation, shall end on the base of the General Panel Board enclosure, connecting the
barrages of the new General Panel Board.
The new enclosure shall be made in CR BWG No 14-12 and it shall be painted with special
treatment in order to support the oxidation conditions caused by the salinity of the current area. The
internal spaces shall comply with the US standard IEEE-142. Colombian standard NTC 2050 and
RETIE shall be considered during installation. The minimum dimensions for the new metallic
enclosure are as follows: 80cm (front), 40cm (depth) and 180cm (height).
The new panel board shall also have a TVSS unit class C, which shall comply with US standard
ANSI/IEEE C62.41-C62.45, interruption capacity up to 200KA, protection modes L-L-L-N, L-G,
reject filtering rated > -30dB, led indicator of status, operational voltage 208VAC/120VAC, three
pole system. The unit shall be installed internally or externally from the General Panel Board. The
Contractor shall annex in his proposal the NEMA LS-1 format, specifying the equipments technical
sheet to be supplied. The new General Panel Board shall have capacity for 36 circuits. A
description of the circuit distributions is shown in table 1. The current protection (breakers) shall be
provided by the Contractor according to Electrical Calculations
annex.

LV distribution panel boards
The Contractor shall quote for supply and installation of nine (9) distribution panel boards, which
shall be located on the new complex as shown in the plans: ELE01, ELE02, ELE03, ELE04,
ELE07, ELE08, ELE09, ELE010. The new distribution panel boards shall be three-phase type,
operational voltage 208/120 VAC, 60Hz, it shall have space for a main breaker, with three-pole

breaker according to current capacity (The same technical feature as the requested for the General

Panel Board), circuit board brand Legrand, Luminex or similar RETIE certified, barrages for phase,
neutral and ground, insulation voltage up to 600VAC and current interruptive capacity up to 10KA.

Each of the new secondary panel boards shall count with a TVSS unit class B, which shall comply
with US standard ANSI/IEEE C62.41-C62.45, interruption capacity up to 80KA, protection modes LL-L-N, L-G, reject filtering rated > -30dB, led indicator of status, operational voltage
208VAC/120VAC, three pole system. The unit shall be installed internally or externally from the
distribution Panel Boards. The bidder shall annex in his proposal the NEMA LS-1 format, specifying
the equipments technical sheet to be supplied.
LV Secondary cabling
The Contractor shall quote for supply and installation of the new cabling system for each of the new
circuit on the new facilities. The expected wiring shall be type THHN/THWN. The wiring calibers
and circuit length are detailed in the Electrical Calculations annex. The plans ELE01, ELE02,
ELE03, ELE04, ELE07, ELE08, ELE09 and ELE010 indicate the pathways and circuit distribution
to be supplied and installed by the Contractor. The Contractor shall observe the code color as
requested by RETIE, in this case the phases, neutral and grounding feeders shall be identified by
the following colors: phase-line S in yellow, phase-line R in blue and phase-line T in red. The
neutral-line shall use white and the grounding-line shall use green. Therefore, each of the new
circuits to be installed shall use the color code combination according to the phase, neutral and
grounding line assigne d for the circuit connection, in fact this color code combination shall not be
changed along the path between the panel board (used to connect the service) and the fixture.
The Contractor shall use color tape bands to identify those feeders with calibers between AWG
No.6 to AWG No. 350MCM. The secondary circuit branches are shown in table 3.

The Contractor shall use THHN/THWN AWG No.12 for connecting fixtures such as lamps,
receptacles, sockets, light switches, excepting the equipment or devices mentioned on this paper or
as indicated on annexed plans. The Contractor shall observer the cabling requirements for special
equipment such as Air Conditioning units, DPS or others, installing them as per instructions of the
vendor.
LV Secondary raceway system
The Contractor shall quote for supply and installation of the electrical raceway distribution system
which shall have the following features:
-

PVC EB ducts, inch, which shall be embedded into wall as showed in the plans ELE01,
ELE02, ELE03, ELE04, ELE07, ELE08, ELE09 and ELE010.
EMT ducts, inch, which shall be exposed on indoor areas. Distribution is shown in the
plans ELE01, ELE02, ELE03, ELE04, ELE07, ELE08, ELE09 and ELE010.
The new raceway shall run up to each fixture to be installed including but limited to duplex
receptacle, socket, light switch, GFCI receptacle, three -pole receptacles for special
equipment, air conditioning units and fans among other electrical devices specified in this
paper.
The raceway for secondary system shall have metallic junction boxes to avoid more than
180 grades of continuous curves, 10cmX10cm each one, which shall be embedded or
exposed as indicated in plans.
The raceway system shall apply to all new facilities according to distribution shown in
annexed plans. The new raceway shall run up to each duplex receptacle, socket, light
switch, GFCI receptacle, air conditioning units and fans among other electrical devices
specified in this paper.
The Contractor shall supply and install a metallic raceway for data and power distribution,
which shall be placed such as shown in the plans ELE05, ELE06, ELE09 and ELE010. The
new metallic raceway shall have a metallic splitter, providing two cavities, one for electrical
wiring and the other one for data wiring. The new metallic raceway to be installed and
supplied shall be electrostatic painting type, with special treatment to prevent corrosion due
to local environmental conditions. The new metallic raceway shall be placed along the walls
and over the baseboard according to locations on plans. The metallic raceway shall be
12cmX5cm and made in CR BWG 16. Important: The raceway shall be grounded by an
isolated grounding line THHN/THWN AWG NO. 8, which shall be tied every 1.5 meters.
The grounding line required for the raceways shall be connected with the grounding bar
placed on the communication rack to be provided and installed by the Contractor during the
project execution.
The grounding lines shall be installed radially, preventing loops
along the system.
The Contractor shall supply and install a ladder cable tray according to the annexed
electrical plans. The ladder cable trays shall be metallic, 60cmx20xm, shall have internal
metallic divisor, electrostatic painting type, with special treatment to prevent corrosion due to
local environmental conditions, anchored along the ceiling. The new system shall carry-in

both data and electrical lines (both service are strictly separated by the metallic divisor). A
sample of the ladder and bottom cap is shown as guidance in exhibit No. 1.

The Contractor shall be responsible to install all accessories, angles, anchors depending on
the kind of raceway system to be used during the project execution.
For secondary circuit branches, the Contractor shall use the electrical calculation annex to
review the raceway system accordingly.

Important: some raceway distribution correspond to metallic raceway shown on the plans
ELE05 and ELE06, this means Data/voice services are using the same canalization, for
example in offices.
Since metallic pipes are subject to be grounded, the Contractor shall include grounding kits to bond
the raceway system. The grounding and bonding shall be made-up by cooper clamps and a
bonding conductor isolated THHN/THWN AWG No. 8. Exhibit No. 2 shows a sample for
convenience.

Single-phase duplex receptacle

The Contractor shall quote for supply and installation of a total of 141 receptacles single-phase
receptacles duplex type, 120VAC/15A, which shall be distributed according to plans ELE07 and
ELE08. The new receptacles to be provided and installed shall be brand new and RETIE certified.
There are three types of receptacles to be provided and installed:
1.

Single phase and insolated grounding pin, NEMA 5-20R, faceplate colored in beige,
which shall be installed along the complex, excepting the areas when indication is done
(See plans and electrical calculations)
2. Single phase GFCI, NEMA 5-20, which shall be installed in wet areas such as
restrooms and kitchen (just beside of the sink), faceplate colored in white, the system
shall include a testing pilot.
3. Single phase and grounding ping, NEMA 5-15R, which shall be installed on the
common areas such as halls, cafeteria and outdoor places. Important: for outdoor
installation the Contractor shall provide and install water proof fixtures and outdoor
enclosures.
The Contractor shall follow the Colombian standard RETIE for the installation of the new
receptacles, this item includes metallic boxes, piping, wiring, faceplates, marking labels, electrical
tape, adapters and minor accessories. The new receptacle units to be installed and provided shall
be placed 40cm over the finished floor level when they are not installed in metallic raceway, or
according to consideration done on plans.
Three-phase
receptacle
(208VAC/30A)
The Contractor shall quote for supply and installation of three-phase (208VAC) receptacles for the
simulator room, such as shown in plan ELE07. The receptacles configuration (NEMA) shall be
provided during the contract execution accordingly. Twist lock mechanism is required according to
indications on plan ELE07.
The Contractor shall follow the Colombian standard RETIE for the installation of the new
receptacles, the item includes metallic boxes, piping, wiring, faceplates, marking labels, electrical
tape, adapters, minor accessories. The new receptacle units to be installed and provided shall be
placed 40cm over the finished floor level when they are not installed in metallic raceway, or
according to consideration done on plans.
Single receptacle
The Contractor shall quote for supply and installation of single-phase single-socket, 120VAC/20A,
NEMA 5-20R, white color, grounding pin, which shall be distributed according to plans ELE01 and
ELE02. This item is required to connect fluorescent lamps 4X17W exclusively.
Fluorescent lamps 4X17, T8
The Contractor shall quote for supply and installation of 142 units such as shown in the plans
ELE01 and ELE02. The new lamps shall be type 4X17W,120VAC/60Hz operation, specular, light
reflector parabolic type, 60cmX60cm, for ceiling embedded installation. The new lamps shall
include the electrical access service point, tube type EMT for exposed installation or PVC with
same caliber if embedded installation, cabling and light switch (toggle type) appliances, and
accessories for safety installation according to Colombian standard RETIE. The light switch
appliance shall be placed 120cm from finished floor. The new light switches to be supplied and
install shall be certified by RETIE. For safety reason, each lamp shall be tied to a metallic cord, this

in order to avoid the lamp to falling down from ceiling. The electrical connection shall be also done
by using a single receptacle, 120VAC.
Energy-Saving Lamps
The Contractor shall quote for supply and installation of 67 units such as shown in the plans ELE01
and ELE02. The new lamps shall include the electrical access service point (tube type EMT for
exposed installation or PVC with same caliber if embedded installation), cabling and light switch
(toggle type) to be supplied and install shall be certified by RETIE, saving-bulb 2X13Watts, E27,
appliances with double socket E27, and accessories for proper installation according to RETIE.
The lamps shall be embedded on ceiling. Energy-saving lamps are shown as circles in the plan
ELE01 and ELE02.
Dimming Fluorescent lamps 4X17, T5
The Contractor shall quote for supply and installation of 39 units such as shown in plan ELE01.
The new units to be supplied and installed shall be dimming type; with ballast electronically design
to full lighting load operation 0%-100%. The proposed dimming lamps are a key factor for the
simulation room. The dimming lamps shall have the same passive parameters as depicted above
for the Fluorescent lamps 4X17 T8 (dimensions, installation type, number of bulbs and exterior
presentation). A control panel shall be provided and installed in order to control and operate the
lamps according to distribution. In case of provide a PLC solution, the Contractor shall provide the
source code for further adaptation if necessary when the warranty service time expires. The panel
control unit shall be placed 120 from finished floor. The lamps to be provided and installed shall be
RETIE certified.
The new lamps shall include the electrical access service point, tube type EMT for exposed
installation or PVC with same caliber if embedded installation, cabling and light switch (toggle type)
appliances, and accessories for safety installation according to Colombian standard RETIE. The
light switch appliance shall be placed 120cm from finished floor. The new light switches to be
supplied and install shall be certified by RETIE. For safety reason, each lamp shall be tied to a
metallic cord, this in order to avoid the lamp to falling down from ceiling.
Fluorescent lamps 2X32W, T8
The Contractor shall quote for supply and installation of 2 units such as shown in plans ELE01.
The units to be provided and installed shall have the following features: operational
voltage
120VAC/60Hz, electronic ballast with instantaneous starter capacitor, embedded installation, and
acrylic protector, 120cmX15cm, Sylvania line or similar, RETIE certified.
The new lamps shall include the electrical access service point, tube type EMT for exposed
installation or PVC with same caliber if embedded installation, cabling and light switch (toggle type)
appliances, and accessories for safety installation according to Colombian standard RETIE. The
light switch appliance shall be placed 120cm from finished floor. The new light switches to be
supplied and install shall be certified by RETIE. For safety reason, each lamp shall be tied to a
metallic cord, this in order to avoid the lamp to falling down from ceiling. The electrical connection
shall be also done by using a single receptacle, 120VAC
Emergency lamps
The Contractor shall quote for supply and installation of 21 units such as shown in plans ELE03
and
ELE04. The new units shall meet the following features: dual light reflector, 120VAC charger

system, wall mounting, 90 minutes operation, incandescent 5.4Watts, maintenance-free battery,


decorative housing and charger indicator. The new lamps are placed 2,20 m from finished floor.
Grounding system
The Contractor shall quote for supply and installation a new grounding system as shown in plan
ELE015. The new system shall count with a a master grounding barrage, which shall connect the
General Panel Board, the distribution panel boards, lightning system, raceways and communication
racks. The electrical network shall be grounded into a new grounding system, with impedance
lower than two (2) Ohms.
The new master grounding bar shall be made in copper electro-tinned with 25mm of thickness, 40
cm length and 15 cm width. The new master grounding bar shall be placed into a metallic
enclosure, which shall be wall mounted. The new metallic enclosure shall be IP 54 and shall have
door and lock. The minimum dimensions are as follows: 50cm length, 25 cm height and 15 cm
depth. The new grounding enclosure and the main panel board are communicated each other by
using one pipes EMT 4 inch, which shall be anchored into the wall.
The grounding system shall be composed by electrodes such as shown in plan ELE015. Each
electrode shall include its own inspection concrete box and it shall have a concrete cover and a free
space between the visible end and the land of at least 30cms. A sample is shown in Exhibit 3.

In case that current soil conditions do not allow obtaining the impedance value as requested in this
technical paper, the bidder shall conduct a grounding analysis in order to diagnose the type of soil
treatment for being used, in order to improve the expected value of impedance. The awarded
Contractor shall certify the system by filling the following sheet:

The electrodes shall be caliber 5/8, 2.44m length, and copper 99%. The grounding line shall be
made in copper AWG #2/0. Note: The electrodes inspection cavities shall contain a soil treatment
such as Favigel or Hidrosolta according to previous soil diagnostic, in order to improve soil
conductivity and homogeneity features. The welding product to be used in the project shall be
RETIE certified.
Lightning protection
The Contractor shall quote for supply and installation of a lightning system, which is shown in the
plans ELE012 and ELE013. The Contractor shall implement and deploy a solution made-up by
solid electrodes in copper 99.9%, Franklin type of 0,6 m length and caliber 16 mm. The system
shall also have downpipes, which are done in copper lines AWG No.1/0. The copper ring shall
run on the roof and shall be held by RETIE certified terminals HLC HX 5/16 X 2 and GAR
Burndy
1626. The electrodes shall be rigidly placed on the roof by a threaded terminal. All the components
to be used in the project be made in copper. The grounding system shall be connected with the
lightning system.

Table 4
The cooling capacity, amount and location information is summarized on Table 4. The units to be
supplied and install shall be brand new, such as York, Samsung or LG. The units shall be twophase system (230VAC), wall mounting and mini-split type. The Contractor shall place the new
units such as shown in plans ELE08 and ELE09. This item shall include the price for all fixing and
retention elements, accessories, anchors, electrical piping, drains and external devices
(condenser), in order to guarantee operational condition required by the products vendor. The
required civil works shall be also included on the project.
The AC condenser units shall be overlapped over circular rubber appliance, 2 inches external
diameter, with internal hole and 2 inches thickness, this way shall warranty that condenser AC
unit shall not contact the concrete on site (On green areas the awarded Contractor shall built
concrete pads according to specifications as stated in chapters Preliminaries and Concretes), the
unit is placed over a concrete pad. The expected location is showed in plans ELE08 and ELE09.
The Contractor shall quote for a total of the units required on Table 4.
The Contractor shall quote for supply and installation of the electrical system according to AC
consumption and manufacturer conditions for the proposed configurations: two-pole and single-pole
systems. This work shall include ducts and cabling installation such as requested in the Electrical
Calculations annex. The cabling caliber and piping gauge shall depend on the product terms and
condition for installation, observing RETIE and NTC2050 standards.

The Contractor shall include in his proposal the price of the rectangular boxes, breakers, ducts,
cabling and elements for the installation according to terms and conditions required by the
manufacturer of the new AC proposed system.
The bidder shall quote for supply and install an AC drain system for each AC unit, the proposal shall
indicates piping caliber and necessary work required to perform this item. The plans ELE08 and
ELE09 show the suggested pathway for the AC drain.
Important: Since space for AC condenser units is limited, the vendor can use multi-split units (1In X
2 Out) such as it is showed in plans.
Preventive maintenance AC System
The Contractor shall quote for supply three (3) preventive AC maintenance services, which shall be
provided during the first year of service of the new AC system. These preventive services shall
include cleaning, adjustments, replacing of consumables and technical support. These services
shall be provided by qualified technicians with at least two years of experience in maintenance and
competences on the AC brand to be used in the project (Rsums with suitable working references
shall be included in the proposal).
Air Extractor (Only for Restrooms)
The Contractor shall quote for supply and installation of a set of Air Extractor with their receptacles
to feed the proposed units to be located in the restrooms. The power output shall include piping
and wiring as well as the new device, which shall be 120V appliance, 300 m3/h, 14 cm diameter,
placed in window in a 15 cm grid with protector. The new units shall be placed on the wall at 2.30
m from finished floor. The new units shall be placed on the walls, which are facing the complex
faade. The final location is according to plans ELE08 and ELE09.

STRUCTURED WIRING SYSTEM


Data drops CAT 6A
The Contractor shall quote for supply and installation of 132 data drops ANSI/EIA/TIA CAT 6A
ANSI/EIA/TIA-568-B.2-ad10 (Augmented Category 6), Class F, which shall be certified according to
stated standard. The data drops are located as shown in the plans ELE05 and ELE06. Each data
access point shall have jack connector, wiring UTP Cat 6A, faceplate and marking icon, marking
rings to identify both ends (In the jack mounted on the wall and the patch panel). The Contractor
shall quote for supply 132 patch cords Cat 6A, seven feet length for work places and 132 patch
cords Cat 6A, five feet length for telecommunication closet administration. The Contractor shall
supply and install a Cabling system solution based on brand new products, AMP, SistyMax,
Siemons or Panduit. The Contractor shall certify the proposed wiring solution using a cabling
network analyzer, which shall have a calibration certificate issued no longer than six months, the
Contractor is subject to change his certification equipment if the proposed one does not meet the
calibration conditions. The data drops shall be installed into the raceway that runs over the level of
the baseboard (Description on raceway was previously done under item LV Secondary raceway
system.
The Contractor shall provide and install a set of patch panel units for cabling administration
purposes. The new patch panel units to be provided and installed shall have the following
conditions: certified Cat6A operation, 24 UTP ports, marking icon socket. The Contractor shall

provide brand new, the selected patch panel units shall be manufactured by the same UTP cabling
vendor, this to avoid compatibility issues when certification process is conducted. The Contractor
shall provide 6 cabling patch panel units CAT 6A.
Telecommunication closet (TC)
The Contractor shall quote for supply and installation of a telecommunication closet. The new unit
to be provided shall have the following features: dimensions of 85height, 23weidth and 23 depth;
metallic, painted with electrostatic painting, built in cold rolled caliber BWG No. 16-14, ventilation
mesh front door, vented panels, two fans on top. The TC shall have a grounding barrage which
shall be connected to the master barrage by using an insulated conductor THHN/THWN AWG No.
8. The metallic raceway system shall be bounded by using an insulated conductor THHN/THWN
AWG No. 8, which shall be tied to the TCs grounding bar. The Contractor shall supply and install
the following items as part of the TC solution:
-

Two (2) power strip units, each one shall have TVSS class A with current interruption of
12KA, EMI/RFI filter, 8 duplex outputs 120VAC/15A, manufactured by a certified RETIE
vendor.
Cabling organizers, both vertical and horizontal.
Two fans for cooling purposes, they will be placed on top of the rack
Two (2) single-phase UPS device, rack mounting, 120VAC, 60Hz, 3 KVA support, true
online system, double conversion, LAN port for management purposes (the Contractor shall
include a NIC 10/100 Mbps), to be deployed into the communication closet, batteries for 30
minutes under full power load (rack mounting). The units shall be brand new (no more than
six month since manufactured), APC or Eaton.

The new TC shall be placed as indications done in the plan ELE05. The TC shall be divided in two
sections, the first one shall be used for data purposes combining patch panels, cabling organizers
and interconnecting devices in the same area; the second section shall be reserved for the UPS
units and their batteries. The new UPS units shall feed each of the power strips to be installed. The
TC distribution layout is shown in the following image:

Internetworking device
The Contractor shall quote for supply and install of six (6) data switch unit as following futures:

UTP port (10/100/1000 Mbps), power over Ethernet, layer 2, manageable via Web, similar
solution to Cisco Series 2960 reference and model WS-C2960S-24TD-L. The Contractor shall
include the
2X10G cards and the cabling for the interface connection. The Contractor shall configure the
new LAN system solution, including advance techniques to balance the expected traffic in the
network, this include VLANS for the classroom, WiFi routers and administrative areas. The
system configuration is done under NAS-COR instructions and coordination with Colombian
NAVY. The Contractor shall supply, install and configure 6 new switches.
Wireless router (Only for Classroom and common areas)
The Contractor shall quote for supply, installation and configuration of four (6) wireless router which
shall be located at the classroom and on the places indicated in the plans ELE05 and ELE06. The
units to be supplied and installed shall have a coverage range up to 30 meters, support to 30
clients, dual band operation 2.4GHz and 5GHz, 802.11 a/b/g/n, wireless channel encryption AES
128 or better, four ethernet ports (10/100/1000 Mbps), POE connection, manageable and enhanced
to perform video streaming. The units to be supplied and install shall be Cisco, Linksys or 3COM (It
is strongly recommended to use the same brand proposed for the switching platform, this will
guarantee interoperation with VLANs). The new units shall be configured in different addressing
segments ensuring QoS and avoiding undesired traffic between administrative and student areas
(Helping to reduce sniffing between sections).

FIRE ALARM SYSTEM


Control Panel Center
The Contractor shall quote for supply and install a Fire Alarm System (FAS), which shall be
composed by a control unit with equal or similar technical features to Notifier NFS 320 C, manual
stations, stroboscope flashing lights and photoelectric smoke detectors. The installations work shall
comply with standard NFPA and fire Americans standards, NEC 250, ACODAL, ICONTEC
accordingly. The new FAS shall include batteries for operational autonomy for eight hours in case
of power outage. The Contractor shall supply and deploy a FAS solution, such as indicated in the
plans ELE016 and EL017. The Contractor shall include the service of training for the maintenance
staff.
Photo detectors and alarm devices
The FAS , which shall be controlled by a new brand control system equal or similar in functional
features to the Notifier NFS 320 C, shall address the photoelectric smoke sensor equal or similar
functional features to Notifier FSC 851A series, four lines wiring control; manual station equal or
similar functional features to Notifier BNG-1TSL and stroboscope light equal or similar functional
features to Notifier CH70. The smoking photo-electric detectors system shall be interconnected
each one and it shall comply with standard EN-54.
The whole system shall support two zones as follows: First and second floor and they shall include
subzones such as simulators, classrooms, offices, restrooms, cafeteria and workshop areas. The
Contractor shall install stroboscope lights as indicated in the plans ELE016 and ELE017. The
control wiring for sensor system shall be canalized by piping type EMT inches gauge, colored in
red.

The Master panel board (NFS 320C) shall be located in the communications room. Important: the
FAS cabling shall not share other raceways total or partial, therefore duct and wiring installation
shall run independently. The piping system shall be anchored along the ceiling, colored in red and
grounded by a bonding isolated line THHN/THWN AWG No. 8 and grounding kits.
The Contractor shall also quote for supply and installation of a safety signs/icons and banners
according to Colombian safety regulations. These safety signs/icons include evacuation routes,
reflective icons (Fluorescents), extinguisher banners and exit boards. The FAS solution shall
include ABC extinguishers with their holders and banners. The Contractor shall supplied and install
emergency exit banner, operational for 120VAC, 60Hz, battery operation during power outage.
LABELING
Main circuit branch cabling
The feeders shall be labeled with colors tapes in yellow, blue and red. Neutral colored in white and
grounding in green. The main circuit branch shall be labeled by using solid plastic marks, size
10cmX5cm, fonts in white and background in black. The font size is selected on site. The new
labels shall be placed on the new junction boxes.
Secondary branch cabling
For cabling gauge bigger than (AWG No4, 2, 1/0, etc) or equal to AWG No. 6, the Contractor shall
observe the same protocol depicted in the previous item. For cabling gauge such as AWB No. 8, 10
and 12, the Contractor shall use colored cabling in red, yellow and blue for each phase (not
repeating each others) neutral in white and ground in green. The secondary circuits shall have
plastic moorings, holding the cabling every 1.5 meters. The secondary branches shall be labeled by
solid plastic marks, size 10cmX5cm , fonts in white and background in black. The font size is
selected on site. The new labels shall be placed on the new junction boxes
Indoor buildings cabling
The Contractor shall use colored cabling in red, yellow and blue for each phase (not repeating each
others) neutral in white and ground in green. The Contractor shall install solid plastic marks on
faceplates. The marks shall have the following dimensions 3cmX1cm, fonts colored in white and
background colored in black.
Marking
The electrical works shall be marked by means by labels, directories and electrical plans shall be
placed on site. The Contractor shall provide signs, icon and wall marks for fire extinguisher
according with NFPA regulations and class. Once the vendor finishes the works, then he shall
provide AS-built plans including electrical diagrams, wiring gauges, pathways. Technical
information from each installed device shall be included.
Marking codes
The texts and fonts to be used in the project shall be submitted by Contractor, in order to get the
COR-NASs approval.
Grounding lines labeling
The grounding lines which are running from the main distribution panel board shall be marked.
These marks shall be done in solid plastic, 5cmX3cm, fonts colored in red and background colored
in yellow.

Panel board labeling


The breaker on the main panel board, the new distribution panel board and their breakers shall be
marked. All marks shall be done in solid plastic, fonts colored in white and background colored in
black. The following dimensions are expected:
10cmX5cm, for the main distribution panel board
5cmX3cm, for each distribution panel board
5cmX3cm, breaker on the substation; main panel board
All panel boards shall have their own single diagram, load diagram and all circuits shall be
labeled.
Junction boxes labeling
The new CS274 junction boxes shall be marked by using a metallic mark, size 10cmX10cm and
low relief. The inspection cavities for the grounding system shall also be marked by using a
metallic mark, size 5cmX5cm and low relief.
Metallic enclosures
All metallic enclosures shall be labeled by using solid plastic marks, fonts colored in white and
background colored in black. The Contractor shall also use safety signaling for the panel boards
doors.
